Failure to comply with the regulation affects eligibility and may result in disqualification of Players, Teams, or Leagues during tournament play. 3
4 DISTRICT 42 ELIGIBILITY GUIDELINES for 2015 To be eligible to play in the 2015 Tournament of Champions on the 6U team, a player MUST have been born ON OR BEFORE April 30, To be eligible to play in the 2015 Tournament of Champions on the 8U team, a player MUST have been born ON OR BEFORE April 30, Overview District 42 Tournament of Champions 1. This handbook will outline the District 42 Tournament of Champions Guidelines for the 2015 season and govern the program for the duration of Tournament play. 2. All regular season rules of Little League International will apply, plus the Supplemental Rules as outlined below. All leagues will adopt and abide by these supplemental playing rules for the 2015 Tournament of Champions. 3. The 2015 Tournament of Champions will be administered by California District 42 as a Districtrun Tournament. 4. League Presidents, Managers and Coaches of all Tournament of Champions teams are responsible for reading and complying with all Tournament of Champions regulations and these policy statements. All Tournament of Champions games will be played in accordance with official regular season Little League rules as published in the 2015 rule book. All participants of Tournament of Champions play will adhere to the District 42 Supplemental Rules. 5. League boundaries of each Tournament of Champions team will be the EXACT boundaries of the parent league NO EXCEPTIONS, except as provided by Little League Regulation IId and IVh (all IId, IVh and School waivers MUST be on file with the District Administrator, and verified by the league s Player Agent, prior to the Player being placed on a team outside of his or her home league boundary NO EXCEPTIONS!). Use of an illegal player will result in game forfeiture and suspension of the team Manager. 6. Meetings: The Managers and Coaches meeting for the Tournament of Champions will be held June 16, The Tournament will begin June 22, All 6U, 8U and Minor TOC teams MUST have a minimum of thirteen (13) players or more per team. Penalties will be enforced for less than 13 players per team. 8. No Majors players are allowed on Minor TOC teams. 9. For 6U, 8U and Minor TOC teams, each player must play at least half of the game (2/4, 2/5, 3/6 innings) defensively. Basically no player can sit for more than 2 consecutive innings. 10. Major TOC teams may have 12 or more players. 4
5 Game Schedules and Locations 1. District 42 will oversee all game scheduling, with a minimum of two (2) games per team. 2. Modified pool play Tournament format. 3. Games will begin June 22, 2015 and end June 30, All games will be played to at least regulation, regardless of time (3½ or 4 complete innings). Incomplete games must be finished before the next scheduled game can begin. NOTE: 6U games are complete after 6 innings of play, no matter the score 5. All games to be played at Chula Vista American, EastLake and Imperial Beach Little Leagues. 6. Championship Games will be played at Imperial Beach Little League. 7. Championship Games to be played on June 30, Times will be announced on the brackets. 8. Maps/driving directions are available if needed. Go to and click on the Locations ( Where It s At ) page for maps and directions to each League site. 9. No animals are allowed at the Little League fields. Please remind your parents of this. 10. No containers of any kind will be allowed at the Tournament sites. This includes, but is not limited to: coolers, ice chests, plastic or paper bags, etc. No personal food or drinks may be brought in by fans in the stands. Ask your parents to support the local League s snack bar. 5
6 Pre-Game 1. All teams will be required to be on the field one (1) hour before game time. Only Official Team Manager, Coach (es) (a total of 3 Adults) and team players will be allowed in the field. No team mascot, batboy/girl, team parent, scorekeeper, etc. will be allowed in the field. 2. Each team will provide three (3) NEW baseballs at each game. Please have some extra in case the need arises. 3. All managers and coaches, regardless of division, shall wear appropriate attire. No undershirts or tank tops will be allowed. T-shirts, if worn, must be clean and neat and shall not carry obscene or objectionable messages. Cutoff shorts will not be allowed. However, coach or similar shorts may be worn. No open toe shoes will be allowed. You expect your players to look good. We expect the same of you. 4. Pitching records, medical release forms, signed codes-of-conduct and line-up card shall be turned in to the Tournament Site Director or official scorekeeper 30 minutes before game time. 5. Line-up cards must be filled out in quadruplicate, and must include uniform number, full name (and position for starters only) of all team members, both starters and substitutes, whether present or not. Do not tear the copies apart. The umpire will tear them apart and distribute copies at the plate meeting before the game. Unusually spelled and hard to pronounce names should be written out phonetically (e.i. Cabrillo: ca-bree-yo) for the announcer (if available). 6. Visiting team should be ready to take 10 minute pregame warmup 30 minutes before game time or when so instructed by tournament officials. 7. Home team should be ready to take its 10 minute pregame warmup as soon as visitors leave the field. 8. A team may begin infield any time after it has been instructed to but will only be allowed the remainder of its allotted time. A team which is unable to take infield when so directed, will forfeit its time. 9. Teams will then return to their dugouts for pregame ceremonies. Check with tournament director or host upon arrival to see what, if any, pregame ceremonies are planned. 10. If any team fails to field nine (9) players, 20 minutes after scheduled game time, that team shall forfeit. The forfeit score will be recorded as 6-0. Game Time 1. Mandatory play rules will apply and be enforced. 2. One adult MUST remain in the dugout at all times the number of Adult Base Coaches must then adhere to this regulation. 3. Free substitution is allowed for 6U, 8U and Minor TOC teams. (exception pitchers & catchers, 8U & Minor) 4. Continuous batting order will be utilized for 6U, 8U and Minor TOC teams. 5. Any team member ejected from a game will sit out the next scheduled game. 6
7 Managers Responsibility 1. All managers are required to have in their possession at all times a Team Packet consisting of: a. Signed and dated complete team roster from the league signed by the Player Agent or League President b. Medical Release Forms for EACH player listed on the roster c. Current and up-to-date Pitching Records for each pitcher d. Signed Code of Conduct from each Player, Manager/Coaches and Parents e. Complete First Aid Kit 2. Team Packets and line-up card shall be turned in to the Tournament Site Director or official scorekeeper 30 minutes prior to each game. 3. It is the responsibility of the managers to ensure their pitching records are signed by the official scorekeeper or umpire after the game. IMPORTANT: Each Manager is to initial both HOME and VISITOR copies of the pitch count log. Scorekeepers and Pitch Counters 1. Host Leagues will provide the official scorekeeper and the official pitch counter. If no scorekeeper or pitch counter is available, the home team will be responsible to keep the official scorebook, and the visiting team will be responsible for counting pitches. 2. Pitching records must be provided at the beginning of each game to the official scorekeeper, or Tournament Site Director, which in turn will notify the chief umpire of who is/is not available to pitch. 3. The names of the game umpires will also be noted in the official score book prior to the game starting. Umpires 1. Umpires will be assigned by the District 42 Umpire in Chief. Delayed Games 1. Games called for darkness will be completed from the point of stoppage before the next game can begin. Protests 1. PROTESTS: Since the Tournament of Champions is a District-run tournament, the protest will be handled as follows: If a manager wishes to file a protest, he will do so with the Umpire in Chief. The Umpire in Chief will rule. If the protesting manager is not satisfied, he may take the protest to the Tournament Site Director. The ruling by the District 42 Tournament Site Director will be final. All protests must be filed before an ensuing pitch. Failure to protest before next pitch will result in the denial of the protest. Once a protest is filed, no game will continue until the protest has been resolved. Protests may not be appealed to any higher authority. 7
8 Other Conditions 1. The CONDUCT of Players, Coaches, Managers, and League Officials will be closely scrutinized. The Umpires will be in complete charge of all games once started. League Presidents and their Representatives will support the Umpire fully. Umpires will enforce all rules with special emphasis on good sportsmanship by all participants. Dugout Maintenance 1. No food will be allowed on the field or in the dugout; this includes chewing gum and sunflower seeds. 2. Teams shall clean dugouts after each game by removing all trash and replacing new trash bags in the trash can (if provided). Failure to comply with cleaning the dugout will be reported to the offending team s league president/representative and is subject to disciplinary action. Awards 1. District 42 will present awards to all teams in the Tournament. 8
9 Game Time 6U Machine Pitch Guidelines 1. A pitching machine will be used for all games. The pitching machine shall stand centered over the mound and adjusted as needed. 2. A 10 ft circle will be chalked around the mound. The chalk line is considered inside the circle. 3. Each player must play at least half of the game (2/4, 2/5, 3/6 innings) defensively. 4. No player can sit for 2 consecutive innings. 5. Free substitutions are allowed. 6. Continuous batting order will be utilized. 7. No special pinch runners will be allowed. 8. The infield fly rule is waived. 9. The ball is declared dead when the player hands the ball to the umpire. Batting 1. Players while on offense must be in the dugout at all times. 2. On deck batters are not permitted in this division. 3. Batters cannot be walked. 4. There is a maximum of six (6) pitches per batter. If the batter doesn t hit the ball after the sixth pitch, batter is declared out. Note: Foul balls will keep batter alive after the sixth pitch ONLY. 5. Will either strike out or put the ball in play. 6. Batters cannot use T-Ball bats or "big barrel" bats. 7. Batted balls that hit the pitching machine are dead and all runners are awarded one base, including the batter runner. Note: No base runner(s) forced to advance will remain or return to the previous base occupied. 8. If a batted ball passes through the pitching circle without touching the machine, ball is live and in play. 9. If a defensive player steps into the circle to field a batted ball or thrown ball, the game official shall pronounce the ball dead and award all runners including batter runner one base. Award of bases shall be determined at the time of pitch or last base legally touched base at the time the ball was thrown. Base Running 1. Base runners cannot advance on a passed ball by the catcher. 2. Stealing is not allowed. 9
10 3. If a batted ball hits the pitching machine, it will be declared dead and all runners are awarded one base. 4. If a ball is put into play, runners may advance at their own risk, to any base, until the ball is returned to the infield (not always the pitcher) and is in possession of a defensive player. If a runner has committed towards a base before a defensive player has possession in the infield, he/she may continue to that base at his/her own risk. If a runner attempts to advance, the umpire shall call timeout and return the base runners to the appropriate base (this is considered an early advance). If a runner is tagged out on an early advance, the runner is declared out. 5. If a pitcher or the ball leaves the circle in an attempt to defend an early advance of a runner behind the lead runner, the lead runner may advance at their own risk. Field Positions 1. Catchers will wear appropriate catchers gear and catch as if it is live pitching. 2. Pitchers will position themselves next to the chalked circle, even with the pitching plate (rubber), and opposite of the pull power of the hitter (i.e. the pitcher will lineup on the 3 rd base side against a left-handed hitter). 3. Pitchers will not hand the ball to the "loader" of the pitching machine until the umpire calls time. 4. There will be ten (10) players on the field, to include four (4) outfielders, four (4) infielders, one (1) pitcher and one (1) catcher. All four (4) outfielders must be positioned in the outfield area. 5. While a team is on defense, no coaches are allowed on the playing field. Innings and Scoring 1. The game will last no more than 6 innings. 2. If a game is called early, by the umpire, due to weather or daylight, the score will be recorded as of the last completed inning, unless it is called after a completed inning. 3. Each inning will end after 3 defensive out have been recorded or FOUR (4) runs have been scored (the 6th inning is an exception). 4. A team cannot score more than FOUR (4) runs in an inning no matter how many players cross the plate. 5. The 6th inning is open... You can score as many runs as possible. 6. The 10 run rule is in effect after 4 completed innings (3½ if the home team is ahead). Coaches 1. Each team will only be allowed 1 Manager and 2 Coaches. 2. Only the team Manager will be allowed to communicate with the umpires in regards to questions regarding a call. 3. The Manager is responsible for the behavior of his players and parents. 10
11 4. Managers will present a lineup sheet that includes the entire batting order (no positions required) to the chief umpire before the game. 5. Managers will present the umpire or Tournament Site Director with ONE (1) Official Little League baseball before each game. 6. The coach or manager who feeds the pitching machine ( feeder ) for his/her team at bat is prohibited from providing any coaching to any runners on base. The feeder must remain in the circle, next to the pitching machine at all times, unless he/she needs to move to get out of the way of the ball or a play to be made. Interference may be called if, in the umpire s judgment, no attempt was made to prevent the interference. The penalty for coaching base runners from the mound will be ejection from the game. 11
