5 Message from the Baseball Commissioner Thank you, in advance, for your participation in the 2013 Wisconsin American Legion Baseball season. The upcoming season is just around the corner and it has been a very busy off-season, particularly at the National level, from a rule-making standpoint. Please review this rulebook and the National rulebook for all the updates and changes. Please note that the State fees for Varsity teams increased but the fees for Junior Varsity remained the same. This past season, 223 teams and over 3,000 student athletes participated in the five divisions of play. Madison Impact and Ash-Port represented Wisconsin during the Great Lakes National Regional at Midland, MI in August. Both teams lost close games and were eliminated with records of 0-2. Wisconsin Dells represented us at the Division II Central Plains Regional in North Dakota. This is the 88 th Season of Wisconsin American Legion Baseball which will conclude with the 42 nd Annual All-Star Weekend. On Saturday, August 17 th players and coaches selected to participate in the All-Star game will be honored with a banquet at the Milwaukee West Radisson Hotel. Also, this year s Hall of Fame inductees are Robert Weyenberg of Appleton, Don Friday of Stevens Point, and Dick Imrie of Burlington. On Sunday, August 18 th, 54 players chosen from across the state will take to the field at Miller Park following the Brewers vs. Reds game. We have purchased 600 tickets for that game and a limited number will be available for sale from State Headquarters to off-set the cost of this weekend. All tickets are Loge Outfield Box in Sections Each Varsity team that has paid all the fees will receive 3 Brewers tickets (at no additional cost!). Good luck to all teams this season and thank you for supporting American Legion Baseball. I WILL: Code of Sportsmanship KEEP the rules KEEP faith with my teammates KEEP my temper KEEP myself fit KEEP a stout heart in defeat KEEP my pride under in victory KEEP a sound soul, a clean mind and healthy body. Resolved, That the National Americanism Commission does hereby emphasize and call attention to the Legion post and to Legionnaires individually that the principles of good sportsmanship in connection with the activity should at all times be held paramount to the end that the greatest good may come from the activity of the Legion. 8 Beginning with the 2013 season, the National American Legion has made it mandatory that all team Managers, Coaches, Assistant Coaches -- and other volunteer staff who meet certain criteria -- must undergo annual background screening, prior to engaging in any meetings, events, practices or games that involve youth participants. To ensure consistency and protect confidentiality, all screening will be conducted by one designated vendor ("Protect Youth Sports"); if an individual has previously undergone background screening through/for another organization, those results may not be substituted. The website link can be accessed at or Each person is responsible for paying the $8 fee. Communication: Electronic text or image communications ( , electronic text, social media, videos, digital photos, etc) with youth under the age of 18 must copy or include the minor s parents or guardians. Beginning in 2013, the W.A.L.B.A. passed a motion to revise the Legion Baseball scholarship from selecting a winner by Region on a regular rotating basis to: Open Scholarship selection to the entire state rather than making it region specific to make sure the most deserving candidate receives the scholarship. The W.A.L.B.A. passed a motion that if a coach is ejected from a regular season game that coach will have a minimum one game suspension to be served during the team s next scheduled game. Coaches or umpires must notify the regional director of ejections. The W.A.L.B.A. passed a motion that starting with the 2013 season. Varsity State fees would increase to $325 to help cover the cost of All-Star Weekend activities. JV state fee of $100 will remain the same. Bat Rule Reminder IMPORTANT CHANGES FOR THE 2013 SEASON Effective January 1, 2012, National American Legion Baseball adopted the BBCOR (Ball-Bat Coefficient of Restitution) standard, which is designed to eliminate discrepancies with bat lengths and provide a more direct measure of bat performance, improve safety, and produce similar batted-ball speeds between wood and non-wood bats. Beginning in 2012, all non-wood bats used on the playing field must, therefore, carry the BBCOR certification mark. If any bat fails to meet this requirement, said bat shall be removed from the game, the batter shall be declared out, and the head coach or team manager shall be ejected from the game. National has advised that the 33" Marucci CAT5 bat (and 34" as of 7/25/12) has been decertified and is not considered a legal bat for Legion use at this time. Nat'l has advised that the Reebok Vector TLS-33 Bat has been decertified and is not considered a legal bat for Legion use at this time. National advised that the Marucci Black Series 33" and 34" have been decertified Player Eligibility Requirements Senior American Legion Baseball competition in 2015 will be open to those student athletes who were enrolled as junior high or high school students during the school term immediately preceding the league season. High school students who graduated early during the school term are eligible to compete if they are not enrolled in a college, university, trade school or other institution of higher learning before the start of department regular season play. Junior American Legion Baseball competition in 2015 will be open only to players born on or after January 1, Junior Legion Baseball shall be limited to ages 17 and younger. Any player born before January 1, 1997, is not eligible to play in the Junior Legion Baseball program. Note: This rule will take effect for the 2015 season per Resolution No. 46, American Legion Baseball Eligibility, passed by the National Executive Committee on October 13, 2011.

9 Take Action to Address Concussion in Youth and Teens Wisconsin Concussion Law Act Statute Summary The law requires all youth athletic organizations to educate coaches, athletes and parents on the risks of concussions and head injuries and prohibits participation in a youth activity until the athlete and parent or guardian has returned a signed agreement sheet indicating they have reviewed the concussion and head injury informational materials. The law requires immediate removal of an individual from a youth athletic activity if symptoms indicate a possible concussion has been sustained. A person who has been removed from a youth athletic activity because of a determined or suspected concussion or head injury, may not participate again until he or she is evaluated by a health care provider and receives written clearance from the health care provider to return to the activity. At the beginning of a season for a youth athletic activity, the person operating the youth athletic activity shall distribute a concussion and head injury information sheet to each person who will be coaching that youth athletic activity and to each person who wishes to participate in that youth athletic activity. No person may participate in a youth athletic activity unless the person returns the information sheet signed by the person and, if he or she is under the age of 19, by his or her parent or guardian. We have provided the Fact Sheets and Parent & Athlete Agreement found on pages These agreements must be kept on file with the Team Administrator or Coach. TO ALL COACHES Please take time to complete the online course listed below. Sign the Coaches Agreement on Page 10 and keep a copy on file with your Team Administrator. Heads Up: Concussion in Youth Sports is an online training course provided by Centers for Disease Control (CDC) and Prevention. The course helps coaches and parents recognize and respond to a concussion by featuring interviews from experts, descriptive graphics, real-life stories and interactive exercises. To date, 33 states have passed a law requiring all youth athletic coaches to receive training on concussions before hosting and attending tryouts, practices and games. The CDC makes this requirement possible with its Heads Up course, which is free and only takes about 30 minutes to complete. To take the course just log on to: and find the link or: An athletic coach, or official involved in a youth athletic activity, or health care provider shall remove a person from the youth athletic activity if the coach, official, or health care provider determines that the person exhibits signs, symptoms, or behavior consistent with a concussion or head injury OR the coach, official, or health care provider suspects the person has sustained a concussion or head injury.

All levels AAA, AA, A and JV must follow the National Rules. L. The Wisconsin American Legion Baseball Association, its Commissioner and members and officers of the Board of Directors of the Wisconsin American Legion Baseball Association are not responsible for bodily injury or property damage sustained by any player, coach or manager or other third party as a result of an accident or incident whether occurring on or off the field and whether during practice or a game or otherwise. M. The use of tobacco by anyone on the playing field is prohibited. N. COLLISION RULE: The American Legion National Baseball subcommittee is concerned about unnecessary and violent collisions with the catcher at home plate, and with infielders at all bases. The intent of this rule is to encourage base runners and defensive players to avoid collision whenever possible. 1. When there is a collision between a runner and a fielder who clearly is in possession of the ball, the umpire shall judge: a. Whether the collision by the runner was avoidable (could the runner have reached the base without colliding) or unavoidable (the runner s path to the base was blocked) or; b. Whether the runner actually was attempting to reach the base (plate) or attempting to dislodge the ball from the fielder.

16 PENALTY: If the runner, a) could have avoided the collision and reached the base, b) attempted to dislodge the ball, the runner shall be declared out even if the fielder loses possession of the ball. The ball is dead and all other base runners shall return to the last base touched at the time of the interference. Ruling 1: If the fielder blocks the path of the base runner to the base (plate), the runner may make contact, slide into, or collide with a fielder as long as the runner is making a legitimate attempt to reach the base or the plate. Ruling 2: If the collision by the runner was flagrant, the runner shall be declared out and ejected from the contest. The ball shall be declared dead. 2. If the defensive player blocks the base (plate) or base line without the ball, or is not in the immediate act of catching the ball, obstruction shall be called. The runner is safe and a delayed dead ball shall be called. Ruling: If the runner collides flagrantly, he shall be declared safe on the obstruction, but will be ejected from the contest. The ball is dead. O. COACH/PLAYER EJECTIONS: If a player or coach is ejected from a regular season game, that person will have a minimum one game suspension - to be served during the team s next scheduled game. Coaches must notify the regional director of ejections. MALICIOUS CONTACT: The National Baseball subcommittee is concerned that some coaches may not have explained to their players that malicious contact is illegal. The majority of intentional collisions occur at home plate where the catchers are blocking the plate. Runners should be instructed to slide directly to the plate, or away from the catcher, or to avoid making contact with the catcher especially when the defender is in possession of the ball. Any player who, in the judgment of the umpire, maliciously runs into another player is automatically ejected, and is declared out. Our tournament umpires have been instructed that if there is any intentional and excessive force, or if there is any intent to injure another player, the offending player shall be removed from the game. Malicious contact penalties will be enforced whether committed by an offensive or defensive player. Any player ejected by an umpire, is automatically removed from the national tournament, unless that player is reinstated by the national tournament director. P. FORCE-PLAY SLIDE RULE: The intent of the force-play rule is to ensure the safety of all players. This is a safety, as well as an interference rule. This rule pertains to a force-play situation regardless of the number of outs. 1. On a force-play at any base, including home plate, the runner must slide on the ground and in a direct line between the two bases. This is a legal slide even if contact is made with the fielder. a. On the ground can either be a head-first slide or a slide with one leg and buttock on the ground. b. Directly into a base means the runner s entire body (feet, legs, trunk, and arms) must stay in a straight line between the bases. (A runner need not slide directly into a base as long as the runner slides or runs in a direction away from the fielder to avoid making contact or altering the play of the defensive player). 2. Contact is allowed if the runner: a. Makes a legal slide directly to the base, or b. Is on the ground at the time of contact and the fielder moves directly down the line between the two bases to attempt a play. Interference shall not be called. 3. It is illegal slide if: a. The runner slides or runs out of the base line in the direction of the fielder. b. The runner uses a rolling, cross-body or pop-up slide into a fielder. (A pop-up slide is a legal slide as long as the runner does not make contact with, or alter the play of the fielder.) c. The runner s raised leg is higher than the fielder s knee when in a standing position. d. The runner goes beyond the base and makes contact with or alters the play of the fielder. (Beyond the base refers to any part of the offensive player s body that makes contact with or alters the play of the fielder beyond the base.) e. The runner slashes or kicks the fielder with either leg, or f. The slide is flagrant. (If the runner s slide is flagrant, the runner shall be ejected from the game.)

17 4. The runner, on a force-play, makes an illegal slide at any base, including home plate, interference shall be called. PENALTY: 1. With less than two (2) outs, the batter-runner, as well as the interfering runner, shall be declared out and no other runner(s) shall advance. 2. With two (2) outs, the interfering runner shall be declared out and no other runner(s) shall advance. RULE 2: PLAYER ELIGIBILITY A Age Eligibility a. Senior American Legion Baseball competition in 2013 is open only to players born on or after January 1, b. Players must be 13 years of age as of January 1, 2013 to be eligible for the Junior Legion Baseball program. e. Players (age 12 and under) born in 2001 and after are not eligible to play American Legion Baseball. B Graduated Students: Players/students who graduated from high school in 2012 shall have additional eligibility restrictions. a. Players who graduated in 2012 shall play for the Legion team they played during the 2012 season. Players who graduated in 2012 shall not be eligible to be transferred and their names must appear on a 2012 team roster. C. Competition in the Wisconsin American Legion program is open only to amateurs. To be considered an amateur, a player must not have: 1. Received money, favors or gratuities for playing baseball. 2. Accepted directly or indirectly or agreed to accept money or any favors offered by anyone for the player s baseball services, past, present or future. This applies to a player s parents, trustees, custodians or guardians. 6. Tried out for any professional teams without the written permission of their American Legion Baseball manager, coach or post commander. D. DUAL PARTICIPATION: Players may participate on other baseball teams as long as that player obtains a letter from the coach. Copy of the permission letter should be forwarded to the Regional Director and State Commissioner. When Regional play begins, Legion baseball takes precedence over other activities (see National Rule for clarification). 1. PENALTY: Player is Not Eligible for Regional and/or State Tournament Competition. For further interpretations of the Dual Participation rule, (please refer to page 14 of the 2013 National American Legion Baseball Handbook). 2. EXCEPTION: Teams recruited from a total high school enrollment of less than one-half of the National enrollment limit (under 2,500, co-ed) will have the option of allowing their players to participate in qualified amateur league competition involving adult participants as long as it does not interfere with the players commitment to their American Legion Baseball team or violate amateur rules. Coaches shall notify the State Baseball Commissioner in writing of any player in dual participation prior to tournament participation by that team or the player. Such players must be regular participants on their Legion team during the regular season. This rule shall be in effect on or after June 1st.

18 3. American Legion Baseball teams may schedule games with other non-american Legion Baseball teams only with the prior approval of their Regional Director. Effective beginning the 2013 season, games must be played using American Legion Baseball rules, and the non-legion team provides proof of insurance. The National American Legion office strongly recommends playing American Legion teams only. 4. An All-Star game must also have prior approval of the Regional Director and, if more than one region is involved, of the Regional Directors of all the regions involved. E. PROOF OF AGE: A certified copy of each player s birth certificate or a copy of a previously issued Legion Baseball ID card must be attached to the Form #2 (Player Agreement) and sent to the Regional Director. Notarized photocopies of birth certificates, hospital records, baptismal records, or school records are not acceptable. This rule applies to Class AAA teams. Teams participating at the A or AA levels shall attach photocopies of birth certificates, copy of Legion Baseball ID cards, driver s licenses, baptismal certificates, school records or hospital certificates to the Form #2 and sent to the Regional Director. RULE 3: PLAYER RECRUITMENT A. Any player who was enrolled, prior to March 31st of this year, in any public, parochial, private, technical, vocational or preparatory high school or a combination of these schools provided that the combined total enrollment of the school does not exceed 5,000 students (or 2,500 if the school is restricted to all-male enrollments) is eligible to participate in American Legion Baseball. B. The school enrollment totals of the 10 th, 11 th and 12 th grades as of March 31 st shall be used and certified by a responsible official of each school. 1. The schools recruited from must be located within the corporate limits of a municipality or from adjacent communities. Any community by-passed must have its school enrollment added to the total. 2. Any player whose parents move and who establish a new permanent residence after March 31 st may play with the team nearest his new residence of his previous team. He must submit a written request to join the team nearest his new residence, accompanied with an affidavit from his parents that the move is permanent, to the State Baseball Commissioner by June 1st. 3. Players in elementary schools, middle schools and junior high schools and 9 th grade freshman high school students, must play for the base school team nearest their parent s legal residence. Enrollment of the schools they attend shall not be counted. 5. All teams must have a base school. This is the principal school from which a team is recruited and remains so from year to year. 6. No team may have two (2) base schools. 7. If more than one team has the same base school, the area must be zoned. This may be done by the agreement of the teams involved or by the State Baseball Commissioner. 8. WAIVERS: American Legion Baseball exists for the purpose of benefiting the youth of the State of Wisconsin who meet the stated age requirements and desire an opportunity to play baseball. It is the declared policy of Wisconsin American Legion Baseball that waivers of the rules relating to residency and school district attendance should be granted by the posts when the circumstances warrant a waiver. However, there comes from time to time a request of waiver/transfer that does not relate to residency and school district attendance. In these cases, the American Legion Baseball organization believes that each individual case should be reviewed by the posts and teams involved to decide if a waiver should be granted based on the information presented by each party and with the best interest of American Legion Baseball, as well as the individual athlete, considered. These waivers/transfers shall be to the nearest team to the parent s domicile. These waivers do not include players that have tried out or been released from their original team.

19 These become automatic. As stated in the National Handbook, Junior Legion players are not eligible to be transferred, therefore all players eligible for transfer/waiver must be Varsity players and put on the Varsity form 1. If there is difficulty in settling the waiver, the coach needs to contact the Regional Director who will then contact the State Commissioner. 9.
