9 MINNESOTA BASEBALL ASSOCIATION, INC. CONSTITUTION Article 1 - Name This organization shall be known as the Minnesota Baseball Association, Inc. The home office shall be the address of the secretary. Article 2 - Purpose The purpose of this organization shall be: 1. To unite all Minnesota amateur baseball leagues under one Association. 2. To perpetuate annual regional/sectional tournaments and a state tournament to determine Minnesota s champions. 3. To encourage and improve the standard of baseball throughout the state. Article 3 - Membership 1. Only organized Minnesota association baseball leagues are eligible for membership in the Association, provided said leagues are in good standing and comply with the rules. Article 4 - Government 1. The government of the Association and management of its affairs shall be vested in a Board of nine Directors, three of whom shall be elected at each annual meeting for a term of three years. 2. Five Directors shall constitute a quorum at any regularly called meeting. All business transacted by the Board of Directors shall bind the Association. 3. At the annual meeting of the Association, a representative of each league, as well as the Region and Section Commissioners, all in good standing, together with incumbent Board members, shall have voting rights on all matters brought before the annual meeting, including the election of three members to the Board of Directors. The league representative shall be an officer of his league who is officially listed as such with the state secretary. No person shall have more than one vote, and cumulative, proxy, and mail voting shall not be permitted in the affairs of the Association. The location of the meeting shall be selected by the Board of Directors. 4. These Board members shall be elected from a list prepared by a nominating committee appointed by the Chair and from nominations made from the floor by duly authorized voting members. 7

10 5. Upon election to the Minnesota Baseball Association Board of Directors, League Officers, and Regional/Sectional Commissioners must immediately resign their above-named offices. In case of emergency a State Board member may serve as Regional/Sectional Commissioner for a one-year period only. 6. The affairs of the Association shall include the supervision and conduct of regional/sectional and state tournaments, and the game or games between class champions. 7. The State Board of Directors shall have the power to adjust matters at any time which seem to be in the best interest of baseball. Article 5 - Officers 1. The officers of this Association shall be as prescribed in the By-Laws. Article 6 - Meetings 1. The annual meeting and all other meetings shall be as prescribed in the By-Laws. 2. Robert s Rules of Order shall govern the conduct of all meetings. Article 7 - Personal Liability 1. No officers or members of this corporation shall have any personal liability for corporation obligations. Article 8 - Duration 1. The period of duration of this corporation shall be perpetual. Article 9 - Amendments 1. Amendments may be proposed by member leagues, which shall submit, in writing, the proposed amendments to the State Secretary prior to the last day of the State Tournament. Proposed amendments shall be certified as having been acted on favorably by a two-thirds vote of league directors present and signed by the league president and secretary. These proposed amendments shall be acted on at the annual meeting and shall be a part of the meeting notice mailed to all member leagues. Amendments shall require two-thirds majority of all eligible voters present and voting. Any proposed amendments may not be further amended at the annual meeting. 2. Amendments may be proposed at a meeting of the Board of Directors called for this purpose, provided written notice of the meeting shall have been 8

11 given eight (8) days prior to the meeting. A two-thirds vote of the Board of Directors present and voting shall pass all amendments, said amendments shall become effective immediately on adoption. BY-LAWS OF MINNESOTA BASEBALL ASSOCIATION, INC. (Also known as MBA in the balance of this book) Article 1 - Membership: A. Only organized Minnesota baseball leagues are eligible for membership in the association. (Membership shall be voluntary and once accepted into membership, each league, league member, and league officer shall agree to abide by the rules and regulations set forth in the Constitution and By-laws of the MBA, and the directives of the Board of Directors.) Any team withdrawing after that league s organizational meeting, or if that meeting is not clearly defined, then not later than the adoption of the current year s schedule shall be ineligible for participation in league, regional and state tournament play. B. The annual dues of the MBA shall be determined by the Board of Directors each year. Said dues shall be payable on or before April 1st of the current year to the Secretary-Treasurer of the MBA. Dues: League-$50 Team-$10. C. (Acknowledgement of Constitution and By-laws of the MBA) Form ACBL. A signed copy of this acknowledgement by each teams coach, manager, board member or director must be returned to their league secretary before they play their first game. League Secretary to submit all acknowledgements to State Secretary by April 1st. (Penalty for not complying-team may be suspended from post season play.) D. All teams participating in the MBA program are responsible for adequate accident insurance and ambulance service for players on their team. The MBA does not assume any financial liability for injury to anyone during the state program. D. All leagues that have C teams must have a minimum of 4 C teams to be eligible for post season play. (Any exception to this rule will be reviewed by the board.) E. League by-laws must follow MBA State Hand Book-No exceptions without Board approval. Approval must be obtained each year. F. No team will be eligible to play an independent schedule without board approval. 9

12 Article 2 - Officers A. The officers of this Association shall be a President, a Vice President, a Secretary, and a Treasurer. The same person may occupy the office of Secretary and Treasurer. B. The Board of Directors shall meet within 45 days after the annual meeting and elect from the Board of Directors the aforementioned officers for the succeeding years or until their successors are elected and qualified. All nominations and elections shall be by ballot. Article 3 -Officers Duties A. President: The President shall preside over all meetings of the Association, appoint the standing committees as listed and all other committees deemed necessary for the operation of the association and perform all such executive and administrative work as would naturally fall within the duties of this office. B. Vice President: In the absence of the President at any meeting of the association, the Vice-President shall exercise the powers and duties of the President. C. Secretary: It shall be the duty of the Secretary to keep a true record of the minutes of each annual or special meetings of the Association and to have the same published: keep an accurate record of all Board of Director meetings, and disseminate to all board members and Leagues. To keep an accurate record of all money received, as proved by the Treasurer. To direct the Treasurer in all disbursements of funds. D. Treasurer: It shall be the duty of the Treasurer to receive and keep accurate record of all moneys collected, with copies provided to the Secretary: to pay out same upon order of the Secretary, countersigned by the President, and to make an itemized report of all receipts and disbursements of this office. E. Minutes: The minutes of all meetings shall be published and sent to all member leagues as soon as possible following the meeting. F. Salaries: The salaries of all officers shall be determined by the Board of Directors of this Association. 10

13 Article 4 - Committees 1. Standing Committees A. Nominating Committee: shall consist of 4 eligible members, two of whom shall be board members who s time does not expire in that year. B. Tournament Committee: shall be the Board of Directors. Their duties shall be to supervise the state tournament. C..Arbitration Committee: shall be the Board of Directors, their duties shall be to decide all matters of appeal. D. Auditing Committee: shall consist of four eligible members, three of whom shall be board members. E. Credential Committee: shall consist of two current board members whose duties shall be to examine and determine voting rights at the annual meeting. Article 5 - Resignation and Vacancies A. Any officer, director, or member of any committee resigning during his term of office shall present his resignation in writing to the Secretary-Treasurer of the Association. B. All vacancies in the membership of the Board of Directors, whether resigned or otherwise, shall be filled by election by the Board of Directors for the unexpired term. Article 6 - Meetings A. The annual meeting of the Association shall be held on the THIRD Saturday of October. B. All other meetings are to be held at the call of the President or at the written request of at least three directors. C. Robert s Rules of Order shall govern the conduct of all meetings. 14 Article 8 - Changes to By-Laws: A. Proposed changes to the By-Laws by member leagues must be submitted in writing 8 days prior to annual meeting of the MBA. These proposed changes shall be certified as having been acted on favorably by a two-thirds vote of league directors present and signed by the league president and secretary. B. The Board of Directors may amend or change the By-Laws of the MBA by majority vote at any regular or special meeting of the Board. The vote must take five directors to favor the change. Article 9 - Player Eligibility A. Residence: A player must physically live in residence FULL TIME to qualify for establishing residency. Residence shall mean the place where a new player actually establishes his residence on or before March 15 of the current baseball season and continues his habitat there until he participates in 4 league games during the current year. He must take demonstrative legal action to establish said residence - such a voter registration, driver s license, and provide multiple forms of documentation ie; income tax return, renters insurance policy, homeowners insurance policy, copies of rent checks, copies of mortgage payments, copies of mail delivered to address and verification from landlord, etc. The new player must also be able to show proof that he actually resided in said residence from on or before March 15 of the current year and remained there until he participated in 4 league games. League members, league officers, commissioners and state board members may investigate whether or not the new player actually is living in said residence. Penalty:Player and team will be barred from post season play for that season for not complying. Player and team must return to State Board for reinstatement. B. Radius Player: The radius requirements for all players will be calculated by a (GPS Visualizer). The radius was set at 30 miles from players residence to the ball park address. This will also change the college rule to 30 mile radius. This is similar to the previous rule using (as the crow flies). However, the new rule is from (players residence to address of ball park). The old rule was (city limits to city limits). When using the (GPS) teams must declare the (latitude and longitude) of player address and ball park address. These measurements must be recorded with your league secretary. 12

15 1. Class A Player Pool Geographical Boundaries: West south to US Highway 169 to the MN River...follow river northeastward until it intersects with 494 again...then northeastward to northwestward back to intersection of 494. Point of clarification: All new teams with municipal boundaries on both sides of Hwy shall be classified by the State Board. Other municipalities, towns or cities who maybe deemed class A teams in the future would fall under these same class A player pool guidelines. C. College Rule: College students may use either their parent s home address and 30 mile radius or their college address and 30 mile radius. All college baseball players that choose their college address are not eligible to play with any Class C team. Once any player that chooses to use his college address, he forfeits his right to use his hometown/ parent s address until he re-establishes a new address by the March 15th deadline. 1. College baseball players that use their college address are not eligble to play with a Class C team. Violation covered under ineligible player clause. 2. The board shall have the authority to classify/re-classify all teams considering A, B, C. Class A teams cannot go outside the 494/694 Loop to obtain any players residing outside the 494/694 Loop without permission from the board. Class B and Class C teams cannot go inside the 494/694 Loop to obtain any players residing inside the 494/694 Loop. 3. With approval of the MBA Board of Directors, a team may move from any unincorporated area or city to a new location outside of its present area or city, a player who was under contract with the team and was eligible the season prior to the move he will continue to be eligible. Home Town Heritage Rule D. Hometown Rule: The Hometown Rule is established to allow players to re-connect with their hometown areas. Players interested in pursuing this option must submit a written request to the Board outlining their history with the hometown area and reasons for the exception. If the Board feels more information is needed, the player may be requested to appear before the Board for clarification. There will be a maximum of two players added to each respective roster per year. E. Player Questionnaire: It is each team s responsibility to determine that a player is eligible 13

16 before signing him to a contract and playing him in games, If there is any doubt, the league shall complete, in full, a player questionnaire, rule on same, and submit it to the state secretary for final approval, This questionnaire must be received by the state secretary at least 5 days prior to the next Board meeting, Player in question and his manager must appear before the State Board for final approval, only after league action was taken first. Player shall not participate in any games until his eligibility is established by the foregoing procedure. Penalty for not complying shall be loss of eligibility of the player for the remainder of the season. No player questionnaires shall be submitted after June MBA meeting. Player eligibility will only be heard by the Board as a protest, if submitted after June 30th. F. Serviceman: A serviceman on furlough, leave or discharged, is eligible to play with the team he is legally under contract to. He is eligible to be drafted for tournament play with no four-league game rule requirement. G. Player Eligibility-Players must play in (4) registered league games to be eligible for post season play. (Note) A league can use another league for (player) eligibility providing they play a full league schedule. League should submit name of leagues it would play on their registration card. H. Schedule (Exception) - Class B teams will be given an option of using (both): 1. Their league schedule and 2. Their section seeding games to count towards their (4) game eligibility. League should submit name of league it would play on their registration card. Article 10 - Contracts A. No team shall have more than 25 eligible players for Class A, B, and C on their final playoff roster. If a team wishes to carry more players on their June 30th playing roster this will be allowed. This will allow all players that are not play-off eligible a chance to complete their regular league schedule. Teams should indicate by placing (yes) in the release column on the players that are play-off eligible. Rosters must be typed and received by MBA secretary on or before June 30th Class A, Class B and Class C. B. All players must sign individual player contracts, (prior to June 30th for Class A, B and C) before they participate in any games with any team affiliated with the MBA. Once signing a contract, said player cannot participate with any other team, including non-league games, until properly released by his team under the conditions set out under 14

17 these by-laws. Any player jumping a contract or signing a second contract with a team without a proper release, shall automatically be suspended from participation with any team in any league in the MBA for remainder of season and can be reinstated only by the State Board. All new player contracts must be mailed to the State Secretary within two weeks of their signing date. C. Each team shall certify to its league secretary before the first game is played the name of the person(s) who is authorized to sign and release players. Whenever a change is made in the person(s) authorized to act as above, this change shall be certified to the league secretary and state secretary in writing. D. All contracts, after being properly executed by the team shall be filed with the secretary of each league before players participate in a game. The league secretary shall note the date of filing in his office, and send a copy to the State Secretary immediately. Said copy to become a permanent record in the player s file. E. A signed player, if denied a release, may appeal to the State Board. This will be reviewed by the Board of Directors on a case by case basis. F. No player can be signed or released from one team to another before March 15th or after June 30th. G. Each League must hold a playoff roster meeting on or before June 30th each year in Class A, B and C. A copy of this meeting signed by all members must be sent to the State Secretary along with team rosters. Once this meeting is held, no protest will be allowed between teams in the same league. For not complying league will be suspended from post season play. Article 11 - Releases A. Any player who has been properly released by a team to play with another team within radius shall present a copy of his release to the new team. This release shall be made a part of his new contract and filed with the secretaries of both leagues involved - Permanently. The proper duplicate copy shall be endorsed by the league secretary to become a permanent part of the player s records. A copy to be sent to the State Secretary immediately. B. No team shall sign a player to a contract who does not present a release from some other team, unless he has never been under Association contract in previous years. All players who are signing 15

18 contracts for the first time shall furnish the league such information as the league deems necessary for its records. C. Players cannot be released after June 30th or before March 15th. D. Once a player has received his release from his current team, he is eligible to sign with any team that he resides within the radius of. The player does not need any additional release from the town he resides in. E. A player who has been released or taken off a team roster, and has not played with another MBA team, must sign a new contract if he decides to play with his former team. F. Once a player plays a game with a team in current season and then released, he can no longer go back to that team in the same current season if he played with another team. Article 12 - Protests and Appeals: A. Arbitration Committee: 1. Shall consist of the Board of Directors. All decisions of the State Arbitration Committee shall be final. B. During Season s Play: 1. No protests or appeals shall be heard by the State Arbitration Committee involving any league which has not paid its current state dues. 2. Protests during league play including league playoffs shall be decided by; each league in accordance with each league s by-laws. All protests must be acted on by the league before appeals are considered by the State Board. 3. Any team of a member league may appeal a disputed case to the Arbitration Committee of the MBA only after it has had a hearing and a decision rendered or refused a hearing within its own league. 4. Protests involving league games must be submitted to the State Arbitration Committee before regional-sectional play has begun. 5. Protests involving residence must be submitted to the league immediately upon detection. No team shall play a newly signed player until they are satisfied that he has complied with all the player contract rules of the MBA. 6. A certified check or cash for $200.00, an affidavit by an officer of the league that a decision has been rendered, or bona fide evidence submitted showing a hearing has been refused by the officers of the league, must accompany all appeals which must be in writing to the Arbitration Committee. If player or team win their appeal they will be refunded $ Official minutes of all protest meetings shall be available to the State Arbitration Committee along with any other evidence which was submitted to that meeting. 16

19 7. Only two (2) representatives of a team making an appeal, two (2) representatives of the defendants, in addition to two (2) league officers, shall be permitted to appear before the Arbitration Committee. C. Regional Games: 1. Any protest during regional-sectional games on rule interpretation by umpires shall be resolved by the Regional-Sectional Board before play resumes. Due to time limitations, the decision of the Regional-Sectional Board must be final. D. State Tournament Games: 1. All protests and appeals during State Tournament play shall be resolved before play resumes. Decision of the State Board shall be final. E. Provisions- Protests and Appeals 1. In addition to the provisions of this Article providing for protests and appeals, the Board of Directors of the MBA reserves the right to consider, resolve and sanction pursuant to Article 2 of these by-laws any violation of the rules in Articles 9 through 12 of the by-laws if brought to its attention. Article 13 - Illegal Participation A. No player or manager of any team of any league or any affiliated official of any league in the State of Minnesota shall participate in any state or national semi-pro-tournament or any so-called non-professional tournament. American Legion, high school, college and others designated by the MBA are excepted. B. No player under contract to a team which is a member of the MBA shall play baseball with another team in the MBA. (Penalty) Player will be suspended for 13 months, Team will be put on probation for 2 years. (Exception) Players will be allowed to play in a (35) and over league without penalty. C. Players that go to a wood bat, college, or summer league will also be allowed to play with their MBA team. The player must play in 4 league games in order to qualify for post season play. If the player has a history with the team he does not need to satisfy the 4 league game rule. D. Players who sign professional baseball contracts with teams that have Major League affiliation are automatically released from their player contract of this organization. Any player returning from a professional baseball team shall complete a pro player questionnaire to be acted on by the board of the MBA. He shall provide a release form the professional team. A player returning from professional baseball must also sign a new MBA contract. A player leaving professional baseball and providing the above and being approved by the MBA may play for his former amateur 17

20 team if returning before June 30th of the current season. If going to a new team he needs a release from his former MBA team. He must then play in (4) regular scheduled league games to be eligible for regional, sectional, and tournament play. The returning player may sign with a new team in the MBA providing residence has been established by March 15th and must play in (4) regular schedule league games. To be eligible for Post Season play. E. Players that sign a contract with a professional team that has no affiliation with a major league team will be give the same consideration that we give players coming back from a Wood Bat League. Player is also required to get a release. Player will be eligible to return to his MBA team after the June 30th deadline: All games played before and after June 30th will count towards his (4) game eligibility. F. No out of state players may be drafted for post season play. This does not apply to out of state players (within the radius) that are legally on MBA team rosters. G. A team that is placed on probation and makes the state tournament will be deprived of all tournament shares. H. Any team which plays an ineligible player will be barred from post season play. No player can be drafted from a team that has been barred from state participation for that season. I. The playing of non league games is permitted provided that all teams are members of the MBA and their teams remain intact. Teams are allowed to go out of state with MBA permission. Definition of Games League Games-These have the following characteristics: a. Paid umpire (s) b. Score is kept c. Game result is used for league and/or region or section standing d. Admission may, or may not, be collected e. May be part of a mid season tournament f. MBA roster must be used Non-League Games-These have the following characteristics: a. Paid umpire (s) b. Score is kept 18

21 c. Game results may have bearing on section standings d. Game results are used for team s overall record e. Admission may, or may not, be collected f. May be part of a midseason tournament g. MBA roster must be used Scrimmages-These have the following characteristics: a. Not paid umpire (s) b. No score or scorebook is kept c. No admission is collected d. Non-rostered players may participate J. Tournament Sanctions: All events that bring at least four teams together to play will require a tournament sanction form to be filed with the state board before the event is held. There will be no (fee) for sanctioning your event. However, failure to do so will result in a $50.00 fine. Failure to pay the fine will result in the team not being eligible for post -season play. This event must be sanctioned before the 4th Sunday in July. Sanction Forms can be obtained from the MBA Secretary, or the MBA web site ( 1. Definition - Tournament Games: A series of games by more than two teams in which winners or losers advance through brackets because of game results and opponents are determined by the same manner. Usually trophies and/or awards are made to winning teams and champions are named. Article 14 - Classification of Leagues: A. The member baseball teams of the MBA shall be divided into three classifications: namely Class A : Class B ; and Class C. The eligibility player rules of all three classes are identical for MBA play. No salaries may be paid to any players. Teams wishing to petition to change Class must do so at, or prior to, the November meeting in accordance with the rules of the MBA. B. Board has authorization to classify or re-classify any team at any time. Article 15 - Playing Rules: A. With the exception of any special rules set by the MBA, all games shall be guided by the Official Baseball Rules. (Interpretation of all rules that come before the State Board of Directors for consideration shall be final and binding 19

22 B. All MBA teams will use wood or composite bats. (Exception) - If you play a Non MBA team out of state, you can use any bat you like. However, if you play a Non MBA team in the state of Minnesota, both teams must use wood bats. The following composite bat suppliers may be used in the MBA; Baum Bat LLC - Wood composite bat (AAA-pro) and DeMarini (Wilson) Wood composite bat with a maple veneer (WCB 110, WCB 243 andwcb 271). Starting 2018 all other bats must be approved by their professional league. C. RE-ENTRY rule as adopted from the M.S.H.S. Rule-Any of the starting players may withdraw and re-enter once, including a player who was the designated hitter, provided such player occupies the same batting position whenever he is in the lineup. A substitute who is withdrawn, or drafted players may not re-enter. D. DESIGNATED HITTER rule as adopted from the MSHSL Rule-A hitter may be (it is not mandatory) designated for any one starting player (not just pitchers) and all subsequent substitutes for that player in the game. A designated hitter for said player must be selected prior to the start of the game and his name must be included on the lineup cards presented to the umpirein-chief and the official scorer. It is not mandatory that a team use designated hitter, but failure to declare such a hitter prior to the game precludes the use of a designated hitter in that game. If pinch hitter or pinch runner for the designated hitter is used that player becomes the new designated hitter. The player who was the designated hitter may reenter as designated hitter under the reentry rule. The role of the designated hitter is terminated for the remainder of the game when: (1) The defensive player, or any previous defensive player for whom the designated hitter batted, subsequently bats, pinch hits or pinch runs for the designated hitter; or (2)the designated hitter or any previous designated hitter assumes a defensive position. A designated hitter and the player for whom he is batting are locked in the batting order. No multiple substitutions may be made that will alter the batting rotation. E. In all games if a team has an advantage of at least ten (10) runs or more, the game shall be shortened to seven (7) innings. If a league chooses to play the full nine innings during the regular season, the league secretary must notify the MBA secretary in writing before the beginning of the season. F. All players must use approved protective helmets while batting and running bases. Each team shall have a minimum of four (4) helmets in good repair. Broken or cracked helmets will NOT be allowed. Penalty for not complying: Ejected from game. It is also required that helmets be worn by bat boys and 20

23 bat girls at all times. G. In the event of assault, physical or verbal, upon any umpire by players, manager, coaches or any person directly connected with the baseball club, the penalty for such action shall be suspension for at least three (3) consecutive games, (league or tournament, plus any other penalty the State Board may see fit to impose. Article 16 - Regions: A. The State of Minnesota shall be divided into regions, the actual number and formation to be determined by the Board of Directors. 1. Regions must have a minimum of (4) teams. B. Regional tournaments are conducted under the supervision of a regional commissioner, appointed by the State Board of Directors and a Regional Board consisting of the Regional Commissioner and the league president of each member league of that particular region. Should the league president be unable to serve as a member of the Regional Board, he shall appoint the vice-president or secretary of the league to act as his representative on the Regional Board. No person on the Regional Board shall cast more than one vote. All leagues (must) send a minimum of two teams to Regional playoffs. Unless it s a three team league, then the league will send only (one) team to the region play-offs. Article 17 - Sections.All rules pertaining to Regions shall also be in effect for Sections subject only to other specific instructions from the MBA. A. Sectional Board shall consist of one Representative from each sectional team, from that particular section and the Section Commissioner. The Representatives shall be designated at the Section meeting. Article 18 - Duties of Region/Section Commissioner Regional-Sectional Board A. The regional-sectional commissioner shall set a convenient date for regional-sectional meetings. He shall notify Regional-Sectional Board members of regional meeting at least eight (8) days prior to the meeting date. The regional-sectional commissioner shall be the chairman of the regional-sectional board and shall vote only in case of a tie in all matters. The regional commissioner may select an assistant to help him with his 21

24 duties but the regional-sectional commissioner shall be responsible for his assistant. B. The regional-sectional commissioner and his board are to make full and complete arrangements for the regional-sectional tournament and conduct such tournament to a conclusion subject to approval of the State Board of Directors. C. All Regional and Sectional tournament formats and a copy of the meeting minutes must be submitted to the MBA Secretary by June 7th, The completion date of the tournaments shall be the Sunday preceding the start of state tournament play. No games are to be scheduled after 2:00 PM. Draftees need to be selected and submitted to the MBA Secretary within one hour of completion of regional/sectional tournament. Failure to comply, the Penalty will be lost game shares from the State Tournament for those teams that do not comply. D. The regional-sectional commissioner and his board shall select the umpires for the regional-sectional tournament. Members of the Regional- Sectional Board or active players of the regional-sectional, should not umpire in their own regional-sectional tournament. The regional-sectional commissioner and his board shall determine the admission charges for all regional-sectional games. E. After all tournament arrangements are made, the Regional/Sectional Commissioners shall notify the Secretary of the MBA by June 7th, giving full details of the plans and a copy of the minutes of the regional-sectional meeting. No regional-sectional representative is recognized as qualifying for the state tournament until the regional-sectional minutes have been filed with the Secretary of the MBA.. F..A full report of any protest during Regional-Sectional play shall be made to the secretary of the MBA immediately by the Regional-Sectional board. G. Each regional-sectional commissioner shall make a detailed report in duplicate to the secretary-treasurer of the MBA immediately after the completion of the regional-sectional tournament and in no case later than the first Sunday of the STATE TOURNAMENT. A uniform report blank will be furnished by the MBA. The report will be audited and one copy returned to the regional-sectional commissioner, who will then send copies of the audited report to all participating teams. No regional-sectional shares shall be paid out until the regional-sectional report has been audited by the MBA. H. Regional-Sectional commissioners are responsible for the division of all receipts as well as for the payment of all bills and taxes incidental to the 22

25 conduct of regional-sectional play. Regional-sectional funds shall be kept in a special regional-sectional account and shall not be mixed with personal funds. I. If the champion or runner-up of the regional-sectional tournament is unable to enter the state tournament, the regional-sectional board may certify the next in line. J. A percentage of receipts, after sales tax deduction, recommended to be 15% may be allotted to the teams entering the state tournament to help defray expenses. K. All expenses for the regional-sectional tournament, such as umpires, publicity, team mileage and lights are to be deducted before any receipts are divided. L. Among the expenses of the tournament the commissioners actual expenses plus mileage at (.50) cents per mile shall be deducted from the gross receipts. M. The receipts of the tournament shall be divided prorated on a per team, per game basis. Net receipts shall NOT be distributed until the tournament report has been audited after which time the regional-sectional commissioner shall attach a copy of the audited report to the check sent to each of the competing teams. This report and check to be mailed to the participating teams no later than September 20th. All teams participating in regionalsectional play must return signed receipt to the secretary of the MBA by October 1. All regional-sectional commissioners are under proper bond. N. In regional, sectional and state tournament play, it shall be necessary that games go nine (9) innings. If the game is called before the required (9) innings, the game shall be suspended, and will continue from the point of interruption. The 10 run rule still applies. Article 19-Qualifying Requirements for Regional and Sectional Play A. The following rules shall govern the entry of all member leagues in regional/sectional tournament play regardless of the governing rules of any individual league. 1. Champions and/or runners-up, if decided by the State Board, shall be certified for tournament play. If one qualified team is unable to participate in the regional-sectional tournament, the league officers shall select the next qualified team. 2. All leagues must finish their league play in ample time for league and 23

26 regional / sectional playoffs. Such regional-sectional champions must be determined no later than Sunday 6:00pm preceding the start of their state tournament play. The game or games to determine the champion must be played in all regions and sections. Draftee information for Class C must be selected and submitted within 1 hour of the final game. PENALTY: Any team refusing to play a postponed game when so ordered by constituted authority shall forfeit said game. 3. Any team playing in regional/sectional tournament that leaves the field of play during the game over a disputed decision or refuses to complete regional/ sectional tournament play shall be deprived of its share of the receipts of the tournament. 4. In the case of an interstate league, only the highest Minnesota entries are allowed to participate in regional-sectional tournament. At least 50% of the teams must represent Minnesota towns and must have officers who are residents of Minnesota. 5. Drafted players must use their own uniforms in regional and state tournament play. 6. It is required that all players must use approved helmets while batting and running bases. Each team shall have a minimum of four (4) helmets in good repair. Broken or cracked helmets will not be allowed. It is also required that helmets be worn by bat boy, bat girls and base coaches. 7. Only duly qualified teams of a league having played a straight split season or intra-league schedule of not less than eight (8) games per team over a period of at least six (6) weeks shall be permitted to enter the Region or Section tournament. 8. No regional/sectional appeal protests will be heard by the State Arbitration Committee after regional/sectional play has begun. EXCEPTION: When one league enters a protest against another league in the same region/section. Article 20-Special Regional & Sectional Player Rules A. Class A-B-C teams will be allowed 25 listed players on their rosters exclusive of drafted players. Said lists must be certified by the secretary of the league and the manager of the competing teams and must comply with the rules of both the region-section and state tournament. No substitutions will be allowed. Active Duty Servicemen excepted. B. Every listed player shall have played in four or more games in the regular league schedules. No exceptions to the 4 game. A new player signing a new contract must play in four regular league schedule games. Such listings must 24

27 be under the player s correct name and if known under an assumed name, both correct and assumed names must be signed to the contract used during the regular season. If one of the last three scheduled games of the regular season is rained out or forfeited, such game shall count toward the player s eligibility, if he is available to play. C. Any team found guilty of playing an ineligible player may be deprived of its share of the receipts of the regional tournament. D. Each class C team is permitted to draft three (3) eligible players, these players must be pitchers only. These players can only pitch. They will not be allowed to hit. Drafted players can not re-enter or DH. Regions will be allowed to set up their own draft as they agree on, either from their regions or their league or a combination of both. E. Class A and Class B teams will not draft any players for post season play. F. In Class C if a player is asked to be drafted and refuses to go with that team, he will not be allowed to be drafted by any other team and that team does not lose their draft position. G. Drafted players are eligible to play in exhibition games only as a pitcher. Article 21 - Rules for State Tournament A. The state tournament shall be under the supervision of the board of Directors of the MBA. B. A minimum of twenty-five (25) percent up to a maximum of fifty (50) percent of the gross receipts of the state tournament, after prevailing tax deductions, shall be placed in the treasury of the MBA. C. Any team playing in the state tournament that leaves the field of play during the game over a disputed decision or refuses to complete state tournament play shall be deprived of its share of the receipts of the tournament. D. Any team, manager or player participating in the state tournament who refuses to comply with any rule or directive of the State Board shall be subject to a fine of one game share. Such fine to be deducted from the team s share of the receipts of the tournament. Penalty inflicted by the State Board shall be final. E. The team found guilty of playing any ineligible player shall be deprived of its share of the receipts of the state tournament. F. The State Board of Directors in all matters pertaining to state tournament play have the power to adjust matters at any time which seem to be in the best interest of baseball. 25

28 G. All expenses for the state tournament are to be deducted before any receipts are divided: division of remaining receipts paid back to teams per game as played. 1. The State Secretary-Treasurer shall furnish a complete financial report of the state tournament to the Board of Directors and all participating teams as soon as possible after the close of tournament play. H. In state tournament play, it shall be necessary that games go nine (9) innings. If games are called by umpires because of rain, darkness or other causes, before nine (9) innings, game shall be suspended; game will continue from point of interruption. This action shall be taken only after consulting with the State Board Directors in charge. I. In state tournament play, if a team has an advantage of at least ten (10) runs or more, the game shall be shortened to seven (7) innings. J. If the game is called before the required 9 innings are completed, the game will be continued from the point of interruption. K. Drafted players must use own uniforms in the state tournament. L. All players must use approved protective helmets (catchers, batters, base runners.) Each team shall have a minimum of four (4) helmets in good repair. Broken or cracked helmets will not be allowed. Helmets must be worn by bat boys, bat girls and base coaches, at all times. M. Any of the starting players may withdraw and re-enter once, except drafted players, including a player who was the designated hitter, provided such player occupies the same batting position whenever he is in the lineup. A substitute who is withdrawn may not re-enter. A hitter may be (it is not mandatory) designated for anyone starting player (not just pitchers) and all subsequent substitutes for that player in the game. The umpires shall consult with the State Board members in charge concerning the game if weather or other conditions interfere with the proper progress of the game. In all other cases, after a game has begun, the assigned umpires have full charge. State Board to make final decision on playing conditions on all fields during state tournament games. O. In the event of physical or verbal assault upon any umpire or game official by players, manager, coaches or any person directly connected with the baseball club, the penalty for such action shall be suspension for at least three (3) consecutive games, (league or tournament), plus any other penalty the State Board may see fit to impose. P. With the exception of any special rules set by the MBA, all games shall be guided by the Official Baseball Rules. Q. Teams that have qualified for the State Tournament and players that they have drafted, will be allowed to play Non-League games or scrimmages. R. Any personnel that a team wishes to have in their dugout, will be allowed. Article 22-State Tournament Hosting A. In order to qualify for hosting a state tournament, the prospective host sites shall submit to the Secretary of the M.B.A. a written application by the January meeting following the State Tournament, which shall include a listing of all available facilities, as well as perspective a third site options. a. Included in application shall be the size of ball field, seating capacity for fans and dugout seating room and other pertinent information hosts have available. b. State Board has the right to change the State Tournament at any time. B. The M.B.A. beginning in January 2016 will determine host sites for two (2) consecutive years beginning with 2019 and 2020 tournament and every 2 years thereafter. C. No host sites shall to be allowed to host another tournament for 5 years. 27

30 HIGH SCHOOL PLAYER RESTRICTIONS It is the aim of the Minnesota Baseball Association to protect the high school player s eligibility during the summer s baseball season; therefore, the following excerpts from the Code of the Minnesota State High School League must be observed. 1. A high school player must not violate the Amateur Rules or he will become ineligible for high school athletics. 2. Amateur Rule: A violation consists of using athletic skill for gain. Examples of Use of Athletic Skill for Gain: 1. Salary for services as an athlete or share in season s profit. 2. Expense allowance for athletic tryouts. 3. Transportation or entertainment, which results primarily because of athletic achievement or ability. 4. Contracts for service as an athlete. Examples of Practices Which Are NOT Regarded as Violations: 1. Actual expense payments for participation on an independent amateur team. (This includes a league team under the Minnesota Baseball Association rules.) 2. Awarding of medals, ribbons, trophies, plaques and other items of little or no intrinsic value for participation on an independent or a league team of the Minnesota Baseball Association. 3. Drafting of battery men for regional or state tournament competition, as conducted by the Minnesota Baseball Association. CODE OF ETHICS FOR MBA 1. Baseball is played by gentlemen. 2. Good conduct on and off the playing field is a mark of distinction. 3. All players shall have complete uniforms. Players should take pride in having clean uniforms and should fit the person. Dirty or unfit uniforms will not be permitted. 4. Players should always display interest in the game and hustle on and off the field. 5. Players should show respect to umpires and spectators. On a questionable decision given by the umpire, let the manager speak for you. 28

31 6. Umpires should be uniformly dressed and be as inconspicuous as possible while handling a ball game. 7. Umpires should never fraternize with managers or players. 8. Games should always start promptly. Remember, the audience is half the game. 9. No smoking by players in uniform in the dugout, on the field or within sight of spectators. 10. Give the best you have! PROPER PLAYER AND TEAM CONDUCT AT MBA STATE TOURNAMENT 1. Arrival at Tournament Site 1st game 2 1/2 hours prior to game time 2nd game 2 hours prior to game time Line-up cards must be turned in 1 hour prior to game time Player must be dressed in uniform entering dugout or field MBA has the authority to verify player identification with respect to ream roster 2. Conclusion of game Clear dugout area quickly No changing clothes in dugout or infield Players change clothes out of site of field area and fans Fans must stay off field Players, fans; no drinking or eating in parking lot of state tournament sites Penalty: Failure to follow these rules may result in loss of tournamnet game shares. 29

32 MBA OFFICIAL TOURNAMENT RULES REGIONAL, SECTIONAL & STATE 1. Pitchers will be allowed 5 pitches between innings. 2. Pitchers will be allowed 8 warm-up pitches when entering the game from the bull pen and as needed when entering the game cold from the field. 3. Batter, base runners, bat boy or girl and catchers are required to wear helmets. 4. Pitcher must be in the on deck circle when he is the next at bat. 5. Bat boy or girl must have pitcher s jacket on arm in case pitcher gets on base. 6. Weather permitting, teams will be allowed 7 minutes in- field practice with the home team taking their practice first. No limit on players on field for infield - outfield practice. 7. Players must warm up in designated bull pens while game is in progress. 8. No smoking by players in uniform in the dugout, on the field or within sight of the spectators. 9. All players and coaches (drafted players excluded must wear the same, and full uniforms while on the field. 10. In tournament play, if a team has an advantage of at least ten (10) runs or more, the game shall be shortened to seven (7) innings. 11. In tournament play it shall be necessary that all games go at least nine (9) innings. 12. If the game is called before the required 9 innings are completed, the game will be completed from the point of interruption. 13. All disputes must be settled before play resumes. 14. In opening round, teams with the highest seed will be home team and assigned the first base dugout. Thereafter, all games will be pre-assigned for home and visitor on the state bracket. Home team will always have the first base dugout assigned. There will be NO exceptions made. 15. Managers are required to report to the Umpire and the Press Box, on all changes made. 16. In the above rules, player or players are subject to be ejected. 17.Any team, manager or player participating in the state tournament who refused to comply with any rule or directive of the State Board shall be subject to a fine of one game share. Such fine to be deducted from the receipts of the tournament. Penalty inflicted by the State Board shall be final. 30

All roster players must be on line-up card. 20. Team rosters must be completed in full for Region Sections and State Tournament. No names will be added once rosters are turned into State Secretary. 21. Team forms must be typed and completed in full for Regional, Sectional and State Tournament. Any team not complying will be fined one tournament game shares. 22. The Pro-Slide rule will be used at 1st, 2nd, 3rd base, and at home plate and will be effective for the 2017 season. There will be no exception to this rule. 31
