1 Racing regulations Chapter 1: general regulations 1. The Race The European Junior Cycling Tour Assen 2013 is a stage race of multiple days for cyclists in the following categories: Youth I- VII, Nieuwelingen, Nieuwelingen- girls, Juniors and Junior- ladies. The European Junior Cycling Tour Assen, mentioned as Jeugdtour is done on an individual basis All participants need to have a valid cycling license from the nationale federation or the UCI 2. Regulations All races belonging to the Jeugdtour are held according to the regulations of the KNWU (Royal Dutch Cycling Union). These racing regulations are complementary to the regulations issued by the KNWU. 3. Licenses During the Jeugdtour the secretary office keeps all licenses. 4. Registering, subscribing and participating Registration of riders received by the secretary office are confirmed by letter or e- mail with the comment that the enrolment fee should be transferred into the organization s bank account. Subscription is final when the enrolment fee has been received on the designated bank account. This is confirmed to the participant by the organization and a bib number will be assigned. The rider will then be mentioned on the participation list. When the fees aren t received on July 1 st, 2013 at the latest, the riders will have to pay upon arrival in Assen. The enrolment fee will then be rated up by 5,- When it becomes clear that the fee was transferred into the designated bank account, the 5,- will be reimbursed. Registering only is therefore not a guarantee for actual participation. 5. Equipment For the categories I to IV a bottle is not permitted. According to the regulations of the KNWU the organization of the Jeugdtour provides the replacement of defective equipment at the older categories, - from category V. This is done by the neutral service vehicles or the manned equipment stands along the track. It is therefore strictly forbidden to provide new equipment to the riders during the races. Handing in the spare equipment after the race is obligatory for the categories: Nieuwelingen, Nieuwelingen- girls, Juniors and Junior- ladies. The issuing of bib numbers is done after the riders in these categories handed in a spare wheel according to a schedule provided by the organization. A segment of the participants hands in a front wheel, the others a rear wheel. The riders will be informed about this through a separate e- mail. Rear wheels need to be fitted with at least a 9- speed cassette in which actually 9 complete rings are installed. Furthermore the cassette needs to be fitting with an original lockring and spacers. This is to prevent that the wheels can t be used for the other participants. Participants that are requested to
2 hand in a rear wheel need to fit a lockring with the following amount of teeth: Nieuwelingen (52 x 16) : 16 teeth lockring Nieuwelingen- girls (52 x 16) : 16 teeth lockring Junior- ladies (52 x 14) : 14 teeth lockring Juniors (52 x 14) : 14 teeth lockring The categories V, VI and VII a 16 teeth lockring will be used on the rear wheels. On the Sunday prior to the first stage of the Jeugdtour every rider can have his or her equipment checked. 6. Gear settings In all participating categories, including the youth categories, a gearing system may be used. The maximum allowed gear settings are: Cat I Cat II Cat III Cat IV Cat V Cat VI Cat VII Nieuwelingen Nieuwelingen- girls Junioren- ladies Juniorens 5.46 m 5.46 m 5.78 m 5.78 m 6.14 m 6.14 m 6.55 m 7.01 m 7.01 m 7.93 m 7.93 m 7. Following of the race To avoid traffic disturbances, following of the race caravan by team leaders has to be avoided. 8. Points for other classifications outside Jeugdtour During the Jeugdtour, no points or privileges can be acquired by whatever means for any classifications other than the Jeugdtour. 9. Bib numbers In accordance with the relevant section in the KNWU code for cycling, it is not allowed to decrease the size of the shirt number by whatever means. Any infringement will be punished. Numbers are to be applied as indicated in the race program or as indicated by the race officials.
3 10. Starting times Starting times will be indicated in the race magazine or published on the starting lists by the officials on the day preceding the relevant stage. The lists will be published at the information centre and online, if possible. Especially at the prologue and the individual time trial there will be consecutive starting times for the various categories. This is dependent on starting place and category. Participants need to be present at the start 15 minutes prior to the starting time. 11. Opening and prize ceremony Both the official opening as well as all prize ceremonies as published in the race magazine of Jeugdtour are part of the race. This includes the prize ceremony on Saturday. Participants need to be present. At the official opening and closing ceremony, as well as at each other ceremony, the awarded rider is required to wear the official kit of his/her club. Chapter 2: Races During Jeugdtour the following races will be held: (A) individual time trial (B) omloop (C) prologue (D) classic (E) criterium Chip/transponders Each licence holder is obliged to place the provided chip/transponder in the proper position, being at the fork as close to the axle of the front wheel as possible. In case no chip/transponder is placed or incorrectly placed, this may lead to exclusion in the results list. No protest is possible. The license holder is responsible for replacement, registration or repair in case of a defect (e.g. empty battery), loss or theft. This is at his own expense. When during the race a participant has received another bike and registration through chip/transponder is therefore not possible, visual or video finish recording will make up the results. No protest is possible Fraudulent use of chips Each misuse of the chip/transponder, e.g. using the chip/transponder of a different license holder, will result in execution of article N of the KNWU regulations to all parties involved (owner, user and or other parties).these regulations say that, after hearing the parties involved, a penalty of 200 to can be imposed in combination with a suspension of a month up to a year. Supplement to the KNWU regulations In race category A and C riders of categories I to VII are not allowed to wear special time trial helmets or other equipment that differs from the bike for a road race or criterium for youth categories as described in the official regulations. In these race categories using the chip/transponder is obligatory. In race category B, D and E all replacement of defect equipment takes place from neutral service vehicles or motor cycles or from a specially appointed equipment stand. This is relevant for the categories V, VI, VII, nieuwelingen, nieuwelingen- girls, junior- ladies and juniors. In race category A, individual time trial, an equipment stand will be provided, if possible, at every kilometer.
4 In race category B and D the maximum distance a rider can be behind will be determined by the race officials in cooperation with the regional police. Riders that are being taken out of the race because they are too far behind, will get the same finishing time as the last rider that finishes plus 5 additional minutes. Riders are considered to be out of the race when passed by the broom wagon. They need to take off or cover the bib number and take into account normal traffic regulations. They have to return to start/finish on their own account. Riders not starting in a specific stage will receive the finishing time of the last rider that finishes thats stage plus an additional 10 minutes. A rider receives the same finishing time as the group he was in if a mechanical defect acknowledged by the race officials occurred or he/she suffered from a crash within the last 3 kilometers of the last lap. This is relevant for the race categories B, D and E. In race category 3 a re- start is only possible if the rider has a mechanical defect acknowledged by the race officials. This does not apply to a foot slipping out of the pedals. In all stages the riders are required to finish with at least one hand on the handle bars. The rider will be disqualified and receive a 15 second penalty is they do not comply to this rule. Bonification In race categories B, D and E bonifications for the overall classification are awarded to riders placed 1 to 10. These are 10, 9, 8, 7, 6, 5, 4, 3, 2, 1, respectively. Protest Protests need to submitted in writing to the chairman of the jury. Protests can be submitted by riders and in the youth categories by the adult supervisor or representative. Protests can be submitted regarding: - Irregularities during the race within 15 minutes after finish - Classifications within 30 minutes after publication of official results. - Overall classifications up to the day following the day of publication of the overall classification Starting positions during Jeugdtour: Prologue bib numbers according to official participants list ITT reverse order of overall classification after previous stage Omloop & Classic no starting positions defined Remaining races positioning after draw. Jersey wearers can always start at the front.
5 All riders in categories nieuwelingen, nieuwelingen- girls, junior- ladies and juniors are obliged to sign the start list in race categories B and D. Chapter 3: classifications 1. Jerseys During the Jeugdtour riders will compete in four classifications. The following jerseys need to be worn by the leaders of each classification which are, in order of importance: General classification Points classification Specials classification Girls classification Yellow jersey Green jersey White jersey Pink jersey When a rider leads in several classifications, he or she wears the shirt of the highest classification. The rider taking second place in the subsequent classification receives and wears the jersey belonging to that classification. The riders may keep the jerseys they received. Wearing the leader s jersey of the classification is obligatory, except in the case of race category A, Individual Time Trial, when aerodynamic clothing may be worn. The jerseys will be distributed to the leaders of the classifications before each stage. The jury bulletin will announce the new leaders. They will be also be published on the website and at the information centre. The final winner of a classification will receive the jersey belonging to that classification. 2. Classifications When riders are equally placed, the times of the prologue and individual time trial (in this order) are decisive. When riders are equally placed in the points or special classification, the amount of points obtained in the final stage will be decisive. If that doesn t result in a points difference, the 1 st, 2 nd and 3 rd places are counted and the last measure is the final sprint in the stage. Overall classification The overall classification is the total of times of the race categories A to E minus bonification seconds and plus penalty time. The overall classification is composed after the final stage of each day. Points classification In race category E (criterium) and (B) (Omloop) a number of intermediate sprints will be announced. The first eight riders receive the following points, respectively: 10, 8, 6, 5, 4, 3, 2, 1 By adding all the points gained during the race, the final points classification is made. This classification will be made and published daily.
6 Special classification The following race categories are part of the special classification: A (individual time trial), B (omloop), C (prologue) and D (classic). For race categories A and C goes that the first five finishing riders receive 5, 4, 3, 2, 1 points respectively. Race category B (omloop) has a set of pre- announced sprints in each category. The line of that sprint is at a specifically indicated location. These sprints are valued by 5, 4, 3, 2, 1, respectively In race category D the points 5, 4, 3, 2, 1 can be gained during the race as follows. - Nieuwelingen, nieuwelingen- girls, junior and junior- ladies at the end of each cobbled section and on the Graswijk viaduct. - Youth categories I- IVII at the Witten viaduct Girls classification This classification is for all girls in the youth categories I- VII. The highest placed girl in the overall classification per category is the winner. Chapter 4: Procedures and penalties 1) Decreasing the size of the bib number will be punished by 45 seconds penalty time. Damage done to the bib number must be reimbursed. 2) If the behaviour of any license holder is inappropriate in any way as decided by the jury, the organization is entitled to ban the license holder from participation and staying at the Jeugdtour. 3) If the gear settings of a rider participating in a stage do not correspond with the settings as required in these regulations, the rider will receive the finishing time of the final rider plus an additional penalty of 45 seconds. 4) If the organization provides spare wheels/equipment in a race, receiving wheels/equipment from any other source is punishable by 15 seconds. 5) If a particpants removes both hands from the handle bars during the race, he or she will be declassified and will receive 15 penalty seconds. 6) Feeding is not allowed outside of the designated areas and will be punished with 15 seconds penalty time. Chapter 5: Prize scheme honorary prizes and premiums Honorary daily prizes, per stage Daily prizes for Cat I- VII Daily prizes other categories 1 in 5 participants First three ranked riders To be entitled to the following honorary prizes and final prizes, the riders must have participated in all stages of the Jeugdtour. These prizes will be awarded after the final stage of each category.
7 Overall classification Final prizes for categories I- VII Final prizes other categories 1 in 3 participants Three final prizes Girls classification In the categories I- VII prizes are available for girls participating in each category. In each category three final prizes are available. The final winner will also receive a pink jersey. Points and special classification Categories I- VII Other categories three final prizes three final prizes The nieuwelingen- girls and junior- ladies form one peloton but have separate classifications. Premiums In race category D (classic)the valid KNWU premium scheme applies to nieuwelingen P, nieuwelingen- girls R, junior- ladies L and juniors K. 8 Points classification Special classification All amounts are in euro s Final regulations In cases not described by these racing regulations the jury and Jeugdtour Commission will deliberate and come to a final decision. The organization doesn t accept any liability for accidents and/or damage to particpants or third parties, before, during and after the event.
