2 Unless modified by this set of rules, all games of the league shall be played in accordance with the current rules of the Amateur Softball Association (ASA). These rules have been reviewed and agreed upon by the Twin Hills ASA Fastpitch Softball League Board members for use during the current Summer League season. Any comments or suggestions should be directed to the Umpire in Chief for review. If the comment affects the safety of any member/participant or good order and discipline of the Twin Hills ASA Fastpitch Softball league immediate modification can be made in the judgment of the on duty Twin Hills board member. All additional comments/suggestions will be reviewed for possible implementation into next seasons league play. DIVISION OF PLAY All registering players will be placed in the appropriate division of play based on their age as of December 31, of the prior year. At the time of registration, with parental request and the Twin Hills ASA Fastpitch Softball League (TWH) board approval, a player may be moved up to a higher division due to the ability of the player as assessed by the Twin Hills Board. NO DIVISION CHANGES WILL BE MADE AFTER THE SEASON STARTS. DIVISION OF PLAY AGES T-Ball 4 6 years old Minis 6 8 years old Junior Division 9 10 years old Intermediate Division years old Senior Division 13 17years old 2

3 IMPORTANT RULES AND INFORMATION Payment Plans Payment in full must be received by last registration date for player to be placed on a team. Payment Arrangement Payment arrangements are not guaranteed and are on a case by case basis which will be evaluated by the Treasurer, Vice President and President. Payment arrangement must be completed by due date. Failure to meet the arrangement will result in forfeiture of all monies paid and/or player removed from the team. The player will be replaced by the next available player on the waiting list. Refund Policy - NO REFUNDS will be issued except for injury or medical necessity (proof of injury/illness; i.e., current x-rays, medical note signed by a physician required as proof) and military move/deployment. - All other requests for refunds due to extenuating circumstances will be judged on a caseby-case basis by the Twin Hills Softball Board and are not guaranteed. - All issued refunds will be assessed a $40.00 administration fee per player. 3

4 Manager Discipline Snack Bar All teams are required to meet their snack bar assignments. Failure to meet them will result in the following disciplinary actions: Tball: No Trophies Minis, Juniors, Intermediate & Seniors: 1 st Offense Loss awarded in first game in playoffs and Manager suspended for next schedule game. 2 nd Offense Disqualify from playoffs (Minis Seniors) Manager Conduct All managers are expected to be an example for the players and failure to meet those expectations will result in the following disciplinary actions: 1 st Offense Verbal Warning 2 nd Offense 1 game suspension 3 rd Offense Suspension/Removal pending executive board review Spectator Discipline All spectators are expected to follow all posted rules. Failure to follow rules will lead to the following disciplinary actions: 1 st Offense Verbal warning for request to comply 2 nd Offense Manager will be notified 4

5 3 rd Offense Possible forfeiture of games and/or banned from premises 1. TEAM STAFF 1.1. Managers and Coaches Each team will have a minimum of (1) manager and (1) coach. Manager must be of 18 years of age or older and coach must be of 18 years of age or older. The managers are responsible for acquiring their coach/s An adult female of 18 years of age or older should be present at all TWH functions, including the practice field and in the dugout during games. Manager is responsible for making sure an adult female is present at all functions All persons that will be functioning as a team staff must complete both Coaches Application & Non-Felony and ASA Background forms prior to any involvement with a team, including pre-season activities Managers and coaches are required to familiarize themselves with the current Official Softball ASA Code and the TWH local rules (this document) Only Team Staff are permitted in the dugout or on the field during games. Any additional non-participants noted in the dugout will be asked to leave Team Rosters All Divisions: Based on the number of players registered and teams identified per division, the TWH board will determine the minimum and maximum number of players per team. Through this process the board will make all attempts so that teams have approximately the same number of players Returning teams will roster all players from the previous year roster that are registered to play within their division. They will also have the option to bring in 1 new player under the player option. This player must not be a property player for another team. Property players must be registered 1 week before the draft to be eligible to go back to their team. Once the deadline passes they will be placed in the draft. Sister combo cannot be used on player option. 5

6 A team will not be allowed to switch the manager/coach roles in order to start an expansion team Expansion teams are allowed to bring up to 6 players Tball teams have no limit on players a team can start with Property players must return to their team or enter the draft. Exception: if the parent of a property player or new player is managing or coaching a team then that player is not required to return to the team from the previous year. Returning teams must use that player as a player option and expansion teams must use that player as one of their 6 allowed players The remainder of the team rosters will be acquired through the draft. Once the draft is complete NO ADDITIONAL PLAYERS will be rostered on a team without prior approval by the TWH board A team is eligible for a new player if a player voluntarily drops from the team or if a player has an injury that will keep them out the rest of the season. Players will be taken from the waiting list. If no players are on the waiting list then the TH board will determine if an additional player can register to play on that team. August 1 st is the deadline to add new players unless the roster falls below 10 (9 in Seniors), Players will be added until minimum is met Official Waiting List Players registering after registration has officially closed will be placed on a waiting list. Once draft is complete it will be determined if teams have room to accept more players Players from the official waiting list will be rostered in the order of the season draft day. The team that would have been next to draft will take the next available player on the list. If under the set minimum of players the manager may not refuse to roster another player from the waiting list Once all teams have cycled through at least once, return to the top of the team listing and continue round robin until all teams have met the minimum number of players per team. 6

7 2. GAME PLAY 2.1. Conduct and Sportsmanship Managers and coaches will not allow conduct detrimental to players, umpires, and other managers and coaches or to the Twin Hills ASA Fastpitch Softball league. Will maintain control of all activities, both physical and verbal, in their respective dugouts If malicious conduct is witnessed, the board member on duty should be contacted Managers and coaches are required to set the examples at ALL times, we must show good sportsmanship No temperamental outbursts from any of the TEAM STAFF, players, parents and or spectators will be allowed Profanity is UNACCEPTABLE in any shape or form NO DRUGS NO ALCOHOL will be tolerated at any time NO SMOKING or any use of tobacco products (including Vape Pens) in the dugouts, playing fields or bleachers NO ARTIFICIAL NOISE MAKERS 2.2. Batting Lineup Adjustments/Forfeiting Games Minimum number of players must be met for an official game, anything less will be recorded as a forfeit: T-Ball. All players present will play Minis/Juniors/Intermediate/Senior. The game may be played with a minimum of 8 players. 7

8 As a minimum line up sheets will include the players jersey number and name. Starting Pitchers and Catchers must be indicated Managers will notify the scorekeeper and the opposing team manager of any changes to the submitted lineup sheet during the game, including any disciplinary action taken before or during the game You may not use a player from any team including the opposing team (Excluding T-Ball). Only rostered players for that team are allowed to play 2.3. Late Arrivals The manager has the option of listing late players anywhere in the batting lineup and accepting an out the first time it is that players turn to bat. If that players turn comes to bat a second time the manager has the option to pull the player from the lineup without taking an out or leave the player in the lineup and continue to take an out each time that position comes up in the batting order and player is not present If a team does not have the minimum number of players to start a game and it is known that additional player(s) are on their way, the game start time can be delayed up to an additional 5 minutes awaiting the arrival of player(s) Both opposing team manager and umpire must be notified when the player(s) arrive If a starting player is unable to continue due to injury or illness and the team goes below the minimum number of players allowed to play, it will be up to the manager under the minimum number of players to either play or forfeit Team Pitchers Except as specified in the Post Season Supplemental Rules for respective division of play, pitchers will be limited to an amount of innings per week based upon the number of games the team has A pitcher s calendar week is from Sunday to Saturday. 8

9 Minis - Pitchers may pitch a maximum of 3 innings per game with no more than 2 consecutive innings Junior Pitchers may pitch a maximum of 7 Innings per week Intermediate Pitchers may pitch a maximum of 7 Innings per week Senior Pitchers may pitch a maximum of 9 Innings per week All divisions add 3 additional innings if 3 games scheduled in the same week Any number of pitches thrown in an inning will count as 1 inning If it is determined that a pitcher has pitched over their limit for the week consequences will be as follows: 1 st offense Game will be considered a forfeit 2 nd offense -- Game will be considered a forfeit and Pitcher will not be eligible to pitch for the teams next game where she is present Team managers are responsible for ensuring their pitchers comply with innings pitched restrictions. If it is found that a team goes past limitations, the manager of that team will be suspended from participating in official games as follows: 1 st offense -- Review by TWH board for possible suspension of next scheduled game. 2 nd offense -- Suspension for next scheduled game. 3 rd offense -- Review by the TWH board for possible suspension for remainder of season and/or possible suspension of a management/ coach position during the next league season It is the opposing team managers responsibility to challenge the eligibility of the opposing team pitcher If there is no official record of innings pitched, the pitcher is not eligible to pitch and shall be removed from the pitchers position for the remainder of the game. The challenging manager will notify the on duty board member of the discrepancy for immediate review. 9

10 2.5.5 The pitcher will not be eligible to pitch for remainder of the game, but are eligible to play any other offensive/defensive position Both managers (or acting managers) must sign the scorebook along with the umpire to verify the pitchers innings. 2.6 Player Substitutions T-Ball All players present play Minis/Junior/Intermediate/Seniors Coaches will bat all players present All players must play at least 2 defensive innings per game with 1 inning being within the first four innings. 2.7 Courtesy Runners Mangers must advise opposing manager and umpire of their desire to use courtesy runners prior to the official start of game Courtesy runners can be used for the pitcher, catcher or injured player any time. Courtesy runner shall be the last out. 2.8 Game Time/Durations All weekday games will start at 5:30pm Regular season game play time for T-Ball is 1 hour or 4 innings Minis will play 5 innings or no new inning after 1 hour and 15 minutes Regular season game play time for Junior/Intermediate/Seniors will be 7 innings or no new inning after 1 hour and 30 minutes If the home team is in the lead, and it is their turn at bat after 1 hour and 30 minutes has elapse, the game is considered complete. 10

11 2.8.6 If a game is tied after a new inning is completed and the 1 hour and 30 minutes has been met, the game will be considered complete, and the tie will be awarded to both teams. 2.9 Runs per Inning/Mercy Rules T-Ball/Minis Junior There is no run per inning or mercy rule in effect for Tball Minis Maximum of 4 runs per inning Minis Mercy rule is 10 (ten) runs after 3 and 8 (eight) runs after th inning is an open inning with no run per inning rules applying If bases are loaded and the batter hits an over the fence home run, all runs score A maximum of 5 (five) runs per inning for first six innings th inning is an open inning with no run per inning rules applying If bases are loaded and the batter hits an over the fence home run, all runs score Mercy rule is: 10 (ten) runs after four innings / 8 (eight) runs after five innings Intermediate There is a maximum of 6 (six) runs per inning for first six innings th inning is an open inning with no run per inning rules applying If bases are loaded and the batter hits an over the fence home run, all runs score. 11

12 2.9.4 Seniors Mercy rule is: 10 (ten) runs after four innings / 8 (eight) runs after five innings There is a maximum of 7 (seven) runs per inning for the first six innings th inning is an open inning with no run per inning rules applying If bases are loaded and the batter hits an over the fence home run, all runs score Mercy rule is: 10 (ten) runs after four innings / 8 (eight) runs after five innings Field Preparations It is the responsibility of the home team to prep the field The visiting team is responsible for securing the bases after the game Home team sits on the 3 rd base side dugout and visiting team sits on the 1 st base side dugout Official Scorekeeper The home team will provide the games official scorekeeper and will obtain their divisional score book from the snack bar prior to commencement of their game In addition, is responsible for recording the number of innings each pitcher has pitched for both the home and the visiting team. The game scorekeeper will record the pitchers name, jersey number and number of innings pitched in the appropriate area of the official score sheet Ensure at the end of game play, the official scorebook is signed by the umpire and both managers and/or one coach for each team then returned to the duty board member. 12

13 2.12 Clean up after the game Each team will be responsible for cleaning up the dugout area, bleachers and surrounding field areas after each game of any large noticeable debris All trash containers will be emptied at the end of each game with all trash bags being placed in the dumpster located next to the Intermediate field. Contact the on duty board member if additional trash bags are needed If a team fails to clean up its area of any large noticeable debris, the manager is ultimately responsible. Repeated failure of a team to clean up dugout and bleacher area may result in the manager being suspended at the discretion of the TWH board Game Score Submissions Game scores and pitching innings will be submitted by both teams via to thscores@gmail.com no later than 10am the next day 2.14 Player Equipment Only ASA approved bats are authorized for use. The games umpire has the authority to disqualify a bat if it does not meet ASA approval or has physical damage that is determined to be unsafe for use Only helmets approved for Fast Pitch Softball will be worn and helmet must have a face shield Metal cleats are not allowed Jewelry shall not be worn Batting helmets must remain completely on until the player has fully reached the dugout area and the gate is closed. 13

14 2.15 Ejection s An ejected player, manager or coach will not be allowed to participate for the remainder of the game If parental supervision is available, the ejected player must leave the area of play. If no supervision is available, the player will remain in the dugout quietly, under manager/coach or other adult team staff supervision Any ejected Team Staff must leave the area of play and the surrounding area. They cannot have any communications with anyone associated with the game for the remainder of the game Division coordinators shall be notified of any ejections and shall fill out an ejection report Protests Protests are only allowed during post-season/championship games NO PROTEST shall be considered on a decision involving an umpire s judgment call Protest on interpretation or violation of rules will be accepted, but only if the correct protest procedures are followed Only the manager of the protesting team shall have the right to protest. In the event that the manager is not available, the head coach shall exercise the right to protest Protest must be filed immediately following the game with a $50.00 (fifty dollar) fee. Fees will be refunded if the protest is in the protesters favor Before a protest is valid the following must occur: Immediately following the infraction, prior to the next pitch, the protesting manager must call a time, notify the umpire and opposing manager that this game is being played under protest, providing the specifics as to why he/she is protesting the game. The Board member on duty must also be notified at that time. 14

15 The protesting manager must complete and submit a Protest Report, along with the fee, to the duty board member immediately following the game under protest The manager will use the 24 hours to continue or drop the protest. If the protesting manager does not notify the Twin Hills ASA Fastpitch Softball board on the status of the protest, the protest will be dropped and the manager will forfeit their fee to the league Absence/Tardiness Habitual absenteeism or tardiness is a deteriorate factor to the moral of the team. More than three (3) unexcused absences/tardy to practices/games should be reported to your respective divisional representative Board will review on a case by case basis 3 TEAM STANDINGS (REGULAR SEASON PLAY) 3.5 T-Ball: do not have playoffs. 3.6 Minis/Junior/Intermediate/Senior divisions: all teams will participate in the playoffs. 3.7 Playoff seeding and qualifications will be determined by team record during regular season. 3.8 Tie-breaker to determine seeding or qualifications will be (in order) Head-to-Head record between the teams involved. Fewest Runs Allowed During the Season Greatest number of runs scored during the season 15

16 4 LEAGUE SCHEDULE 4.5 NO practice, scrimmage, or official games will take place prior to the managers obtaining a copy of a current Twin Hills Fastpitch Softball insurance coverage. Managers will be notified when copies of the insurance are available. Once available a PDF version of the insurance coverage will be posted on the leagues website. 4.6 Outing. There will be a maximum of 4 outings permitted per team each week. An outing consists of manager/coach working with any team member(s) other than their daughter(s). An outing is more than 2 girls working together. 4.7 Practices. Managers are responsible for practice times, dates, and locations for the team. 4.8 Season Schedules. A copy of the season schedule will be posted on the leagues website prior to the first official scheduled game of the season. 4.9 Rescheduling Games. Games will only be rescheduled due to weather 5 CONCESSION DUTY 5.1 Each team must fulfill all scheduled snack bar shifts. Shift consists of two 2.5 hour shifts. A minimum of 4 volunteers age 16 or over are required per shift. 5.2 Failure to complete will lead to the following: 1 st Offense Loss awarded in first game in playoffs 2 nd Offense Disqualify from playoffs (Minis Seniors) or No trophies (T-Ball) 16

17 T-BALL DIVISION SUPPLEMENTAL RULES 1. Players will hit off a tee until August 1st, after which a coach will pitch the remainder of the season. a. 3 pitches then the tee. b. 5 chances to hit off tee. 2. A standard game will be 1 hour or 4 (four) completed innings whichever occurs first. 3. Rules of defense. a. All players present take the field on defense. b. 7 player s infield. c. All other players in outfield. d. Only rostered coaches on the field. 4. Rule of offense a. Managers will bat the bench. b. Last batter runs all bases. c. Only one base per throw to the base the runner is advancing towards. e. A runner cannot steal any base. 5. A batter cannot bunt. 6. No Infield Fly Rule or Drop Third Strike. 7. No divisional standings kept. 17

18 MINI DIVISION SUPPLEMENTAL RULES 1. Games shall consist of Five (5) innings or new inning after 1 hour and 15 minutes. 2. If after 5 (five) innings and still within the time limit and there is a tie, the international tiebreaker rule will be used. 3. Base stealing will be allowed at one base per pitch. STEALING HOME is NOT allowed anytime during the season. 4. Bunting will be allowed 5. The runner must avoid a collision with the defensive player. If the base runner does not avoid a collision, the runner is out. 6. There is no infield fly rule. 7. Teams will play with ten (10) defensive players. The tenth player must be an outfielder. All four outfielders must play behind the grass line. 8. A team must field eight (8) players to start a game. 9. ASA and local rules are followed. 10. Standings are kept. 18

19 JUNIOR DIVISION SUPPLEMENTAL RULES 1. A standard game will consist of 7 complete innings. 2. Rules of defense. a. The defense will consist of 10 players. b. 4 outfielders must be in the grass prior to the pitch. 3. Rules of offense. a. If after 7 (seven) innings and still within the time limit and there is a tie, the international tiebreaker rule will be used. b. The Drop Third Strike rule is in effect. c. The Infield Fly Rule is in effect. d. Managers will bat the bench. e. A batter may bunt. f. One (1) stolen base per pitched ball. An attempted play on runner (either during the steal or a pick-of attempt) is considered a live ball and allows runner(s) to advance further than one base. 4. ASA and local rules are followed. 5. Standings are kept. 19

20 INTERMEDIATE DIVISION SUPPLEMENTAL RULES 1. A standard game will consist of 7 (seven) completed innings. 2. Rules of defense. a. The defense will consist of 10 players. b. 4 outfielders must be in the grass prior to the pitch. 3. Rules of offense. a. If after 7 (seven) innings and still within the time limit and there is a tie, the international tiebreaker rule will be used. b. The Drop Third Strike rule is in effect. c. The Infield Fly rule is in effect. d. Managers will bat the bench. e. A batter may bunt. f. Stealing is allowed on all bases. 4. ASA and local rules are followed. 5. Standings are kept. 20

21 SENIOR DIVISION SUPPLEMENTAL RULES 1. A complete game will consist of 7 (seven) completed innings. 2. Rules of defense. 3. Rules of offense. a. The defense will consist of 9 players. a. If after 7 (seven) innings and still within the time limit and there is a tie, the international tiebreaker rule will be used. b. The Drop Third Strike rule is in effect. c. The Infield Fly rule is in effect. d. Managers will bat the bench. e. A batter may bunt. f. Stealing is allowed on all bases. 4. ASA and local rules are followed. 5. Standings are kept. 21

22 END OF SEASON PLAYOFF/CHAMPIONSHIP RULES All regular season and Divisional Supplemental rules apply. The following exceptions/ modifications will be used to facilitate the end of season Playoff and Championship game(s). 1. GAME COORDINATION 1.1. ALL teams in Minis, Junior, Intermediate, and Senior divisions will participate in the end of season playoffs Playoffs are double elimination After each playoff game is completed, it is the winning team s responsibility to ensure game scores are submitted immediately to the division rep Both teams are responsible for proper lining of the field prior to each game Official game start time commences when the umpire directs the teams to take the field The higher seed will be the Home team in the Winners bracket and a coin flip will determine the home team in the losers bracket 1.7. Winners bracket will be home team in the Championship game and a coin flip will determine the home team in the if game Team on top of bracket will sit on the 1 st base side Home Team scorekeeper is the Official Scorekeeper for games. 2. GAME PLAY PLAYOFF GAMES 2.1. Regular season pitcher restrictions do not apply during Post Season or Championship games If the minimum number of players cannot be met at the scheduled game start time the game will be recorded as a loss (7-0) for the forfeiting team. There will not be any time extension awaiting late arrivals to meet the minimum number of players. 22

Batting line up Minis Bat entire lineup Junior & Intermediate Bat entire lineup or bat 10 with substitutions Seniors Bat entire lineup or bat 9 with substitutions Each player must get 1 at bat and play 2 defensive innings with 1 inning coming in the first 4 innings Minis: Game play time will be no new inning after 1 hour and 15 minutes or five complete innings played. Championship games will be 5 innings. Juniors/Intermediate & Seniors: Game play time will be no new inning after 1 hour and 30 or seven complete innings played. Championship games will be 7 innings Once the 1 hour and 30 minute (1 hour and 15 minute for minis) time has been met the current inning will be completed with no new inning started There must be a winner If game is tied after time has expired and completing current inning, the game will be considered a tie and the International Tie Breaker rules will come into play If daylight expires before game can be completed, game will finish on the next available date/time Mercy rule for Minis is 10 runs after 3 innings and 8 runs after 4 innings 2.6. Mercy rule for Juniors/Intermediate/Seniors is 10 runs after 4 innings / 8 runs after 5 innings For Minis the 5 th inning will be an open inning For Juniors/Intermediate/Seniors the 7 th innings will be open innings. 23
