The riders, coaches and staff are all responsible to know and obey all rules and regulations from UCI, CC and OCA. All regulations and rules are available online here: UCI CC (N) Guide-2016-F.pdf OCA (O) Companion-Guide-April-2012.pdf OCA Road Communiqué Road # OCA specifications and Steve Bauer Classic (SBC) race organiser s specific rules and regulations or emphases are: In case of a rule or regulation infraction by a rider, coach, team staff or relative, alongside the UCI scale of penalties, the OCA scale of penalties will also apply and take precedence. An OCA representative will be present at the race to assist with riders licensing issues. 5 of 19
6 One-Day or Citizen Permits are not available nor accepted at Ontario Cup race series. There are no plans to sell UCI licenses on race day. Contact the OCA regarding any licensing questions. contact-ontario-cycling/ Phone: OCA online application for a UCI Licence: memberships/oca-2016 Any riders out of province are welcome to race. U.S. riders are require to have a UCI (international) licence to participate in any Ontario events. All foreign licensed riders, other than Canadian and U.S. riders, must provide a permission letter from their country s federation. Helmet (N) At all times when participating in or preparing for an event held in Canada, all licensees who are mounted on a bicycle shall wear a securely fastened helmet that meets a recognized cycling standard for the specific discipline. Riders shall provide documented proof of this, such as a manufacturer s label, upon request by event officials. In-race communications The use of radio links or other remote means of communication by or with the riders, as well as the possession of any equipment that can be used in this manner, during an event is prohibited. (O) Infringement of this regulation within provincially sanctioned races will be penalized using the OCA scale of penalties. Conduct of Riders Riders may not, without due care, jettison food, bonk-bags, feeding bottles, clothes, etc. in any place whatsoever. Riders may not jettison anything on the roadway itself but shall draw to the side of the road and safely deposit the object there. It is forbidden to carry and/or use glass objects. (SBC) A designated waste zones will be established by the organiser, the rider must safely and exclusively deposit their waste on the sides of the road in the designated area bis (O) Unless the event is completely closed to two way traffic, riders must remain on the right side of the road (Colloquially known as the Yellow Line Rule ). Any intentional breach of this provision shall result in the rider being disqualified from the race and will be required to withdraw from competition immediately. (SBC) The Traffic management plan (one-way directional traffic) is designed to provide an optimal racing environment on narrow roads where yellow lines are not displayed. The goal is to eliminate the possibility for the marginal centre of the road disqualification. The commissaire will provide a first warning for blatant or intentional breach of rule bis followed by disqualification if rider named in warning repeats the infraction. 6 of 19
7 Body Numbers (SBC) Rider shall carry two bib numbers. The bib numbers must be positioned on the rear right and rear side right as per the illustration: Race Incident bis The Extreme Weather Protocol shall be applied in UCI WorldTour and HC events whenever extreme weather conditions, as per the Protocol, are forecast. All other road cycling events are equally recommended to refer to the procedures set out in the Extreme Weather Protocol when appropriate. (article introduced on ) (SBC) In case of lightning, the race may be delayed or cancelled. If you are informed that the race has been stopped due to lightning, you are advised to seek shelter until the race can resume. There are no refunds if the race must be cancelled due to extreme weather conditions. Start of Race All riders must sign in at registration prior to race as per times given in the Schedule table on page 10 Riders are required to be staging at least 10 minutes prior to their race start at the designated area and to have signed in prior to registration closing. Races will start promptly at the indicated start times on the Schedule table on page 10 There are no free laps for mishaps (e.g. crashes and punctures). Riders suffering mishaps will be serviced from the Neutral Service vehicles and must continue the race from the point of the mishap. In the event of a mishap, riders are strictly forbidden from drafting behind vehicles for lengthy periods in attempting to catch up to their group. Such drafting may result in disqualification. In cases where more than one group is on the course at the same time, riders must remain separate when overtaking or being overtaken by riders from other groups. Lapped riders may be pulled-off at the order of the Commissaires, either after being overtaken or just before being overtaken. Otherwise, lapped riders must remain separate, even when being overtaken by riders in their own category. Riders who are dropped from the main bunch must proceed at their own risk 7 of 19
8 and shall always ride on the right side of the road with the flow of traffic. Race Neutralisation Clear information will be given at the staging of the race. Non respect of race organiser and commissaire instructions during the neutralization of a race will result in a disqualification of the rider. Race Finish All riders within a category will finish on the same lap. Therefore, lapped riders will complete fewer laps than the winner. When starting the last lap, any riders with a gap of 8 minutes and more over the lead group will be remove by an official at the finish line. A prorated time will be given based on the time gap and the position of the rider when removed at the finish line. Drop-out Any rider dropping out of the race shall immediately remove his identification number. (N) It is mandatory for a rider to inform a commissaire that he has dropped out of the race. This is important so that all riders are accounted for at the end of the race. Make sure to notify a commissaire in a way that is clearly understood and acknowledged (O) The fine for an unreported DNF is $50 for first offence; for the second offence $150. The third offence in the season is subject to action under the OCA Disciplinary Policy. Followers (Caravan) (O) At provincially sanctioned events, only race organization vehicles are permitted to circulate within the race; these vehicles may be driven by nonmembers. (SBC) Team vehicles will not be permitted on the course for any event. All other vehicles/team vehicles are not permitted to follow the races while in progress. Podium & Award Top 3 finishers are required to attend award presentations 40 minutes after the the first rider(s) finishes or risk forfeiting their awards. Top 3 finishers will wear clean competition uniforms for the presentation. 8 of 19
9 EQUIPMENT All equipment shall meet the rules, regulations established by the UCI. You may consult the information here: During the race, only bicycles and bicycle equipment, such as wheels, conforming to rules UCI are permitted. The use of glass containers is strictly prohibited during the race. Gear Ratio N) At national, provincial and local events, the maximum gear ratio authorised for the following age categories for men and women, is that which gives a distance covered per pedal revolution as indicated. *If a rider has received a dispensation to compete against riders of an older category, then the rider shall be permitted to utilize the gearing applicable to that older category. SBC) Gear restrictions will be enforced for U19 categories. U19 rollout is 7.93 metres. Apparel Riders are required to wear the jerseys corresponding to their affiliated club or team registered on their licence. Independent riders are required to wear plaincoloured jerseys with no significant logos, team names or advertising displayed on them. Sleeveless jerseys are not permitted National road, track, cyclo-cross, mountain bike, BMX, trials and indoor cycling champions must wear their jersey in all events in the discipline, speciality and category in which they won their title and no other event. Neutral Support Designated neutral service vehicles will be supplied by the organisation and assigned to follow every race heats. Riders are required to bring their own spare wheels to be placed in the service vehicles before the start of their race. Wheels must be clearly marked with the rider s number or with the rider s team name if it is intended for use by any member of a particular team. Although efforts will be made to provide a rider s own spare wheels in the event of a mishap, in the interests of servicing a rider quickly, service vehicles may supply wheels at random. The organization is not responsible for damage to wheels, even resulting from use by other riders. The neutral service vehicles will return to the registration area after each race for riders to pick up their wheel. Race organiser is not responsible for lost wheels. 9 of 19

Please refer to map below for its location. Staging location is located on the corner of Metler Rd. by Effingham St. and will be marked. Riders must assemble on the right hand side of the roadway on Metler Rd. Do not block the left side of the roadway to traffic. Any rider doing so will be sent to the back of the group for the neutral start. Please verify the schedule above for licence check and sign-in. It is mandatory all riders sign-in to race and stage at least 10 minutes prior to their race start. No Parking will be permitted on the race course. Designated general parking is located at Bissell's Hideaway free of charge. See map on page 11. Teams and clubs can park and set-up in the designated Team Parking zone at Bissell s. (Contd ) 10 of 19
11 VIP Parking for teams and clubs is available on the corner of Effingham St. and Metler Rd. for a $40.00 fee. All monies collected from the VIP Parking fees will be distributed to the men and women s U19 prize list in primes or final result placings. Contact us to reserve a VIP parking spot info@stevebauerclassic.com Please see Directions to Race on page 16 & 17 for driving directions and map. Do not drive on the course against the race direction. Plan to arrive via Hwy 20 -> Haist St.-> Metler Rd or southbound on Effingham St. from the north / St. Catharines (not using Effignham from Hwy 20). Expect short delays due to race traffic and respect directions given by police or race volunteers and marshals. 11 of 19
12 RACE COURSE COURSE Race course loop is 12.33km per lap with a 1km neutral roll out starting on the official start line. See map, elevation and description on page 12. The organisation has instructed the police and marshals securing the safety of the race course to only permit one-way traffic circulation following the direction of the race course. Roads are narrow, thus Police and Marshals will prevent traffic from driving against the race course flow. The race will have full use of Effingham St. during the neutral start and finish. 12 of 19

Parking will not be permitted at the feed zone. For parking please refer to the Head Quarters and Parking information on page 10 & 11. Based on rule , use of the Feed Zone will be authorized during the following laps: Feed Zone Open Laps *** Men Master 2 4 ** Men Elite 1-2 4, 5, 6, 7 & 8 *Men U19/E3, Men Master 1 & Women Elite 1-2 4, 5 & 6 13 of 19
14 PRE-RIDING Any riders who visit the course to train on the surrounding roads are urged to obey ALL traffic rules and signs. Please, do not litter, when it comes to your gel packs, bar wraps, bottles, etc. Your full cooperation is required. Please respect the community who allow us to keep running this event. WARMING UP No race day warm-up on the course. Riders can warm-up on the designated warm-up loop: Exit Bissells left on Metler Rd., right on Hansler, right on Overholt, right on Haist St. - repeat. TRAFFIC & VEHICLE CONTROL Police officers and marshals are instructed to control all vehicles to drive following the one-way direction of the race course. Police and marshals will not permit vehicles to drive in the opposite directions of the race. Residents have been informed to depart and access their homes by driving in the direction of the race course. Effingham St. from Metler Rd. to Tice Rd. will be effectively closed to traffic during the race. The above basis for traffic management cannot fully ensure that no vehicles may approach driving the opposite direction of the race course. The traffic management plan is designed to provide an optimal racing environment on narrow roads without yellow lines displayed. 14 of 19
15 CLASSIFICATIONS, PODIUM & PRIZE Podium and award ceremonies will be held at the race head quarters 40 minutes after the winning finish time of each respective category. A total of $ in cash prize, plus prizes will be awarded among general and mountain classifications. Equal prize money for both men and women will be distributed in the Elite 1-2 and Junior. The cash prizes will be ensured only by a minimum of 400 riders registered. The prize list will be displayed on and on race day at the race head quarters. Additional primes may be announced at staging start. GENERAL Classification As per finishing position, riders of each category will receive O-Cup points as follows: Placing 1st 2nd 3rd 4th 5th 6th 7th 8th 9th 10th 11th 12th 13th 14th 15th O-Cup KOM Classification King of the Mountain - Men Elite 1-2 5pt, 3pt, 2pt & 1pt point(s) will be awarded to first 4 riders crossing the line on lap # 2, 4, 6 & 8. Prizes to be paid out to the top 3 finishers who accumulate the most points. QOM Classification Queen of the Mountain - Women Elite 1-2 5pt, 3pt, 2pt & 1pt point(s) to be awarded to first 4 riders crossing the line on lap #2, 4, & 6. Prizes to be paid out to the top 3 finishers who accumulate the most points. KOM & QOM Rules Rider must finish the race. Tie breaker to be awarded to the rider who has the most first place points on the KOM/QOM line. If still tied, winner will go to the highest position on the final KOM/QOM disputed. 15 of 19
