Commissioner s Notes Will Vick Commissioner Lone Star Region, USA Volleyball The 2015 Season is almost over and we ve already started planning for 2016. Our Regional Championships have all been completed and we can now thank our outstanding tournament hosts for their fine efforts. The Adult Regionals were hosted by Ramin Sadrai and his SPIKE SPORT BOYS TEAM. The event was played at the AVA of TEXAS facility. Additionally, the Junior Regional Championships were hosted by AUSTIN JUNIORS and TOURNAMENTS INC. and played on two separate weekends at the George R. Brown Convention Center in Houston. A great job was done by the hosting clubs and a number of hard working members. For the remainder of the 2015 Season, we have only a few sanctioned events within the Region. We also still have our 2015 Girls Junior National Championship, in New Orleans, LA on Jun 23 Jul 2. The 2015 Boys Junior National Championship will be in Columbus, OH on Jun 28 Jul 5. Registrations for the 2016 Season will again start on September 1 st and will need to be completed through the USA Volleyball On-Line Registration System (Webpoint). Before you complete your on-line registration, be sure and check with your club to determine if you need pay your fees on-line by credit card, of if your club will be sending your membership payment to the Region Office. For new members registering for Indoor play, do not register on-line prior to September 1 st or you will be registering for the remainder of the 2015 Season which has an expiration date of October 31 st. With the limited number of remaining Indoor events, I would think that the majority of our new registrations during the remainder of this season will be for the Outdoor events. If you plan to renew your membership for the 2016 Season, you will need to know the Login information. The best way to keep track of this information is for each of our members to periodically review their records and keep them current throughout the summer. Keep your contact information current in both mail AND email addresses. If you did not keep a record of your login information, you should go to the Region website www.lsvolleyball.org and select Registration from the top menu option. This will take you to the Registration Instructions. Scroll down to select the USAV Member Login Page and use the Forgot Password to retrieve your information. This is always the first option for getting your Login. With the number of records in our system, the Region Office does not have sufficient staff to maintain and retrieve this data for those who cannot accept the responsibility for maintaining their own data. If you have to call the Region Office to obtain this data, be prepared to explain why you couldn t use the proper procedures for getting the information. The Region Registrar is Karen Tarmon, and she can be contacted at LSregistrar@earthlink.net. She can also be reached at (830) 358-7714, but registration problems can be better handled, via email. As you prepare for the 2016 Season, you need to remember that the Region does not sanction any Junior Indoor events after the conclusions of the Indoor season, and prior to the last day of the State High School Playoffs. For try-outs, camps, or clinics during the summer, the event hosts will be on their own for the insurance. Club directors, parents, and players should be aware that those members who try out for a club will not be obligated to that club until they have actually participated, with the club, in a sanctioned tournament. And once the player has played for their club, in a sanctioned tournament, they will be expected to remain with that club for the remainder of the season. Parents should also be aware that all financial arrangements with the clubs are between you and the club. Our overall membership has continued to grow for the 2015 Season. For the 2014 Season we had a total of 17,867 registered members. As of May 15 th, our records reflect a total of 18,647 paid members and we will continue to register a number of Outdoor players before the end of the Season. In the Region database, we currently have 120 members still listed on the UNPAID List. These are members who have registered on-line but have not yet paid their individual registration fees for the 2015 Season. Most of these individuals are players, but we also have many officials and coaches who are unpaid. Once an individual has registered on-line, their registration fees need to be sent to the Region either by the Club or the individual member. The registration has not been completed until all fees have been paid. This has not yet been done for those still listed on the UNPAID List, or at least the fees haven t gotten to the Region Office. These records must be cleared from the UNPAID List before we can start registrations for the 2016 Season. Hopefully, memberships can be completed for those who actually participated in sanctioned events or practices. If not, we will start deleting them from the system as soon as all our competitions for the season have been completed. Club directors, you will have until the end July to get these Unpaid members straightened out. After that, they will be deleted from the system. I m sure many of them will be interested to know that they were not actually registered while they had been participating in sanctioned events. Our Annual Board of Meeting was held in Houston on March 27 th. A copy of our Board Minutes is being published in this issue of the newsletter for your information. The Meeting was held on Friday night prior to the Adult Regional Championships. Please take the opportunity to read through these minutes since those changes addressed will be those which affects us during the 2016 Season. 2

Texas Avenue Webster TX 77598 CALL TO ORDER: The Commissioner, Will Vick, called the meeting to order at 9:05 PM. ROLL CALL: Absent but excused was Michael Inlow. Absent but not excused was Rocky Contreras. APPROVAL OF MINUTES: The 2014 BOD Minutes were approved as written. (Steve Crane moved/ Mark Papich seconded). APPROVAL OF AGENDA: The Agenda was approved as written. (Steve Crane moved/ Hal Naumann seconded). DATE AND LOCATION OF 2015 BOARD OF DIRECTORS MEETING: Based on policy defined by the BOD, the 2016 meeting will be held in conjunction with the adult regional championship tournament. (Mark Papich moved/ Annell Neale seconded). The specific date and location will be released at a later date. ELECTIONS: Commissioner Vick called for nominations from the floor for the positions currently up for election. The Commissioner announced that incumbent, Renee Blakely, Secretary, had submitted written resignation. Carrie Baehr was appointed as Secretary, to complete the unexpired term. Her appointment was unanimously approved, by the Board. At this time, the Commissioner then announced that incumbent, Rocky Contreras, Corpus Christi Area Representative, has been absent and unreachable by the Region. Nominees for this position, Oscar Back and Crystal Lynn, expressed interest in filling this position. The BOD was requested to cast their vote for their candidate of choice for the position of Corpus Christi Area Representative. At this this time, a motion was duly made and carried to close nominations from the floor. (Mark Papich moved/ Annell Neale seconded) All non-opposed positions were accepted by acclamation. (Thomas Hoy moved / Steve Crane seconded) Ballots were provided to the Board, and the vote resulted in the majority of the Board voting for Crystal Lynn. She will serve as the Area Representative for the Corpus Christi Area until her term expires in 2017. DIRECTORS REPORTS FINANCIAL REPORT: The Report was distributed to each board member. Any questions concerning the report should be submitted in writing to the Commissioner, or Treasurer. COACHES DEVELOPMENT CHAIR: Mark Papich reported there were 97 new coaches Impact certified for the 2014-1015 Season. Safe Sport is now included in all Impact Certification Clinics. Karen Tarmon, Media Director, mentioned that all referees must be Safe Sport certified by the 2016 2017 Season. 2015 Board Minutes continued next page 3

2015 Board Minutes continued SCORER CHAIR REPORT: Steve Crane reported that there were over 132 scorekeeper and referee clinics held in 39 different cities. He reported that the Region currently has certified 2 International Scorekeeper, 19 National Scorekeepers, 14 Regional Scorekeeper, 71 Provisional Scorekeepers, and 1,770 Junior Olympic Scorekeepers as of March 27, 2015. Mr. Crane reported there has been a vast improvement on the number of certifications since score sheets are submitted electronically. There is one new National Scorekeeper for the 2014 Season. LONE STAR REGIONAL WEBSITE UPDATE: Steve Crane also mentioned that the Lone Star Website had over 104,741 unique visitors and 5,599,573 total visits in the 2014 calendar year. REFEREE S CHAIR: Thomas Hoy reported that the 2014-2015 volleyball season has been very productive. Dr. Hoy reported that over 100 clinics were offered, and referees were rated at over 100 tournaments between October 2014 and March 2015. He is still receiving requests to host referee clinics. Dr. Hoy noted that 62 Regional Referees have tested online this season, and new online curriculum/certification programs for Junior Line Judge and Junior Coach Rules Update have been developed. Referees are certified in the following categories: Junior Second Referee, Junior Referee, Provisional Referee, and Regional Referee. He developed and provided the USAV Form A, C, and D Referee Exams to participants at Region clinics. Dr. Hoy mentioned that the National Referee Clinic was held in San Antonio in January where 12 LSR regional referees had a special invitation, in addition to most of our national-level referees (N=41). Dr. Hoy shared that the Lone Star Region has more National and Junior National Referees than any other region in USAV. He also stated that the Lone Star Region currently has 35 National Referees, 18 Junior National Referees, 108 Certified Regional Referees, 613 Certified Provisional Referees, and 129 Certified Junior or Junior R2 referees. He reported that the Region recommended five candidates for the advancement to the Junior National referee level and that we had four candidates for National referee certification. Dr. Hoy brought in 15 new referees through a USAV 2014-2015 Consortium Grant that focused on women and minorities. The LSR Referee Training Team used six new 2015 paid referee tournaments to train over 75 new referees with on-site instruction, rating and mentoring. The LSR has a New Beach Referee Chair congratulations to Rich Richardson of Houston, Texas. Dr. Hoy s goal for next season is to increase the number of club/team referee applicants/ certifications in the LSR, and improve the quality of officials at tournaments that do not use paid referees. REGISTRATIONS: Commissioner Vick reported that the region s registered membership has had an overall increase in individual and team registrations. We closed the 2013-2014 with 17,867 individuals and 1,462 teams. As of March 27, 2015 we had registered 18,418 individuals, and 1,502 teams. TOURNAMENT DIRECTOR: Annell Neale reported 4 Women s team and 5 Men s Teams will attend Adult Regional s March 28, 2015. She reported that she has concerns about the declining adult membership. BRAZOS VALLEY REPRESENTATIVE: Walter Simpson reported that the junior membership in his area continues to grow. HOUSTON AREA REPRESENTATIVE: Gordon Morrison reported that the Houston Area is growing. USA VOLLEYBALL HIGH PERFORMANCE PROGRAM: At this time, a motion was made that the Region pays the entry fees for a maximum of 3 Jr. Girls High Performance Teams going to the National Championship for the 2015-2016 season. (Dick Kappel moved / Mark Papich seconded). AUSTIN AREA REPRESENTATIVE: Virgie Mallet reported that the Austin Area is growing in both indoor and outdoor participation. JUNIOR DEVELOPMENT: Dick Kappel reported that the number of junior teams (girls) increased by 4.2%. Mr. Kappel also reported there are 48 outdoor tournaments now scheduled with five National Qualifiers. SAN ANTONIO AREA REPRESENTATIVE: Mar Resendiz reported that the San Antonio Area is continuing to grow. GOLDEN TRIANGLE REPRESENTATIVE: Steve Boucher reported that the Golden Triangle is continuing to grow. 2015 Board Minutes continued next page 4

2015 Board Minutes continued BUSINESS: REGISTRATION FEES-2014/2015 SEASON: At this time, registration fees will stay the same. (Mark Papich moved / Hal Naumann seconded). EXTENDING REGIONAL BID ENTRY DEADLINE: At this time, a motion was made to extend the regional bid entry deadline by 48 hours. By a vote of 15 to 2 the motion to extend the deadline was denied. LONE STAR BID TOURNAMENT ELIGIBILITY REQUIREMENTS: After brief discussion, a motion was made that new eligibility requirements would be put in place to enter the Lone Star Bid Tournament. Eligibility requirements will be published and provided to club directors, prior accepting entries for the 2016 Regional Championships. (Walter Simpson moved / Gordon Morrison seconded). LONE STAR REGION SANCTIONED TOURNAMENTS: Clarification on requirements for hosting sanctioned tournaments, in the Lone Star Region. The following statement is a part of the Region Tournament Sanctioning Request: Notice to Tournament Hosts: Each tournament host (club or individual) agrees not to offer unsanctioned events which directly compete with LSR tournaments within the same age groups, and in their same area of the Region. Hosts who wish to offer extra development tournaments must be certain that such events do not compete with LSR age group tournament in their area. Also, be aware that such tournament and players are not covered by USAV insurance. ADJOURNMENT: There being no further business, a motion was made, seconded and approved to adjourn. The time was 11:30 P.M. (Mark Papich moved/ Walter Simpson seconded). A huge thanks to all the clinicians who took the time and effort to conduct these sessions. With that and a super effort on the part of individuals and clubs, we now have over 2,000 certified scorers in our Region. Congratulations!! Now, on to the adventure of a new season with some new rules. It is time for the DCR (Domestic Competition Regulations) to be issued that will guide volleyball for the next two years. Along with that are some minor modifications to the score sheets. The final changes will be discussed at the USA Volleyball Open Championships in May. I will have those posted on the LS web site in early October (if the National Office releases the official changes). The scoring process has not changed much, but you will probably want to take a look at the new reference material before your playing season begins. Have a great summer! 6
