2 Regular season starts May 1st for those who can get on the diamonds, let it happen Season Length - approximately 24 games (commissioner has final say) A balanced schedule is preferred Must be completed in August, per date on p3 Dates to Remember or as communicated by head commissioner All teams must complete 90% of their regularly scheduled games to be eligible to compete for the right to represent the EOBA at the OBA play downs ALL TEAMS MUST REPORT LEAGUE AND TOURNAMENT SCORES PRIOR TO CLASSIFICATION MEETING ALL SCORES TO BE REPORTED USING THE EOBA ON-LINE FORMS ONLY Re-scheduled game dates must be to your Commissioner within 7 days of the initial date of the game. This needs to be an open communication between the two teams and your Commissioner. Teams may be ordered to play if a mutual agreement can't be reached within the 7 day window Game results [scores, ejections, pitch counts] to be communicated to your Commissioner within 24 hours of the end of the scheduled game. USING THE EOBA ON LINE FORM ONLY Series Commissioner will send out a master schedule (including teams played, and game #, teams will add date, times, & diamond) Once reviewed and approved by all coaches it will be posted on the website. All changes after this must be communicated to your Commissioner and the Webmaster. (Teams playing in the EOBA loop) Note: Teams playing in the TBA YSBA (use the EOBA form when playing EOBA teams)/bel/mel must submit a link to the web site that has all games and scores posted Page 2 of 8

If the team has not played all teams at the new classification, the commissioner will arrange play downs as necessary to determine who goes to the OBA based on # of spots available. EOBA Championship Tournament Each series will need a host with a clear plan on hosting, no later than the June 15 th. Tournament date to be in August as specified by the Head Commissioner see page 3 for Dates to Remember Rain out plan please ensure you have a rain-out plan EOBA championship tournament will have tiered championships All tournament formats and budgets must be approved by the series Commissioner Final EOBA standings will determine seeding for Championship Schedule templates will be provided by to the Hosts Page 3 of 8

4 OBA Playdown Structure Criteria for Advancing to the OBA Championships 1/ Where one team is permitted to attend in any classification, the team finishing highest in the regular season standings amongst those of the same classification using only the games between the teams of the same classification for the determination, automatically gets the spot. 2/ Where two teams are permitted to attend in any classification, the team finishing highest in the regular season standings amongst those of the same classification using only the games between the teams of the same classification for the determination, automatically gets the spot and the second highest team in the group using the same criteria gets the second spot. 3/ Tie breaking formula for determining standings (revised May 16 th, 2018) 1. Head to head between tied teams 2. Fewest runs allowed between tied teams 3. Most runs scored in games between tied teams 4. Highest number of overall league wins amongst teams in the same classification FAQ Reference rules: 7 Game Rule - EOBA All players must have taken part in at least seven (7) EOBA league games for his/her team, in order to be eligible to play in the EOBA Championships and play downs for OBA Championships unless otherwise agreed to as per Head Commissioner Player Injury (related to 7 game rule) The EOBA is very flexible with this rule as long as the Head Commissioner is made aware of the situation before it becomes a problem. Specifically, if you have a player injury and this rule may come into effect, let us know and we can deal with it before it becomes a problem. Go through your series commissioner, they will discuss with the Head Commissioner Game Reporting (EOBA 6.0) Games MUST be reported to your series Commissioner within 24 hours of the date scheduled, via web form, by the Home team Home team is responsible for retaining and/or submitting games sheets as instructed by your series Commissioner Who sends the information is not as important as your series Commissioner getting this information in a timely fashion. Things that need to be reported are: (as found on web form ) If you do not play, If someone gets ejected, Game number (found on master schedule), Score, for each team, Pitch counts, for each team Any other items that you feel are pertinent, we will leave that up to you Page 4 of 8

5 NOTE - Any game reports without a game number will be returned to the sender. Game numbers are generated from the Master Schedule on the website and are crucial in keeping track of game information. We would suggest you print a copy of this web page for your person responsible for reporting scores of games to keep with the game sheets/ score book or whatever you use. We also suggest you note on your game sheets/score book the classification of your opponent, especially for tournaments. You will need this for classifications. We must have this to classify your team. This is info that's easy to get at the ball park. It's ten times the work later to find a tournament team's classification. To process an insurance claim due to an injury, game sheet and line-up card signed by the Umpires must be presented, SO IT IS IMPORTANT THAT ALL GAME SHEETS AND LINE UP CARDS BE RETAINED. If your game had a person ejected - BOTH teams should send a separate with the brief facts and circumstances. The game report from the home team should only note who was ejected and when [i.e. Ejection - 2nd inning - Ajax coach # 33 (no name available) was ejected for arguing balls & strikes.] The EOBA Discipline committee chair reviews all of these reports [umpires file their reports separately]. We [EOBA Executive] are volunteers, the same as you. You need to report on a p p r o x. 12 home games. If half of your game reports are incomplete here is what happens we ask you to complete the info: approximately 2 minutes per fix X 12 games = 24 minutes we look for the info: approximately 5 minutes per fix X 12 games X 8 teams = 8 hours This is why we will send you back to complete these small fixes. A little fix for you can create days & weeks of work for us that will make your schedule & score results run late. We strive to get scores updated daily but we need help Rescheduling Games (EOBA 4.1.7) All rained out games MUST be rescheduled and the date submitted to your series Commissioner or the Head Commissioner, as directed, within seven (7) days. The home team MUST make the first approach to reschedule. If the two (2) teams fail to agree upon a new date within seven (7) days your series Commissioner or the Head Commissioner shall then have the right to reschedule the game at his/her discretion. Note: Rescheduled games need to be updated on the EOBA website Home team needs to their Commissioner details for these changes to be made to the website Do not send an thread with conversation on rescheduling [same time consideration as game reports] Please do send a brief with concise details exactly as it needs to be on the schedule Game change without this info or game number will be returned to the sender Page 5 of 8

6 Classification (EOBA 2.5.1; & 4.1.6) Barring extenuating circumstances, all teams must play and properly report at least 90% of its games scheduled prior to the EOBA classification meeting (In July, see page 3 Dates to Remember ), to be considered for classification purposes, and must play and properly report 90% of its full schedule of games prior to the last day of the season to be eligible to compete in EOBA and OBA play-offs. Your team's completed classification must be sent in before June 15th Ideally you will want to send your Commissioner this worksheet earlier than the June 15 th date if info is missing we can talk in advance & identify what needs to be done if we disagree on your classification early, you have time to make your best argument reporting all game results at the last minute will dramatically increases the odds that you will not like your classification because fast decisions are made with less information. [fyi, past experience has shown appeals will often go against teams when new or additional info is submitted after due dates] if you disagree with your team's classification early, you will have time to speak to your organization for advice on how best to proceed, including an appeal. Teams that do not report regular season game scores or tournament results are not eligible to be classified. [The OBA's computer does not allow input of a team for classification without ALL tournament game results. This is not a rule but a computer system limitation]. There is no appeal for this. Failure to properly report game results [incomplete and/or late] may result in one of two default rulings 1. Highest possible classification [AAA for most teams] 2. Team is not classified at all for the season Commissioners need to have preliminary assessment done and sent to each team by June 30 Teams will be classified based on their team entry - unless the head commissioner or the team request a change If your team disputes their classification assigned by their Head Commissioner, it [this classification] can be appealed at the July 09 meeting ONLY. Appeals must be in writing to the EOBA by July 06 Page 6 of 8

7 Game Length (EOBA and 4.2.5) Peewee and Below: Games f o r Peewee and below are 7 innings with the following e xceptions: Mercy (see section for mercy rules) Time Curfew (also known as the "No New Inning" or "NNI" rule): Unless the score is tied, in the Minor Mosquito, Mosquito, Minor Pee Wee and Pee Wee Series no new inning shall start after two (2) hours from the scheduled starting time Note: this is "scheduled starting time" (from the posted EOBA schedule on the website), not time of first pitch which is common for house league Tied Game (EOBA 4.2.4): The objective is there are no ties in baseball (confirm this at plate talk) If the game is tied after 7 or 9 complete innings, you play until there is a winner. If the park lights go out or park curfew is reached, the game will be a tie, except for a championship series game or a suspended game per (thunder) & Minor Bantam to Junior: Games for Minor Bantam to Junior are 9 innings with the following exceptions: Mercy (see section for mercy rules). Unless the score is tied, in the Minor Bantam through Junior Series no new inning shall start after two (2 1/2) hours from the scheduled starting time. If the game is tied, after reaching your NNI time, you continue play until a winner is determined or a park curfew occurs. See section for special game length, mercy rules, and time limits for double headers ALL DOUBLE HEADERS WILL BE 7 INNINGS Pitching Rules (OBA P2.1OJ) The team Manager I Head Coach shall be solely responsible to ensure the pitching rule is not violated. For violation of this rule the team Manager I Head Coach and pitcher shall be ejected and the team shall be considered to have been playing with an illegal player retroactive to the point of the violation. The non-violating team shall be awarded the game by forfeit. 8 Line up [OBA P2.8] / Batting & Defensive Substitution Rules [0BA P2.9] continued Options for batting [excluding Rookie & Mosquito] 9 players - standard substitution (below "Standard 9 Player") 10 players - 9 plus the EP [see OBA for details] Minor Midget and above have the option of using a DH instead of an EP [see OBA for details] "Standard 9 player" paraphrased [see OBA P2.9 "SUBSTITUTIONS" for details] 9 players are started (your 9 defensive positions), all 9 can be replaced & are eligible for re-entry Anyone not in the starting 9 can be substituted into the batting order The starting 9 are eligible for re-entry once Anyone not in the starting 9, once removed, cannot be re-inserted to you batting order Note: there is no "2 out, catcher rule for base runners" This may occur as a house league rule but it is NOT an OBA or EOBA rule OBA Defensive Substitution Rule Defensive Substitutions - all per OBA rules Section P2.9 SUBSTITUTIONS b) In Minor Peewee... [up to]... Junior ball any starting player may be substituted for and returned to the game, one time only. He/she must return to his/her original place in the batting order. Any further substitutions do not jeopardize the right of re-entry for the original/starting player. Any starting player returned to the game may pitch if he/she has not previously assumed that position. A pinch runner may be inserted for a pitcher, who was listed in the starting batting order, and the pitcher may return to pitch under this re-entry rule only if the player is re-entered immediately as a pitcher when his/her team takes the field defensively. c) In Minor Peewee... [up to]... Junior ball in the event that all players have entered the game and an injury(s) occurs, the opposing manager shall have the right of selecting any remaining player(s) as the replacement. Note: This rule does not apply to ejections from a game. If a player re-enters or enters the game illegally: offensively, this shall be considered as a batter hitting out of order; defensively, the proper player shall replace him Page 8 of 8
