2 CURRENT PRACTICES ( ) ESCC (Extended School Day Center) provides before/after school care in 6 of 7 Elementary Schools In accordance with Board Policy #810, provides daycare centers within the attendance zones of our elementary schools (provided space is available on the bus) Additionally, we have another set of daycare pick up students at our elementary schools and their sites to our schools

4 BOARD POLICY 810 INCLUDES THE FOLLOWING PROVISION: Attendance Area The district shall provide students to and from their residence. The district may provide to and from the student's care provider/babysitter providing the care provider/babysitter is located within the student s assigned district school s attendance area and provided there is space available on a current district vehicle that serves that attendance area.

18 IN ADDITION TO THE OBVIOUS LOGISTICAL ISSUES, THERE ARE GROWING CONCERNS ABOUT LIABILITY WHEN THESE SCHOOLS COME ON-SITE TO PICKUP STUDENTS. COMMON CHALLENGES INCLUDE:
19 CENTERS USING VEHICLES WITH OUTDATED INSPECTION STICKERS CENTERS ALLOWING VEHICLES TO BE OVERLOADED CENTERS ALLOWING STUDENTS TO SHARE SEATBELTS (Double / Tripling Up) CENTERS USING UNMARKED VEHICLES FOR STUDENT DROPOFF/PICKUP CENTERS SENDING STAFF THAT ARE NOT IDENTIFIABLE AND/OR KNOWN TO STAFF/STUDENTS CENTERS SENDING STAFF THAT DO NOT CONDUCT THEMSELVES APPROPRIATELY

21 RECOMMENDATIONS: Revisit Board Policy #810 Student Transportation Should continue to provide to daycare centers? Pa School Code does not require daycare centers Establish more restrictive protocol for daycare want to dropoff/pickup students from sites Work with Counsel on language that addresses liability and expectations Examine opportunity for ESCC to expand program to all 7 Elementary Sites Any changes will be effective with the school year, but will need to be communicated in Spring Timeline for decisions about changing policy/practice is short.
