Each year, the City of Redlands and surrounding communities open their homes, their hearts and their streets to world-class athletes. From humble beginnings on a Memorial Day weekend in 1985, the event, featuring 350 elite racers, has hosted future stars of the Olympics, Tour de France, and World Championships. The Redlands Bicycle Classic s long heritage of attracting future stars has earned its position in history: Where Legends Are Born! Friday, May 5, 2017 Start at San Manuel Village, Finish Line at Base Line Street & Church Street, Highland 8:45 a.m. Stage 3 Highland Circuit Race for Women (14 Laps, 41.3 Miles) 11:00 a.m. Stage 3 Highland Circuit Races for Men (20 Laps, 58.1 Miles) Public Services Seniors Wanted! Are you a Highland resident and sixty (60) years of age or older? If so, then you are eligible to receive a senior discount on trash service. 3 P a g e 3 Volunteer Services ARBOR DAY T he City of Highland held a tree planting last Friday, April 28th in honor of National Arbor Day and Tree City USA. We would like to thank all those that came out to enjoy the morning with us as we planted a tree at Cunningham Park. Your support for the community of Highland is appreciated. The City of Highland has earned and been recognized as a Tree City USA for 26 years. Highland achieved Tree City USA recognition by meeting program requirements. The Tree City USA program is sponsored by the Arbor Day Foundation in partnership with the U.S. Forest Service and the National Association of State Foresters. Trees are assets to a community when properly planted and maintained. They help improve the visual appeal of a neighborhood, increase property values, reduce home cooling costs, remove air pollutants and provide wildlife habitat, among the many other benefits. BIKE SAFETY COURSE IS A WRAP T hank you to all that came out on Saturday to participate in the Bicycle Safety Course and events. The City of Highland along with the Highland Police Department, hosted a bicycle safety course during the Highland YMCA Healthy Kids Day event. We also offered a helmet check, helmet giveaway and a healthy snack via the smoothie bike to the community! We are proud to announce that over 60 helmets were given away to children of all ages. Each child was fitted with the appropriate size of helmet and also received educational information about the correct and safe way to wear a helmet. Kids that chose to ride the bicycle safety course were given the rules of the road and of course everyone, parents included, enjoyed taking their turn on the smoothie bike courtesy of the San Bernardino County Public Health Department/Healthy Cities. 4 P a g e 4 Community Development Planning Commission: the following items: At the May 2, 2017 regular meeting, the Planning Commission discussed 1. Conditional Use Permit Application to Consider the Establishment of an Alcohol Beverage Control License (Type 41 On-Sale Beer and Wine) and Offer Live Entertainment for Jack s Cafe, a Bona Fide Public Eatery The Planning Commission adopted PC Resolution approving Conditional Use Permit , subject to the Conditions of Approval, and adopted the Findings of Fact. 2. Municipal Code Amendment (MCA ) Consideration of an Ordinance Prohibiting Commercial Marijuana Activity, and Adopting Reasonable Regulations Regarding Indoor Marijuana Cultivation on Private Residences, Consistent with State Law The Planning Commission: 1. Adopted a Notice of Exemption and instructed the City Clerk to file a Notice of Exemption with the County Clerk of the Board, and; 2. Adopted PC Resolution No recommending that the City Council adopt an Ordinance (1) amending Chapter 5.04 of the Highland Municipal Code to Prohibit the issuance of a business license for commercial marijuana activity, (2) amending Chapter 9.28 of the Highland Municipal Code to prohibit commercial marijuana activity and to regulate indoor marijuana cultivation on private residences, and (3) amending Chapter of the Zoning Code to prohibit commercial marijuana uses in all zones in the City and to allow limited indoor marijuana cultivation consistent with State law. 3. Determination that the City s Acquisition of a Trail Easement therein is Consistent with the City s General Plan, or part thereof, in Accordance with Government Section The Planning Commission adopted PC Resolution determining the acquisition of this Community Trail Easement is consistent with the City s General Plan, or part thereof, in accordance with Government Code Section
5 P a g e 5 Refuse Collection Information Containers must be placed at the curb for service by 5:30am the day of collection to ensure service. Between collection days residents are encouraged to store carts on your property, either in garages or behind fences. Stormwater Pollution Street Sweeping The street sweeper in residential areas can sweep anytime from 7am to 5pm, the day after your trash day. If trash pickup is delayed one day due to a holiday, the street sweeper will be delayed one day as well. Residents are encouraged to move parked vehicles from the street on sweeping day, to ensure clean streets for Highland. Anything thrown, swept or poured into the gutter or catch basin can flow directly into our creeks and eventually the ocean. This includes pollutants like trash, pet waste, cigarette butts, motor oil, anti-freeze, pesticides and fertilizers, paint from brushes, containers rinsed in the gutter and toxic household chemicals. Unlike sewage, which goes to a treatment plants, stormwater pollution flows untreated through the storm drain system. Contaminated runoff pollutes our drinking water and waterways, making them unsafe for people and wildlife. Remember, only rain down the storm drain!
