1 KINO BASEBALL LEAGUE 2016 WINTER RULES/REGULATIONS DIVISIONS: 9U THROUGH TO 15U The Kino Baseball League 2016 Winter League will be played in accordance with the Official Baseball Rules (OBR) with the following inclusions 0 PLAYER ELIGIBILITY 0.1 Age cutoff is May 1, MINIMUM age for each divisions is as follows: 11U-minimum ages is 9 10U-minimum age is 8 12U-minimum age is 10 13U-minimum age is 11 15U-minimum age is 13 1 ROSTER 1.1 Maximum roter is 16 players 1.2 Roster is open for the entire winter season. There is no post-season playoffs for any age division 1.3 If a coach adds a player to the roster they are required to the league prior to the player participating 1.4 Player is not permitted to be play on two or more teams within the same age division 1.5 Player that leaves a team during the season for any reason is not permitted to play on another team within the same age division. 2 FIELD SIZE 10U Division 11U and 12U Division 13U Division 15U Division 60 foot bases/46 foot pitching distance 70 foot bases/50 foot pitching distance 80 foot bases/54 foot pitching distance 90 foot bases/60 foot 6 inch pitching distance 3 BAT 10U, 11U DIVISIONS Maximum Length is 33 inches Barrel diameter permitted either 2 1/4" or 2 5/8" any drop permitted Composite barrel permitted Bat must be stamped 1.15 BPF NOT PERMITTED BARREL DIAMETER 2 3/4" 12U WOOD BAT DIVISION Solid one piece wood (ash/maple) Barrel diameter 2 1/2" Maximum Length 33" NOT PERMITTED composite, bamboo or aluminum/alloy

2 3 BAT 2 13U DIVISION Maximum length 34 inches Barrel diameter permitted either 2 1/4" or 2 5/8" any drop permitted Composite barrel permitted Bat stamped 1.15 BPF (Bat Performance Factor) NOT PERMITTED BARREL DIAMETER 2 3/4" 15U DIVISION Maximum length 34 inches BBCOR.50 stamped on the bat NOT PERMITTED aluminum/alloy bat with any drop 4 ILLEGAL USE OF BAT PENALTY 4.1 If the illegal bat is discovered prior to a batter completing the "at bat" the bat is simply removed play. 4.2 Player that uses an illegal bat or non-conforming barrel dimension and hits a fair ball will be ruled out and no advancement on the bases will be permitted. Any out(s) during the play shall stand. This is considered an appeal play. The "at bat" will be considered legal once a pitcher is thrown to the next batter. 4.3 Any bat discovered prior to the game that does not conform to the above rule shall be directed to be removed immediately and not be allowed use during the game. 4.4 Team committing a second offense in the same game, in addition to the penalities listed above, the manager wll be ejected from the game and the team fined in the amount of $ PITCHING 9U-10U-11U-12U DIVISIONS innings maximum per game total innings in a weekend 13U-15U DIVISIONS innings maximum per game innings maximum in a weekend BALKS 5.5 All divisions will have runners that lead off and pitchers holding runners, therefore balks will be called. It is important that the pitchers are educated by their coaches and the umpires when a balk is called 5.6 9U-10U DIVISIONS Balks will be called and enforced for those balks that give the defense an advantage or put the offense at a disadvantage. EXAMPLE of balks that will be enforced are: 1 Failure to come to complete stop in the set position. 2 Not properly disengaing the pitching plate in order to make a play on a runner 3 Making an illegal pickoff move in order to make a play on a runner Balks of a technicalor minor nature that don't give an advantage to the defense or disadvantage to the offense will result in "time" being called by the umpire with the explanation of what the pitcher did wrong

3 3 5 BALKS U-15U DIVISIONS No warning is given. Violation wil be enforced by the umpires. BALK --each runner shall advance one base without liability to be put out, unless the batter reaches first on a hit, an error, a base on balls, a hit batter or otherwise, and all other runners advance at least one (1) base., in which case the play proceeds without reference to the balk. 5.8 Some examples of a balk--it is a balk with runners on base if the pitcher while touching the pitching plate does: 1 Feints a throw to first or third base and fails to complete the throw. 2 Fails to step directly toward a base before throwing to that base. 3 With runners on first and third, the pitcher steps towards third and does not throw, merely to bluff th runner back to third, then throws to first base. 4 Throws or feints a throw to an unoccupied base, expect for the purpose of making a play. 5 The pitcher delivers the pitch from the set position without coming to a stop. 6 Accidently or intentionally has the ball slip or fall out of the hand or glove. 7 After coming to legal pitching position, removes one hand from the ball other than in an actual pitch, or in throwing to a base. 8 The pitcher makes an illegal pitch. Quick pitch is illegal pitch-- Umpire judgment 9 While giving an intentional base on balls, pitches when the catcher is not in the catcher's box. 5.9 Pitcher that steps OFF the back of the pitching plate becomes a fielder and can feitn or make throws to any base TRIPS TO THE MOUND Two (2) trips to the same pitcher in the same inning, the pitcher is removed from themount as a pitcher for the remainder of the game, but can remain in the game at another defensive position 5.11 THE PITCHER SHALL NOT: 1 While any where on the dirt pitching mound surrounding the pitcher's plate, touch the ball after touching his mouth or lips 2 While in contact with the pitching plate pitcher cannot touch the ball after touching his mouth or lips. PENALTY: WARNING IS ISSUED TO THE PITCHER AND ANY SUBSEQUENT VIOLATIONS SHALL RESULT IN A "BALL" BEING CALLED BY THE UMPIRE 6 GAME LENGTH U to 12U Divisions = 6 innings--no new inning after 1 hour 50 minutes U to 15U Divisions = 7 innings--no new inning after 2 hours 6.3 Game must first reach regulation before the time limit can be enforced 1 10U to 12U Division regulation is 3 1/2-4 full innings 2 13U to 15U Division regulation is 4 1/2-5 full innings 6.4 Once an inning starts it must be completeed. There is no "sudden stoppage" of play in the middle of an inning or at bat. EXCEPTION: If the HOME TEAM is ahead and batting when the time limit becomes official and the game is regulation 6.5 The umpires are the "official clock"--not the coaches, spectators, etc. 6.6 The game clock starts once the pre-game meeting at home plate has been completed.

4 4 7 TIE GAMES 7.1 Games tied after either regulation and/or the time limit or after completing six (6) (9U to 12U Divisions) or seven (7) innings (13U to 15U Divisions) has been reached no extra innings will be played during the regular season. The game will end in a tie 8 RUN RULE 10U-11U-12U DIVISIONS 1 Ten (10) or more runs after 3 1/2-4 full innings 2 Eight (8) or more runs after 4 1/2-5 full innings 13U-14U-15U DIVISION 1 Twelve (12) or more runs affter 3 1/2-4 full innings 2 Ten (10) or more runs after 4 1/2-5 full innings 3 Eight (8) or more runs after 5 1/2-6 full innings There is no run rule for the 9U Division 9 PLAYERS REQUIRED TO START A GAME 9.1 Team starts with nine (9) players or may start with eight (8) players, but an out will be recorded each tim the 9th spot in the batting order comes up. If the 9th player arrives after the game has started, they may be added in the 9th spot in the battting order without penalty. 9.2 Team cannot start a game with seven (7) or fewer players. 9.3 Teams are NOT PERMITTED to "borrow" player(s) from any other team, 10 FORFEIT 10.1 Game time is forfeit time---there is no "grace" period permitted. Team that does not haveminimum eight (8) or more players at game time will forfeit to the opposing team and will be fined by the league in the amount of $ that is required to be paid in full before the team's next scheduled game Team that has eight (8) players playing and they have no eligible substitutes and a player gets injured, leaves the game or gets ejected, the team forfeits the game at that moment---there is no fine assessed If there is another game scheduled on the field, both teams will leave the field. There are no scrimmage game or practicing on the field Once a forfeit game becomes official the umpires will immediately leave the field.

5 11 SUBSTITUTION 5 10U-11U-12U-13U-14U-15U DIVISIONS 11.1 Any of the starting players may withdraw and re-enter (once per game) provided such player occupies the sae batting position whenever they are in the line-up A substitute player who is withdrawn from the game may not re-enter The starting pitcher withdrawn while a batter or base runner may re-enter the game immediately. EXCEPTION: If the pitcher is removed from the game as a pitcher because of second trip in the same inning, the pitcher may re-enter the game in any positions with the exception of pitcher COURTESY RUNNERS NOT PERMITTED IN ANY AGE DIVISION 12 BATTING ORDER 12.1 Teams will have the following batting order options: 1 Bat nine (9) OR 2 Bat ten(10) Extra Hitter 3 Bat eleven (11) (2-Extra Hitters) 12.2 Extra Hitter (EH) may bat in any spot in the line-up and the player that is the EH can go into the game to play defense. The player that comes out of the game now becomes the EH Team that bats ten (10) batters and a player gets injured or leaves the game, the liie up is simply compressed to nine (9) batters without penalty Team that bats ten (10) batters and a player gets ejected and there are no eligible substitutes available, that spot in the batting order will be recorded as an out The line-up option used must be declared at the pre-game meeting. Once the plate meeting is over the line-up option cannot be changed NO continuous batting order permitted 13 HOME TEAM 13.1 The home team listed on the game scheudle will occupy the third base dugout. If the team is playing a doubleheader they remain in the same dugout Provides the game's official scorekeeper 14 LINE UP CARD 14.1 The league will provide teams with lineup cards. The card must include the player's uniform number, last name, first initial and position List all substitutes whether they are present or not If a player is omitted from the line up card and arrives after the game begins, the player can be aded to the line up car without penalty Line up card is mandatory. Game will not begin until a completely filled out line-up card has been submitted.

6 6 15 DUGOUTS 15.1 Players and coaches are the only ones permitted in the dugout NOT PERMITTED in the dugout or on the playing field is bat boys/girls NOT PERMITTED buckets, chairs, etc. with coaches or players occupying them outside the dugout at any time during the game. The dugout parameters will be identified at the pre-game meeting. PENALTY: 1st violation--umpires will give warning 2nd violation-individual in violation will be restricted to the bench for the remainder of the game.and cannot participate in any capacity. 3rd violation same game-individual in violation ejected and includes the ejection of the team manager (if not the individual in violation). 16 UNIFORMS 16.1 All players must wear the same colored jersey with a number on the back NO IDENTICAL NUMBERS. If there are players wearing identical numbers, the manager will have to determine which player will play in the game. The player not chosen will be ineligible to participate in the game NO NUMBER, PLAYER NOT ELIGIBLE TO PLAY IN THE GAME 16.4 Players must wear baseball style pants and a cap. No visors Coaching staff memebers are to dress appropriately and must wear a cap while on the coaching lines. 17 GAME BASEBALLS 17.1 League will provide game baseballs to the teams prior to the start of the season Team is to provide two (2) new baseballs to the home plate umpire at the pre-game meeting After the game has been completed whatever baseballs are remaining the umpires leave on the field If additional baseballs are needed during the game, the teams will take turns providing a "good used" baseball. The umpires have the authority to reject any baseball that in their judgment is not of good quality. NOTE: 1 On-deck batter is to assist in gathering of dead balls that get pass the catcher to assist in moving the game along 2 Teams are to ask their spectators to assist in gathering and returning foul balls that go outside of the field of play 18 STANDINGS 18.1 Standings will be maintained and the team that is in first place at the end of the season will be declared the champion 18.2 If there is a tie for 1st place the tiebreakers are as follows 1st Criteria is head to head results--if the teams did not play each other 2nd Criteria will be a one game playoff to determine the league champion If a playoff game is needed, all regular season rules will be in effect with the following exceptions 1 No time limit 2 If game is tied, extra innings played until a winner is determined 18.3 POINT SYSTEM Win - 3 points

7 Tie - 1 point The point system is used to place the teams in the standings. 7 COMMUNICATION WINNING TEAM MAAGER TO TEXT FINAL SCORE TO The official means of communication between the league and the teams will be via or text message The league will game results and updated standings and confirming the following weekend game schedule to all teams either Sunday night or on Monday. Coaches are responsible for checking their regularly during the week for any updates and/or changes that may occur. The lack of reviewing s or text messages is not a reason for not knowing what the latest updates. Weekly results and standings along with game schedule is posted on the league website at

8 8 BASE RUNNING MALICIOUS CONTACT 1 Runner attempting to reach a base or home plate intentionally and maliciously in the JUDGMENT of the umpire runs into a defensive player, the runner will be called out and the runner ejected from the game and will serve a one (1) game suspension 2 When the defensive player has the ball, the run has the following choices 1 Slide to avoid the tag 2 Attempt to dance aroung the tag 3 Stop and give one self up 4 Go back to the base they came from When the runner gives one self up and an unnecessary hard tag is applied by the defensive player, it could be judged by the umpire as malicious contact and lead to an ejection of the defensive player 3 Running over a defensive player, lowering a shoulder, throwing an elbow, swiping at the ball is ILLEGAL and can be JUDGED by the umpire as an out and an ejection from the game. COLLISIONS AT HOME PLATE Major League Baseball Rule Runner attempting to score may not deviate from his direct pathway to the plate in order to inititate contact with the catcher (or other player covering home plate), or otherwise initiate an avoidable collision. If, in the JUDGMENT of the umpire, a runner attempting to score inititates contact with the catcher (or other player covering home plate) in such a manner, the umpire shall declare the runner out (regardless of whether the player covering home plate maintains possession of the ball). In such circumstances, the umpires shall call the ball dead, and all other base runners shall return to the last base touched at the time of the collision. KBL RULING: Runner is ejected from the game and suspended for the next game that the team is scheduled to play. MAJOR LEAGUE RULE The failure by the runner to make an effort to touch the plate, the runner's lowering of the shoulder, or the runner's pushing through with hands, elbows or arms, would support a determination that runner deviated from the pathway in order to initiate contact with the catcher or otherwise initiated a collision that could have been avoided. 2 A slide shall be deemed appropriate, in the case of a feet first slide, if the runner's buttocks and legsshould hit the ground before contact with the catcher 3 In the case of a head first slide, a runner shall be deemed to have slid appropriately if the body should hit the ground before contact with the catcher 4 If the catcher blocks the pathway of the runner, the umpire shallnot find that runner

9 initiated an avoidable collision. MAJOR LEAGUE RULE Unless the catcher is in possession of the ball, the catcher cannot block the pathway of the runner as the runner is attempting to score. If in the JUDGMENT of the umpire, the catcher without possession of the ball blocks the pathway of the runner, the umpire shall call or signal the runner safe. 6 It shall NOT be considered a violation if the catcher blocks the pathway of the runner in a legitmate attempt to field the throw (e.g. in reaction to the direction, trajectory or the hop of the incoming throw, or in reaction to a throw that originates from a pitcher or drawn-in infielder). 7 In addition, a catcher without possession of the ball shall not be adjudged to violate (paragraph 5) if the runner could have avoided the collision with the catcher (or other player covering home plate) by sliding. 8 A catcher shall not be deemed to have violated (paragraph 5) unless he has both blocked the plate without possession of the ball (or when not in a legimate attempt to field the throw), and also hindered or impeded the progress of the runner attempting to score 9 A catcher shall not be deemed to have hindered or impeded the progress of the runner, if in the JUDGMENT of the umpre, the runner would have been called out, notwithstanding the catcher having blocked the plate. In addition, a catcher should use best efforts to avoid unnecessary and forcible contact while tagging the runner attempting to slide. Catchers who routinely make unnecessary and forcible contact with a runner attempting to slide (e.g. by initiating contact using a knee, shin guard, elbow or forearm) will be subject to discipline by the league. KBL RULING: If in the JUDGMENT of the umpire the catcher will be ejected from the game and suspended one (1) game. 9

10 10 CONDUCT/EJECTIONS/SUSPENSIONS/FINES 1 Player ejected from a game by the umpire are automatically subject to a one (1) game suspension. 2 Players aged 15 and younger that are ejected are restricted to the bench for the remainder of the game and will not be permitted to participate in any further part of the game in any capacity, i.e. coach, warming up pitchers, or outfielders, etc. The player remains on the bench. If the parent of the player wishes to remove their ejected player from the dugout from the remainder of the game, they may do so. 3 Player that is suspended for one (1) game are required to serve their suspension by coming to their team's next schedule game in full uniform and sit on the bench and shall not be permitted to partake in any pre-game or during the game drills or warm-ups. The player remains strictly on the bench in full uniform. PENALTY: Failure for the player to show up and serve the game suspension at the team's next scheduled game, the suspension will carry over to the next game and so forth until the suspension criteria has been met by the player 4 Adult coaches (manager and assistant coaches) that are ejected from a game by the umpire must immediately leave the field and go straight to the parking lot and be out of sight our of mind. The ejected adult coach will serve a one (1) game suspension and must not be present at the field for the team's next scheduled game. If the ejected adult does not leave the field immediately and/or does not go to the parking lot (hangs around in the bleachers, behind the back stop, etc.) based on the umpire's report will result in the league imposing a $100 fine that must be paid in full prior to the individual being authorized to return to the field. 5 Adult coaches ejected twice in the same season will serve an automatic two (2) game suspension and will be fined $ dollars 6 Depending on the type of behavior exhibited by the ejected adult coach as reported by the umpire(s) to the league, the ejected individual, along with being suspended, the league will have the authority to impose additional monetary fines ranging between $50 to $200 dollars depending on the severity of the actions.

11 11 SAFETY JEWELRY 1 Permitted medical alert and religious medallions worn under the jersey and taped to the player. The article cannot be handing or dangling on the outside of the jersey 2 Any other adornment worn by a player (ear rings, necklaces, bracelets, etc) regardless of the material are NOT PERMITTED. 3 Team warning will be given by the umpires to the player in violation. 2nd offense in the same game--bench restrict of the player in violation. 3rd offense in the same game--ejection of the player and the manager EQUIPMENT 1 Catcher equipment NO SKULL CAPS 2 Catcher maskes are to be inspected to assure all screws and pads are in place. 3 Batting helmets must have dual ear flaps---helmets that have cracks or missing and/or thin pads, tape applied to any portion of the helmet will be removed by the umpires. 4 Batting helmets must have the NOCSAE stamped on the back of the helmet 5 Chrome reflective batting helmets NOT PERMITTED. 6 Players while in the coaches box must be wearing a helmet 7 Non-player that is 17 years of age or younger that acts as a coach must be wearing a helmet. 8 Player that is providing coverage for a pitcher that is warming up on the field of play during a game must be wearing a batting helmet. 9 Player that chases down foul balls must be wearing a batting helmet 10 On-deck batters must be wearing a helmet 11 Player must leave batting helmet on until they reach the team dugout. Umpire will give a team warning for the first violation 2nd violation in the same game to the same team will result in ejection of the player and manager. 10 Metal Cleats are NOT PERMITTED in age divisions 9U, 10U, 11U, 12U 11 The umpires have full authority to remove any equipment from the game that is deemed unsafe. There is no discussion or appeal to the league. The league will always support the umpires on any safety requirement/violation that they deem necessary for the safety of the players and the game. 12 Gates to dugouts are to be closed during live play. 13 Loose equipment is not be left outside the dugout on the playing (i.e. bats, bat weights, etc.) 14 Players are to be properly hydrated and should bring their own water. Coaches may want to bing a cooler of ice and water. 15 Coaching staff is to have a first aid kit in the dugout during a game that includes band aids, ice packs, tape, pair of gloves.

12 12 GAME SCHEDULE The game schedule will become official by January 2, After this date the league will not be making any changes to the game schedule. Due to the short period of the winter league (4-5 weeks) and due to field availability any change requested by a coach will result in a forfeit. The league does not have the flexibility to move games around, therefore very important that team manager notifies the league prior to schedule development of any black out dates. There is no refund Games cancelled due to weather, the league will make every attempt to make up. Make up games could possibly be played during the weeknight, therefore teams need to be flexible and ready to play a weeknight make up game. Nov-15
