2 12/19/2018 to On 12/18/18 at approximately 2345 I, Deputy Bryant conducted a traffic stop on a white Pontiac Trans Am bearing TN 070 XWR at the 58 Landing (695 South Kentucky). Prior to the traffic stop I observed the vehicle crossing the Highway 70 Bridge travelling east coming into Kingston. I have knowledge of Ms. Jenny Parton owning the vehicle from past calls of service at her residence. I am aware of Ms. Parton having an active warrant out of Meigs County. I caught up to the vehicle at the intersection of and Kentucky Street. Central Dispatch verified the vehicle to be registered to Ms. Jenny Parton and verified Ms. Parton to have, in hand, an active warrant out of Meigs County. I observed the passenger side tail light lens busted and initiated a traffic stop. I advised Ms. Parton the reason for the traffic stop and asked for her Driver s License and proof of insurance. Ms. Parton was unable to provide proof of insurance and advised me she did not have insurance. Central Dispatch advised that Ms. Parton s license is revoked and verified by name and date of birth an active warrant in hand out of Meigs County. At this time I requested Ms. Parton to exit the vehicle. Upon exiting the vehicle I observed a smell commonly associated with that of an alcoholic drink coming from Ms. Parton. I asked if Ms. Parton if she had drank any alcoholic beverages and she stated she had one 12 or 14 ounce beer earlier. Ms. Parton advised she had taken Nyquil or Zzzquill earlier as well I observed Ms. Parton to sway back and forth as I was speaking to her. Based on my observations Ms. Parton was requested to perform field sobriety tests in which she complied. During the horizontal gaze nystagmus I observed Ms. Parton not following the stimulus. I observed lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation in both eyes, and onset of nystagmus prior to 45 degrees. During the horizontal gaze nystagmus I observed Ms. Parton swaying her body front to back. I instructed and demonstrated to Ms. Parton on the nine step walk and turn, during the instruction phase I advised Ms. Parton to not begin until advised, Ms. Parton started walking multiple times and had difficulty standing with one foot in front of the other. Ms. Parton stated she understood the instructions and was advised to begin. During the test Ms. Parton did not count out loud and had difficulty walking in a straight line missing all heel to toe steps. I instructed and demonstrated to Ms. Parton on the one leg stand, Ms. Parton stated she understood and was advised to begin. Ms. Parton had difficulty maintaining her balance dropping her foot four times and failed to count as instructed. Based on my observation during the traffic stop, Ms. Parton s poor performance on field sobriety test s I determined Ms. Parton to be impaired. I arrested Ms. Parton for Driving Under the Influence. Once Ms. Parton was in custody I read the Tennessee Implied Consent Advisement and she consented to submit to provide a sample. Ms. Parton was transported to RCDF to complete a breathalyzer test. Ms. Parton failed three attempts at the breath test therefore I was unable to collect a sample. Ms. Parton will be charged with Driving Under the Influence, Implied Consent, Failure to Provide Insurance, Driving on Revoked and a hold will be placed for the active warrant out of Meigs County. The vehicle was towed by next schedule, D&R Towing Rollins, Gina Marie F 36 YRS W 12/19/2018 2:48: Public Intoxication Page 2 of 7

3 12/19/2018 to On 12/19/18 at approximately 0138 hours I, Sgt. Grigsby was dispatched to a complaint of a suspicious person at 194 Old Elverton Rd., Harriman. The complainant, Mrs. Mechelle Epling, who resides at 194 Old Elverton Rd, called Central Dispatch to a report that a female was knocking on her door, that the female states that her name was Gina Gann, and states that she was dropped off at a nearby boat ramp hours earlier, and states that she didn't have anywhere else to go. Central Dispatch advised while enroute that the complainant had allowed the female to enter her residence to warm up, and advised that after talking to the female subject that she seemed to be under the influence and stated that they (residents) did not want the female subject in their home. Upon my arrival I made contact with the female subject in the driveway of the residence. The female subject stated that she did not have any form of identification, gave me a stated name of Gina Gann, and provided me with a stated social security number. During the investigation, Cpl Nelson, who had arrived on scene as cover officer, was able to determine that the female's identity was actually Gina M. Rollins, based off the female's social security number and identification photograph. While speaking with Ms. Rollins, she states that she was dropped off at a nearby boat ramp, that her ride never returned, and complained of being cold. At the time it was approximately 29 degrees Fahrenheit outside. Ms. Rollins went on to state that her father was Hank Williams, Jr., and that he was an agent with the FBI. Ms. Rollins also states that she was born with brain cancer, and had been given new organs, bones, and skin including a new rectum and vagina. Ms. Rollins further states that she is currently pregnant by to separate males simultaneously, and that she had been pregnant since she was five years old. Ms. Rollins admitted that methamphetamine was her drug of choice, states that she had used methamphetamine approximately two days prior, and states that she had not slept in the two days since using methamphetamine. As a result of my investigation, there is probable cause to believe that Gina Rollins was in a public place under the influence of a controlled substance to the degree that she was a danger to herself and the property of others, and unreasonably annoyed people in the vicinity. Ms. Rollins was arrested, charged with Public Intoxication, and transported to the Roane County Detention Facility without incident. This did occur in Roane County, TN Mcdavid, Caroline Marion Nicole F 30 YRS W 12/19/ :47: Attachment For Contempt/Non Support On 04/08/2018 at Approximately 23:31 I deputy Monday came acros a warrant on Caroline McDavid for Failed to Appear on 01/23/2018 who was identified by name and date of brith.subject had a active warrant out of Roane County General Court Issued by Deputy Clerk Jennife Merton case#( Subject was arrested and procssed without incident at Roane County Detention Center.
