1 2015 UK U12 / Minors Little League Qualifier Tournament Pack Pools Pool A LYBL Herts Horsham Junior Baseball Club Pool B London Sports London Mets Brentwood Pool A and Pool B will play a round robin series where the teams with the best two records will advance to the semi-finals on Sunday morning. If teams are tied for a record then the tie breaker (see below) rule will determine the final placings for the Pool. 3 rd Place team from Pool B As Brentwood are unable to compete on the Sunday, London Sports and London Mets are by default through to the semi-finals. However, all games played in Pool B will count towards seeding in the semi-finals and therefore London Sports and London Mets will need to play competitively to earn the top seed. The team who finishes in 3 rd place will play in consolation series against the losers of the semifinals. Tiebreaker When determining which team(s) advance to the next stage of the competition, the team who advances will be selected on the following criteria: The team with the best record shall advance If teams have the same record, then the team with the best head-to-head record will advance If teams have the same head-to-head record, then team to advance will be determined by the Runs Allowed Ratio Total number of runs given up = Runs allowed Ration (lowest advances) Number of defensive innings played
2 Schedule U12 / Minors Tournament As Farnham Park is considered a neutral ground, all teams will play one game as the home team, and one game as the away team during the Round Robin. The home team is listed as the second team. Pool A Saturday (Youth Baseball 2) 10:30 am LYBL vs Herts (Round Robin Game 1 of 3) 01:00 pm Horsham vs LYBL (Round Robin Game 2 of 3) 03:30 pm Herts vs Horsham (Round Robin Game 3 of 3) Teams with the best two records will advance to the semi finals on Sunday. If teams have the same record then the tie breaker rule will be followed. 4 Pre-game Schedule All games will be proceeded by the following schedule Lineups provide to the scorer s table 45 minutes before game time Home team infield / outfield 30 minutes before game time Away team infield / outfield 20 minutes before game time Field preparation 10 minutes before game time Home Plate Conference 5 minutes before game time Unless determined otherwise by the tournament director teams will only be allowed to take their infield / outfield during the allotted 10 minutes according to the schedule. Any team deviating from the pre-game schedule detailed above without permission from the tournament directory will be fined 25. Batting Practice The following Batting Practice times will be available: Time Team Location 08:30 am London Mets (Home Team) Field 3 09:00 am London Sports (Visiting Team) Field 3 09:00 am Herts (Home Team) Field 2 09:30 am LYBL (Visiting Team) Field 2 11:00 am Brentwood Left field corner of baseball field (Field 3) Teams do not have to take batting practice but please note, this is the time allotted to you with a provision of both space and L-screen. Please be mindful of your allotted times for Infield/Outfield as well. Paperwork The following paperwork is what is required for tournament play at the UK Little League Qualifier Completed Little League Baseball Tournament Team Eligibility Affidavit o Photo ID / proof of age Passport or Birth certificate will suffice Registration The registration and player eligibility tent will be open from 8:00 am behind the Youth Baseball Field 1. Players do not need to be present during the eligibility checks, and as such may warm up with their team mates and coaches whilst the team managers remains present during the checks. It is advised that teams report the registration tent at least 90 minutes before the start of their first game, but earlier registrations will be welcomed. Player Tournament Eligibility In order to play in the 2015 UK Little League Qualifier each player must meet the following criteria:
5 Played in the league or club for which All-star team they are representing, and did not play in any other league or club in 2015 unless previous approval has been sought to additional players to your roster. Players need to be the following ages before 1 st May 2015 o 9, 10 or 11 Uniforms All team members should wear a conventional uniform that consists of: Shirt/jersey, Baseball pants Socks Baseball hat Pitchers are not permitted to wear white under armour / baselayer or other long sleeves under their jerseys. This may be a regular season uniform Equipment All teams will be required to abide by the following safety and equipment requirements. Umpires will conduct an equipment inspection before each game. Provide six (6) NOCSAE approved batting helmets Base runners, the on-deck batter and any player-base runners are all required to wear batting helmets. Catchers must wear NOCSAE approved protective gear including, leg guards, chest protector and helmet with throat guard. Skull caps and masks are not approved. o Catchers in the Majors / U13 and Minors / U12 Divisions are required to wear long form chest protectors. All male players should wear appropriate athletic supporters and protective cups must also be worn by all male catchers. Plastic or rubber cleats must be worn in Minors / U12 divisions. No metal cleats will be permitted All bats must conform the BBF rules on bats for If a team is unable to provide all the equipment listed above please contact BaseballSoftballUK immediately so that alternative arrangements can be made. Protests No Protest can be made based on an umpire s judgment call. Equipment that does not meet the safety requirements as enforced by the umpires and Tournament Director will be removed. 6 Tournament Rules Please note this is a summary of the tournament rules found in the Little League Rule Book. It is advised that all team managers and coaches review the official 2015 Little League Rule Book in advance of the UK Little League Qualifier. BaseballSoftballUK will provide all game balls The home team will be determined as per the schedule above Official 2015 Little League Rule Books will be available on site The 3 rd strike drop rule will NOT be in effect for the U12 / Minors tournament Pitching Restrictions Any pitcher may pitch, unless that player has caught for four (4) or more innings that day. Pitchers may not return to pitch that game Maximum pitch counts per pitcher: o 9 or 10: 75 pitches per day o 11 or 12: 85 pitches per day o A pitcher may complete the batter they are facing when they hit their pitch limit A pitcher who has thrown 41 or more pitches in one day may not then catch Pitcher s Rest Requirements o If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be observed. o If a player pitches 51 to 65 pitches in a day, three (3) calendar days of rest must be observed. o If a player pitches 36 to 50 pitches in a day, 2 (2) calendar days of rest must be observed. o If a player pitches 21 to 35 pitches in a day, one (1) calendar days of rest must be observed. o If a player pitches 1 to 20 pitches in a day, no rest is required. Pitchers are ONLY permitted to pitch in one game per day. Bench / Dugout Only players, coaches and the manager may enter the dugout. Farnham Park has enclosed dugouts on all fields providing a clear boundary between what is considered inside and outside of the dugout. Visits A coach may visit a pitcher twice in one inning On the third visit during the same inning the pitcher must be removed A coach may visit a pitcher three times per game On the fourth visit the pitcher must be removed The number of visits taken reverts back to zero (0) once a new pitcher has entered the game A coach make take one (1) offensive time out per inning Mandatory Play The following mandatory play rules will be in effect throughout the tournament to ensure that every player receives a fair chance to play. With a roster of 13 or more players, everyone must have at least one at bat. With a roster of 12 players or less, everyone must have at least one at bat and play six consecutive defensive outs
7 Regulation Games A game is considered Regulation and may be called if one team is in the lead by 10 or more runs if: o Minors / U12 have played four (4) innings Field Dimensions Basepaths Pitching Mound Height U12 / Minors 60 feet 46 feet - Pitching Mounds Minors will not pitch off a mound as the majority of clubs and league do not use a mound at this age group. The exception will be any games played on Youth Baseball 1 where pitchers will pitch off of a 6 inch 46 foot mound. Tiebreaker When determining which team(s) advance to the next stage of the competition, the team who advances will be selected on the following criteria: The team with the best record shall advance If teams have the same record, then the team with the best head-to-head record will advance If teams have the same head-to-head record, then team to advance will be determined by the Runs Allowed Ratio Total number of runs given up = Runs allowed Ration (lowest advances) Number of defensive innings played U12 / Minors Modifications The following modifications will be made to the U12 tournament. All rule modifications have taken good sportsmanship and development into consideration There shall be no stealing, a baserunner may only advance if the ball is put in play by the batter. Baserunners may not advance on passed balls or wild pitches, a baserunner may only advance if the ball is put in play by the batter. A half inning will be considered to be over when either the defensive team has recorded three outs, or the offensive team has scored five runs. The last inning of the game will be considered open, so that the half inning for both teams will only be complete once three outs have been recorded. Umpires Umpires will be provided by ABUA-GB. All umpires are qualified. Parking Car parking facilities will be available on site at two locations. 1. Immediately on your left having come under the raised security barrier there is a grassed ridged car park, this should be used and filled first. 2. There is an overflow facility at the far end of the park, near the containers and multi-use games area.
8 If these spaces are full, you may look for parking in the main Farnham Park car park, or elsewhere. You must not park behind the main the baseball field, along the asphalt road, or any of the grass areas belonging to other sports clubs. Police and Safety Warning Thieves operate in the area. Please be mindful of your surroundings and ensure that you do not leave any valuables on display in your car. It is your responsibility to look after your valuables, and BaseballSoftballUK/British Baseball Federation advise all attendees to use their best judgment. Child Safety and Welfare BaseballSoftballUK and the British Baseball Federation would like to remind all parents that they are responsible for their child s wellbeing and to be mindful of where their children are at all times. This is especially important between games, and for any younger siblings or relatives who may also be in attendance. First Aid First Aid will be provided on site near the main registration tent behind Youth Baseball 1 Toilets and Changing rooms Both male and female toilets and changing rooms will be available in the club house next to the car park, near the entrance barrier to the baseball and softball fields. Additional toilets will be available beyond the outfield of Youth Baseball 1. Catering Professional catering will be available on site providing a selection of hot food and both hot and cold drinks. SkyCo will also be on site selling a variety of North American snacks, sweets, condiments and other food items.
