(Home team determined by a coin toss) Tournament Regulations: 1. The 2013 Baseball State Guidelines will be followed (included in this packet and also posted at wiaa.com). 2. Team eligibility will be in accordance with the state guidelines. Bring your starting lineup with you to your first game. Tournament manager will collect those 45 minutes before game time. 3. Dressing facilities and the batting cages will NOT be available. Teams are to come dressed. 4. Bring your own towels if you will need them on the field.

2 Page 2 Tournament Regulations Continued: 5. The home team is the bottom team listed (THE SECOND TEAM LISTED) in the state brackets. The home team will have their choice of dugouts in games #1 and #2. A coin toss will be conducted prior to game #3. The loser of the coin toss will have their choice of dugouts. 6. Only uniformed players will be allowed on the team bench. We will strictly adhere to WIAA ROSTER LIMITATIONS (18 PLAYERS AND 7 designated school personnel maximum 25 total. This number includes coaches, managers, scorekeeper and medical). 7. Game baseballs The Baden 3BPro Perfection will be provided by the tournament manager. 8. The official score keeper will be provided by the tournament director. 9. Umpires will be assigned by the WIAA. 10. Line up cards Each Coach must the batting order to the umpire on Line up Cards. 11. Team Stats-provided by coaches and exchanged between coaches 12. Bat Boys/Girls-Must be of school age and approved by the participating school principal. The attendants must be properly insured and suitably attired. 13. Coaching-Coaches boxes may be occupied by a coach, player or eligible substitute and shall be in proper uniform. 14. Protests designed to permit the coaches to confer with umpires during the progress of the game pertaining to rules administration. Umpires will permit such conferences when respectfully requested in a reasonable and sportsmanlike manner. The protest on the misapplication of the rule must take place before the next pitch is thrown. The protest must be ruled upon within 2 hours of the completion on the contested game. The decision of the manager and the tournament committee will be final. Batting Practice: WIAA regulations provide for each team to have 30 minutes of batting practice prior to the first game on May 18. Batting practice will not be permitted at the game field. The batting cages are not available. Both teams will go to their respective dugouts. 2. Starting lineups will be introduced first and players will come out of the dugout one by one, followed by the non-starters and coaches. 3. Teams should line up along the 1 st and 3 rd baselines facing the stands. 4. National anthem (1 st game only) will follow the introductions. Ticket Information: Gates for spectators will open one hour prior to the start of the first game. All Tickets will be sold at the gate. Everyone who is not on the list must pay. Prices will be as follows: Adults and students w/o ASB $8.00 Students with ASD $6.00 Senior Citizens $6.00 Children $6.00 Passes: WIAA Lifetime passes and WIAA tournament CREDENTIALS are the only passes that will be honored. District supervisory passes are not accepted at this event. Each school will be allowed a maximum of 27 people on the pass list for admittance INTO THE FACILITY. This number may include: managers, bus driver, scorekeeper, faculty representative, coaches and players. Again, a maximum of 27 will be allowed INTO THE FACILITY, BUT ONLY 18 WILL BE ALLOWED INTO THE DUGOUT OR ONTO THE FIELD. This list must be faxed to the tournament director no later than Monday, May 14. Driving directions: Coming of highway 20 enter on commercial. Continue to the stop light at 12 th street and turn left at the light. Continue to the next light and turn left on D Street. Go one block and turn left on 13 th street into the park. Buses will not be allowed to park at the park, they will park in the school parking lot. Buses are required to park at the school. To return to the school, turn right on 12 th street, go three blocks to K Street and turn right, go to 17 th street and turn right,the parking lot is straight ahead. The school is approximately 5 blocks from the park

6 Page 6 Rainouts If a game has reached the required number of innings played (either 4 ½ or 5), and is halted because of rain and not resumed, it will be declared a completed game. If 5 innings or more have been completed and the game is rained out, it would t revert back to the last completed full inning. If a game is rained out before the required number of innings are played (either 4 ½ or 5), it will be considered a suspended contest, as per in the WIAA handbook. When play is resumed, an attempt will be made to play the game to completion (7 innings), and and will be applied The contest shall continue from the point of suspension at a later time The lineup, innings pitched and batting order of each team will remain exactly the same as when the contest was suspended. All pitcher limitation rules apply. WIAA PITCHING RULES AND SITUATIONS WIAA HANDBOOK RULE PITCHER LIMITATION - One (1) pitch constitutes an inning. The following examples indicate when a pitcher could pitch: Monday-Thursday, Tuesday-Friday, Wednesday-Saturday, Thursday-Monday, Friday-Monday, Saturday-Tuesday When a pitcher pitches four (4) innings or more in a contest which began and ended on the same day, the pitcher shall not pitch again until two (2) calendar days have elapsed When a pitcher pitches four (4) innings or more in two games played on the same day, the pitcher shall not pitch again until two (2) calendar days have elapsed A This rule applies during two regular games as well as when the first game is a continuation from a previous point of suspension followed by a regular game The pitching limitation rule applies during all regular season and postseason games, as well as to tied, suspended, discontinued or protested games. POTENTIAL SITUATIONS Situation 1: If a pitcher pitches in three or less innings in game 1, he could pitch every inning in game 2. Situation 2: If a pitcher pitches in four or more innings in game 1, he cannot pitch in game 2, but could play any other position. Situation 3: If game 1 is suspended in the bottom of the 4th inning and resumed on Monday, only a pitcher who pitched in three or less innings in game 1 could pitch again on Monday although he could play any other position.

7 Page 7 Washington Interscholastic Activities Association Bound for State Baseball Regulations Changes from the Baseball Regulations are indicated in bold type and shaded. State Championships Finals: May 24-25, 2013 Passes 20 players 5 designated school personnel (coaches, managers, statisticians, etc) 1 bat boy/girl 1 medical 2 supervisors Allocations - Allocations in baseball are made to the WIAA Districts. Game Balls - The Baden 3B-PPRO Perfection shall be used during all state championship contests. Team Registration Form All forms must be filled out online at Team Statistics & Pitching Summary - Team statistics and pitching summary record sheets are to be filled in by the coaches of the participating schools and exchanged between the coaches participating in the regional and state championships. Line-up Cards - Each coach must deliver the batting order to the umpire on a Line-up Card. Bat Boys/Girls Boys or girls of school age may be used as bat attendants provided they have been approved by the participating school principal. The attendants shall be properly insured and suitably attired. Coaches' Uniforms - Any coach participating in either pre-game or regular game activities must be in the uniform of the school at all times. The minimum uniform would be a hat, pants, appropriate socks, shoes, and either a warm-up jacket or regular uniform top. Coaching - Coaching boxes may be occupied by a coach, player, or eligible substitute (one school approved coach in each coach's box). The coach shall be in proper uniform. Protests - Baseball rules are designed to permit coaches to confer with umpires during the progress of the game pertaining to matters of rules administration. Umpires are instructed to permit such conferences when respectfully requested and conducted in a rational, reasonable and sportsmanlike manner. A head coach may protest a misinterpretation or misapplication of a rule before the next pitch is thrown. Protests must be ruled upon within two hours of the completion of the protest game by the tournament manager and the games committee. Decisions of the tournament manager or games committee shall be final. Selecting Home Team In each team s first game at regionals, the home team will be designated on the tournament bracket. The visiting team will have the choice of dugouts. Prior to each team s second game at regionals, both semifinal games, the consolation and championship games, the tournament manager will

8 Page 8 conduct a coin toss with the two coaches to determine the home team. The winner of the coin toss will have the choice of being the home or visiting team. The loser may have the choice of dugouts. Batting Practice Each team will have 30 minutes of batting practice at a site selected by the tournament manager, if possible, preferably at a neutral field. Time will not allow teams playing in the second game of a doubleheader to take batting practice at the playing site. Infield Practice - Each team will be allowed ten (10) minutes of infield prior to the game. The home team will take the infield first. Re-entry, Designated Hitter and Speed-Up Rules - These rule provisions are in effect for all league, district and State tournament games (are optional, not required). Length of Game - A regulation tournament game shall be seven innings in length unless extended because of a tie score or unless shortened because the home team needs none of its half of the seventh inning or only a fraction of it, or because of weather or similar conditions. Run Rule - The NFHS ten-run rule will be in effect for regional, semifinal and final games. Inclement Weather Policy - The full policy is included in this packet. Due to action taken by the WIAA Executive Board, schools will no longer be asked if they are willing to play on Sunday if inclement weather prohibits play on Saturday. If fields are available, the games will be rescheduled for Sunday. If fields are not available, the games will be rescheduled for Monday. Event managers will no longer be collecting the Sunday waiver forms, but school districts will still need to determine if their teams will be allowed to play on Sunday. Continuing Suspended Game - Any game that is interrupted with teams having played less than the required number of innings will be continued from the point of suspension. The tournament manager shall determine when the game will be completed. The line-up and batting order of each team shall be exactly the same as the line-up and batting order at the moment of suspension, subject to the rules governing the game. A suspended game may be continued on Sunday with approval of all participating teams involved. Postponed Games - When necessary to postpone any tournament game, it shall be the responsibility of the tournament manger to re-schedule according to WIAA policy (please refer to Inclement Weather Policy in General Tournament Regulations.) The tournament manager shall have a plan for rain-outs worked out in advance. The manager shall keep everyone informed including the WIAA office. Postponed games may be played on Sunday, weather permitting, with approval of the school boards of the participating teams. Awards - The team trophy presentation will be at the conclusion of the consolation and championship games. Umpires - The selection of tournament umpires shall be the joint responsibility of the WIAA and the WOA. Three umpires will be assigned for all tournament games in all classifications. Umpires will be assigned to work both games of a double or triple header. In this case the umpires will switch positions (plate - bases) for each game. Tournament managers will make the initial Home Plate and Base assignments.

9 Page 9 WIAA STATE BASEBALL DRAW CRITERIA 1. Due to the desire to prevent teams from travelling across the mountains, west side and east side teams shall not meet until the semifinals when possible. a. During each year of a two-year allocation cycle, districts from either the west side or the east side of the mountains will be rotated to determine which district(s) will travel across the mountains to play in the regionals. b. The team with the lowest seed from the traveling district will be selected to travel. 2. The eastside teams will be placed in the same quarter and/or half bracket when possible. 3. The "true" #1 teams from each WIAA District will be drawn first to determine in which half bracket they will be drawn, with an equal number or "true" #1 teams in each half bracket when possible. a. If there are four (4) or fewer "true" #1 teams, they will be drawn into different quarter brackets, when possible. The "true" #1 teams will be drawn into the bottom line of each quarter bracket. 4. Draw #1 teams from each district as home team for the first round games. a. If there are fewer than the required number of #1 teams, the #2 and possibly #3 team from the district(s) with the largest school factor will be used to complete the required first round "home" teams and placed in the opposite half bracket from their district's #1 team when possible. b. If there is a tie in the school factor between districts for additional #1 teams, the greater enrollment of the schools of the district shall determine the tiebreaker for the first year of the allocation cycle. The other district involved in the tie will receive the additional #1 team the second year. c. If there are more than the required number of #1 teams a draw will be conducted to determine which quarter bracket will have two #1 teams. 5. Westside districts with two or more entries shall have their #2 teams placed in opposite half brackets or quarter bracket from their #1 team when possible. 6. Should a district s #1 and #2 teams be drawn in the same half bracket the following year that district s #1 and #2 will be drawn in two different half brackets when possible. Should teams from the same two districts be drawn against each other the highest ranked team from one district shall be placed in the same contest with the lowest from the other district when possible. a. When a Westside district has more than 2 entries, the following should be in the same ½ bracket when possible: 3 entries: #2 and #3 in same ½ brackets With four (4) or more entries, #1 and #4 will be drawn into the same half bracket; #2 and #3 will be drawn into the same half bracket; any additional allocations may be drawn into either half bracket with an even number in each half bracket when possible. 7. Remaining teams will be drawn so that teams from the same district will not play each other during the first round when possible. a. When a District has five or more allocations, the 5 th, 6 th, etc. teams will go into the draw as potential opponents for the 1 st, 2 nd, etc, teams. b. The lowest seeded team from a District will be drawn to play against highest seeded team from a different District. 8. One team will advance from each regional for semifinals. The draws for the semifinals will follow the rotation below, with succeeding years in the same manner II vs I II vs IV I vs IV IV vs III III vs I II vs III

10 Page 10 WIAA/Dairy Farmers of Washington/Les Schwab Tires State Championships INCLEMENT WEATHER POLICY M. TEAMS/INDIVIDUALS UNABLE TO ARRIVE FOR SCHEDULED COMPETITION AT A CHAMPIONSHIP EVENT [Inclement Weather (policy #51.13)] The WIAA Executive Board and executive staff believe that all teams/individuals earning the right to participate in championship events should have those rights protected as much as possible. The WIAA Executive Board and executive staff also recognize the efforts of all participants to attend the championship events. The participating schools must also realize that these events are held to certain restrictions with facilities, game officials, and all other game administration. A WIAA championship event shall be defined as regional and state competition. The competing school is responsible for notifying the WIAA office or the event manager, if the school is having difficulty traveling to the event site due to weather or a clear area-wide emergency and may not arrive in time for the scheduled event(s). Notification shall be made as soon as possible after it becomes evident that the team/individual is having difficulty. School personnel have the responsibility of making alternative travel plans to tournament sites based upon weather forecasts and any other pertinent information. As a common practice, input and recommendations are to be sought from the Highway Patrol and/or the Department of Transportation. Specific circumstances not covered by this policy are left to the discretion of the WIAA Executive Director or designee. 1. If a team/individual is unable to arrive at a championship event site for their scheduled competition due to circumstances beyond their control (e.g., an earthquake, all passes closed, roads closed due to flooding, etc), that team/individual will be allowed to participate in their scheduled event provided they arrive at the event site and are able to compete on the day of their scheduled event. The WIAA Executive Director, in cooperation with the event manager, shall adjust the schedule of the event for the purpose of allowing maximum participation for all qualified schools. If the team/individual is unable to arrive to compete on the day of its event, a forfeit is recorded and that team/individual shall move into the consolation bracket or be dropped from competition, whichever is applicable to the particular event. 2. There may be times in the interest of safety, weather, or conditions beyond the control of the participating schools and/or the tournament management that it becomes necessary to delay, postpone, or cancel such tournaments. The intent of this policy is to accommodate the participating school(s) by rescheduling if possible. a. The following practices shall be observed: 1) If severe weather conditions affect a participating school, but not the tournament, the principal must notify the tournament director. 2) If severe weather conditions affect the tournament, the WIAA Executive Director or WIAA staff designee will make the final decision concerning tournament postponement or rescheduling. 3) Play will resume on the next playable date. 4) Changing of sites, postponement or cancellation of events will be determined by the WIAA Executive Director or WIAA staff designee. b. Procedures to follow if contests are rescheduled: 1) The WIAA Executive Director or WIAA staff designee has the final authority on contest rescheduling. 2) If contests are rescheduled on the same day as originally scheduled but at a different site, the semifinal and championship contests will be scheduled at the same time or later than originally scheduled. 3) Time between contests may be shortened. Example: If contests were originally scheduled at two (2) hour intervals, they may be rescheduled at one and one half (1½) hour intervals. 4) Individuals/teams shall be granted a minimum of twenty (20) minutes for rest between contests. 5) Whenever possible, contests played on the final day of the tournament shall be scheduled to allow individuals/teams to return to their home community that day.
