INTRODUCTION 1.1 Rally of Tanzania 2017 This rally will be run in compliance with the FIA International Sporting Code and its Appendices, the 2017 FIA Regional Rally Championships Sporting Regulations, the 2017 Tanzania National Sporting Regulations which comply with the FIA regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organizer or the Stewards) Additional information will be published in the Rally Guide, issued on and The 2017 FIA Regional Rally Championships Sporting Regulations can be found at Road surface The rally will be run over 2 days Saturday and Sunday with 8 sections, 4 on each day. DTKETZTZ 4.6 Refunds - To candidates whose entry has not been accepted. - In the case of the rally not taking place. - The Organizers may refund 50% of the entry fee to those competitors who, for reasons of force majeure (only certified by their ASN), were unable to start the Rally. 5 INSURANCE 5.1 Competitors and drivers attention is drawn particularly to the fact that Tanzanian Law requires all vehicles driven on a public road to be insured against Third Party Risks. It is the Competitor s and/or Driver s responsibility to ensure that they are properly covered. 5.2 Competitors and/or drivers take part entirely at their own risk. The Organizer declines liability in any accident caused by or to Competitors and/or Drivers and their vehicles during the whole of the event. The Organizer also declines any liability for breach of Laws and Regulations of the Republic of Tanzania. Competitors and/or Drivers will be entirely responsible for any accident or breach of laws in which they may be involved and will declare in writing to the Organizer particulars of any incident from which liability may arise and will indemnify the Organizer in regard to any liability to any person whatsoever. 8 Page

9 5.3 The Organizer advises each member of the crew of each competing vehicle to be insured for Personal Accident for a minimum amount of Tanzania Shillings 1,000,000 for the duration of the Rally. Special terms for Personal Accident, Third Party, Fire and Accident Damage insurance are available from the official insurers to the Organizer 5.4 Competitors take part entirely at their own risk. The AAT as organizer of this event declines liability whatsoever in any accident caused by the competitors and their vehicles during the whole event. 5.5 Responsibility and Risk In exchange for being able to attend or participate in the event, Entrants agree: i) to release AAT, promoters, sponsor organizations, land owners and lessees, organizers of the event,officials, representatives and agents from all liability for any death, personal injury, psychological trauma,loss or damage howsoever arising from their participation in or attendance at the event, except to the extent prohibited by law; ii) to attend or participate in the event at own risk. A Competitor and/or Driver will have no claim against the Organizer or owners of private property arising out of any act or default of or by them, their servants or officials, before, during or after the Rally. 5.6 Any accident which may give rise to a claim under any of the insurance covers must be reported in detail to the Secretary of the Event in writing within 7 days of the finish of the last Day of the Rally. 5.7 Under no circumstances will any entrant, driver, service crew, or official admit any liability or sign any form of paper which may admit or imply liability in any accident or incident which may arise. 5.8 The insurance cover will come into effect from the official start of the rally and will cease at the official end of the rally or at the moment of retirement or exclusion of a competitor. 5.9 The service vehicles, even those bearing special plates issued by AAT, are not considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owners. 9 Page

10 6 ADVERTISING AND IDENTIFICATION 6.1 Advertising The competition numbers, rally plates and advertising shall be affixed on the car before scrutineering, otherwise the car won t pass scrutineering. Space for the organizers optional advertising must be reserved on the car, unless the higher fee is paid (Article 18.8 of the RRR FIA Regional Rally Regulations 2017) 6.2 Identification numbers - Plates The Organizers will supply foreign competitors with competition numbers and two (2) class plates, one for each front door. If any number is lost during the event it will result in a penalty of Tshs 50,000/- 6.4 Drivers / Co-driver names Refer Article 19 of FIA Regional Rally Regulations, Also see appendix Without Organizer Optional Advertising Any entrant wishing not to affix organizers optional advertising shall be legible to a fee of USD Left Hand Drive Vehicles A Caution Left Hand Drive sign is to be affixed to the rear of all left hand drive vehicles 7 TYRES Refer to article 60.1 of FIA Regional Rally Regulations. The following should be excluded from the requirements of Art 60.1 of the FIA RRR: , , , FUEL 8.1 The use of AVGAS and any FIA homologated fuel is permitted for competitors. 8.2 Competitors are entirely responsible for providing and distributing their own fuel throughout the event. 8.3 All refueling will be carried out in designated refueling zones outside the service parks during the allocated road section times. The Refuel Zones will operate as per the requirements of FIA RRR Art Page

11 9 RECONNAISSANCE 9.1 Procedure for Registration All competitors are to register for reconnaissance at their respective times of collecting material and documents. 9.2 Restrictions The maximum speed on competitive sections during reconnaissance is 80 km/h. 9.3 Format As per Appendix 2. No other times will be permitted. 9.4 Notes Please be pleasant and courteous to ALL people in the stages. Do not be tempted by obvious short cuts as judges of fact will be in place and random cuts will be blocked with rocks on the day. Stages will be recce d in as per the attached reconnaissance schedule. 9.5 Passes Reconnaissance will only be allowed for two (2) passages (Pass 1 on Wednesday 2 nd Aug 2017 and Pass 2 on Thursday 3 rd Aug 2017) of each Competitive stage for each crew and will be as per the 2017 FIA Regional Rally Sporting Regulations, Article More than one crew may share a vehicle during reconnaissance. 10 ADMINISTRATIVE CHECKS 10.1 Documents to be presented Drivers Licenses Driver and Co-driver competition licenses Driver and Co-driver passports or identification documents ASN authorization for all foreign competitors Completion of all details on the Entry form Car insurance cover certificate Car registration documents Car Road License or Carnet du Passage or logbook Medical Insurance Medical Card (FIA/ASN) On event contactable Tanzanian cellular numbers, for emergency purposes, for both crew members and the service and/or team manager complete on Entry Form. A representative from the team may do the administrative checks but all drivers and co-drivers must be present at drivers briefing. 11 Page

SCRUTINEERING, SEALING & MARKING 11.1 Scrutineering Venue and Time 04 August 2017 at Venue and time to be confirmed in Bulletin Required at Scrutineering It is mandatory for vehicles to report with the following: i) FIA Homologation forms, VO and appendices ii) FIA approved race wear including underwear iii) FIA approved racing helmets iv) FIA approved Frontal Head Restraint (FHR) device(s) for all Group N & S1 v) Vehicle Registration card vi) Vehicle road license vii) Car Technical Passports 11.3 Mudflaps and Window tint Mud flaps (Appendix J FIA ISC Article ) are optional. Windows/Nets (Appendix J FIA ISC Article ) 11.4 Timetable for Scrutineering Timetable will be communicated directly to entrants and published in Bulletin 1 and competitors info. It is the competitor s responsibility to obtain a signed scrutineering sticker from the scrutineers. NO car will be allowed to start without this signed scrutineering 11.5 Lateness at Scrutineering Any crew and car reporting after scheduled time shall incur a penalty of TZS 50,000/- 12 Page

Installation and operating instructions will be given in competitors info. The correct functioning and installation of the equipment will be checked at scrutineering. Crews are instructed to arrive at scrutineering THIRTY (30) minutes earlier than their allocated scrutineering time to allow for the installation of the Tracking device. 12. OTHER PROCEDURES 12.1 Official time used during the Rally Official time throughout the entire rally will be GMT+3 as per GPS Standard Time and a master clock will be on display at the administrative checking Safety Plan A detailed Safety Plan will be issued at documentation to all crews to have available in their vehicles on the event. 13. IDENTIFICATION OF OFFICIALS All Officials, Organizers, Sponsors, Team managers, service crews and Competitors will be issued with either and/or ID Cards and Passes for the event. 13 Page

FINAL CHECKS 15.1 Final checks The Team Manager or Entrant must attend the Final Checks Protest fees The protest fee set by the FIA is Euro 500. Please refer to Art.55 Protests and Appeals of the 2017 FIA Regional Rally Championships Sporting Regulations. Sum of the protest fee set by the ASN: TZS 1,000,000 If the protest requires the dismantling and the re assembly of different parts of a car the claimant must pay an additional deposit of TZS 1,000,000 For a protest involving a clearly defined part of the car (engine transmission, steering, braking system, electrical installation, body-work etc, the claimant must pay the sum of TZS 1,000, Appeal fees The International Appeal Fee (FIA) is Euro 6,000 Sum of the ASN appeal fees TZS 3,000, FEATURES OF THE RALLY 16.1 Start & Holding Area/Parc Ferme Will be as per the Final Rally Itinerary 16.2 Time Cards A full set of time cards will be issued at documentation 16.3 Early book-in at the end of day/section No early clock in is allowed Identification of Officials Will be on display at documentation 16.5 Super Special Stage There will be no Super Special Stage in this Rally 16.6 Rally 2 (SUPER Rally) Refer to Article 46 of the 2017 FIA African Rally Championship Sporting Regulation Lateness and Timing Refer to Article 34.1 of the 2017 FIA African Rally Championship Sporting Regulation. 14 Page

15 16.8 General Obligations It is compulsory for crews to wear approved fire proof suits and fire proof underwear and balaclava during the competition on all competitive stages of this event Control of the drivers helmets and equipment Meaning of control: Will be checked at scrutineering for compliance with the FIA safety standards. It is compulsory to wear helmets during the competition on all competitive stages of this event It is compulsory to wear seat belts, correctly fastened, at all times whilst the car is in motion It is compulsory for all crews to use approved neck restraint devices during the competition on all competitive stages Medical Emergency Boards These must be carried by every crew Vehicles shall comply with the local Road and Road Traffic law of Tanzania at all times. Failure to comply will be subject to a penalty at the Stewards discretion At all times the competing vehicle must move under its own power and may only be towed to clear the road or to be brought back onto the road Service Parks Assisted Servicing only permitted in designated Service Parks as per the Itinerary Ceremonial Podium Finish All awards will be awarded at the finish podium Results Results will be established to a second on Competitive Stages Safety Cars for Competitors Not permitted 17. START PROCEDURES The start order for Day 1 for all competitors will be as per FIA RRSR clause 45.2, subject to Stewards approval. The starting position for Day 2 will be as per FIA RRSR clause minute intervals will be applied to competitors during Competitive Stages The Clerk of the Course and the Stewards may reshuffle any starting position for reasons of safety Permitted early check in Crews may report before their due time at the following time controls: Parc Ferme IN at the end of Day 1. Parc Ferme IN at the end of Day 2. Crews must nominate their correct clock-in time. 15 Page

16 17.2 CEREMONIAL START Ceremonial Start will take place at Southern Sun Hotel on Friday 4th Aug 2017 at 15h30. All crews will be required into pre-ceremonial start holding latest by 14h30. Crews will start at 1minute intervals according to start list for Day 1 after which there will be no overnight holding and all crews will then be required into pre start holding at Oryx Bagamoyo on Saturday 5th Aug 2017 latest by 07h00. CEREMONIAL START IS COMPULSORY FOR ALL COMPETITORS TO ATTEND IN RACING OVERALLS There will be no convoy to Bagamoyo. 18 START OF COMPETITIVE STAGES Rallytime clocks are in use. The control official will enter the CS time into the clock which will then display by means of a digital read out counting down from 59 seconds with the competitor starting on zero seconds. Should Rallytime clocks not be in use, or fail before the CS time, a backup manual timing system will be used and the control official will count the competitor down by appropriate hand signals to indicate the start. Results for competitive stages will be measured to a second. Jump Start beams will operate at all starts. The names must be: - In white Helvetica - In upper case for the initial(s) and first letter of each name with the remainder in lower case - 6 cm high and with a stroke width of 1.0 cm. The driver s name shall be the upper name on both sides of the car. Appendix 5 SAFETY REQUIREMENTS All the entrants and drivers are reminded of the Appendix L to the 2017 FIA International Sporting Code, in particular regarding Chapter III Drivers Equipments (helmets, flame-resistant clothing, frontal head restraint (FHR) and safety belts). Helmet specifications, clothing comprising overalls, gloves (optional for codrivers), long underwear, balaclavas, socks and shoes must be homologated to FIA Page

22 Appendix 6 MEDICAL AID BOARDS All cars must carry a Medical Aid Board, which must be used accordingly to the following instructions: a) Description of Board and Availability The board will be made of white plastic 1mm thick, 415mm in length and 360mm in width. On one side there will be a red cross and on the other side a letter O or OK in reflective green. These boards are available from Rally Head Quarters. No other boards, unless identical to boards available from Rally Head Quarters, will be acceptable. b) Carrying of Boards in Rally Cars Boards must be properly secured to the inside passenger compartment or be secured together with the warning triangle to avoid loss, damage or injury in the event of an accident. They must be easily accessible to the driver and/or co-driver as they vacate their seats in the event of an accident. The position and securing of the board will be checked by Scrutineers prior to the start of the event and no rally car will be allowed to start an event without the board being carried and secured in the competing vehicle in an approved manner. c) Use of board following an Accident Should any competitor stop due to an accident whilst on the route being used for the event, the board together with a warning triangle must be displayed. Should medical assistance be required the board must be displayed in such a manner that the red cross is clearly visible to all approaching competitors, preferably at eye level. Care must be exercised to ensure that the correct side of the board is displayed to oncoming competitors. While the board is displayed in this manner the first competitor arriving on the scene shall stop and render assistance. Should a competitor happen upon a scene of an accident without the board being displayed it must be assumed that the injuries are of such a nature that the competitors are seriously injured and unable to display the board. Assistance must be immediately rendered. If further assistance from other competitors is required, the crew of the car rendering initial assistance shall display their board showing the red cross. If no additional assistance is required, the green O or OK shall be displayed with the O or OK visible to oncoming competitors until the vehicle has been removed. Obviously following an accident where no injuries are involved, the green O or OK must be displayed for the benefit of other competitors. 22 Page

23 d) Penalties Competitors who fail to stop upon arriving at the scene of an accident, where no medical aid board is displayed or where a red cross is displayed, are guilty of contravening motor sport regulations and will be reported to the Stewards for disciplinary action. Competitors not injured following an accident that fail to display green O or OK shall be subject to disciplinary action being instigated by the Clerk of the Course through the Stewards for the event who in turn may precipitate further action being taken against the offenders by the Rally Organizers. e) Misuse of the medical warning boards will be treated as a serious offence and will be dealt with as such.
