2 On behalf of Long Beach Youth Baseball, I want to extend congratulations on your accomplishments in State play and welcome all players, parents, coaches and friends to the 2015, 11 and 7 Year Old Regional Tournament. The town of Long Beach along with the Harrison County Recreational Department would like to welcome you to the great state of Mississippi. Each of you participating along the tournament trail should be proud of the efforts to get you to this point. We have worked to provide a pleasant and memorable experience during the tournament. Long Beach is a small town with charm. We are located approximately 10 miles from Biloxi, Mississippi. We hope to make your stay a memorable experience with our sandy beaches and southern hospitality. The host hotels for the tournament will be Clarion Inn, Holiday Inn Express and Best Western. 4 YEAR OLD SOUTHWEST REGIONAL TOURNAMENT LONG BEACH, MISSISSIPPI Official Entry No team will be placed in a tournament field until it is determined that they have met all eligibility requirements. A team may officially enter their team in the tournament by contacting the Cal Ripken Tournament Director, Jay Pounders at jay1950@swbell.net.you will receive an confirmation confirming your entry. The tournament schedule and game times will be ready for distribution by Sunday evening, July 12 th. Eligibility Requirements Any league is eligible to participate by meeting the standard criteria for post-season tournament play, which are outlined in rules in the Babe Ruth League, Baseball Rules and Regulations book (Pages 21-23). Additionally, each team must participate in the post-season tournament trail starting at the lowest level available to them (in most cases, District Tournament play) and must play each level that their team is qualified to play leading to the Regional Tournament. 6 COACHES INSTRUCTIONS Officials of the Long Beach Youth Baseball (LBYB), the city of Long Beach and the Harrison County Board of Supervisors along with many hard working volunteers have made extensive efforts to make your stay pleasant and rewarding. Therefore, we shall expect that you cooperate with the following regulations pertaining to your actions during the tournament. 1. We want participants to thoroughly enjoy themselves during the tournament. If you need any information or assistance, contact your tournament director. 2. Each coach is responsible for his personal conduct on and off the field. No conduct which could be interpreted as detrimental to good sportsmanship will be tolerated. Each coach is also responsible for the conduct of the entire team; this includes assistant coaches, players and fans. Any team or individual whose conduct is not above reproach will be disqualified and sent home without delay. 3. PLEASE DO NOT BRING COOLERS, FOOD OR DRINK INTO THE PARK. 4. Teams will be allowed to bring one (1) cooler containing cold rags or frog togs for the players and coaches. 5. Tents are allowed in the park but are the responsibility of the owner/team. Page 6

7 Check In Check In will be July 15 th from 1:30 p.m. to 4:00p.m. Coaches will need to report to the Recreation Center, Daughtery Road, Long Beach, Mississippi, IF YOU CANNOT MAKE IT TO THE CHECK IN SITE DURING THE SCHEDULED TIME, YOU MUST CONTACT: Rebecca Tillman, Tournament Director (228) or Ashley Ragon Opening Ceremonies Opening Ceremonies will be Thursday the 16 th a.m. It is mandatory that all coaches and players attend and be in full uniform. We will raise the state flags, introduce players, coaches, officials and special guest. Page 7

9 GAME CONDUCT All games will be played under the rules and regulations covered in the Professional Baseball Rule Book, Rules and Regulations of Babe Ruth Baseball. Brackets for Regional Tournament are preset at the Regional meeting each year. Bottom of the bracket will be Home Team. The on deck circle closest to your dugout will be the one used by your team. Games will be kept moving at all times. No necessary delays or mound conferences, etc., will be permitted. Have a backup catcher to warm up pitchers between innings if your catcher is not ready. Anyone ~ players, managers or coaches acting in an unsportsmanlike manner shall be removed from the playing field or ball park immediately and disqualified from the tournament. If a player is ejected from the game he must leave the ball park accompanied by an adult. If his parents are not present he will be accompanied by his manager or coach. Managers, coaches, and players shall wear full uniforms according to Baseball Rules. While in uniform, neatness is a must. When you are at the ball park your shirt tail must be tucked in and your cap worn properly with the bill in the front. When taking the field for your games no warm up or hitting shirts allowed. Protective headgear must be worn at bat and on the bases. Equipmentbats, gloves, helmets, etc., shall be stacked neatly in their proper places at all times (inside the dugout). Only players, coaches, managers, and batboys shall be in the dugouts. Players and coaches must stay inside the dugouts. Offensively, two coaches are allowed to be in coaches boxes. Mask with throat protector will be required at all times when warming up the pitchers whether on the field or in the bullpen. No team will be allowed to kneel or stand along baseline and watch other team warm up. No tobacco products will be permitted on or near the playing field, dugout, bleachers, walkways or restrooms. Smoking Page 9

10 and other tobacco use is only allowed in the parking areas well away from the fields. SPECIAL INSTRUCTIONS The Southwest Regional Commissioner shall have the authority to remove any player, coach, or manager for actions detrimental to Babe Ruth Baseball. Any misbehaving or misconduct on or off the field could cause the disqualification of a manager, coach, player or the entire team from the tournament. The tournament is under the jurisdiction of the Assistant Southwest Regional Commissioner and the Tournament Directors. The Protest committee shall have the final authority in all protest. A rules violation is the only thing that can be protested (judgment calls are not to be protested). The protest committee shall be appointed by the Tournament Directors in accord with the Southwest Regional commissioner or his Assistant. Players must be in uniform and at the field one (1) hour before their scheduled game time. All players will be required to attend the opening ceremony in uniform. Each team will be allowed ten (10) minutes fielding practice. The home team will start thirty (30) minutes prior to game time. The visiting team shall practice next for ten (10) minutes. The last ten (10) minutes prior to the start of the game shall be used for the introduction of players and for the ground crew to prepare the field for play. There are 2 batting cages near the fields that can be used prior to each game. Page 10

11 Thirty (30) minutes will be allowed between games for ground crews and warm up. Practice fields will be available prior to your game. The fields are located behind the batting cages. Teams using a bus or other outside transportation should make arrangements for the transportation to be available upon elimination from the tournament. Page 11

12 Required Credentials for Regional Tournaments Note: The Tournament team manager must place in the custody of the tournament officials the following documents. All required documents must be assembled and kept in a ring binder. These documents must stay in the possession of the Tournament Director until the team s last game. Birth document of records as specified by Rule 0.04 paragraph 1, for each of the players. Copy of the league accident insurance policy Copy of the league liability insurance policy Tournament team roster certified and signed by the League President Babe Ruth League, Inc. Letter of Eligibility Form Signed Consent for Treatment form for each player A color team photograph with identification Coaching Certification I.D. Card for manager and coaches State flag (3x5) to be turned in with your credentials at check in time. Page 12

13 PLAYER S INSTRUCTION ASSISTANCE: We want every participant to thoroughly enjoy themselves during the Southwest Regional Tournament. If you need any information or assistance, contact your team manager immediately. He, in turn, may rely upon the aid of the Long Beach Youth Baseball Association if necessary. REPORTING: Each team player must report on the schedule reporting day with the team, for the Southwest Regional Tournament. CONDUCT: Your conduct must be above reproach on and off the field. Any misbehavior or misconduct not only could cause your disqualification from the Regional Tournament, but could also disqualify your team. SCHEDULE: Follow your team schedule at all times. Be at practice sessions, Regional games and special events on time. Be sure to check with your manager whenever you divert from the listed functions. APPEARANCE: BANQUET: Dress for the banquet will be informal, slacks (nice jeans are acceptable) and team uniform shirts. BALL PARK: When teams enter the field for their game they will be in a baseball uniform. No warm ups or hitting shirts will be allowed. When in uniform at the ball park, your shirt will be tucked in and your cap worn properly. A religious metal taped to the inside of your uniform shirt will be the only jewelry allowed. LEISURE: As champions of your state, we expect your dress to be neat. You may of course dress informally and comfortably. Bare feet will not be permitted at any time that you are outside of your accommodations. Page 13

14 UNIFORMS: Each player on the same team shall wear a different number on his uniform. The regular Cal Ripken League Shoulder Emblem shall be worn on the left sleeve. (Patches on the hat is also acceptable). Coaches uniforms must match the players uniforms, including pants, jersey and hats. Southwest Regional Cal Ripken 7 8 Year Old Tournament Rules and Regulations 1. TIME LIMIT: One hour and twenty minutes (1:20) or six (6) innings whichever comes first. In the event of a tie, the game will continue until there is a winner. In the championship game there will be no time limits. 2. BATTING ORDER: All team members will bat round robin. If a batter becomes disabled during the game and cannot bat, it will NOT be an out. If a child is sick before the game, leave him off of your line up and inform the opposing coach, umpire and the press box. This player cannot enter that game. If a base runner becomes ill or injured while on base, the base runner will be removed from the game. A substitute base runner will be put on the base just vacated by the injured/sick base runner. The substitute base runner will be placed in the ball game as the new base runner will be the last batter who was in the dugout. Must have ten (9) players to start and play a game. If you drop to eight (8) players for any reason the game will be called a forfeit. 3. DEFENSE: Will consist of nine (9) regular fielding positions and one (1) additional rover in the outfield. A second pitcher may NOT be used on the infield. The pitcher will be placed to the side of the pitching machine, within four (4) feet off and behind the forward most point of the machine. The pitcher may not be beyond the forward most point of the machine before the ball is put in play. Penalty: If the ball is not hit the umpire shall declare "no pitch". If the ball is hit the offensive coach may choose between the play and "no pitch". Page 14

15 4. RUNS PER INNING: A maximum of six (6) runs per inning. Per Team. (Homerun: all runs will count. Mississippi Rule) 5. CONTACT RULE: Babe Ruth rule: 6.05 (m) shall apply 6. DEAD BALL: Time will be called by the UMPIRE when no runner is advancing. The ball becomes dead when a batted ball hits the pitching machine or the individual feeding the machine. The batter will be awarded first base. No runners may advance unless forced. Any thrown ball which hits the machine remains alive and in play. The ball becomes live when it leaves the pitching machine. 7. PITCHING MACHINE: The Louisville Slugger Blue Flame Ultimate Pitching Machine speed will be set on 9 and 4. The 4 may have to be adjusted if the field has a mound. The rear of the machine will be placed 46 feet from home plate. The umpires may adjust the machine at the beginning of any inning to maintain consistency. The machine may be adjusted during an inning with the consent of both coaches or if deemed necessary by the Umpire in Chief. 8. THE BATTER: All batters will wear a batting helmet when on the field of play, whether as an on deck hitter, a batter, or a base runner. 9. THE CATCHER: Must wear a facemask, helmet, mitt, chest protector, shin guards, and a protective supporter with cup. (Must wear a catcher's mitt and not any other kind). 10.COURTESY RUNNER: Will not be allowed for the catcher. 11. INFIELD FLY: Will not be in effect. 12. FREE SUBSTITUTION: Will be in effect. 13. BUNTING: Will be allowed. There will be a NO "slash" bunt rule. This is defined as a fake bunt that is followed by an attempted swing. The penalty for violating this rule will be, the ball ruled dead, the batter will be out and no runners will advance. Page 15

16 14. STEALING: Will NOT be permitted. However, a runner may be permitted to advance on a third strike bobble by the catcher. A bobble shall be defined as when the catcher fails to hold or control a legally pitched ball that, with ordinary effort should have been maintained under his or her control. 15. SPECIAL BASE RUNNING RULE: Cal Ripken Baseball Special Base Running Rules (a, b, c) shall apply (page 12). At no time can a runner advance to home plate if he or she is on third base when the pitch is made, unless the catcher throws to a base to make a play or the ball is hit by the batter. Stealing will not be allowed on a "no pitch". 16. BATTER IS OUT: After three (3) strikes. If, in the umpires judgment, the machine delivers a ball out of the strike zone a "no pitch" will be called unless the batter swings in which case it will be called a strike. Each batter will be allowed a maximum of five (3) pitches. A foul ball on the 3 rd and subsequent pitches will be allowed another pitch. Regardless of the number pitches thrown. 17. SLINGING A BAT: If a batter slings the bat, a warning will be given to the team at bat. After one warning, any player on the warned team who slings his/her bat will be called out immediately and no runners will advance. The umpire will be the sole judge of whether the bat was slung or dropped. This is NOT an appeal play. 18. COACHES: On offense a first base and third base coach will be allowed on the field. On defense, coaches must remain in their dugout. One(1) coach may stand directly in front of the dugout for the purpose of defensive instruction. 19. BASE AWARDS: All overthrown balls are live unless the ball leaves the field of play, in which case, a one (1) base limit will be given to the runners. Any fair batted ball that bounces over, rolls through or under a fence will be a ground rule double. 20. INTERFERENCE: As defined in the Babe Ruth Rule Book will be enforced. This includes batters and catchers deliberately attempting to distract. 21. RUN RULE: If a team is ahead by (13) runs after four (4) complete innings (31/2 for the home team) the game will be called. If a team is Page 16

17 ahead by seven (7) runs after five (5) complete innings (41/2 for the home team) the game will be called. 22. GAME TIME: Be at field at least 30 minutes before your scheduled game. 23. UMPIRES: The field umpire will feed the pitching machine, call strikes, "no pitch", and call plays on the bases. The home plate umpire shall be Umpirein chief for the game and will call, fair or foul, plays at home plate, leaving early and assist in calling plays on the bases. Any thrown ball striking an umpire is in play. 24. LINEUPS: One (1) copy to press box, umpire and to opposing coach ten (10) minutes before game time. First initial, last name and number are required. 25. TOBACCO: Use is prohibited. 26. OTHER: Refer to the Cal Ripken Tournament Rules and the Officials Base Ball Rules for situations not covered here. Page 17

18 CAL RIPKEN 7 & 8 YR. OLD TOURNAMENT RULES AND REGULATIONS CONTINUED 1. The tournament team manager must place in the custody of the tournament officials the following documents prior to the start of competition: a. Birth documents or records as specified by rule 0.04, paragraph 1 each of the tournament team players. b. Certificate of coverage of group accident insurance policy. (3 claim forms) c. Certificate of coverage of League Liability insurance policy. d. Tournament team roster certified and signed by the league president. e. Consent of Treatment Forms. 2 Copies per player f. Coaching Certification ld. Card or Certificate. Tournament Managers and Coaches must complete coaching education and certification prior to the start of their first level of tournament competition.. (These documents must be in a l inch binder, in protective plastic cover sheets) 2. All managers and coaches must be in FULL uniform. NO SHORTS 3. A ball stamped Official Cal Ripken or Babe Ruth League Baseball shall be used in all tournament play. 4. Each tournament team roster must include a minimum of (12) players with a maximum of (15). 5. All managers, coaches and players are required to wear the Official Cal Ripken Baseball shoulder emblem on the left sleeve of their uniform or cap. 6. In bracket play the higher seeded team gets their choice to be home or visitor. 7 All 7 & 8 year old teams will be required to participate in the Cal Ripken Tournament trail starting at the lowest level (District and State) before they can enter a SW Regional Cal Ripken Invitational Tournament.
