1 ATTACHMENT 1 SCOPE OF SERVICES INCOG Bicycle and Pedestrian Master Plan Project Scope of Work (11/29/2013) The Toole Design Group (TDG) is pleased to present this scope of work for the development of the INCOG Bicycle and Pedestrian Master Plan. The following proposed methodology will allow the TDG team to complete this project on time and within budget. Our proposed schedule would require approximately months from project kick-off to delivery of the final plan. The study area boundary is the Tulsa Transportation Management Area (TMA). The focus for this scope of work applies to the following communities: Bixby, Broken Arrow, Catoosa, Collinsville, Coweta, Glenpool, Jenks, Owasso, Sand Springs, Skiatook, and Tulsa, Oklahoma. The TDG Team will also identify bicycle routes and trails of regional significance in the communities of Claremore and Sapulpa. Study Priorities (to be confirmed with stakeholders during project kickoff): On-street facilities will be given priority in Tulsa. Off-street facilities will be given priority in the smaller cities of the region. Pedestrian facilities will be balanced throughout the region with a focus on policy and design guidance. Public and stakeholder outreach will be emphasized throughout the project. TASK 1. PROJECT KICK-OFF AND ONGOING COORDINATION At the outset of the project, the TDG Team will work with INCOG staff to refine the overall project strategy and initiate coordination with past or ongoing studies and projects in the Plan area. Task 1.1 Kick-off Meeting and Project Management The TDG Team will begin the project with a kick-off meeting with the Indian Nations Council of Governments (INCOG) staff and the appropriate representatives from the various jurisdictions within the Tulsa Transportation Management Area, to confirm the objectives for the project. As necessary, the kick-off meeting will address the following key project issues: 1. Provide a forum for meeting participants to identify opportunities and challenges that this project will face, and to establish the objectives that must be accomplished through this work. The TDG Team and the PMT will discuss any adjustments that should be made to the scope of work. 2. Discuss the project schedule, including the key milestones, deliverables and steering committee meetings. The draft project schedule in this proposal will serve as a starting point for the discussion. Based on feedback from the PMT adjustments to the schedule will be made. 3. Discuss the role of the steering committee in the project. Engagement at major milestones and decision points for the project. Clarify involvement in public outreach and at public meetings. 4. Discuss the availability of GIS data and other plan documents that will be needed for the project and how the TDG Team should initiate communications with local and/or state agency staff to request information. 2 Based on feedback from this meeting, the TDG team will revise the draft scope of work and schedule, and provide a revised version to the INCOG staff. Task 1.2 Refine Plan Goals and Objectives with Project Steering Committee The TDG Team will conduct a kickoff meeting with the Project Steering Committee to define the overall vision and goals for bicycling and walking in the region. The TDG Team will look to existing goals developed by the Bicycle/Pedestrian Advisory Committee and to the 1999 Trails Plan to frame this process. During this discussion, the Steering Committee will help the TDG Team understand state and local transportation policy, land use policy, development patterns, existing programs and other factors that will contribute to a high quality bicycle and pedestrian environment in the INCOG region. The TDG Team will develop the draft vision and goals statement based on this discussion. Task 1.3 Plan Process Overview The TDG Team will conduct a two-hour workshop with the Project Steering Committee, INCOG staff, and local jurisdiction staff on plan development, methodology & process, so expectations are clear amongst a broader group than just the project managers. In this training we will discuss project schedule (highlighting key milestones), types of analysis to be conducted and anticipated project deliverables. Task 1.4 Collect Existing GIS Data and Develop GIS Database & Base Map To conduct the analyses described in this scope the TDG Team will need a wide variety of GIS data, which can be described in two broad categories: 1) a centerline file of streets and roadways with various attributes (see section 3.2), and 2) a wide range of other data that may be region wide or limited to select jurisdictions, to be used in the GIS analysis and mapping and other parts of the plan. It is anticipated that the data collection phase will begin at the outset of the project to expedite the tasks that follow. The TDG Team assumes that the majority of data that is needed is already available through existing GIS inventories. It is anticipated that INCOG will be able to provide GIS information that will be needed for the analysis, including the following: Roadway centerline files with road name, classification, posted speed limit, ADT, number of travel lanes, lane widths and overall roadway width, direction (one-way vs. two way) Locations and descriptions of planned transportation infrastructure improvements Existing and planned trails and greenways, sidewalks, and on- and off-road bicycle facilities Right of Way extents Locations of signalized intersections On-street parking restrictions Areas with traffic calming Parcel layers indicating public or private land ownership Locations of physical barriers such as sidewalk gaps, major highways, rivers and streams, steep terrain, and other barriers Major employment and activity centers Locations of bus stops and transfer points, bus routes, and locations of major bicycle and pedestrian trip generators (including schools, universities, libraries, parks and open spaces, senior centers, social service sites, community centers, sporting venues, tourist destinations, hospitals, military bases, and other activity centers) Locations of planned residential or commercial development Land use (current and proposed) INCOG Bike Ped Master Plan Contract FINAL.docx Page 3-2

3 Zoning Population, employment, and travel data (by census block group and traffic analysis zone) Journey to work data, and auto ownership Locations and descriptions of bicycle and pedestrian crash locations (for at least three years) Traffic Analysis Zone (TAZ) trip data Aerial photographs (MrSID) for the study area Additional data which would be beneficial: Future parks and conservation areas Boundaries and description of major new land developments or facility expansions, such as for universities, military bases, hospital/medical school campuses, major tourism facilities, airports, public works, industries, federal facilities, etc. Under guidance from the INCOG staff, the Team will use data provided by INCOG and request additional data through contact with planning, transportation, park and/or public data management agencies within each government jurisdiction in the MPO region and the Oklahoma Department of Transportation. Task 1.5 Steering Committee Meetings The TDG Team anticipates conducting six meetings with the steering committee over the course of the project, to be scheduled on an as-needed basis. These meetings will include project status checks, review and comment on work to date, workshop specific project challenges, discuss strategic approach, and education/training. The meetings will coincide to the greatest extent possible with other planned project work. Task 1.6 Ongoing Project Coordination This task includes ongoing coordination between the TDG Team and the INCOG project management team for the duration of the project. This is anticipated to include regular conference calls, monthly status reports, and miscellaneous project administration including a bi-weekly conference call. ASSESS BICYCLE AND PEDESTRIAN DEMAND AND AWARENESS During Task 2, the TDG Team will use a combination of quantitative and qualitative tools to assess demand for walking and bicycling in the study area. Task 2.1 GIS-Based Demand Analysis This task includes developing a heat map of relative levels of existing and potential demand for walking and bicycle facilities across the study area. The analysis will be conducted using GIS mapping and will incorporate INCOG Bike Ped Master Plan Contract FINAL.docx Page 3-3

4 demographic data, locations of bicycle and pedestrian trip generators, etc. The final product will be a GIS-based heat map showing relative levels of demand for walking and bicycling across the greater Tulsa region. Task 2.2 On-Line Survey The TDG Team will develop an online questionnaire to assess attitudes and opinions related to walking and bicycling in the greater Tulsa region. This survey will be developed in English and in Spanish and will be designed to be completed in minutes. The survey will be designed to work on both PCs and portable electronic devices such as tablets and smartphones. The TDG Team will provide a press release to promote the survey, and will collaborate with INCOG staff, the project steering committee, municipal staff, and local groups and organizations to distribute the survey broadly. This survey will also be available in a printable format for distribution to individuals without computer access. We anticipate that management and input of the paper surveys will be handled by others (perhaps the Project Steering Committee or an INCOG intern) as this will reserve the TDG Team s labor hours for other more substantive tasks Task 2.3 Online Mapping Tool The TDG Team will develop an online Wiki Map to supplement our conventional public outreach. This exclusive Toole Design Group web-based interactive mapping enables us to collect detailed user input on a wide range of project elements, from existing conditions for bicycling, to desired routes and destinations. The data received will be integrated into our GIS analysis and will be used to inform and support recommendations developed in the Master Plan. Task 2.4 Meetings with Key Stakeholders or Community Groups It is anticipated that targeted outreach is beneficial in engaging certain communities and groups. In the INCOG service area this will include the health and medical community, low income communities (both urban and rural), tribal communities, small town councils and residents, law enforcement officials, the business community, and of course the people who are already engaged in bicycling, walking, and using trails for both recreation and transportation. In addition, there are cases where it is important to bring project information directly to the community. Having an information table at a popular community event, or attending the regular meeting of a civic association or church group is a good way to ensure that input is gathered from a cross section of the community. The TDG Team will be available to participate in up to six meetings or events with these stakeholder or community groups. Task 2.5 Interim Memorandum Describing Demand and Awareness Assessment The TDG Team will develop a brief memorandum and maps describing the findings of the GIS-based demand analysis, results from the survey and online mapping tool, and findings from meetings with key stakeholders. This memorandum will be designed for easy conversion into a chapter on Demand and Awareness in the final plan. 5 TASK 3. PUBLIC INVOLVEMENT AND OUTREACH TDG proposes the following approach, designed to deliver meaningful public participation in a cost effective manner. It is assumed that INCOG staff will arrange meeting logistics and distribute meeting notifications. Task 3.1 Public Meetings The TDG Team will conduct three public outreach meetings over the course of the project. Meeting 1: The introductory meeting will be used to gather insight and share concepts with the general public and interested stakeholders. The meeting will have the following objectives: Provide input into the vision/goals for walkability and bikeability in the region Solicit input on issues and concerns regarding pedestrian access, bicycle connectivity, and safety throughout the region Offer an opportunity for participants to document bicycle and pedestrian issues they are aware of in their communities Educate local citizens and stakeholder groups about successful solutions to common pedestrian and bicycle deficiencies that other communities have used: including design treatments, standard and innovative accommodations, and programs Meeting 2: This task also includes participation in an open streets event in May, The presence at this meeting will primarily be to reach audiences who may not necessarily come to a bicycle or pedestrian plan meeting, and solicit input on priorities. The Open Streets event will include assisting INCOG staff on layout of a temporary cycle track and/or bike lanes. Meeting 3: This task includes a final public meeting to gather feedback on the draft INCOG Bicycle and Pedestrian Master Plan. We have found that hosting one well-publicized, dynamic and celebratory public meeting with representation from key stakeholders (e.g. elected officials, advocacy leaders, etc.) can generate enthusiasm for the plan and build momentum towards implementation. For each of these meetings, the TDG Team will be responsible for developing electronic template versions of meeting materials, handouts and presentations. Task 3.2 Community Walkshops These small scale hands-on meetings will take place in all 11 communities and include a walk audit in the community where the meeting takes place. This format will give the project team an opportunity to tangibly demonstrate how the recommendations in the plan will improve their community. It is anticipated that the TDG Team will develop template handouts and presentation materials for the Walkshops. The TDG Team will lead at least four of the Walkshops (scheduled to coincide with other project trips including pairing with other public meetings) INCOG staff will conduct the balance of the meetings. Task 3.3 Project Website For this task, the TDG Team will develop graphics and copy to be integrated into a Bicycle and Pedestrian program website (to be maintained by INCOG). We will work with staff to ensure that the website serves as an information portal for all aspects of the project, and can be used after the project is complete by INCOG as the ongoing Bicycle and Pedestrian Program website. 6 Project branding concepts (to be developed by INCOG staff) and implementation strategy in coordination with INCOG staff. Downloadable study fact sheet On-line survey Web-based interactive map (WikiMap) Information about opportunities to participate in the planning process Repository for interim documents, maps, etc. Resource center for the public Task 3.4 Stakeholder Huddles and Retreat This task includes meetings or huddles with key stakeholders and/or community groups. The TDG Team will work with INCOG staff to develop a project road show and supporting materials. It is expected that the INCOG staff will conduct the meetings throughout the region and report back the results in a timely manner. An additional stakeholder outreach component includes an off-site retreat at the mid-point of the project to review the draft network and foster buy-in from all parties. This outreach will be jointly organized and conducted by the TDG Team and INCOG staff. Stakeholder huddles should include meetings facilitated by Shane Fernandez with key community leaders to elicit broad-based community leader support from Chamber members of the Bicycle/Pedestrian Master Plan. Task 3.5 Media Releases/ E-Communications We will utilize our team s communication experts to assist INCOG staff in preparation and provide distribution assistance with all media related materials including media release (up to 3) and news articles (up to 3). For the purposes of local media, Shane Fernandez, of Crafton-Tull, will serve as the spokesperson for TV, radio and print media interviews after consultation with the TDG team and INCOG for specific talking points. Task 3.6 Presentation to INCOG Board of Directors Once a draft plan has been developed, the TDG Team will prepare and deliver a presentation on the draft recommendations to the INCOG Transportation Policy Committee and/or Board of Directors. The presentation will incorporate major themes, key highlights and summarize plan recommendations. Task 3.7 Bicycle/Pedestrian Planning and Design Training The TDG Team will deliver a one-day training for agency and department staff at the regional and local level. The training will be an opportunity for staff to expand their technical capacity and familiarity with best practices in bicycle and pedestrian design. The content for the training will be based on existing design guidelines and best practices, including the AASHTO Bike Guide, AASHTO Pedestrian Guide, NACTO Urban Bikeways Guide and other resources. 7 Presentation to INCOG Board of Directors & Transportation Policy Committee Full-day training TASK 4. NETWORK DEVELOPMENT AND CONDITIONS ASSESSMENT This task includes an assessment of existing infrastructure, as well as plan and policy review to establish a baseline for walking and bicycling across the study area. Task 4.1 Analysis of Traffic Crash History and Safety Statistics The TDG team will analyze GIS-based crash data to identify patterns in pedestrian and bicycle crashes, in particular locations or corridors that are experiencing disproportionately high numbers of crashes. The results will be incorporated into the plan in a variety of ways. While it is not advisable to rely solely on crash statistics to identify priority improvement areas, these findings may also serve as criteria during the prioritization process. Task 4.2 Develop Map of Existing Facilities and Level of Traffic Stress Using the GIS data obtained in Task 1, the TDG Team will develop a map of existing on- and off-road bicycle and pedestrian facilities across the study area (to the extent data is available). The map will show locations and types of facilities, and will include supplementary information such as locations of parks, schools, transit routes and other key generators of bicycling and walking trips. During this task, the TDG team will also develop a map showing relative levels of existing traffic stress for bicyclists across the greater Tulsa region. This will be based generally on traffic speeds and volumes, number of travel lanes, and type of facility available (if any) for bicyclists. Task 4.3 Develop Study Network TDG will define a preliminary network for field assessment based upon network connectivity and accessibility to destinations. This network will be developed using the map of existing facilities and traffic stress (for bicyclists), the demand analysis conducted in Task 2, as well as input from INCOG, the Steering Committee and the public (see Task 7 on Public Involvement), the TDG Team will identify critical gaps in the region s bicycle and pedestrian networks. This analysis will include: locations where bike lanes, trails or sidewalks end prior to key destinations, or do not sufficiently connect to other facilities (such as trail entrances) locations in the study area that are not currently served by the pedestrian and bicycle network, zones of the study area that generally lack sufficient coverage of pedestrian and bicycle facilities, pedestrian and bicycle hot spot locations where a significant safety issue exists, major barriers to bicycle and pedestrian travel, such as wide arterial streets, rail lines, water bodies, etc. This analysis will be used to develop a study network of approximately 250 miles of linear facilities and up to 15 focus areas (e.g. high crash intersections) where we will conduct a more in-depth analysis of general accessibility and safety. Each community will have at least one focus area with the balance being in the City of Tulsa. Focus area analysis will include the following components: General assessment of existing conditions; Identification of issues contributing to bicycle and pedestrian safety issues; Development of descriptive narrative and /or schematic map of recommendations. It is anticipated that the study network will be located primarily along arterial and collector roadways, and will include a generalized assessment of existing trails. This study network will be reviewed and confirmed with the Project Steering Committee and INCOG staff prior to assessment. INCOG Bike Ped Master Plan Contract FINAL.docx Page 3-7

8 Task 4.4 Assess Study Network TDG will evaluate the route network to define barriers and opportunities (existing conditions) as well as general connectivity issues throughout the study area. A team of experienced engineers and planners will assess connectivity in the entire network, as well as the focus areas. The Project Team will develop specific recommendations to improve bicycling and walking conditions while looking for opportunities to enhance network connectivity. For bicycle facilities, the assessment will document existing conditions, and specify a recommended facility treatment as well as the method for implementing each bikeway (i.e. lane narrowing, new construction, road diet, etc.). Assessment and recommendations for closing gaps in the sidewalk networks in the pedestrian networks will primarily be in the focus areas where the Project Team will be able to conduct a more in-depth assessment of conditions and opportunities. Assessment will include documentation of the extent of the existing network, including key gaps and barriers. The project team will recommend areas where sidewalks should be installed or improved, crossing enhancements, etc. It should be noted that this assessment is not anticipated to include an exhaustive inventory of ADA compliance or other very detailed elements. The Project Team will incorporate the findings from the field work into the project GIS database. Maps will be developed illustrating existing conditions, and recommended facilities (bicycle and pedestrian). Task 4.5 Review of Relevant Regional, Local and Transit Agency Plans, Policies, Studies and Design Guidance With the assistance of the INCOG staff, the TDG Team will collect and review relevant plans, reports, studies and analyses that have been previously completed or are in progress. Key issues may include sidewalk construction and width requirements, traffic impact analysis and accepted mitigation measures, bike parking requirements, provision of transit access amenities such as bus shelters, system maps and schedule kiosks, among others. This review will allow the TDG Team to evaluate existing plans for content that supports, inhibits, or could be enhanced to support biking and walking. Assistance from INCOG staff or the Project Steering Committee will be needed gathering the appropriate documents and/or online references, and we have found it most efficient for staff responsible for these plans to orient the Project Team to relevant sections. Some of the documents and studies that will be reviewed include the 1999 Trails Master Plan, Connections 2035 Regional Transportation Plan, City of Tulsa Comprehensive Plan (PlaniTulsa), 2011 Fast Forward Regional Transit System Plan, the Tulsa Downtown Area Mater Plan, and others to be determined in coordination with INCOG. 9 TASK 5. BICYCLE AND PEDESTRIAN NETWORK DEVELOPMENT Based on the information gathered in previous task, including the GIS facility inventory, field work, traffic crash data, review of relevant local and regional plans and the gap and demand analysis, the TDG Team will develop recommendations for bicycle and pedestrian capital improvements. These recommendations will consist of the following: key linkages for bicycle and pedestrian connectivity, significant corridors, intersections or crossings, major bicycle and pedestrian facilities (including off road trails, greenways, etc.), primary roadways that have or need bicycle and pedestrian accommodations, bicycle/pedestrian focus areas (existing or future neighborhoods that by virtue of mixed-land uses, demographic, and/or development patterns and style, may generate significant numbers of bicycle and pedestrian trips), and any other facilities that have been determined to be of significance. For bicycle facilities, the TDG Team will develop a map showing the effect of the proposed facilities on level of traffic stress for bicyclists. Any recommendations that would impact existing roadway capacity should consider the impact of that treatment on motor vehicle traffic. All recommendations should consider the treatments and the resulting roadway layout on a comprehensive multi-modal level. For example, a road diet recommendation should be accompanied with a rationalized statement on expected impact on traffic. Task 5 Deliverables: Map/s of draft network and associated databases Summary/rationale for the draft network TASK 6. PRIORITIZATION AND IMPLEMENTATION PLAN In this task, recommendations for physical changes to the INCOG transportation network will be prioritized and policy/program recommendations to support multi-modal transportation will be documented. The TDG Team will develop an implementation plan that identifies the parties responsible and timeframe for implementing various aspects of the plan, as well as a methodology for project prioritization. Task 6.1 Evaluate Existing Implementation and Funding Strategies The TDG Team will review the information collected in prior Tasks to evaluate the relative strengths and weaknesses of current implementation and funding mechanisms. Concurrent with the evaluation effort, the TDG Team will survey approaches used in other communities similar to the Tulsa region that may be useful in achieving stated goals. These will be assessed for their feasibility given the capacity of INCOG, local member jurisdictions including the City and County of Tulsa and other entities that will be charged with implementing this plan. These findings will be incorporated into an implementation strategies memorandum that articulates modifications to current mechanisms, explains approaches used in other communities that may benefit the INCOG region, and recommends specific strategies for retrofitting bicycle and pedestrian accommodations into the existing roadway structure. 10 Task 6.2 Review Planned Capital Projects The TDG Team will work with INCOG staff to develop a list of planned capital projects that coincide with the recommended bicycle and pedestrian network, and are early enough in the development process that recommendations could be included for incorporating bicycle and pedestrian facilities. The TDG Team will assess these projects and provide recommendations for enhancements to bicycle and pedestrian access where possible. Task 6.3 Cost Estimates The TDG Team will develop a spreadsheet-based cost estimating tool using local unit costs for various improvements (e.g. cost per foot of pavement striping). The Team will use this tool to develop planning-level cost estimates for the proposed bicycle and pedestrian network. This tool will be delivered to INCOG for future use. Task 6.4 Project Prioritization Methodology The objective on this task is to create a framework that would produce a list of projects prioritized first at the municipal level, but to also have regional priority determined so that regional transportation funding may be allocated for future Transportation Alternatives funding rounds. The pedestrian and bicycle recommendations from Task 5 will be prioritized into short-, intermediate-, and long-term projects. The TDG Team will work with INCOG to develop criteria that will be used to determine project priority. Factors that could be considered for prioritizing projects include: Project feasibility/ease of implementation Project cost Safety (locations that have experienced high numbers of pedestrian or bicycle crashes, locations with a high risk of potential crashes) Potential to improve access in areas with high user volumes and other key activity locations (parks, transit stops and stations, schools, offices, retail districts, malls, community and recreation centers, libraries, etc.) Public support (improvements suggested by citizens in the public meetings, stakeholder meetings, and Steering Committee discussions) Previous planning documents (projects that have been identified in previous planning exercises) Opportunities to provide facilities as a part of previously planned or upcoming projects (repaving and reconstruction projects) Impact on motor vehicle traffic, taking into account a multi-modal approach (i.e. a planning level multimodal level of service analysis as outlined in the 2010 Highway Capacity Manual) Task 6.5 Implementation Strategy The TDG Team will use the project prioritization methodology to develop a map and lists of short-, intermediate-, and long-term projects. The lists will include: prioritization, cost estimates, lead agency, and potential funding source. Task 6.6 Design Guidelines This section is intended to begin the process to develop facility design guidelines to assist with plan implementation so that every street built will be complete in terms of safely and comfortably accommodating all users and fostering a sense of place in the public realm. CONCEPTUAL DESIGN The TDG Team, in consultation with INCOG staff, will identify five areas that will receive a targeted assessment for retrofitting bicycle and pedestrian accommodations. Ideally, these will be locations that are fairly typical so that the lessons learned can be replicated elsewhere. Each concept will represent various recommended facility treatments. The concepts will be a subset of the 15 focus areas identified in task 4.3. The TDG Team will develop planning level conceptual designs for each concept with a perspective view including a before and after sketch for each area. These high-level concepts will be oriented towards marketing materials with heavy use of illustrations rather than design level detail. The concept design will be accompanied by a brief implementation narrative that will help inform the improvement process. Task 7 Deliverables: Conceptual designs of selected areas Preliminary cost estimates and renderings for design concepts TASK 8. NON-INFRASTRUCTURE STRATEGIES FOR INCREASING WALKING AND BIKING The TDG Team will provide recommendations for education strategies targeting improved safety for users of all travel modes, encouragement of higher usage levels of bicycling and walking and enforcement of laws that protect bicyclists and pedestrians in the multi-modal environment. Around the country these are frequently the areas where MPO s have their most direct level of involvement with bicycle and pedestrian transportation. The TDG Team will help INCOG fully explore the many proven outreach and promotion methods that will make the region safer for bicycling and walking, and get more Oklahomans doing it. Task 8 Deliverables: Recommendations on education, encouragement and enforcement strategies TASK 9. INCOG BICYCLE AND PEDESTRIAN MASTER PLAN The TDG Team will prepare draft and final versions of the INCOG Regional Bicycle and Pedestrian Master Plan report. The final report for the project will pull together the findings and public input as documented in the various memoranda and other documentation generated in Tasks 1 through 7. The plan will highlight the process for funding and implementing recommendations. The final Plan report will include written sections as well as maps that show the locations of proposed projects. The Plan will include separate chapters as appropriate for bicycles, pedestrians and shared use facilities. The Plan will include an Executive Summary that reviews the major recommendations of the Plan, and can serve as a stand-alone document if desired. Additionally, we will prepare a tear-out sheet that summarizes the specific facility recommendations for each community. The sheet will include the local recommendations, a list of projects and a map of the network. Upon approval of the draft by INCOG and the project Steering Committee, the Draft Plan will be posted to the project website for public comment one month prior to a final public meeting. 12 on the Plan, the TDG Team will revise it accordingly and prepare a final Plan report. The final report will be full color and will be illustrated with graphic maps, photographs, charts and drawings as needed to support the text. The TDG Team will develop a presentation of the final plan. This presentation can be delivered to the INCOG Board of Directors, the Bicycle/Pedestrian Advisory Committee and the city councils. Where applicable, the public will be invited to attend these presentations. Exhibits will be prepared of the existing conditions map and proposed route network.
