6 Foreword. It s all change for After running the event in the Llandovery area since 2001 we have decided to move to not only a new and underused area but also a change of date. Hopefully this will give us better weather conditions than those we ve encountered in recent years. We are also pleased to be part of the new Rally2WD format. The stages in the Neath area will allow greater variations over the years to come. The 2WD event will start at 8.30 with the first car due to finish at approx. The 4WD event will start at and finish at approx. Both events will have 45 miles on the best stages NRW plantations have to offer with central servicing based in Resolven. We are pleased to be a round of the MSA British Historic Rally Championship, Pirelli MSA Welsh Stage Rally Championship, the Restruct Mixed Surface Championship and the FMP Rally Challenge. Crews are most welcome, you don't have to be a registered contender to enter the event. You can be assured of a friendly welcome, an early finish and very enjoyable days motorsport. The Organisers. 7 1. ANNOUNCEMENT. Amman & District Motor Club Limited will organize a National 'A' 2WD Stage Rally & National B 2WD & 4WD Stage Rally on Sunday 24th June JURISDICTION. This event will be held under the General Regulations of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) (GRs), these Supplementary Regulations (SRs) and any further Official Instructions that the Organizers may issue for the event. 3. PERMITS. MSA Permit Number National A: MSA Permit Number National B Rally 2WD & 4WD: DOE Route Authorisation Number: 28000JU24 4. ELIGIBILITY. The event is open to all fully-elected members of the organising club, fully elected members of member clubs of the Welsh Association of Motor Clubs (WAMC) and registered contenders of the championships listed in Section 5. All entrants must hold a valid Competition Licence issued by the Motorsports Association Limited appropriate to the event entered. 5. CHAMPIONSHIPS. SCRUTINEERING & DOCUMENTATION (SIGNING ON) Rally 2WD scrutineering starts at 15.00hrs on Saturday 23rd June until 19:00 hours. Documentation (Signing On) 15:00 until 19:30 hours. Rally 4WD crews will be able to scrutineer and complete documentation on either on Saturday or Sunday 24th June from09:00 onwards. The venues and specific times for scrutineering will be notified in the final instructions. All competitors must produce a valid Competition Licence, Club Membership Card, and Championship Registration Cards as appropriate. All competing vehicles must have a current Competition Car Log Book(CCLB) and comply with 2018 MSA Tyre, Technical and Safety Regulations, all historic vehicles to comply with R 49 R inclusive. In addition, competitors must have MSA Historic Rally Vehicle Identification Form R 49.5 and, additionally, Category 3 & 4 cars must have homologation papers for their vehicle R All cars will have to pass a sound test before proceeding to scrutineering and again during the event. These will be conducted in accordance with R4.1 - R4.1.7 all competitors' vehicles must pass these tests which will allow for a MAXIMUM OF 100 DB (A). Failure to comply will result in Penalties under Article 16. All cars must be presented at scrutineering in the same condition as they intend to compete with the 2018 MSA Tyre, Technical and Safety Regulations as well as for class eligibility. This includes the display of competition numbers complying with J4.1. These will be supplied by the organisers. A pair of Hi-Viz numbers will be supplied by the organisers to be located on the rear near side & off side window. All competing cars must be taxed and insured for the public highway and a valid MOT Test Certificate be produced at scrutineering for any car required by law to have one R Failure to produce such documentation will result in a start being refused. Competitors should sign-on and complete all documentation as soon as possible after scrutineering. Competitors wishing to use an in-car camera during the event for non-commercial purposes are free to do so but must have the installation inspected during scrutineering. Competitors can collect the signed authorisation from the Chief Scrutineer on arrival at Scrutineering. Competitors must sign a declaration in their authority that such use is for personal use only and must not be used for any commercial purposes. At the discretion of the Eligibility Scrutineer and the Clerk of the Course, certain vehicles may be selected for Post Event Scrutiny at the final MC. Failure to present the vehicle at the nominated place and at the appointed time may be penalised under R 32.2 Chart 32.2 Penalties. All cars shall have fire extinguishing systems as R and must carry a small spill kit R All used spill kits must be disposed of by the crew concerned in accordance with the appropriate regulations. Breach of this regulation will result in exclusion. Safety Helmets will be examined and must conform to current regulations to be worn on special stages R Drivers and co-drivers shall use seat belts R and wear flame-resistant overalls on all special stage rallies R

9 12.16 A seat belt cutter must be carried on board the vehicle at all times. It must be easily accessible for the driver and co-driver when seated with their harnesses fastened. R Competitors using fuel other than pump fuel as defined in Nomenclature & Definitions (B) should note the requirements of J J Competitors are reminded that if they are entered in a Championship which has not applied to the MSA for such permission, use of this fuel will be a breach of those Championship Regulations. MSA Fuel testing may take place during the year. 8. EVENT START & FINISH. The Rally 2WD event will start from Rheola Mart at 08:30 on Sunday 24th June finishing at the same location at approximately 12:43 hours. Comprising two stages, service, one stage, service followed by the final two stages. Rally4WD will start from Rheola Mart at 12:45 and finish at approximately 16:53 hours. This will use the same stages as Rally 2WD but in a different order. The order will be one stage, service, two stages, service followed by the final two stages. 9. ROUTE. The route for both Rally 2WD & 4WD is contained on Ordnance Survey Maps 1:50,000 numbers 170. Mileage will be approximately 110 miles of which approximately 45 will be special stages. The event contains Special Stages on private land, joined by Public Highway sections. Cars will start at one minute intervals. The Road Book will contain all the information specified in R A coloured overview map book for competitors is produced and supplied by the organisers.

Any vehicle with forced induction shall have its actual engine capacity multiplied by 1.7 to achieve a notional capacity and that capacity shall determine its class. For rotary engines, the original capacity will be multiplied by 1.7 to determine its class and, if it has forced induction, that figure will be multiplied by 1.7 again to determine its class. If fewer than 5 cars are entered in any one class in any event, the organisers reserve the right to amalgamate two or more classes and/or reduce or delete awards from the list as deemed appropriate. Championships where classes in the various championships differ from those for this event, the relative coordinator is responsible for the allocation of championship points. All tyres used in class 6 (Road Rally) must comply with Section R18.4 MSA Blue Book VEHICLES' STARTING POSITIONS. The starting order is at the Organisers discretion. Seeding will be based on past performance for all events. In line with R organisers have the right to reseed any change of vehicle, driver or class. 12. IDENTIFICATION. High visibility numbers will be issued by the organisers (to be adhered to the rear nearside & offside windows), door numbers will be supplied by the organisors. In addition, each entrant must provide a clear space above the identification numbers (Door Square) for event sponsors' advertising material to be displayed (Door Header). Each service vehicle must display an official service plate provided and this must be shown to enter the service area. Only one service vehicle per competitor is permitted.

17 13. DSOs and JUDGES OF FACT. DSOs and Judges of Fact, appointed by the organisers, will be on duty throughout the rallies to observe and report on any competitor considered to be in contravention of R24.7 R24.10 inclusive (Judges of Fact). The names of these officials will be posted on the Official Notice Board. The Chief Scrutineer appointed to the event and the Championship Eligibility Scrutineer are Judges of Fact in terms of vehicle eligibility. All officials and Start Timekeepers will be empowered to judge whether a competitor has made a false start DAMAGE DECLARATION Competitors will be required to complete and sign a report that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or, alternatively, giving details of any such incident where damage or injury has occurred R Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with R 32.2 Chart 32.2 page 334 Penalties and may be reported to the MSA for further disciplinary action. Competitors who do not report at the finish of the event are required to forward the report to the Secretary within 72 hours of the finish of the event R (Secretary of the Event, John G Morgan, 26 Station Rd, Ystradgynlais, Swansea, SA0 1NT). Competitors who fail to comply may be fined up to 100. If you have been involved in an accident, details MUST be given to the Organisers the same day. 15. CONTROLS & TIMING. The rally will be divided into road sections and special stages. All controls other than passage controls and route checks will be time controls. Each road section will be allotted a target time based on approximately 30 mph or less, and a competitor can calculate his due time of arrival at any time control by adding this target time to his actual time of departure from the proceeding time control. On any road section following a special stage, extra time will be allowed over the set average speed to account for any delays at the special stage finish. However, excessive lateness taken over target on road sections and special stages is cumulative and once lost cannot be regained. When the accumulated lateness between any two adjacent main controls exceeds the maximum of 15 minutes, then a competitor will be excluded. Should any recorded time not be legible or not appear authentic, the organisers may use any means at their disposal to establish the correct time. The following titles shall describe the various types of controls. Main Time Controls (MTC) Main time controls will be situated at the start and finish of the rally, or any other specified point. Competitors will start at one minute intervals in the order of their arrival at the previous control. At the main IN control, competitors will be given a due time for the next main OUT control. Each competitor will be given a due starting time from any MC and the difference between this time and his actual time will be counted towards exclusion for overall lateness. Also, a time penalty will be applied. A competitor will be penalised for each minute he is late at such OUT controls. Competitors will restart, subject to any penalties above, from any MC with zero lateness, i.e. lateness is only accumulated between two adjacent MCs. Special Stage Arrival Controls (SSA) At this time control, the marshal will enter the competitor's time of arrival and the provisional starting time for the special stage which must be a minimum of 3 minutes after the arrival time in order to allow the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Ferme. Any time in excess of these 3 minutes will be penalised accordingly. Special Stage Start Controls (SSS) The start will be signaled by traffic lights which will go from RED (15 seconds to go) through AMBER (5, 4,3,2,1 seconds to go) finally to GREEN at the start time. In the event of equipment failure, the start procedure will revert to the manual system that is described in MSA R25.7 R25.7.1

18 Special Stage Finish Controls (SSF) Stop At the SSF, a competitor will receive his finish time in hours, minutes and seconds. This time in hours and minutes will be his start time for the following road section. Any competitor who fails to stop at the STOP line must not, under pain of exclusion, reverse to the stop line but must return on foot. Service Areas (SV) All service areas will have 'IN' and 'OUT' time controls and a target time will be marked as a road section. At the Service IN control, competitors will be given a due time for the next Service OUT control. Due to the nature of the event, the organisers cannot guarantee the amount of service time available. Passage Controls (PC) At certain points in the road book, the organisers may establish PCs in order to collect Time Cards from competitors or for other purposes. There will be no official times recorded at these controls but a competitor failing to provide necessary documents at any PC will be deemed not to have visited that control. 16. PENALTIES. Assessment of Performance will be as printed in the appropriate section of the MSA General Regulations section R32.2 Target timed events except for the following which are modified:- R Maximum permitted lateness (in excess of Target Time) between two adjacent Main Controls in excess of the permitted maximum of 15 minutes Retirement R32.2 Chart 32.2 Page 334 (a) Not completing or missing a stage 15 minutes plus stage maximum per stage. (aa) Not complying with a reasonable instruction by an official, provided warning is given that a penalty will be applied 5 minutes penalty. This penalty will also apply if any member of a Service Crew or Management Crew fails to follow an instruction of an Official of the event and will result in their Competitive Crew being penalised this includes the use of a vehicle not complying with SR15 or GR R38.3. (bb) Second offence under R32.2 (b) (c) (d) (e) (k) (l) or (m) Exclusion (cc) Repeated misbehavior of Service Crew Exclusion from results of related competing crew. (ee) Misuse of SOS and/or OK boards Exclusion (please refer to R25.4.9) (ff) Unauthorised testing or practising Exclusion (GR R26.7) (gg) Causing an obstruction Exclusion (GR R24.6) R R Designated rejoin point will be Service (Out) Controls, M.C 3 & 5 (Out) Controls. To be classified as a finisher, a car with its crew must complete the course without incurring the penalty of exclusion. 17. SERVICING. Service crews will be subject to the same regulations as competitors regarding noise, bad driving manners, etc. Competitors are responsible for ensuring that their service crews understand and comply with this regulation and that, at all times, service vehicles bear an official service plate showing the competitor's rally number. Competitors and service crews are requested to keep the service areas tidy. Any competitor or service crew found leaving litter in the service area will be excluded RE-FUELLING PROCEDURE. Competitors may ONLY refuel in areas, not road sections, specifically designated by the organisers or by using commercially available pump fuel dispensed directly from pumps at filling stations on the rally route. MSA GR R The designated refuel area is adjacent to the Service Area where a segregated zone has been allocated for this purpose. Competition Cars may be refuelled by a maximum of 2 Team Personnel from suitable fuel containers. Refuelling is not permitted within the main service area, only in the service area Refuel Zone or at filling stations on route. Full details will be in the final instructions. An allowance will be given in the time for the Road Section after the SV (OUT) Control for refuelling.

19 Competitors are responsible for ensuring that their service crews understand and comply with all aspects of the relevant Health and Safety Regulations. Full details will be included in competitors packs. Competitors are reminded that the definition of pump fuel as defined in Nomenclature & Definitions (B) has been revised in the 2018 Blue Book (Page 60). It should also be noted that MSA Fuel testing may take place during the year. Vital Equipment will also have stock of scrutineering essentials ranging from, Belt butters, SOS/OK Boards, FHR devices, Nomex Underwear, Simpson Race Products, Zenith Race wear & much more SERVICE AREA SPACE IS AT A PREMIUM. NO TRAILERS ARE TO BE LEFT WITHIN THE SERVICE AREA DURING THE COURSE OF THE RALLY. (A trailer park has been provided, remember this is NOT secured, and so ensure your trailer is locked.) All persons participating or assisting in the Red Kite Stages Rally, in any capacity, shall take reasonable care for the health and safety of themselves and other persons, who may be affected by their actions or omissions during the operation of the event. 18. ROUTE NOTES. Unauthorised pre-event reconnaissance, practising or testing over the Special Stages used on this event is forbidden. Any Competitor or their agent observed on private land without the relevant permission within the area covered by the maps specified in these Supplementary Regulations after their publication will be Refused a Start or Excluded from the Results as appropriate. The only exception to this regulation will be for persons who live on or whose employment causes them to travel along part of the route used on the event. Route Notes for the events are permitted (R 25.9) and will be available from Patterson Pacenotes, Telephone , No other route notes are authorised for use on this event and, if found, will be penalised in accordance with R Competitors are advised that the organisers accept no liability or responsibility for the use of the Subjective Route Notes. 19. FINAL INSTRUCTIONS. Final instructions will be ed to crews latest on Sunday 17 th June. Please ensure that the address box is completed correctly and legibly. 20. INSURANCE The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be All applicants wishing to use the scheme must be able to comply with all points of the Jelf Insurance Partnership's Declaration: - I do not have the Third Party Road Section extension on my current Motor Insurance - I am aged 20 or over - I have had no more than 1 fault claim in the last three years - I have no more than maximum of 6 conviction points on my UK driving licence - I have the appropriate competition licence as well as a UK/EU driving license and if my license is provisional I will be supervised by an adult over 25 - I have no physical or mental disabilities - I have no other material facts to disclose - Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25 If you comply with all points above, no Letter of Acceptance will be required. If you are unable to comply with any of the above points, you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Insurance Partnership) which should be forwarded either to the organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a letter of acceptance to be issued.

Third party insurance excess recovery. In the event of a claim having to be made for damage caused to third party property by a competitor, the organisers and promoters of the event reserve the right to reclaim the insurance excess under the MSA Master Policy (currently ) from the competitor(s) involved. 21. ENTRIES. The maximum entry for the events National A & B Rally 2WD is 120 cars and for the National B Rally 4WD is 30 cars. The organisers reserve the right to cancel the event if less than 80 (combined) entries are received, offer reduced mileage, or amalgamate classes as necessary. Entries will primarily be accepted in the order of receipt and by reference to Championships and Series eligibility. The entry list opens on publication of the regulations and closes finally on 15 th June 2018 at 18:00 hours. For online, BACS, payments please see details published on the entry form. Accepted entries will be listed on the website once payment has been received. The Entry Fee is 595. The fee is inclusive of MSA Insurance & Permit Fees (including Insurance Premium Tax) one service pack and a colour map book. All entries must be made on the official form and be accompanied by the entry fee. For the entry to be accepted it must be accompanied with the full payment or alternatively a Deposit of which will hold the accepted entry until the 24 th of May at which time full payment must be made. If payment is not forthcoming at time of registering this fact will be stated on the electronic entry list until cleared funds are received by the organisers. Fees for accepted entries withdrawn up to Friday 15 th June 2018 will be refunded less 30. Those withdrawn after 15 th June may only be refunded at the discretion of the organisers. 24 24. RESULTS. Provisional results will be published as soon as possible after the event. If competitors have a query regarding the interim or provisional results, query forms are provided in the road book and at Rally HQ. These should be handed to the Competitor Liaison Officer.
