1 K1 LIGHT RULES ATHLETE STATUS With the membership, K-1 Light athletes accept in toto the WTKA s Statute and Regulations. They also guarantee to be available for regional, inter-regional, national and international competitions in the interest and upon Federation request. It is mandatory for all athletes to report at competitions with the Sports Passport duly renewed, indicating the degree of belt and with a current certificate of fitness to practice sports issued by a medical sport center. Failure to meet these requirements will lead to expulsion from the competition. PLACE FOR MEETINGS ART. 1 - The competition venue will be a square area by a minimum of 6 to a maximum of 8 meters on each side. The surface must be flat and smooth, consisting of wood, plastic material or rubbery, not bounded by ropes. If the combat takes place on a ring, the surface must be made of wood, plastic material or rubber covered by felt covered with a cloth stretched up to the ends of the edges. The ropes will be pulled by four rods connected to the poles and they must be horizontal and on the same plane, wrapped entirely with smooth cloth or equivalent material and can be connected vertically by two strips of strong canvas placed in the center of them. The ring s poles can be made of metal or other material, padded on the top and across the portion that overhangs the top rope of the square. However, the ring should be very similar in size and conformity to the one used in boxing. CLOTHING OF FIGHTERS ART. 2 - K-1 Light athletes shall come at federal competitions equipped with the regulatory uniform consisting of shorts and a T-shirt. The uniform may have the name of the club or the club s sponsor and it must be clean, not unstiched or ripped. ART. 3 Athletes shall come to the fight wearing all the protections and a shell made of durable material must be weared under the shorts. The shin pads or the shin/sock pads cannot contain plastic or metal hard cores and they must cover at least three-quarters of the dorsal part of the foot. Shin pads or shin/sock pads must be made of leather, textile leather or soft and smooth plastic, the use of fabric pads it s not allowed. Women (ages 15 years and older) must wear a chest guard. It s mandatory for both males and females to wear a protective head gear designed for competitions (without cheek protections). For Baby and Hopes (Speranze) categories it s recommended an integral head gear, with or without the grid (optional). It is mandatory for all categories to wear a mouthguard. The gloves must be the close hand ones, 10 ounces, made of leather, textile leather or soft and smooth plastic, with an evenly distributed padding on the back and on the wrist. The gloves usually will be welded to the wrists by an elastic material protected by smooth skin, can be further secured to the hands by a round of patch but no tape or other plastic material. The fight referee, at its own discretion, has the right to order the replacement of gloves in case are too damaged or irregular. Athletes can provide for the bandage of their hands. It may be formed by a gauze or an elastic bandage 2.50 m. long and 4.5 cm. wide. Gauzes or bandages must wrap slightly the hand and be secured so to not pop out from the gloves. It is absolutely forbidden to harden the bandage or apply any clips, pin or unguents. All protection gears must show the logo of the manufacturer, and in any case during the match can be used only material approved by WTKA. ART. 4 - The athletes will provide to cut their own toenails (otherwise will be expelled from competition). It s forbidden to carrie any metal objects (necklaces, earrings, watches, glasses, etc..) that may cause injury to themselves or to the opponent.

2 Each athlete not in accordance with the rules of 2, 3, and 4 articles will have a minute and a half (90 seconds) of time to remedy. After this time, if the athlete does not come back on the ring in the right order, will be disqualified. COMPETITIONS ART. 5 - The competition time for Baby and Speranze categories is two rounds of 1.5 minutes each with 1 minute interval; in case of tie will be made an extraround of 1 minute, even during finals. While for all other categories the time is two rounds of 2 minutes each, with an interval of 1 minute, whereas for the finals is three rounds of 2 minutes each, with an interval of 1 minute. If the match ends with a tie, there will be an extra time, extraround, of 1 minute, or 2 minutes in case of finals. If athletes again end in a tie, preference will be given. ART. 6 - The fighters will be about two meters apart standing up and facing each other in the center of the ring, and will exchange the salute bowing or touching fists as a sign of handshake. The fight will begin immediately after the announcement by the central referee of "Combat!" or "Fight". In team competitions the athletes will salute in the same way and in unison. ART. 7 - In K-1 Light fights, only the front and side of the trunk and face can be attacked, with punches and kicks. Opponent's thighs can be stricked only with circular kicks either with an internal or an external trajectory. That is it s prohibited to attack the thigh with front or side kicks or any other sort of kick. Straight, side, oblique or jumping knees may be used, but directed only to the body. In case of a clinch (maximum 3 seconds) only one knee attack is allowed to the torso and is also permitted to put a hand behind the opponent head or shoulder, without pulling the head or torso down. Each punching or kicking technique that hit the target has to be controlled. ART. 8 - Sweeps should be made in favor of the joint and they are valid only if they re not above the ankle. Athletes executing them have to touch the ground with their feet only (any other type of support on the ground is considered not valid). It is considered landed an athlete who touches the ground with any part of the body (except the feet). ART. 9 - A K-1 Light meeting can not end in a draw. In case of a tie, the judges will give the victory to one of the two contenders for preference. ART When the time is up the referee must be informed by an acoustic signal or other means. COMPETITION S JUDGMENT ART The decisions of the referees and judges are final and without appeal. ART The direction of the match rely solely on the referee which at all times will ensure that K1 Light rules will be complied with. He can not tolerate any breach of the rules. ART The victory is awarded at the end of each match by 3 judges who sit around the ring and will have to complete an evaluation form. At the end of each round, each judge shall award the victory (in that round) by assigning 10 points to the best athlete and 9 or 8 to the opponent (depending on the difference found in that round). At the end of the expected rounds, the judge shall record the total points scored by the athletes. The winning athlete will be the one who has scored more points. ART The referee has the power to call and disqualify the athletes and to call or send away the seconds. He may also suspend the meeting when the conduct of the public affect the smooth running of the fight or he can stop it if any protection gear appear to be misplaced. ART During the match, the referee will use the order "stop", "break", "contact" or "fight" and "time": Break to ensure that the contenders separate;

3 Contact or Fight to resume or begin the fight; Stop to interrupt, at any time, their action; Time to stop the fight, stopping the clock. ART The referee must stop the match in case of foul, or when one or both fighters are guilty of dirty hits, in this case must: verbally call the guilty one; penalize him of a point of announcing it to the judges; disqualify him. The referee may take any of these actions depending on the severity of the foul. ART To assign the penalties provided in art. 16, the referee shall stop the match with the order "stop" and will address the jury table with the order "time". He will call aloud the guilty athlete by using appropriate signs so that the audience understands what is happening, will assign the penalty and if it s the case will resume the meeting with orders "fight" or "contact". The intervention of the referee should be timely. ART When the two contenders are in "clinch", the referee will stop the fight with the order "break" whilst tapping lightly on the athletes shoulder with one hand, but only after the athletes have given a knee (at the torso) within three seconds. Now the athletes must step back and continue to fight. The referee should never pass between the contenders. ART. 19 K-1 Light fight must be arbitrated by a central referee and three judges. The referee has no right of judgement, unless otherwise determined by the Commissioner Meeting (C. of M). ART The referee, whenever sees rudeness by a fighter, must take proper action to punish the guilty either verbally or penalizing him with one point. The referee also has the authority to stop the fighting if around the ring people gatherings prevent the smooth running of the competition, or if the athletes seconds behave incorrectly competing, speaking aloud or inciting the athlete or even worse showing disrespect to the referee and judges. In this case, the referee may disqualify the athlete. ART The referee may stop the meeting by informing the jury table to stop the clock when: an athlete is down injured or suffering from illness; the floor is too wet; the fighter comes out from the competition venue; a fighter is required to rearrange his uniform; when he consider it appropriate for whatever reason. ART In case of accident, the referee will stop the time and call the doctor on duty. Will be the doctor to decide within two minutes if the athlete may or may not continue the match. If within that time the athlete treated by the doctor is not in condition to resume the fight, he won t fight anymore. ART.23 In the event that an athlete send KO his opponent, even involuntarily (cross-counter), the referee will stop the clock and immediately call the doctor. It s on the doctor to decide whether or not the athlete can continue the fight within a maximum of 2 (two) minutes. If after this period, the athlete treated by the doctor is not able to resume the fight, he can t continue it. Verified the extent of the casualty, the referee will consult with the judges to determine if the injury was caused by the opponent intentionally, if it was an accident due to poor technical execution or a random accident. After consultation he will decide if one or the other athlete has to be penalized, disqualified or assigned the victory. - If there has been no violation of the rules by uninjured athlete, this one will continue to fight in the next fight. - If there has been a violation of the rules by uninjured athlete, this one will be disqualified and the other

4 one, even if unable to resume the fight, will win but he will not be able to continue in the tournament. The athlete who suffers the KO, despite winning the match by disqualification of the opponent, can continue the tournament only if the KO inflicted to him is not on the HEAD. FORBIDDEN ACTIONS ART.24 - Are considered prohibited the following actions: a) to strike, without control, with kicks, punches or knee; b) to attack with the head or with elbows; c) to attack or simulate an attack on the eyes; d) to bite and scratch; e) to hit the throat, the neck or the upper part of the head; f) to attack below the belt (testicles, stomach, etc..) with the exception of the thighs; g) to perform joint levers; h) to perform sweeps in the opposite direction to the articulation; i) the spinning back fist; j) to hit with open hand, but only with tight hand with the knuckles; k) to grab the ropes to hit the opponent; l) to throw the opponent to the ground with the arms or make tripping; m) to use wrestling techniques; n) to retain the kicking leg of the opponent with an obstructive purpose; instead is allowed to retain it to take a single punch, kick or knee (within 3 seconds); o) to shout for no reason, make disrespectful gestures towards the opponent or to the referees; p) to disregard at any time sport ethics; q) intentionally lose time, so to deliberately avoid the fight; r) deliberately get out from the competition venue: for 1st and 2nd exit there will be a call, 3rd and 4th exit will be minus a point, 5th exit will lead to disqualification; s) to rearrange the uniform and protections without permission of the referee; t) to talk during the fight; u) deliberately tie opponent s arms; v) do not immediately comply with referee s orders; w) to jump or fall to the ground without reason to avoid the opponent's attack; x) to turn the back on the opponent's action; y) to use blind techniques (blind technique means a punching or kicking attack in which the eyes or the forehead are not directed against the target); z) to comment on the work of referees, even only with gestures or facial expressions. When the referee notices any of the above behavior he must take immediate action. ART An athlete may at any time withdraw from the competition by raising his arm in a gesture of surrender. In that case, the referee will come close to the other athlete and will rise his arm up to the sky declaring him Winner for Abandonment. FIGHT JUDGEMENT ART When the fight is judged by three judges, the referee will stop the fight with the order stop after the acoustic signal at the end of time, he will send fighters to their corners, collect the sheets of points drawn up by the judges and after making sure that all parts have been filled in and signed, deliver them to the jury table. Will move to the center of the ring alongside the fighters, grab them by the wrists, wait for the verdict from the jury table and raise the arm of the winner saying Win. ART If a match is judged by two judges the referee is entitled to judgment. He, at the end of the fight, will stop the fight with the order stop, will send athletes to their corners and fill out his own card and then collect the sheets of points from the two judges and after checking them he will deliver them to the jury table. Now the referee will move to the center of the ring alongside the fighters, wait for the verdict of the jury and raise the arm of the winner pronouncing the word Win.

5 ART The judges will sit on the edge of the ring, one for each side of it and never in front of the jury board, they will have the task of judging the encounter with the greatest impartiality, fairness and professionalism (see diagram). ART In the event that for a judge the match ends in a tie, he must assign the victory by preference, namely he s required to record the total score as a draw and below he must score a 1 for the winner and a 0 for the loser. Assigning the preference, the judge must take into account the technical quality expressed, of the psycho-physical general, the offensive and defensive capabilities, the general strategy used by athletes. VALID ACTIONS ART The judges will judge a K-1 Light fight according to the validity of the techniques, that is: when the technique is thrown with proper form; When the technique is made at the proper distance; when the technique is dynamic, i.e. contains decision, speed, precision and retrieval; when the technique is controlled at the target. It s permitted to hold the opponent's leg to strike him (within 3 seconds). In assessing the fight, the judge must take into account the defense (whether active or passive), the parries, the dodges and the attack (if composed or not). WEIGHT CATEGORIES ART. 31 In attachment to this document LIABILITY ART WTKA declines any liability for accidents of any kind that may occur to athletes during and after the meetings. K-1 LIGHT TOURNAMENTS ART. 1 - Any company, provided it s regularly affiliated to WTKA, can organize K-1 Light tournaments, provided it has a regular CLEARANCE issued by the Federal President. ART. 2 - The request for CLEARANCE must be submitted to the Federal President through its Regional or Provincial Chairman at least one month and a half prior bifore carrying out the event. This applies to any type of competition at regional, interregional, national and international. ART. 3 - Anyone wishing to promote any meeting, shall provide, in the application to get the CLEARANCE, all the information about the event (date and venue, time of weighing and the medical examination, start of competitions). Also give a full description of the facility (where the changing rooms are located, where will be placed the ring, etc.). ART. 4 Once the CLEARANCE is granted, it will be up to the Federal Secretariat to publicize the event to all members and to appoint the Accountable of the meeting. The National Referees Accountable will indicate the Officials to be allocated for international, national and interregional competitions, while Regional Referees Accountable will indicate the Officials to be allocated for provincial and regional competitions

6 ART. 5 - At the end of the weighing, a draw drawing will be held by the judges in order to form a tournament scoreboards. ART. 6 - Any dispute concerning the admission or exclusion of any competitor must be made immediately by the parties involved with a written complaint. The authorities will decide without appeal. When draw drawing operations are closed, no complaints are allowed. ART. 7 - It is granted to the organizer the choice of the sequence of fights, but usually they should start from the most numerous categories, so to give the K-1 Light athletes some time to recover. ART. 8 - K-1 Light tournaments will be held within the day in which they are organized. Therefore, all the figths will be direct elimination ones, without recovery. ART. 9 - The tournament fee must be paid at least two days before the meeting with payment via money order. The athlete has to show the Passport containing a photo voided with the club membership stamp, duly renewed. ART The athletes can take on the T-shirt and shorts advertising writings along with the name of their club. ORGANISATION AND FACILITIES ART The organization is objectively liable, even disciplinary, of any disorder that occurs in the fights and responsible for punctual fulfillment of all its obligations to the athletes, their Sports Clubs and Federal Authorities. Therefore the organizer must ensure throughout the course of the meeting a proper service of law enforcement. It also has the obligation to make available to the Federation seats and admission tickets as may be required. ART. 12 The organizer is obliged to provide: a balance, preferably a bascula type; ring, tatami and other materials required; a gong and a stopwatch for each competition area; the presence of a doctor and an ambulance with its rescue personnel throughout the meeting; a table large enough for the timekeeper, the speaker, the Commissioner of Meeting or the Chief Judge and the medical service; appropriate seats for referees and judges of the competition. THE OFFICIALS ON DUTY ART. 1 - Serving in K-1 Light tournaments: Commissioner of Meeting Match Officials: jury presidents, referees and designated judges; The doctor on service; The timekeeper; The speaker. COMMISSIONER OF MEETING ART. 2 - The Commissioner of Meeting is the highest authority in the meeting in which has been designated and responds of his work directly to the Federal National Board. He is the only person who can give orders and directions about the conduct of the meeting. Everyone has to comply with its provisions, issued in accordance with the norms of this regulation. The Commissioner of Meeting is elected directly by the Federal President.

7 ART. 3 - The Commissioner of Meeting will be at the competition venue well in advance. Its job is to be fully aware of how to complete the event. Will have to check all the preliminary activities of the meeting so that it is conducted according to the rules of this Regulation, such as: 1. To check the balances; 2. To inspect the tatami or the ring; 3. To check the presence of the Match Officials designated for the meeting; 4. To attend the weigh-in; 5. To check that the athletes and their seconds are dressed appropriately; 6. To assign their tasks to those involved in the tournament. During the progress of the tournament, he has the power to send away or expel anyone who does not comply with the necessary discipline or disturbs. If necessary he may request the intervention of the police. He also has to draw up a concise but detailed final report of the meeting and check that there is an adequate service of order, medical staff and that there is the presence of an ambulance for the duration of the tournament. ART. 4 - The Commissioner of Meeting should never leave his place throughout the tournament. In case of necessity, must be replaced by another federal officer. Barring exceptional cases, the C.of M. should not act as a referee or judge. THE TIMEKEEPER ART. 5 - Takes seat at the table of the Jury. Its job is to control the duration of the rounds and intervals according to the following norms: The timekeeper will start the first round at the same time of the order fight given by the referee and will stop it only when the referee will show him a clear gesture of the hands saying time. Before the beginning of each round, the timekeeper will communicate through the speaker orders to clear the ring with the phrase "seconds out" pronounced ten seconds before the round s begin. He will give the order number of the round, the start signal and the end signal of the round by means of gong. THE SPEAKER ART. 6 - Takes seat at the table of the Jury. He has the duty to make known to the public clearly and concisely the communications that the C. of M. deems appropriate. Will directly announce the clearing of the ring when the timekeeper will signal him the order number of the round. MATCH OFFICIALS ART. 7 The President of the Jury takes place at the table of the jury and has the task to supervise what happens in the competition in which he is assigned. He will draw up all the relative forms in a complete and exhaustive way. ART. 8 The referee until he doesn t get on the ring to direct the fight, is dependent on the C. of M. and the President of Jury. and is not entitled to leave without having received the authorization. He must report dressed with the fixed uniform so as to be able to fulfill its tasks without delay. The above mentioned rules also apply to judges. ART. 9 - The referee and judges, in the exercise of their functions, are autonomous and can not receive orders and directives by anyone, except by C. of M. or P. of J. who are entitled, in the intervals, to make them comply with the federal rules, if and when the need arises. The referee must always be the first to enter the ring or tatami and the last to come out. ART Both referees and judges are required to wear the WTKA federal uniform that consists of a

8 white shirt or a white polo-shirt with the logo of the federation and black pants. ART Both the referee and the judges can not leave the ring unless authorized by the Commissioner of Meeting. THE ATHLETE BEHAVIOR AND FIGHT CONDUCT ART The athlete of K-1 Light is required to keep in maximum respect the C. of M. and the officials. Must refrain from comments and discussions, always observing the rules of proper behavior also towards the audience. Once in the ring, he is allowed only to talk to his second in a low voice during the intervals. For no reason he can talk to the referee. ART During the course of the rounds he must observe absolute silence, he s only allowed to say the word "abandonment" when and if he intends to. Must promptly execute the orders given by the referee and listen respectfully to his comment. It will use the most chivalrous attitude toward the opponent and his seconds, without making any gesture or word that may seem disrespectful to them and to the public. Invited by the referee, immediately before and immediately after the proclamation of the verdict, he will shake his opponent hand. It is forbidden to shake hands during rounds or intervals. THE FIGHTER S SECOND ART The fighters have the right to be assisted at the corner by a second (i.e. coach). The second at the fighter s corner must wear a gym suit and tennis shoes, otherwise will be expulled from the competition venue (tatami or ring). He can talk to the attended athlete only during the intervals between rounds. ART The second is required to comply with and strictly enforce the federal regulations and the rules given by the match officials and the C. of M. ART It is mandatory for the seconds to assist their athletes in the locker room before and after the meeting. They are responsible for athletes behavior in and out of the ring. Must watch carefully that to the fighters are not given alcohol or stimulants of any kind. Refrain from any comment about the work of the referee and judges, avoiding any discussion concerning it (penalty referral to the Disciplinary Committee). ART During the progress of rounds, the seconds are required to follow the fight in silence. Those who infringe these rules, may be called by the referee or by C. of M., warned or expelled from the corner even for the duration of the tournament. The referee may also disqualify a fighter for offenses committed by his seconds. ART The second is allowed to throw in the towel in the ring or tatami if he notices that his fighter is unable to continue the fight. This immediately stops the match.
