1 NORTH EAST OF SCOTLAND TRANSPORT PARTNERSHIP JOB DESCRIPTION POST TITLE : CYCLING DEVELOPMENT OFFICER (FIXED TERM) SALARY GRADE : Grade I ( 25,970-27,521.69) The North East of Scotland Transport Partnership is one of seven statutory RTPs established under the Transport (Scotland) Act It covers the areas of Aberdeen City and Aberdeenshire Councils and is managed through a Board of 12 members, comprising 4 Councillors from each of Aberdeen City and Aberdeenshire and 4 non-councillor members appointed by the Minister for Transport. The Partnership Executive is a small team based at King Street in Aberdeen City Centre. The annual budget is around 1 million revenue and 3 million capital. JOB PURPOSE The post-holder will support the co-ordination and delivery of a continuing partnership initiative between Nestrans and Sustrans Scotland, to help deliver a comprehensive, coherent and high quality active travel network for the North East of Scotland. 1. The post-holder will have a remit to support the day-to-day operation and co-ordination of active travel projects. 2. The post-holder will work in a small team of staff supporting the Partnership and securing the delivery of the priorities set out in Nestrans Regional Transport Strategy and the related Delivery Plan and Active Travel Action Plan and support the Getabout partnership. 3. The post-holder will be responsible for implementing a work programme which will be steered by a joint Nestrans/Sustrans Steering Board made up of senior staff from Nestrans and Sustrans Scotland. 4. The post-holder will progress the implementation of priorities identified in the Active Travel Action Plan to help develop cohesive active travel networks across the north east of Scotland, including detailed multi-year work plan development for capital projects, overall project delivery and oversight, time and budget monitoring and reporting. 5. The co-ordination of infrastructure projects and ensuring high quality design and best value in funding provided by Nestrans, Sustrans and local authorities in the area. 6. The post-holder will help manage Sustrans work relating to the National Cycling Network in the north east and play a role in taking forward elements of the vision for a fully integrated active travel network 7. The post-holder will work closely with other Sustrans employees who are embedded within Regional Transport Partnerships and Local Authorities in Scotland.
2 REPORTING RELATIONSHIPS Sustrans Infrastructure Partnerships Manager Partnership Director Transport Strategy Manager Office Manager/PA Cycling Development Officer (Strategy and Delivery) (Programmes and Delivery) (Travel Planning and Delivery) MAJOR TASKS Partnership working engage with Aberdeen City Council and Aberdeenshire Council staff and other partners to help deliver the Active Travel Action Plan (AcTrAP) for the North East of Scotland Planning support a detailed delivery plan to support the AcTrAP National Cycling Network work with Sustrans to develop the NCN within the North East Communication and marketing work with Nestrans, its partners, Cycling Scotland and Sustrans; assisting with marketing and promotion of active travel in the North East through the Getabout partnership Delivery as far as is feasible, begin to roll out the active travel network identified through the work plan development progress Community Engagement participate in working groups and community organisations, provision of advice to inform others on the use of the region s active travel network Mapping of the existing, proposed and potential active travel network for the North East Monitoring access and report on data that is collected by Sustrans, Nestrans and its member Local Authorities for walking and cycling Integration assist in improving integration across all travel and transport modes External Funding assist in identifying opportunities for funding at the Local, Scottish, UK and European levels and feed ideas to the team. MAIN DUTIES 1. The post holder will report to the Transport Strategy Manager and Nestrans Director and staff on a day to day basis, but will also be expected to report directly to Sustrans Strategic Cycling Plans Manager for those elements of the post which relate directly to Sustrans Scotland. 2. Provide support in the co-ordination, development and delivery of a detailed infrastructure project work plan including timelines, costs, delivery partners and responsibilities. 3. Work with Nestrans and the local authorities on the delivery of the Regional Transport Strategy, operational priorities and business plan and contribute to the Getabout partnership as required.
3 4. Work closely with the Sustrans team in Edinburgh to develop National Cycling Network in the North East. 5. Liaise with different stakeholders and attend steering group meetings, Community Forums or Cycle Forum meetings as and when required. 6. Work closely with Sustrans Research and Monitoring Unit and Nestrans in the development and implementation of a project monitoring and evaluation strategy. 7. Work closely with Aberdeen City and Aberdeenshire Councils, to plan and develop a coherent and well planned walking and cycling network that builds on the Active Travel Plan and develop Active Travel Audits for each main settlement in the area. 8. Support Nestrans and Sustrans team members in co-ordinating the work of Sustrans volunteers and other volunteering groups. 9. Update on project progress and outcomes to a variety of audiences including funders. 10. Liaise with international partners of similar city and/or town initiatives. 11. Ensure project activities are delivered efficiently, on time and within agreed budgets by monitoring expenditures from an agreed budget. 12. Provide regular project progress reports / updates to the Management Board of Sustrans and the Nestrans Board. 13. Provide information to the Councils Development Management sections in response to the active travel opportunities to proposed developments. 14. The post-holder will need to maintain effective working relationships with a number of key individuals including: Within Sustrans: Strategic Cycling Plans Manager, Scotland Deputy Director Built Environment, Scotland Engineering and Design Manager, Scotland Deputy Director Behaviour Change, Scotland National Director, Scotland Media and Policy Advisor, Scotland Volunteer team, Scotland (Edinburgh) Research and Monitoring Unit, Edinburgh and Newcastle Within Nestrans: Derick Murray, Director Rab Dickson, Transport Strategy Manager Kelly Wiltshire, (Travel Planning and Delivery) Louise Napier, Senior Planner, Aberdeen City Council Chris Menzies, Aberdeenshire Council External: Scottish Government Sustainable Transport Team Other Local Authority Transport and Access Officers within Aberdeen City and Aberdeenshire Councils Community groups and partners, consultants, contractors, media and press Strategic Project Officer, Tactran Active Travel Officer, Hitrans
4 CORPORATE AND STRATEGIC RESPONSIBILITIES 1. Support Nestrans staff in the planning and delivery of a range of active travel services and supporting local authorities in realising their vision for the future. 2. Maintain and promote the core values and corporate goals of Nestrans, ensuring that they are communicated effectively to staff and stakeholders. 3. Support Nestrans and local authorities in undertaking their roles. 4. Lead, direct and performance manage the projects for which the post holder has responsibility. 5. Support the building of a valued, confident, developed, empowered and innovative workforce. 6. Support the development and promote effective internal and external partnerships to ensure integration and delivery of Nestrans objectives. 7. Follow Nestrans financial and other policies and ensure timely reports are produced and financial regulations are adhered to. 8. Ensuring adherence to Nestrans constitution, policies and procedures in respect of specific activities and decisions. 9. Support the production and delivery of continuous improvement through service performance planning, monitoring and evaluation and contributing to corporate performance in relation to Best Value. GENERAL ACCOUNTABILITIES 1. Ensure that information received and disseminated, whether verbal, written or electronic concerning fellow employees, prospective employees or service users is treated in the strictest confidence, and that all such information is brought to the attention of the Director who will ensure it is regulated and controlled in compliance with Data Protection legislation. 2.
