2 Annual Milton Community Food Drive Presented by The Salvation Army and the Milton Fire Department The OCA will be collecting items at the registration desk on behalf of the Milton Community Food Drive on Saturday December 1 st and Sunday December 2 nd at the Youth Track Development Series and Track O-Cup. Items: Non-Perishable Foods Household Cleaning Products Toiletries Baby Items Note: preferred items include peanut butter, cereal, crackers, cookies, etc. Donations will also be collected at the following locations: Loblaws Superstore Walmart Metro Food Basics La Rose Italian Bakery The Food Port No Frills Canadian Tire Sobeys FOOD DONATION GOALS The food is received by citizens of Milton/Campbellville who live at or below the poverty line. We serve approximately *600 people* at our food bank and with a consistent increase in new clients anticipate a much greater number. TOY DONATIONS Toy donations can be dropped off at The Salvation Army Khi Community Office. MONETARY DONATIONS Christmas Kettle Campaign our single most important fundraising event of the year. Money raised comprises the entire annual Food Bank and Family Services operating budget. Every dollar donated through the Christmas Campaign stays in our own community. Please visit the Food Drive Milton website for more information OCA Food Drive Contest NEW THIS YEAR! Bring non-perishable food items for your chance to win one (1) of two (2) 2019 OCA memberships. The OCA will be giving away two (2) free 2019 memberships to those who bring the most non-perishable food items to YTDS #1. The first membership will be given to the club that brings the most items (membership can be given to the athlete in the club with the largest donation). The second membership will be given to the independent rider that brings the most items. Winners will be given a coupon code to redeem their 2019 license. Prizes do not have a cash value and are non-transferable.
3 General Information The Youth Track Development Series has been designed to optimize the development of our young athletes through a format that removes the emphasis on winning and instead focuses on skill development. After another successful season of ability based racing, riders will continue to select their category based on their ability and comfort level. With the help of their coaches, athletes will be placed in categories A through E, with A being the most advanced category and E being the beginner/entry category. The ability categories aligns with Long Term Athlete Development Principles by allowing athletes at different levels of physical maturity, and/or time in the sport, to participate in meaningful mixed gender competition. Cycling Canada s Track Cycling LTAD Model states: It is deemed essential to base cycling-specific training on developmental age, not on chronological age It is essential to understand that when working with young athletes, we are not simply preparing them for our sport, but for all sports- and that by offering well-rounded development that builds physical literacy, we are also preparing them for a more active, healthy lifestyle Young athletes of the same chronological age can vary widely in their development, ability to learn skills, and emotional readiness for competition. Over-emphasis on skills and tactics the athlete is not ready to learn, or intensive competition, can take the FUN out of sport Young athletes deserve a program appropriate to their own stage of development The emphasis on Winning in the Youth Track Development Series has been reduced: Winning does not allow room for failure and learning Winning is all about the outcome, not the process of developing proper skills Winning rarely yields room for development; proper development inevitably leads to success Timing will be done manually and data used to rank athletes to ensure that they continue to be placed in appropriate competition categories. The recorded finishing order will be approximate and finishers in the main bunch will be placed as accurately as possible by the volunteers at the finish line. The focus should be placed on having athletes apply new tactics, try new skills, and seek to achieve personal bests.
4 FIRST TIME TRACK RACERS The National Cycling Institute Milton (NCIM) runs track certification courses. It is recommended that riders new to the Youth Track Development Series obtain certification from NCIM first, prior to participating. Athletes who have raced at NCIM/FCV Sanctioned Race Nights should consult with their coach to determine which category best suits their abilities. The onus will be on the athlete s coach to make this determination. Any athlete that does not have a coach but has raced in NCIM/FCV races should contact the OCA to determine their race category. Assessments of track competencies will include: (a) Ability to ride safely and confidently in a pack (b) Ability to move up and down the track [i.e. above the blue line] (c) Exhibits spatial awareness [e.g. shoulder checks] Registration Information All events are pre-registration only. Registration is available via Due to an overwhelming number of participants, caps have been placed on the number of entries within each category. To reserve your spot, don t delay and register ASAP! Registrants may NOT downgrade or upgrade categories to secure a spot, should a category reach capacity. If a category is at capacity, please contact the OCA to be put on a waitlist. Any participant who does this, risks being removed from the event and forfeiting the non-refundable processing fee. UPGRADES: Upgrades will not be permitted on race day, except in exceptional circumstances. The OCA will consult with the Commissaire during exceptional circumstances. Coaches should assist their athletes, ensuring placement in the appropriate category based on age, physical maturity, cycling experience, etc. Entries WILL NOT be accepted after registration has closed on Tuesday, November 27 th, 12:00 pm NOON. All athletes must be duly licensed by the OCA - Citizens Permit or UCI license. Out of province athletes must have a UCI license. Licenses must have a UCI track code. Due to setup requirements, participants are asked to refrain from entering and setting up on the in-field until registration has opened at 10:45 AM. Riders must participate in all races. Should a rider need to pull out of a race, they must pull out of all races. The National Cycling Institute Milton (NCIM) runs track certification courses. COACHING FROM APRON: Coaching from the apron will be permitted during A and B category races ONLY. NEW THIS YEAR! 5 Entry fees are as follows: Event Grades A-E Para Registration Deadline Youth Track Development Series # 1 $35 + HST $20 + HST Nov 27, :00 pm (NOON) Youth Track Development Series # 2 $35 + HST $20 + HST Jan 8, :00 PM (NOON) Youth Track Development Series # 3 $35 + HST $20 + HST Jan 22, :00 PM (NOON) Track Development Youth Finale $35 + HST $20 + HST Feb 19, :00 PM (NOON) REFUND POLICY A rider must withdraw prior to the end of registration in order to be eligible to receive a refund. Once the registration period has ended, refunds are no longer available. All refunds are subject to a non-refundable processing fee (variable based on transaction value) plus a refund administration fee of $5 +HST. If an athlete withdraws from the event on race day, they are not eligible for a refund and the rider must inform the Chief Commissaire of their withdrawal. Failure to notify the Chief Commissaire may result in a fine. OCA reserves the right to issue refunds in other rare and exceptional cases. Injury, loss/change of employment, or a move away from town such that the participant can no longer attend, will NOT be considered a rare and exceptional case. 6 Events Over the course of the series athletes can expect a number of events. Standing Start 250 M (Timed Event) Standing 500 M (Timed Event) Kilo (Timed Event) Scratch Races Points Races Tempo Race Chariot Races Point a Lap Two athletes will be up on the track at the same time. Athletes must have a neutral holder provided by the organization. Manual timing will be used. Two athletes will be up on the track at the same time. All athletes start together and the objective is simply to be first over the finish line after a certain number of laps. There are no intermediate points or sprints. A sprint is held every set number of laps, with 5, 3, 2, and 1 point(s) being awarded to the top four finishers in each sprint. The last lap is worth double points. There are no points awarded for lapping the field. The winner of the race is the one to have the most points at the end of the race Following the general rules for a points race and similar to a point-a-lap race, riders score one point by being the first across the line each lap. After the race starts, there are four laps that don't score points. The fifth lap all the way to the last lap score points. The bell will be rung once for the first scoring lap and once for the final lap. The last lap is only worth one point. There are no points available for lapping the field. The chariot is a short, usually one lap, race. Up to four cyclists start from a standing start on the back stretch, and do an all-out sprint for a lap and a half. The first rider across the finish line is the winner. Depending on registration and time remaining a final may be held. The point-a-lap is, where a single point is awarded to the first rider to finish each lap, including the last lap. There are no points awarded for lapping the field. The winner of the race is the one to have the most points at the end of the race. Win and Out Longest Lap Elimination Races Keirin Sprint Other The Win and Out is similar to the Elimination race, however, rather than the last rider being eliminated, the first rider to cross the line is removed from the race. The first rider removed wins first place, the second rider removed wins second place, and so on. Longest lap races have a slow part and a fast part. A first whistle starts the slow part, signaling the riders to get on the track after corner 4. Afterwards, at some point in the future, the Commissaire will blow the whistle a second time, signaling the one lap all out sprint. In between the two whistles, if a rider crosses the finish line, crosses onto the inside of the track (safety), rides backwards or touches anything with hand or foot they are eliminated. Riders are scored by finish order in the fast part, then by the reverse order of elimination in the slow part. At the end of every lap or every set number of laps the last rider to cross the line is eliminated from the race. When a predetermined number of riders remain, they sprint for the finish. Athletes start together, positioned behind a motorbike. The motorbike paces the riders for a predetermined number of laps, before leaving the track. Athletes then race for the remaining set number of laps. Athletes will start from a standing start and complete 3 laps (750 m) of the track. First rider across the line will be considered the winner. Some sprint events will have qualifier and final rounds based on time restrictions. Other events may be added during the season

8 Category Selection Guidelines These guidelines are to be used when self-selecting an athlete's category. The guidelines are in place to help ensure that athletes will be racing with other athletes of the same caliber. When registration closes, the OCA will review all athlete category selections and reserves the right to make adjustments [this will be done in consultation with the athlete/coach]. If you have any questions/concerns regarding which category to enter, please contact the OCA. Category Suggested Seeding Citizen Permit UCI License A Grade Gear Restriction 7.93M Junior Men competitive within the Ontario Cup Series Junior Men generally in the top third of the field at National Championships Category capacity = 24 participants B Grade Gear Restriction 7.12M Junior Women competitive within the Ontario Cup Series U17 Men finishing middle of the pack at Provincial Championship U17 Women generally in the top third of the field at National Championships U15 Men competitive at U17 National Championships Category capacity = 24 participants C Grade Gear Restriction 6.71M* U17 Women finishing in the pack at Provincial Championships U15 Men finishing in the pack at Provincial Championships U13 Men/Women with advanced skill and physical maturity Category capacity = 24 participants D Grade Gear Restriction 6.71M* U13 Women with race experience and/or advanced physical strength U11 Men with race experience and/or advanced physical strength Category capacity = 15 participants E Grade Gear Restriction 6.71M* U13 Women U11 Men/Women Category capacity = 10 participants Para The Para category is open to Tandems (stoker + Pilot) *Rental bikes may not be set-up with appropriate gearing and therefore it will be at the OCA s discretion to allow riders to use a rental bike when the gearing doesn t match the restrictions NOTE: Upgrades will not be permitted on race day NOTE: Waitlists will be available for categories once maximum capacity has been reached. Categories may be expanded based on demand. Contact the OCA office for more information. The OCA reserves the right to move or assign athletes into proper categories. Assignments are based on age, ability, field sizes, past results, and rider performance.

10 Track Safety First aid will be provided by Odyssey Medical and is located in the in-field area. If you cannot start for any reason please notify a Commissaire. You are required to wear an approved, regulation cycling helmet at all times while riding your bike. Riders may be pulled from a race if they present a legitimate safety concern to other riders Do not ride down the back ramp. Riders are to walk their bikes down. Failure to do so may result in being pulled from future events. Below is a map to the nearest hospital. 11 General Rules and Regulations The races will be held under the rules of the UCI with CC and OCA modifications. The CC & OCA rules are available online at: This event is pre-registration only. Bib numbers will be handed out at sign in. All athletes must sign in at registration. Sign in closes 30 minutes before the start of the first session. An OCA representative will be present at the race to assist with rider licensing issues. Licenses may not be purchased the day of the event. Please contact the OCA for more details. If you do not have a valid UCI Track License or Citizen Permit for 2018, you will be able to purchase a 2018 license two weeks prior to the event with rush or super rush processing. Regular license delivery takes 2-3 weeks from the time of purchase. Races will start promptly at the indicated start times. Bike check may occur on a spot check basis. All bikes must comply to regulations. Gear rollout will occur only prior to the first race of the day. Standing starts for each rider will be held by a neutral volunteer. Coaches are not permitted on the track as holders. In case of an accident spectators are NOT ALLOWED to cross the track, however, they can gain access to the in-field through the tunnel. Pits will be pre-assigned by an OCA staff member on the day of the race, based on club registration numbers. Team flags are permitted in pits. Advertisements in pits are not permitted. The use of aero bars and aero helmets are prohibited. Carbon wheels and disc wheels are prohibited. Maximum wheel rim depth 40mm. Only Licensed coaches and operational / event personnel are allowed on the apron / safety zone at the sole discretion of the OCA. Riders may be pulled from a race if they present a legitimate safety concern to other riders For safety reasons, in the case of a mishap during a mass start race, riders in C, D, or novice categories will not be permitted to re-enter the race. Athletes in categories A or B will have 5 laps in which to resume racing. No one may re-enter a race within the final kilometer.
12 In-Field Policy Only team identified personnel are permitted in the in-field, at the sole discretion of the OCA. A maximum of five (5) personnel per club are permitted. Independent riders are permitted one (1) support person. Club presidents or identified representatives must pre-register their personnel by the DATE by sending an to events@ontariocycling.org All team personnel are required to check-in at registration for an in-field pass. All coaches are required to comply with the responsible coaching movement procedures in order to be permitted in the in-field. Results No electronic timing will be used in the OCA Youth Track Development Series. Results will be hand timed and are used as an approximate development tool. Results will not be posted on-site with the exception of qualifier race results. An official copy of the results can be found on the OCA website following the event. Please keep in mind that results are used as a development tool.
