Eastern Iwa Yuth Sccer League Rules and Plicies PART I GENERAL 101: Name and Cmpsitin The name f this LEAGUE shall be the EASTERN IOWA YOUTH SOCCER LEAGUE. It will be referred t as the EIYSL. This League shall be an rganizatin structured under the Iwa Sccer Assciatin bylaws. 102: Use f Name and Lg N ne may use the name, trade name, initials, r lg f the Eastern Iwa Yuth Sccer League EIYSL, except as prvided under these Rules and Plicies r except with the express written cnsent f the League Cmmittee. 103: Purpse Sectin 1: The purpse f the EIYSL shall be t develp, prmte, and administer yuth sccer at the premier level in the State f Iwa. Sectin 2: The EIYSL is a cmpetitive state- wide player develpment league. The bundaries f the EIYSL shall be limited t the bundaries f the State f Iwa, as defined by the Iwa Sccer Assciatin. Sectin 3: EIYSL will strive t prvide an enjyable and satisfying cmpetitive platfrm fr all players at the apprpriate cmpetitin level. Sectin 4: Gals fr EISYL Play Develpmentally apprpriate Meaningful cmpetitin Accessible Cmpetitin frmats cnsistent with player enjyment 104: Cmpliance This league shall cmply with the authrity f the Iwa Sccer Assciatin, and thse reginal, natinal, and internatinal rganizatins f which the Iwa Sccer Assciatin is an affiliate. 105: EIYSL Standards Sectin 1: Club Standards T be eligible t participate in EIYSL, Member Clubs must have standardized administrative prcedures in place at the club: Club must have viable and current by- laws Club must be in gd standing with Iwa Sccer Assciatin Club must be up t date n all league fees and invices Club must prvide a representative t cmmunicate with League Administratr If hsting hme games at the club s facility, Club must prvide ne field crdinatr t cmmunicate with the League Administratr n all issues regarding fields. Sectin 2: Caching Standards One cach frm each team n the sideline f EIYSL games must have a US Sccer E License r equivalent. Sectin 3: Referees T be eligible t hst EIYSL games, clubs must have a designated referee assignr fr their facility and a referee pl sufficient t cver games at their facility.
106: Authrities The League shall be gverned by its Rules and Plicies as presently cnstituted except in thse matters reserved by the Iwa Sccer Assciatin. Sectin 2: The League shall be administered by a League Administratr appinted by the League Cmmittee. When a vacancy in the League Administratr s psitin ccurs, all League Administratr respnsibilities will be the dmain f the League Cmmittee, wh may appint a temprary League Administratr until the psitin is filled. 107: Rbert s Rules f Order and Qurum Except as therwise prvided in these rules and plicies, all meetings shall be cnducted in accrdance with the latest authrized editin f Rbert s Rules f Order. 108: Fiscal Year Budget The League Administratr, in cnjunctin with the League Cmmittee, shall prepare a budget fr the EIYSL fr each fiscal year. 109: Accunts, Bks, and Recrds Sectin 1: The EIYSL financial recrds shall be kept by the League Cmmittee in accrdance with Iwa Sccer Assciatin accunting standards. Sectin 2: All bks and recrds, including cpies f gverning dcuments, shall be pen t inspectin by the League Cmmittee and the League membership. 110: Disclaimer The EIYSL shall nt assume, nr be liable fr, the debts and/r financial respnsibilities, either implied r incurred, f any Member Club; Member Team; r player, head cach, assistant cach, trainer, manager, team fficial, club fficial r referee frm any Member Club. 111: Disslutin If the League disslves fr any reasn, its prperty and assets shall inure t its member clubs. PART II MEMBERSHIPS 201: Eligibility The membership f the EIYSL is pen t all sccer clubs within the State f Iwa that are affiliated with the Iwa Sccer Assciatin. 202: Admissin t Membership Sectin 1: Any club wishing t participate in the League must apply t the EIYSL League Cmmittee n r befre the published sign up date, as determined each seasn by the League Cmmittee and psted n the League web site at least thirty (30) days in advance. Sectin 2: The current members f the League Cmmittee will meet n later than the furth Sunday in July t cnsider applicatins fr membership fr the fllwing seasnal year. Acceptance f new clubs will be determined by majrity vte.
Sectin 3: The League Cmmittee may accept at any time any club that it feels is eligible t participate in the League. Sectin 4: Upn acceptance t the League, Member Clubs shall designate which f their teams will perate as Member Teams within the League. A Member Club may designate sme r all f its teams as Member Teams. Each Member Team must be registered with an EISYL Member Club. Sectin 5: All players, caches, assistant caches, trainers and managers f Member Teams will be members f the League and must adhere t these Rules and Plicies. Sectin 6: The League Cmmittee may remve any Member Club and/r Member Team frm participatin in the League fr any vilatin f these Rules and Plicies. 203: Terms f Membership The term f membership fr the League will be fr ne (1) seasnal year. 204: Fees Sectin 1: Each Member Club shall pay t the EIYSL seasnal registratin fees in an amunt established by the League Cmmittee. A budget prcess will be established and maintained between the League Administratr and the League Cmmittee. Sectin 2: Additinal team fees t be cllected will include the fllwing: Referee Assignr Fees Field Fees Referee Fees 205: General Respnsibilities Sectin 1: In additin t ther requirements f these Rules and Plicies, each member shall: Cmply, t the extent cnsistent with applicable law, with the rules f the EIYSL, Iwa Sccer Assciatin, US Yuth Sccer, and US Sccer. Pay all fees t the EIYSL by the deadline date. The League Cmmittee thrugh the League Administratr shall be respnsible fr setting the deadline date fr the current year and infrming all members f the deadline date. Sectin 2: Each Member Club will be respnsible fr cnduct f their Member Teams, players, caches, and parents. Sectin 3: Vilatin f Rules and Plicies (a) Falsificatin f recrds shall be grunds fr remval frm future participatin and/r membership in the League. (b) Any persn fund guilty f vilating the Rules and Plicies r prcedures f the League may be asked t appear befre the League Cmmittee t explain his/her actins. (c) A plea f ignrance f the Rules and Plicies r prcedures f the League is nt sufficient defense and vilatrs may expect apprpriate actin by the League Cmmittee. Sectin 4: Reinstatement
A suspended member f EIYSL may submit a written request fr reinstatement. The League Cmmittee may reinstate the membership f a suspended Member Club, Member Team, r individual member if all the requirements f the suspensin have been met. Sectin 5: Each Member Club shall maintain its wn autnmy except as therwise prvided in these Rules and Plicies. 206: Representatin Each Member Team will be represented by a team cach wh is respnsible fr all cmmunicatins between the League and the Team. The cach must be 18 years ld r lder. The cach may designate ne ther persn as the liaisn between the League and the Team. PART III ORGANIZATION 301: Cmpsitin and General Authrity The EIYSL is gverned by its fficers the League Cmmittee and the League Administratr. 302: League Cmmittee Sectin 1: The League shall be gverned by a League Cmmittee. The Cmmittee will be respnsible fr all gvernance, rules, plicies, and scheduling f the EIYSL. Sectin 2: Permanent League Cmmittee members are representatives frm the EIYSL funding clubs: Cedar Valley Sccer Club, Cedar River Sccer Assciatin, FC United, Iwa Sccer Club, and Muscatine Sccer Club. Sectin 3: League Cmmittee membership shall be determined and updated each year. Each club with fur r mre teams participating will have ne representative n the cmmittee. The League Cmmittee may chse t include a representative frm clubs with fewer than fur teams participating. Additinal clubs may be added via a majrity vte f the existing League Cmmittee. Sectin 4: Current League Cmmittee members may be remved by a majrity vte f the remaining members. 303: Respnsibilities f the League Cmmittee The respnsibilities and authrities f the League Cmmittee shall include, but are nt limited t, the fllwing: Amendment f the Rules and Plicies f the EIYSL. The League Cmmittee may wish t have the entire membership vte n rules r plicy changes at the annual meeting but is nt required t d s. Develpment and maintainance f existing League Rules and Plicies. Enfrcement f all League Rules and Plicies fr all Member Clubs, Member Teams, and individual members f the League. Adptin f the budget f the EIYSL. Apprval f the final playing schedule as prduced by the League Administratr. Apprval f new and existing teams fr participatin in the upcming league seasn. 304: Meetings f the League Cmmittee
Sectin 1: Meetings f the League Cmmittee may be called by the League Administratr r by any League Cmmittee members. At least ne meeting will be held n later than the furth Sunday in July t address actins needed fr the fllwing seasnal year. Sectin 2: A simple majrity shall cnstitute a qurum at any League Cmmittee meeting. Sectin 3: The League Administratr will mderate League Cmmittee meetings but may nt vte. Sectin 4: Each member f the League Cmmittee shall be entitled t ne (1) vte at League Cmmittee meetings. 305: League Administratr Administratin f the EIYSL will be cnducted by the League Administratr under the supervisin f the League Cmmittee. 306: Respnsibilities f the League Administratr Duties f the League Administratr include, but are nt limited t: Scheduling and mderatin f League Cmmittee meetings Preparatin f League budget fr League Cmmittee apprval Preparatin f game schedules fr League Cmmittee apprval Scheduling and mderatin f EISYL Annual General Meetings Maintenance f League recrds and dcuments Cmmunicatin between League Cmmittee, Member Clubs, and Member Teams Securing the services f a Referee Assignr 307: Referee Assignrs Sectin 1:The League Administratr will secure and maintain the services f a League Referee Assignr fr scheduling all referees fr League matches. The League Referee Assignr will reprt directly t the League Administratr. Sectin 2: The League Referee Assignr must be certified and Iwa Referee Cmmittee apprved. Sectin 3: The League Referee Assignr may utilize the services f ther lcal Referee Assignrs. Hwever, nly the League Referee Assignr may finalize referee assignments fr any EIYSL match. 308: League General Meeting Sectin 1: The League Administratr shall call at least ne League General Meeting each seasnal year. This meeting must ccur n later than the end f July. Sectin 2: The League Administratr shall ntify all Member Clubs f this meeting at least 14 days in advance. Ntificatin can be by letter, email, r web publicatin. Sectin 3: Each Member Club is entitled t ne (1) vte at any League General Meeting fr every fur (4) teams entered in the League. A Member Club may be represented at any League General Meeting by a single persn wh is authrized t cast all vtes f said Member Club. 309: Divisins Sectin 1: The EIYSL will be cmprised f tw (2) Divisins, the Girls Divisin and the Bys Divisin. Sectin 2: Girls teams may play in the Bys Divisin
310: Age Divisins Age divisins- U11 - U19 will be ffered fr bys and girls. Teams will be required t play in their crrect age divisin unless apprved by League Cmmittee. The League Cmmittee reserves the right t cmbine age divisins based n number f teams entered in the League. Placement in the spring seasn fr all age divisins will be determined by fall results. Teams new t the League in the Spring seasn will be placed by the League Cmmittee. 311: Tiers Sectin 1: In the interest f cmpetitive play and at the discretin f the League Cmmittee, any divisin U11 t U19 may be divided int tw (2) r mre tiers. Sectin 2: If divided int tiers: Tier 1 prvides the highest level f League play and player develpment. Tier 2 and belw are fr the develping teams nt yet at the level f Tier 1. PART IV PLAYER AND TEAM RULES 401: Registratin Sectin 1: All League players and teams shall be registered with their Club Registrar fr the seasnal year (September 1- August 31). Sectin 2: By submitting an apprved, signed registratin frm fr prcessing by the Club Registrar, a player agrees and cmmits t the club fr the seasnal year unless released by the club. Players may nly play fr ne club in the EIYSL. Players must satisfy all financial cmmitments t the club they are registered with befre transferring r signing with anther EIYSL Member Club. 402: Player/Cach Passes Sectin 1: Each team is required t present a valid Iwa Sccer Assciatin player/cach pass fr each player, head cach, assistant cach, trainer and/r manager that will be n the team s sideline. Each caches must wear an Iwa Sccer Assciatin- issued hard pass. Player passes must be cmplete with pictures and laminated n bth sides. Sectin 2: The Referee Assignr will ensure that all referees assigned t fficiate any EIYSL games are aware f this rule. 403: Member Teams Sectin 1: The Age Divisins f Member Teams within the EIYSL will be U11 - U19. Age Divisins may be cmbined r divided by the League Cmmittee fr League play if deemed necessary. Sectin 2: Member Teams will be assigned t their apprpriate Age Divisins. A Member Team may request t be placed in a different divisin at the time f registratin. The League Cmmittee, after taking int cnsideratin all requests fr placement, will place Member Teams int Age Divisins they deem apprpriate t the teams skill levels. Decisins fr different placement may nt be changed after the schedule is cmplete except by vte f the League Cmmittee. Sectin 3: Game rsters are limited t 16 players fr U11/12 matches and 18 players fr U13 and lder.
Sectin 4: It is the respnsibility f each Member Team t cmply with rules and regulatins utside the bundaries f the EIYSL rules and plicies. PART V MATCH RULES 501: Cmpetitin Seasns Fall: Bth genders, U11 t U19 teams Spring: Bth genders, U11 t U14 teams The seasnal year f the EIYSL will begin n September 1 f ne calendar year and end n August 31 f the fllwing calendar year. 502: Laws f the Game The Laws f the Game as established by FIFA, and mdified fr yuth play by the US Sccer, US Yuth Sccer, r the Iwa Sccer Assciatin, apply t all yuth sccer games sanctined by the EIYSL. 503: Matches Sectin 1: The team listed first n the schedule will be designated the Hme team and is respnsible fr changing jerseys shuld there be a clr cnflict. Sectin 2: In the event f weather, field clsures, r an Act f Gd, the League Administratr will wrk with Member Clubs and verify the dates, lcatins, and matches that will be cancelled. Sectin 3: Matches cancelled due t weather, field clsures, r an Act f Gd may be rescheduled at the League Administratr s and League Cmmittee s discretin per the fllwing prcedure: Team caches r crdinatrs must cntact each ther and agree upn a date and time. The agreed- upn date and time must then be frwarded t the League Administratr. The League Administratr will cnfirm if fields and referees are available fr the agreed- upn time and if s, the rescheduled match will be entered int the EIYSL schedule. Sectin 4: Match duratins will be: U11/U12-30 minute halves. U13/U14-35 minute halves. U15/U19-40 minute halves. When teams f different ages play, the match length f the lder team scheduled t cmpete will be applied. Caches may change the length f any match as lng as bth caches agree and infrm the referee prir t the start f a match; hwever, n match length may exceed the limits set by US Sccer. Caches will advise referees if they are playing tw games in ne day. Sectin 5: The EIYSL may schedule matches n either Saturdays r Sundays, Sundays being the primary day, based n field availability and the wishes f the Member Clubs and the EIYSL. Sectin 6: The EIYSL is a statewide league and as such will schedule matches thrughut the state. All EIYSL teams must be prepared t travel fr league matches. N team may reschedule a match due t traveling cnflicts. If a team must reschedule a match in accrdance with Sectin 3 f this rule, the rescheduled match will be played in the lcatin in which it was riginally scheduled fr whenever pssible. The League Cmmittee will attempt t schedule tw matches in ne day fr any team that must travel mre than 90 minutes. Sectin 7: Substitutins
U13 and Older Age Divisins Unlimited player substitutins at any stppage at the discretin f the referee, with a limit f fur times per team per half. Injured players wh have left the field fr attentin may re- enter at the discretin f the referee. If a head injury is suspected, that player must be remved, and teams and referees must fllw accepted Iwa Sccer Assciatin cncussin prtcls. U11/U12 Age Divisins Unlimited substitutins shall be made with the cnsent f the referee at the fllwing times. 1. Prir t a thrw- in in substituting teams favr. Bth teams may substitute if players are at the center mark. 2. Prir t a gal kick by either team. 3. After a gal by either team. 4. When the referee stps play fr an injury, a team may substitute fr an injured player r players and the ppnent may substitute a like number f players. If a head injury is suspected, that player must be remved, and teams and referees must fllw accepted Iwa Sccer Assciatin cncussin prtcls. 5. At halftime. 504: Schedules Sectin 1: Schedule Frmat Rund rbin/duble rund rbin league schedules will be written s that each team plays every ther team nce r twice (depending n the number f teams in the divisin). If additinal games are needed t fill a schedule, the League Administratr will lk at similar cmpetitive ppnents in anther divisin based n gegraphic lcatin. Sectin 2: The League Cmmittee and League Administratr shall be respnsible fr establishing the calendar parameters fr the EIYSL seasns. Sectin 3: League game cunt per divisin will be dependent upn the number f entries in each divisin and requests by teams fr additinal games. Number f Games - The scheduled minimum number f games shall be determined by the league based n the number f teams in a divisin. Standard number f games is a maximum f 9 fr the divisin depending n number f teams. At registratin, a team may request additinal games abve the standard game cunt up t a maximum f 12 games per team. Sectin 4: Fr teams sharing caches, the League will crdinate schedules fr the head cach f the tw teams t the best f its ability. Beynd that, game crdinatin cannt be guaranteed. Sectin 5: Fr teams sharing players, the League will crdinate schedules fr the tw teams t the best f its ability. Beynd that, game crdinatin cannt be guaranteed. Sectin 6: Neutral sites may be used and may prvide: Less travel fr the scheduled teams. Better ptins fr referee scheduling. Better league management and versight. 505: Match Lcatins
Sectin 1: Each Member Club must prvide ne apprved field fr every three teams entered. The fields must be available fr scheduling n the same day at the same time. The League Administratr will try t lcate apprpriate fields fr Member Clubs wh d nt meet this requirement. It will be the respnsibility f the Member Club and/r Member Team t cntract and secure fields. Sectin 2: All league matches will be played at the lcatins listed n the schedule that is psted n the web site. Sectin 3: The League Administratr will maintain a database f premier quality fields available fr league matches. 506: Referees Sectin 1: The Referee Assignr will ensure that all referees assigned fr EIYSL games are certified as required by the Iwa Referee Cmmittee and US Sccer. Sectin 2: It is the respnsibility f the Referee Assignr t ensure that nly referees f the highest caliber are assigned matches played in the EIYSL. Lcal assignrs assisting the League Assignr will nly assign referees wh are qualified t fficiate the high level f cmpetitin f the EIYSL. Sectin 3: The referees will fficiate all matches in accrdance with the FIFA Laws f the Game. Sectin 4: It is the respnsibility f each Member Team s head cach t advise the League Administratr f all referees deemed inapprpriate t referee matches f the caliber f play in the EIYSL. The League Administratr will then meet with the Referee Assignr t investigate the reprt, affirm r refute the allegatins, and discuss the future use f the referee. The League Administratr will reprt any head cach fund t be making an unsubstantiated cmplaint t the League Cmmittee. Sectin 5: The Referee Assignr and League Administratr will cmmunicate with the League Cmmittee prir t the start f the seasnal year t determine the fees t be paid t referees. Sectin 6: The League Administratr will assure that all teams pay an equal fee fr referees within an Age Divisin. Sectin 7: The referees will be paid after the game reprt has been submitted t the League Administratr. EIYSL will prcess referee payments, as per EIYSL accunting prcedures, n the 15th and the last day f each mnth. PART VI TRYOUTS AND RECRUITING 601: Club Prmtin Sectin 1: Clubs may generally prmte their selective/cmpetitive prgrams and try- ut prcedures/events, in their respective EIYSL age divisins, publicly in the fllwing places: Member Club websites, EIYSL websites, Iwa Sccer Assciatin websites, public media, schls, libraries, sprts stres, public bulletin bards, and Member Club newsletters which are mailed t a Member Club s membership. Sectin 2: Prir t distributing any prmtinal material at anther Member Club s event, written permissin frm that Member Club must be btained. Sectin 3: When an EIYSL player initiates cntact, the cntacted Member Club is at liberty t prvide generic prmtinal material pertaining t prgram and tryut infrmatin. 602: Tryuts Sectin 1: EIYSL Clubs must chse unrestricted tryuts fr team frmatin. Restricted tryuts are reserved fr released r nn- EIYSL member club players, wh may tryut at any time.
Sectin 2: Unrestricted tryuts Unrestricted tryuts can begin n a date set by the League Cmmittee. Players currently registered r unregistered t EIYSL clubs may participate in unrestricted tryuts. Any currently registered player wh is selected fr a new team that will play in the next seasnal year may nt train r participate with their new team until all activities f their current team have cme t an end fr the seasnal year, r the player receives a written release by the currently registered club s Caching Directr r designated club fficial. Sectin 3: Restricted tryuts Restricted tryuts are nly fr a Member Club s membership. Restricted tryuts are permitted at any time during the seasnal year. Any tryut slicitatin, advertisement, r invitatin must clearly state that nly the Member Club s members may participate. 603: Invitatins t Jin a Member Club Sectin 1: Invitatins frm unrestricted tryuts fr 11U 13U age divisins may be issued between 8:00 AM and 8:00 PM n a date established by the League Cmmittee. Sectin 2: Invitatins frm unrestricted tryuts fr 14U and lder age divisins may be issued between 8:00 AM and 8:00 PM n a date established by the League Cmmittee. Sectin 3: Invitatins may be via phne call, fficial letter, web publicatin, and/r email. Sectin 4: A player has 24 hurs t respnd. Sectin 5: A player is cnsidered registered t a Member Club the mment the player, parent, r guardian persnally r electrnically signs the member's registratin frm and submits a prtin, r the full amunt, f the fees required by the Member Club. 604: Guest Players Befre appraching a player(s) frm a different Member Club and/r the player s parents regarding an pprtunity t guest play r dual participate, the Directr f Caching r designated club fficial f the guest player s Member Club must be cntacted first and infrmed f the intent t cntact the player and/r parents. The Directr f Caching r designated club fficial has the right t grant r refuse the player request t guest play. 605: EIYSL Recruiting Plicy Sectin 1: Recruitment, r recruiting, is defined as any actin initiated by a Team Official (head cach, assistant cach, team manager/crdinatr, trainer, r any persn representing a team r club) wh seeks t enlist the services f a player. Sectin 2: Illegal recruitment is defined as the emplyment f any prhibited practice by a Team Official. These prhibited practices include: Offering any inducement f material r mnetary value t a player r player s family. Cntact initiated by a club r club member t any player registered with anther EIYSL club, fr the purpse f encuraging that player t change clubs, at any time thrughut the seasnal year. (August 1- July 31) Interference with a cmpetitive player nce the player has signed a registratin frms and paid the fee t register with a team/club fr the next seasnal year. Cnducting unrestricted tryuts utside f tryut dates established by the League Cmmittee.
Sectin 3: Illegal recruitment des nt include the fllwing permitted practices: Club Schlarship fr families meeting requirements fr such a schlarship. Cntact with a player fr the limited purpse f participating as a guest player with prir apprval by the player s cach. 606: Recruiting Vilatins Sectin 1: Allegatins f illegal recruiting are very serius and must be based n fact. A written reprt detailing the alleged vilatin, including the rules and/r plicies vilated, all related dcuments, and the names f witnesses supprting the allegatin must be submitted t the League Administratr. Sectin 2: Minimum penalties fr recruiting vilatins are: a) First Vilatin Autmatic $500 fine plus any further actin by the League Cmmittee b) Secnd Vilatin Autmatic $1000 fine plus any further actin by the League Cmmittee c) Third Vilatin The Member Club will be suspended frm the league fr a minimum f ne year plus any further actin by the League Cmmittee. PART VII DISCIPLINE AND HEARING PROCEDURES 701: Match Discipline Sectin 1: All disciplinary actins in matches will be administered in accrdance with the FIFA Laws f the Game except as amended in these Rules and Plicies. Sectin 2: All discipline invlving an ejectin f any head cach, assistant cach, trainer and/r spectatr shall be frwarded t the League Administratr befre 10:00 pm n the day f the match by the Head Referee. It is the respnsibility f the Head Referee t prvide a written reprt, with supprting reprts frm the Assistant Referees within 48 hurs f the incident. Sectin 3: All League members are required t participate n hearing r discipline cmmittees if requested. 702: Send- Off Sectin 1: Any player sent ff in a match must sit ut the next scheduled EIYSL match fr the team fr which they were sent ff. The player sitting ut must be brught t the attentin f the Head Referee and ntatin made n the match reprt t the fact that the player sat ut the game. Sectin 2: Any cach, assistant cach, manager r trainer that has been sent ff is t leave the facility immediately. Any Head Cach, Assistant Cach, Manager, r Trainer sent ff in a match is NOT allwed t be present at the field fr the next scheduled EIYSL match fr the team fr which they were sent ff. The designated Cach f Recrd will advise the Head Referee that the Head Cach, Assistant Cach, Manager, r Trainer is serving a suspensin and verify that the ffender is nt present at the field. Sectin 3: Any Member fund vilating this sectin will be suspended fr a minimum f three (3) games r the remainder f the seasnal year, whichever is less. 703: Rule and Plicy Vilatins
Sectin 1: Any player, Head Cach, Assistant Cach, Manager, r Trainer fund t vilate any rules r sectin f these Rules and Plicies will be brught in frnt f a Disciplinary Cmmittee f three members designated by the League Cmmittee fr a hearing. Sectin 2: The League Administratr will cnvene a Disciplinary Cmmittee, which will be cmprised f the fllwing members: The League Administratr wh will serve as mediatr. The League Administratr will nt vte. Three members frm the League Cmmittee. They may have n affiliatin with the member(s) invlved. Sectin 3: Disciplinary Cmmittee prcedures The cmmittee may call any witness t speak at the hearing. The alleged vilatr may call any witness t speak at the hearing. After hearing all evidence presented, the Disciplinary Cmmittee will decide the discipline t be handed ut. Unless the vilated rules have a specific punishment, the Disciplinary Cmmittee will determine the punishment, which may be any r all f the fllwing: Verbal Warning/Written Warning. Suspensin. Remval frm the League. 704: Fines, Suspensin, and Terminatin Sectin 1: Any Member Club r Member Team failing t pay any fees due the EIYSL shall be prvided written ntice f the delinquency by the EIYSL League Administratr. If thse fees are nt paid within fifteen (15) days after the date f the ntice f delinquency, the delinquent Member Club r Member Team shall be suspended frm further League play. The League Administratr will send a letter t the Iwa Sccer Assciatin advising that the Member Club r Member Team is in Bad Standing with the EIYSL. Sectin 2: The League Cmmittee may fine, suspend, and/r terminate the membership f any Member Club and/r Member Team f the EIYSL if the League Cmmittee determines that: The cnduct f the Member Club and/r Member Team is averse t the best interests f sccer, the EIYSL, the Iwa Sccer Assciatin, US Yuth Sccer, r US Sccer. The Member has nt cmplied with the requirements f its membership. Sectin 3: A Member Team may be remved frm the League upn a vte f the League Cmmittee. Sectin 4: Any individual member that is placed in Bad Standing fr actins relating t ne team will be in Bad Standing fr all teams he/she assciated with within the EIYSL. 705: Prcedures invlving Fines, Suspensin, and Terminatin Upn a determinatin f the League Cmmittee t fine, suspend, r terminate a Member, the fllwing prcedure will apply: The League Administratr will direct that a letter cntaining the specific reasns fr the fine, suspensin, r terminatin be drafted. The letter will specify the infractin(s), the applicable rule(s), the amunt f the fine (if applicable) and the date by which the fine must be paid, the beginning and ending dates fr the suspensin r terminatin (if applicable), and the address t which any appeals can be mailed. The League Administratr s signature must accmpany the letter.
The letter will then be sent t the affected member by mail, return receipt requested. Upn return f the registered mail receipt, the League Administratr shall keep the receipt fr a perid f at least ne year. If after a perid f seven (7) days a letter f appeal has nt been received, the League Administratr will direct that a letter be prepared advising the EIYSL that the Member and/r Member Team has been fined, suspended, r terminated. 706: Prcedures fr Appeal f a Suspensin, Fine r Terminatin Sectin 1: Upn receipt f a letter f fine, suspensin, r terminatin, the affected Member (r, in the case f a Member Team, the designated Head Cach) shall have seven (7) days t file a Letter f Appeal. The Letter f Appeal will cntain a request fr a hearing, the names and address f any witnesses that the member will prduce at the hearing, and a list f all evidence and/r dcuments he/she plans t prduce at the hearing. The member will then mail the letter, return receipt requested, t the League Administratr. Upn receipt f a Letter f Appeal, the League Administratr will frward the dcuments t the EIYSL League Cmmittee. The League Administratr will als designate a time and lcatin fr the hearing. The hearing may be cnducted electrnically by email r web meeting. A letter advising the member f the date, time and lcatin f the hearing will be sent t the Member within seven (7) days by mail, return receipt requested. It will be incumbent upn the affected Member t advise all witnesses he/she wishes t prduce at the hearing f the hearing date, time and lcatin. Sectin 2: The League Administratr will cnvene a Hearing Cmmittee, which will be cmprised f the fllwing members: The League Administratr wh will serve as mediatr. The League Administratr will nt vte. Three members frm the League Cmmittee designated as the "Hearing Cmmittee". They may have n affiliatin with the member(s) invlved. Sectin 3: The Hearing Prcedures will be as fllws N fewer than three days in advance f the hearing, the League Administratr will prvide the Hearing Cmmittee with any dcumentatin r testimny supprting the fine, suspensin, r terminatin. The Hearing Cmmittee may request additinal infrmatin prir t the start f the hearing. The Member will be allwed t present his/her evidence, testimny and/r dcuments which will supprt his/her psitin. All witness testimny will be limited nly t the facts surrunding the reasns fr the fine, suspensin, r terminatin. After the affected Member(s) has(have) presented their case, the League Administratr will clse the hearing. Once the hearing has clsed, the League Administratr will call fr a vte frm the members f the Hearing Cmmittee. The Hearing Cmmittee Members may nly vte t: Uphld the fine, suspensin, r terminatin Mdify the fine, suspensin, r terminatin Overturn the fine, suspensin, r terminatin Sectin 4: The Decisin f the Hearing Bard is final and n ther Appeals will be entertained.
Sectin 5: Within seven (7) days f the Hearing the League Administratr will send a letter by mail, return receipt requested, t the affected Member detailing the Hearing Bard s decisin. Sectin 6: Within seven (7) days the League Administratr will send a letter t the Iwa Sccer Assciatin advising them f the Hearing Bard s decisin and reaffirming r rescinding the Bad Standing status. Sectin 7: The Hearing may be audi recrded. 707: Cnflict f Interest Any League Cmmittee member with a cnflict f interest with any interested parties in a disciplinary r hearing prcess with the League is required t infrm the chair f the prceeding and excuse themselves frm the prceedings immediately upn determining the cnflict f interest. 708: Match Prtests There are n match prtests allwed. PART VIII AMENDMENTS TO BYLAWS 801: Prpsing Amendments Sectin 1: Any Member Club in gd standing with the League may prpse any change t these Rules and Plicies. Sectin 2: All prpsals fr changes must be received by the League Administratr in writing n later than thirty days prir t the scheduled meeting at which it first wuld be cnsidered. Sectin 3: Any prpsed rule r plicy change that passes a vte f the League Cmmittee will becme effective immediately unless therwise stated.
