A further meeting will take place the day before the 2016 National Council meeting. Willie and Bill alternated their attendance at Board meetings. Absence from a meeting can be for a variety of reasons; organisation of cycling events, family commitments or health issues. Sub-Committees There are three sub-committees. Keith s retirement gave CTT an opportunity to review the workloads of other members of staff as it was apparent that there was far more for everyone to do, particularly for Nick Sharpe whose professional expertise was being called on more and more to resolve issues. After due consideration, the Board of Directors unanimously agreed that more hours should be offered to Alison Torode (Champions Night Organiser), taking some administrative work from Nick to include project management, research into course measurement, timekeeping, risk assessment, workshops, conferences and logistics of National Council. Mark Sanders (National Treasurer) would take on more hours project managing financial aspects of the website and internet entries in addition to his role of National Treasurer. The staffing position will be reviewed in the spring but for now the roles formerly held respectively by Alison and Mark are ring fenced. The published Cycling Time Trials accounts cover the year to 31 March 2016, and for comparative purposes show the year to 31 March The accounts for the year show a surplus of income over expenditure of 2,000 compared to the previous year s surplus of 51,000. The material factors in this result when compared with the previous year are: Income: Overall, income fell by over 18,000: Type A levies increased by over 3,000 which resulted from an increase of around 1,500 rides. Type B levies fell by 26,000 representing around 13,000 rides. Subscription (affiliation and advertising fees) increased by over 6,000. Handbook deficit increased by 2,000. 4 Expenditure: Overall, expenditure increased by 31,000: National administration expenses increased by 37,000. This was due to a number of reasons, to include the expansion of the roles of the Treasurer and Champions Night organiser 7,000; bringing Snowdon Sports on board for publicity 10,000; costs of the development of the new website 12,000; National Council printing was understated in 2014/15 by around 2,000, the increase for 2015/16 being in relation to the new articles approximately 4,000 and extra papers required at the AGM 2,000. The other significant costs were workshops for both Organisers and District Secretaries 17,000 and drug testing 13,000. The cost of race numbers was 46,000 less than in The reserves at 31 March 2016 remain similar to last year s at around 500,000 which would cover the loss of income for over a year, or cover over a year s expenditure. MEMBERSHIP AND PARTICIPATION The number of affiliated clubs currently stands at 1498, an increase of 149 compared with last year. Of these, 535 have registered to carry advertising, an increase of 57 compared to last year. For the financial year to 31 March 2016, there has been an increase in the overall number of rides in Type A events with nearly 68,000 (up by 2%) and a fall in rides in Type B events with 110,000 (down by 10%). Insurance For 2015/16 CTT renewed its insurance using the same insurance broker, Romero Insurance Brokers Ltd. The policy is underwritten by Liberty Mutual Insurance Europe Limited. The total limit of indemnity is 10,000,000. Competitor to competitor cover remains an important element of the policy and provides indemnity should a competitor be involved in an accident involving another competitor whilst participating in a time trial held under CTT s Rules and Regulations. 5 CHESTER RC SAFETY OF THE SPORT Accident reporting The total number of reported accidents in CTT events in 2016 was 73, as opposed to 85 reported accidents in 2015, which represents a decrease of 14%. 44 accidents were reported in open (Type A) events and 29 in club (Type B) events. It is essential that all accidents are reported to the National Secretary (Legal & Corporate) as soon as possible after the event. Should an accident occur, copies of the following documents should be retained as they may be needed by CTT s insurers: 1. a copy of the police notification form sent to the police 2. any letter of acknowledgement from the police 3. the start sheet 4. the signing on sheet 5. the on the day risk assessment 6. any warning notice given to the competitors on the day (usually displayed alongside the signing on sheet). Accidents should be reported using the standard CTT form. This has been agreed with CTT s insurers and is available from either the District Secretary, National Secretary (Legal & Corporate) or can be downloaded from the CTT website. 6 ADAM DUGGLEBY AND STEVE BATE Cycle event signage Over 20 affiliated clubs which have never previously promoted time trials took advantage of the offer to purchase a Starter Pack of cycle event signs at a special rate of (to include carriage). Ten further clubs have replenished their stock with new signage. The Board of Directors see this as a further opportunity to continue with the offer in The Board are reviewing the next family of cycle event signs which are of a drop-down type, made of metal and will be fixed permanently. These signs will require the approval of the appropriate highways agency and/or a local authority. They will be manufactured similar to regulatory signage seen on the public highway. If your club needs signs please order well in advance. At peak times the manufacture and processing of signs can take several weeks. 7 WELFARE OF THE SPORT Regulation 25 and Medical Control Anti-Doping collections were carried out at various events, including National Championships during In all 72 samples have been collected. At the time of compiling this report, CTT has not been notified of any adverse analytical findings. In all cases the randomly selected individuals were very co-operative. It is very important to note that it is the individual rider s responsibility to check if they are required for Doping Control. Riders should always return to the event HQ on completion of their ride, and if required, report to Doping Control. Importantly, failure to report renders the individual liable to be disqualified from the event and/or further disciplinary action. We would remind riders to check with their doctor, if they are taking medication, that the use of such medication does not contravene the Anti- Doping Regulations. Also, riders should be aware that a Therapeutic Use Exemption (TUE) may retrospectively be applied for. Details of banned substances can be found on the UKAD website If you have a concern about doping, however small it may seem, you can contact UKAD direct. UKAD would like to know who is involved (can include individuals or teams), what they are doing and why, how they are doping, when and where it is happening and who they are obtaining the substances from. UKAD is constantly building its picture of doping in sport and your information could be just the detail UKAD needs. You can call UKAD anonymously 24/7 to talk to a highly-trained operator who is independent from UKAD Call UKAD: If you d prefer not to speak to anyone, you can also report your concerns online: Say No to Doping campaign Following a small but significant spike in the number of doping violations in 2015, the CTT Board decided to run a publicity campaign to remind all competitors of the importance of riding clean. The support of our current Champions of Champions was sought to be ambassadors for the campaign and we are pleased to have enlisted the help of Hayley Simmonds, Matt Clinton, Louise Scupham and Matt Langworthy, who all endorsed the programme. The campaign, featuring all four riders in action and a new logo, was put together to include posters, banners for National events and for advertisements for use online and in social media. A set of posters for use at open events was also produced and sent to all race organisers and have been in use at events from June onwards. This effort has led to awareness of the issue of use of banned substances being heightened and, for riders, a greater understanding of the importance of their actions. It highlights CTT s efforts through doping controls to detect and eliminate cheats in our sport. DEVELOPMENT OF THE SPORT Our publicity campaigns 2016 The main objectives of CTT s advertising and publicity campaigns are: 1. To attract new riders to try our sport. 2. To engage with existing riders more fully. Attracting new riders This was the first year for some time that CTT has not paid for an advertising campaign. However, CTT still continued to benefit from investment made in previous years in campaigns aimed at attracting new riders into the sport. For example, The Race of Truth website ( which is aimed at new riders, attracted over 2700 new visitors in the first eight months of 2016 alone. Communicating with existing riders In 2016 CTT further developed a new strand to its activity started in 2015, by upgrading CTT s presence on social media by working with the news organisation Snowdon Sports as our social media managers. Snowdon s brief is to write and distribute through social media (principally Facebook and Twitter) weekly race reports and other news, thereby keeping our clubs, riders and other interested parties up to date with the sport in a manner not achieved through the mainstream cycling media. The result of this work has seen a dramatic increase in the number of followers on both the major social media networks. In 2016 there has been a 30% increase in the number of people following the CTT Facebook page (4170 to 5426) with a 17% increase in the number of people following CTT on Twitter (4439 to 5180). CTT is on track for another big year of growth. In 2015 the total reach on Facebook was 609,606. At the time of writing we are at nearly 900,000, and there is still the hill-climb season to come. In addition to social media, throughout the year CTT has continued to commission and publish 7

8 GHS - JOE LAVERICK AND LAUREN DOLAN WITH MATT CLINTON professional videos of our national championships and other major events and place these on the major video sharing platforms, You Tube and Vimeo. These are also then promoted by our social media outlets. An occasional series of video interviews was introduced with top riders commenting on their racing and training regimes. The first of these featured multi-champion and record holder, Matthew Bottrill, which was premiered in November This was followed by a two-part interview with record breaking Hayley Simmonds in April this year. Scholarship During 2016 the Scholarship gave support to Jake Coward, Ben McIntosh, Alice Cobb and Henrietta Colborne. Due to ill health, Ben had to return to the UK mid-season. Rider s blogs have appeared periodically on the website throughout the season. Website ( The new website was launched in mid-march with the integrated entry system following in early May. Since then the site has been constantly evolving. The site requires individuals to register in order to use its full potential. Currently just under 13,000 have done so. The site is Role based with different roles being able to perform different functions. General users can enter or withdraw from events and maintain their own profile area, including the ability to choose what level of privacy they require. They receive automatic notification of acceptance/ rejection to events as well as notification of the publishing of Start and Result sheets. Organisers can manage their events, accept or reject entrants (any rejected entries are automatically refunded), upload start and result sheets direct to the site and entrants with a link where they can download full start and result sheets. It is also possible to the entrants with any other information. If an event is cancelled, organisers can arrange through admin for entrants to receive a full or partial refund. District users are able to add/amend new events, courses, course maps and clubs. One of the most recent additions to the site has been the creation of a club panel. This means that club officials can pay the annual affiliation and any advertising fee online. When payment is made online, district officials are informed by . Over the winter months new static pages will be 8

9 added with Competition Record and Past Champions information. Future development includes the automation of the various BBAR competitions, RTTC Classic Series and the Champions of Champions. Once the above is achieved it is intended that the Ranking System will be implemented as proposed by the 2015 Working Group and subsequently accepted by the Board. Numbers New sets of race numbers (1-150) have been available at a discounted price of 50 with the normal cost price of a set of numbers of this quality being 150. A box of 1000 pins can also be supplied at an additional cost of 10. Fifteen clubs have included a set of numbers with their Starter Pack purchase and a further six clubs have purchased a number set. Closed Circuit Events In developing the time trialling ethos to a wider audience, a number of closed circuit events have been organised during the 2015 and 2016 seasons. The events successfully delivered were promoted in North Yorkshire on the Croft Motor Racing Circuit. With two events held in 2015 and a further three in 2016, interest in this type of time trialling is on the increase, with 75 riders competing in the final 2016 event. Interest in all the events came from right across the cycling fraternity, with ages in these Come & Try It Type B events ranging from six years through to 70 years plus. With families entering, competition between parents and children was keen. It is hoped to encourage this model across an increased number of Districts in coming seasons. The closed circuit RTTC National Championship continues to grow in popularity; and in only its third year, this year s event - again at Thruxton motor racing circuit - has attracted a record number of 314 entrants, a fantastic achievement after such a short time. Electronic start and result sheets The majority of start and result sheets are now sent electronically. Start and result lists submitted to the website in the correct format are usually published within 24 hours. A complete copy of both the start and result sheet must still be sent to the relevant District official. It should be noted that all literature sent this way must still comply with Regulation 27 (e) & (j) and MUST include the words Promoted for and on behalf of Cycling Time Trials under their Rules and Regulations. In order to comply with insurance requirements this wording MUST be included. Complete copies of both the start and result sheets can also be added to the website. Organisers should use the built in facility to inform riders how they can download the complete copy. In order to comply with data protection principles, start and result sheets should be sent to riders using the B (blind copy) function so as not to disclose the addresses of other recipients. No attachments should contain personal information (eg. address, telephone number, date of birth etc). Workshops/Conferences A total of 56 delegates attended a friendly and informative Organisers Workshop held on 12 March Topics covered included on the day risk assessments, event organisation, accident reporting and timekeeping; followed by an afternoon workshop focusing on the new CTT website. Many who attended said the knowledge gained increased their confidence and would encourage them to promote events in the future. A District Secretaries meeting was held on 13 February 2016 with all 22 of CTT s Districts represented. Topics covered included affiliation (following the new articles of association), payment by BACS/District bank accounts, accident reports, Gold badge/certificate of Honour criteria, antidoping, information deadlines, risk assessments and an update on the new CTT website. All those who attended found this an extremely useful and informative day. CYCLING TIME TRIALS HANDBOOK This year, a copy of the handbook again was issued free of charge to all affiliated clubs and all event organisers. For 2017, the cover price will remain at 9.00 with postage and packaging at 1.50 per copy. There will be a 50p per copy discount on all orders received before 31 December These will be dispatched direct from the printer (Geerings Print Ltd) in mid-january Orders received after this date will not receive the discount. With more riders using internet entry and full details of the majority of events being available on the CTT website, the total distribution of the handbook has fallen to approximately

10 MARCIN BIABOBLOCKI CHAMPIONS NIGHT Once again the RTTC Gala Evening and Prize Presentation (Champions Night) took place in January at Heythrop Park, Enstone, Oxfordshire. This fabulous, purpose built venue is perfect for our function and the changed format has been well received. We were delighted to welcome Michael Hutchinson as our compere for the evening and he, in turn, welcomed author Paul Jones as our principal guest. Paul has written some very good cycling books, but of particular interest to time trial riders is A Corinthian Endeavour the history of the National Hill Climb, which is a brilliant history and insight into hill climbing, recognising all the great, good and fabulous hill climbers who have won RTTC championship hill climbs over the years, up until the present day. Paul not only writes about our sport, but he also takes part and is no slouch when it comes to his own times, but his heart is very much in his writing. This year our stage was dressed with Pinarello bikes, courtesy of Phil Griffiths and Yellow, plus the fantastic sail banners depicting our champions. Excellent lighting and great photography from Brian Jones, with pictures of each of the winners projected onto the backdrop as they arrived at the stage to collect their awards, made special moments for each of them, which were shared with Chairman Sheila Hardy and Paul Jones and a full auditorium of appreciative cyclists. Visitors and guests were welcomed by National Treasurer, Mark Sanders, who shared his thoughts on our sport and concluded by asking all those present to give a warm round of applause to Keith Lawton who had announced he would be retiring as National Secretary (Competition & Development) during The formal part of the evening was closed by Paul Jones who gave an excellent and inspiring speech about his profession and the interesting people he encounters on his travels which was clearly enjoyed by all present. Dinner was served in the Ballroom and after guests mingled in the dining hall and surrounding area, where there was live music. After dinner Paul mingled with the guests, many of whom were looking forward to joining new club mates for the 2016 season. Thanks go to Geerings Print who support CTT during the year, producing the Cycling Time Trials handbook, pre-orders of which were available for collection at the event. The excellent organisation of the evening was due largely to Alison Torode and Keith Lawton supported by Board members of Cycling Time Trials, their families and friends to whom we give a huge vote of thanks. SCOTLAND DISTRICT Following the adoption of the new CTT Articles of Association at the 2015 National Council AGM, this paved the way for the formation of a new CTT District Scotland District. This has proved to be a very successful and active District, overseeing the promotion of 31 events over the season with a total of 1090 rides. During 2016, 61 cycling clubs have affiliated to CTT through Scotland District with the prospect of more to come in

11 COURSE MEASUREMENT A number of incidents during the 2015 season led to the Board of Directors suspending the use of GPS devices for course measurement. In the spring of 2016 Districts were contacted and asked to respond to a number of questions so that the Board could understand how this decision affected them and what concerns the Districts had. The replies were diverse; some Districts have many people with the ability and knowledge to use a Jones Counter whilst others have no-one willing or able and had been solely relying on the use of GPS devices for many years. It is the intention of the Directors that a suitable method of measuring is found, one that is accessible to all Districts and is user friendly. A number of suggestions have been made and these are now in trial. Once a conclusion is reached then we will endeavour to roll this out to all of the districts via workshops to take place in the first half of WORKING GROUP NATIONAL RANKING SYSTEM Following the findings of the Working Group that sat in 2015, it was intended during 2016 to put in hand a trial of the Ranking System with a view to that going live in As the Ranking System is a points based system, points being calculated from results, such a system is necessarily dependent on the facility being in place on the CTT website. Following the launch of the website in mid-march this year, there have been many other aspects of the website and its functionality that needed to be addressed before the trial Ranking System could be worked on. Unfortunately, there has been insufficient time to create the Ranking System facility. It is however anticipated that this will be put in place over the winter months and that consequently the Ranking System should be trialled during 2017 with a view to it going live in MAJOR EVENTS Champion of Champions Competitions Ron Kitching Trophy By winning the 25, 50 and Circuit Championships, Ryan Perry took the honours at the final event, from Richard Bussell. Last year s winner Matt Clinton took 3rd. In 2016, the total number of competitors across all six rounds was 630. Congratulations are extended to Phil Graves (Men), Claire Rose (Women), Chris Fennell (Espoirs), David Murphy, (Paracyclists), Jamie Holmes (Junior), Ian Holbrook (Vets Actual), Jackie Field (Ladies Vet) and David Hargreaves (Target Time) who won their respective categories, with Mike Vaughan Cycles taking the team prize. British Best All-Rounder Competitions At time of going to press a total of 97 men and 58 women have completed the appropriate distances. Seventy-five men and 52 women have achieved the 22 mph and 20 mph standards respectively required to be awarded a certificate. Congratulations are due to both Richard Bideau and Hayley Simmonds on winning the 2016 British Best All Rounder titles. Richard Bideau won this year s BBAR by mph from second placed Peter Harrison. Richard achieved times of for 50 miles, (100 miles) and (12 hour) in his 2016 campaign. Hayley Simmonds became the first woman inside 50 minutes for 25 miles with a time of 49.28, supported by times of (50 miles) and (100 miles), her average speed being two mph faster than second placed Angela Hibbs. The men s team award was won by Team Velovelocity with the women s team award being won by Born to Bike-Bridgtown Cycles. 11
