3 GENERAL INFORMATION EVENT OVERVIEW Ontario Cycling Association (OCA) and Kelso Conservation Area are proud to present the 2018 Ontario Provincial MTB Championships. Races will be held in Milton, Ontario at Kelso Conservation Area (5234 Kelso Road, Milton). The official Technical Guide covers the relevant rules and procedures for the 2018 Ontario Provincial MTB Championship events held on August 25 th & 26 th, In case of a divergence between the information found within this Technical Guide and information concerning these events found anywhere else (e.g. the internet), this Technical Guide shall be considered correct. PARTICIPATION & SANCTIONING By registering for this event, racers agree to follow and be bound by the rules and procedures outlined in the Technical Guide, and also agree to follow the rules of the International Cycling Union (UCI), Cycling Canada, and Ontario Cycling Association. Likewise, the policies, rules, and procedures of Kelso Conservation Area apply when participating on the property. The 2018 Ontario Provincial MTB Championship events are sanctioned by Ontario Cycling Association. Registration for championship categories requires the presentation of a valid UCI race license. Citizen permits will be accepted for some categories (i.e. Squirt, Minime, Peewee). Refund Policy Refunds (subject to administrative fees) are available if the cancellation request is received prior to registration closing on Thursday, August 23 rd at midnight. No refunds will be issued after this time, even in the case of injury or mechanical problems. ELIGIBILITY To be eligible to participate and race in all categories, including UCI categories, riders must be a Canadian citizen, permanent resident, landed immigrant, or an individual with refugee status. Racers must hold either an UCI license, OCA Citizen Permit, or one-day permit to participate. Only UCI license holders are eligible for championship categories (OCA Citizen Permits eligible for Squirt, Peewee, and Minime Championships). 5 P a g e

6 One-day permits are available upon registration at a cost of $8 for youth (under 18 years of age) and $12 for adults (18+). Please refer to the below, Categories & Licenses section to reference what license is required within each race category. Registration for championship categories requires the presentation of a valid UCI race license. Citizen permits will be accepted for some categories (Squirt, Minime, Peewee). All participants must be prepared to present their license at registration/plate pick-up and upon demand at the event. Domestic licenses from other countries or within Canada are not permitted for this event. Only Ontario residents are eligible for the Provincial Champion title, podium positions, medals, and jersey within the identified championship categories. Should a non-ontario rider place amongst the top three overall finishers in the race category, a podium presentation will take place based on order of finish of the race and a second podium presentation based on the Provincial Championship results of eligible riders will follow. In order to be eligible for the U23 Provincial Championship title, a rider must be licensed as a U23 Elite (Provincial Code XMU23 or XWU23). Sport and expert riders will not be eligible for the U23 Provincial Championship title. Athletes are not considered registered for an event until all administrative requirements have been fulfilled: o Completed the CCN registration form o Sign the participation waiver o Payment has been transacted o Rider s license has been validated by the designated commissaire. Sport and expert riders will not be eligible for the U23 Provincial Championship title. PLATE PICK-UP All riders should use their O-Cup plate issued at previous O-Cups. New riders will be issued a plate available for pickup at registration on both Saturday and Sunday. Riders are encouraged to pick up their plate on Saturday, August 25 th to avoid lines on race day. Riders must sign-in and pick up their plate at least 30-minutes prior to the start of their category s race. Replacement plates will be issued at a cost of $10. Number plates will be provided by the OCA, and must be positioned on the front of the racers bike. Any plate that is not placed as such will result in no placing. Plates are not to be trimmed or modified. 7 P a g e

EVENT SCHEDULE Saturday, August 25 th Gate entry fee will be charged to riders upon entrance at Kelso Conservation Area for pre-riding or attending community event. A conservation Halton Parks pass can be purchased in advance if desired. A Parks Pass provides the carrier to unlimited park entry for 1-calendar year. Not sure you are ready to experience an Ontario Cup race? Let us show you how easy and fun it can be! Come race with other younger and newer riders and experience the thrill of racing. Kelso s kids course will be set up to provide you some challenge, without pushing the comfort envelope too far. The kids course will include a little taste of everything that a full race could offer. Anticipated course length will be under 5km total. Each rider will receive a race plate and official time. The race route will be marshalled with race staff and first aid to help ensure your race is a safe one. Come celebrate the sport, don t worry about the podium! Kelso offers trails that cater to the new rider and seasoned expert. With double and single track, climbs, descents, and plenty of natural and man-made TTF s Kelso will not disappoint. 14 STAGING & START PROTOCOL Riders will be staged approximately 15-minutes prior to start time. When multiple categories are starting at the same time, rides from each field will be staged together and separated from other categories by a few feet. Categories will be sent separately from the start grid in waves. A time gap of 2-minutes will be given between each category within the start wave. Please refer to the event schedule for staging order. The rider call-up will be determined as follows: Non-Championship Categories 1. Top 10 O-Cup points Master Expert (all age groups) Cadet Expert Elite Men / Women U23 Men / Women Junior Men / Women 1. Top 3 from last year s championships 2. Top 8 O-Cup points 1. Top 5 from last year s championships (Excluding riders who have aged up) 2. Top 8 O-Cup points 1. *All riders with UCI points* 2. Top 5 from last year s championship *courtesy to acknowledge participation in higher caliber races WARM-UP / PRE-RIDING THE COURSE Pre-Riding the Course Pre-riding of the course shall be available to riders on Saturday, August 25 th. Course routes will be fully marked in its entirety by the evening of Friday, August 24 th. On occasion we must change sections of the course due to poor weather and/or course conditions prior to the start of the event. In event these changes are made, announcements will be made to notify riders. Adjustments to course markings may be required as per race officials suggestions up to the evening prior to the event. Please pre-ride with extra care, treating the pre-riding as just another mountain bike ride and ride within control and with maximum caution. Warm-Up Warming up on the course while a race is in progress, or at any other unauthorized time, is strictly prohibited and will result in disqualification. Please respect the other racers by not warming up immediately behind the last place rider in the ongoing race. Helmets must be worn AT ALL TIMES when riding the course. Failure to comply will result in disqualification. 14 P a g e

15 TIMING & RESULTS All results will be posted on the results board following each race. Please allow 30-minutes for times to be posted after the last racer has finished. There will be a 15-minute window to allow for protests by riders. Official results will be available on the OCA website at AWARDS & PODIUM Podium presentations will occur for the top three athletes in each category, for each event. If a non-ontario participant finishes in the top three placings, a separate podium will be held for championship medals. In some instance 3 podiums will occur: 1. Race Podium 2. Provincial Championship Podium 3. O-Cup Series Podium Medals will only be awarded to the top three ONTARIO athletes in each category for each event. An Ontario participant is defined as anyone duly licensed by the OCA. Podium presentations will occur throughout the day based on the following schedule: Approximate Time Podium Presentations 10:15 AM 9:00 am race categories 12:00 PM 10:30 am race categories 1:45 PM 11:45 pm race categories Following last race 1:30pm race categories All podium finishers must be in attendance to receive their award/prize. Failure to do so will result in a fine and loss of award/prize. Riders must wear their competition uniforms for the presentation. No jeans, sunglasses, or hats. 16 CHAMPIONSHIP CATEGORIES A provincial jersey and medal will only be awarded to championship categories. Other prizes will be allocated for non-championship categories. In order for a meal to be awarded, there must be N + 1 participants in the category. In order for a provincial jersey to be awarded, there must be N + 5 participants in the category. For example, if there are: 1. 2 participants Gold will be awarded 2. 3 participants Gold & Silver will be awarded 3. 4 participants Gold, Silver, & Bronze will be awarded 4. 5 participants Gold, Silver, Bronze, & a provincial jersey will be awarded Categories that are eligible to be awarded a provincial medal and provincial jersey include: U11 Squirt Boys U17 Cadet Expert Men U23 Women U11 Squirt Girls U17 Cadet Expert Women Master Expert Men U13 Peewee Boys U19 Junior Expert Men Master Expert Men U11 Peewee Girls U19 Junior Expert Women Master Expert Men 50+ U15 Minime Boys Elite Men Master Expert Women U15 Minime Girls Elite Women Master Expert Women Master Sport Men 60+ U23 Men Master Expert Women 50+ EVENT RULES & REGULATIONS GENERAL RULES & REGULATIONS The races will be held under the rules of the UCI with CCA and OCA modifications. The CCA and OCA rules are available online at The penalty scale of the OCA rulebook will be applicable. An OCA representative will be present at the race to assist with rider licensing issues. Races will start promptly at the indicated start times. Team Tents can be setup within the designated area near the West Lodge. No team vehicles or equipment trailers will have access due to the controlled access across the railway tracks. Teams will be required to use the elevator and pedestrian bridge to transport items to the start/finish areas near the West Lodge. It is the rider s responsibility to ensure their race numbers are readable. Riders whose numbers are unreadable at the finish may not receive a placing and may forfeit their awards/prizes. Any rider dropping out of the race shall immediately notify a commissaire. Protests are considered from the point of the incident up to 15-minutes after the posting of results for the related event. All protests are to be made to the chief commissaire. All determinations made by the commissaire are final. Riders must respect nature and must ensure they do not pollute the course venue. 16 P a g e

17 TECHNICAL / FEED ZONES Feed Zone Regulations: 1. Feeding is permitted only in the zones designated for that purpose. 2. Only those persons responsible for feeding riders may be in the feed zone. Spectators/children & pets are not permitted in the feed zone. Spectators may watch from the opposite side of the course. 3. Tents, chairs, coolers, etc. must be a minimum of 10 feet away from the race course and must not obstruct others from feeding their rider. 4. Feeding from the opposite side of the zone will not be permitted. 5. Water bottles & food must be handed up to the rider without the feeder running alongside the rider. 6. During feeding no physical contact between feeders and riders is allowed. This will be considered technical assistance. 7. Pouring or spraying of water on a rider is not permitted. 8. No rider may turn back on the course to reach a feed zone. Technical Assistance Regulations: 1. Riders should be prepared to work on their bicycle outside of the technical assistance zone. They can receive assistance in the technical zone only, or neutral support if it is provided. 2. Small tools and tubes can be handed to people in the technical zone only. 3. Anyone in the technical assistance zone may help riders to get their bicycle running. 4. Riders must finish with the bicycle frame and number plate that they started the race with. 5. Spare wheels are allowed in the technical assistance zone only. No spare wheels are allowed in the feed zone or along the course. 6. Riders are required to supply their own parts and equipment in the technical assistance zone. Riders may not take other participants equipment without their permission. 7. Technical assistance applies to 1:30pm starts with the exception of the Junior/Cadet Expert Women category at 11:45am. 8. Riders may carry tools and spare parts provided that these do not involve any danger to the rider themselves or the other competitor. EQUIPMENT RESTRICTIONS The wearing of an approved helmet is mandatory. Per CCA rule N): At all times when participating in or preparing for an event held in Canada, all licensees who are mounted on a bicycle shall wear a securely fastened helmet that meets a recognized cycling standard for the specific discipline. Riders shall provide documented proof of this, such as a manufacturer s label, upon request by event officials. The use of cameras (helmet mounted, mounted on the bicycle, or worn on the body) is not permitted by athletes during competition. 17 P a g e

18 COURSE SAFETY BARRICADES Barricades or caution tape will be used to close off intersections. This tape is affixed to trees, stakes, and strung across pathways or along pathways to show riders where to go, or where not to go. Barricade tape can show participants where not to go, or it can be used to outline the outside (or inside) of a corner, or to keep riders out of a certain area. SIGNAGE Signage with arrows will be utilized to show directions of the course. Intersections may indicate where no to go with a do not enter sign indicating the wrong way. Three arrows facing down means caution slow and we usually use the words caution underneath the arrows as well. PULLING RIDERS Riders must start their last lap prior to the time identified with the event schedule. In addition, the commissaires may elect to enforce the 80% rule. If the 80% rule is going to be applied it will be announced prior to the start. INCLEMENT WEATHER In the event of rain prior to the race, the course may have to be re-routed. This is to the discretion of the race director and chief commissaire. Unfortunately, bad weather can change courses to different degrees depending on many factors and the duration/magnitude of the precipitation. 18 P a g e

19 FIRST AID / MEDICAL Kelso Conservation Area certified first aid staff who are trained, dedicated medical staff will be in place during the event. Course marshals will be on the course and as well as located at the start/finish area. Directions to the nearest hospital: MILTON DISTRICT HOSPITAL Bronte Street South, Milton, ON L9T 9K1 From Kelso Conservation Area: 1. Head northeast on Kelso Road and turn right onto Tremaine Road/Halton Regional Road In 1.8 km, turn left onto Steeles Avenue/Halton Regional Road 8. At the roundabout, take the 1 st exit onto Tremaine Road/Halton Regional Road In 1.6km, at the roundabout, take the 1 st exit and stay on Tremaine Road/Halton Regional Road 22 for another 1.5km 4. Turn left onto Derry Road West/Halton Regional Road 7 and in 1.5km turn right onto Bronte Street. The hospital will be on the left. 19 P a g e

20 VENUE INFORMATION Kelso Conservation Area is part of more than 2,400 hectares of conservation lands that are being protected and are available for recreational and education experiences. The park has more than 22 km of scenic marked trails meandering through fields and old growth forest along the beautiful Niagara Escarpment. Catering to both hikers and bikers the trails offer opportunities for everything from a casual stroll to adrenalin filled two wheel adventures. The trails are routed to protect neighboring environmentally sensitive areas. Trail routes are selected to mitigate damage to animal and plant species. GATE ENTRY FEES Gate entry fees are included within the entry fees for all riders participating on Sunday, August 26 th. All participants MUST hand in proof of registration upon entrance in order to waive the gate fee. If riders are unable to hand in proof of registration, they will be charged the participant gate fee of $5.50 upon entry. Refunds will not be issued if participants return later in the day to show proof of registration. Riders who wish to pre-ride the course on Saturday, August 25 th will be required to pay the gate entry fee upon entrance at the park. Spectators will be required to pay the gate entry fee upon entrance on both Saturday, August 25 th and Sunday August 26 th. These micro sites will provide enough space for a tent, chairs, and other small amenities. Payment of $15 per person per night (includes HST) due at time of booking. RV s are permitted. A limited number of camping trailer slots are available (no hydro or sewage hookups available). Check in between 4:30 PM and 6:00 PM on Friday or after 12:00 PM on Saturday. Please go to the Visitor Centre in the West Parking Lot to check in for camping. If checking in after 6:00 PM please go to the gatehouse. A large shared fire pit and shelter near-by Portable water is located on site with flush washrooms Showers area available at the Park Swimming beach is within close proximity to the camp sites Park closes at 9:00 PM Alcohol is not permitted in the park. To reserve your spot for the night or weekend, please contact the Kelso Conservation Area Visitor Service team at ext PARK ACTIVITIES After settling into your campsite on Friday night, head over to the Food Truck N Friday Event for some tasty food and then enjoy the Outdoor Movie (Wonder Woman) being shown on the ski slope! After your pre-ride or race, why not check out Kelso s Aerial course or Climbing Tower for some apres race fun!
