3 Article I NAME OF ORGANIZATION: Mooresville Youth Athletics Affiliation: Mooresville Youth Athletics is currently a member of the LAYAC. We will operate using the LAYAC guidelines for Football and Cheer. Changing MYA s affiliation would require a statement of intent to change conferences at Board Meeting with a Board vote at the next regularly scheduled meeting. A majority vote by the Board is required to change affiliation. Websites: Objective: Article II It is the mission of the Mooresville Youth Athletics to develop a commitment within the community to foster the growth of football and cheerleading. This organization is concerned with guiding and directing individuals toward the maximum development of their talents and abilities. Further, this organization strives to instill in young athletes an understanding and appreciation for such motivation, goal setting and goal achievements through healthy competition, individual challenges and exposure to certified coaching styles.

4 Beliefs: We as members and participants of Mooresville Youth Athletics (MYA), Each team shall abide by the following Code of Ethics: We are here for the good of ALL children. We shall work together as a group. No gossiping or slanderous remarks will be tolerated. We will escalate all problems we see or hear through the appropriate channels WITH a suggested reasonable solution. We will encourage open communication between all parties, coaches, parents, and children. We shall abide by the guidelines set forth within the Mooresville Youth Athletics League s by-laws. Parents/Non-coaches will set an example by refraining from entering the practice or game field unless for an injury. We shall respect all coaches, board members, and officials jobs and judgments. We will not interfere with any participant s ability to perform their duties. Our actions will reflect teamwork, cooperation and high moral standards. No member of the board shall provide services or products with either direct or indirect interest in financial compensation.

5 MYA Policies Football Player Age Eligibility Age eligibility will be consistent with the requirements as outlined by the LAYAC League by-laws. These age requirements will be followed at all games as well as all practices. LAYAC age eligibility by August 1st Rookie-Under 9 Jr.Varsity-Under 11 Varsity-Under 13 Football Player Weight Eligibility Weight eligibility will be consistent with the requirements as outlined by the LAYAC Football League by-laws. These weight requirements will be followed at all games as well as all practices. LAYACWeight Eligibility Rookie- 80 or under to carry the ball Jr.Varsity-100 or under to carry the ball Varsity- 120 or under to carry the ball Article III MYA Policies: Registration Football registration will begin the second week of May and continue until the week before the football draft. At that time all players will be entered into the draft process. Players who register after the regular registration period will enter a supplemental draft which will assign players to teams on a pre-determined rotating basis. Football candidates may be male or female. Cheerleader registration -Registration Cheerleading registration will begin the second week of June and continue until the second week of July. After the Football draft process, cheerleaders will be assigned to a team based on team needs (numbers and coaches) as determined by the Director of Cheerleading. Siblings of football players will be assigned to teams based on the football team assignment, if siblings are in the same division (Rookie/J.V./Varsity Football Player Age Eligibility Age eligibility will be consistent with the requirements as outlined by the LAYAC League Bi-Laws. These age requirements will be followed at all games as well as practices. LAYAC eligibility by August 1st. Rookie- under 9 Jr. Varsity- under 11 Varsity- under 13 (students enrolled in 7th grade are not eligible) Football Player Weight Eligibility

6 Weight eligibility will be consistent with the requirements as outlined by the LAYAC League Bi-Laws. These weight requirements will be followed at all games as well as practices. Rookie- 80 or under to carry the ball Jr. Varsity- 100 or under to carry the ball Varsity- 120 or under to carry the ball Cheerleader Eligibility - Follows the same as football (above) with the exception of: Varsity students enrolled in 7 th grade are eligible to cheer as long as they do not turn 13 by August 1. Football Player Attendance A player must attend 10 preseason practices to be eligible for the first game of the season. A player must attend all practices during the season. If a player is unable to attend a practice the head coach must be notified and excuse all absences, such as medical excuses. This rule will be strictly enforced. Cheer Attendance - All Cheerleaders and Parents must attend a mandatory meeting prior to season to review cheerleading attendance and discipline policy for all teams. These policies will be posted to website during the registration process. A cheerleader must attend at least 75% of preseason practices (month prior to beginning of season). A cheerleader must attend ALL scheduled practices during the season. If cheerleader is unable to attend practice head coach or team mom must be notified prior to the scheduled practice time Skills Assessment and Draft Process Part 1 - Skill Assessment days

7 There will be two (2) scheduled skills assessment days for all registered MYA Football Players to help determine each player s skill level. If you are already registered, and did not attend the first date, it is very important that you attend the second. If you attend the first skills day then you cannot participate in the second skills day. The skills assessment will be done by an independent agency, and is only to evaluate a general athletic skill level of the player. It has no bearing on what position the player will play during the season. The goal of the MYA, along with the LAYAC, is to maintain a competitive balance across all teams. The skill grade that each child receives will only be made available to the MYA board and MYA coaches to help us to ensure that when the draft takes place each team will get an equal number of players from each skill level. Part 2 Draft Process After all players have been graded and we determine how many players are at each age group. The board will then determine how many teams will be in placed per age group. MYA ideally would like to keep team sizes between 19 and 22 players to help get each child more playing time. We can have as many teams per age group as we needed. For example...if there are 60 players at the JV division, we would divide into three (3) teams. Once the number of teams is established, the draft can take place. The MYA allows for each head coach to have one assistant prior to the draft. The child of the head coach and the assistant coach are the only players guaranteed to play for that coach. The rest of the available players will all fall into the draft and can be selected by any of the head coaches. The coaches then will select an equal number of players from each skill level. After the draft, the head coach will be allowed to select up to four (4) more approved volunteer coaching applicants. Part 3 Post Draft If a child registers after the draft, then that child will be placed on the team with the fewest players. If there are teams with the same amount ok players, a team will be chosen by a coin flip. Once this occurs then the next child that registers will be placed on the team that did not get the first player. Player assignment will then alternate until registration ends. Part 4 If a player does not age out of a team he will have the option of playing for the same team the following year or opt to reenter the draft. COACHES CLEARANCES All Coaches (Football, Cheer) for the Mooresville Youth Athletics organization will be

8 required to obtain a legal and clear background check. All football coaches will be required to obtain the Level 1 Certification through the USA Football program. Only individuals with proper clearances are allowed on the practice and or game fields. Any person violating this bylaw will be subject to proper disciplinary action as outlined in Article IV. All cheer coaches will be required to attend a coach s clinic/certification prior to the season as scheduled by the Director of Cheerleading. Surveys- The Board will conduct a yearly survey of Parents and Coaches to determine areas of concern and areas needing improvement. Insurance- AYF affiliation Post Season Contests- Only football players/cheerleaders who will be aging out of the MYA program are eligible to participate in post season games beyond the regular season schedule and league sponsored playoffs. Fundraisers- MYA will sponsor a maxinum of 2 fundraisers per year. The first fundraiser will be to help athletes to play their uniform fee. The 2nd fundraiser will be used to fund MYA activities and support community needs. All fund raising monies to be collected by either the Head Coach or Team Representative and turned into the Fundraising Coordinator as a Team. No individual team fundraising is allowed. Length of Season- TBD by LAYAC Off Season Optional Team workouts- A maximum of 4 OTA s will be allowed each year.

9 These are to be optional and skill development in nature. No team workouts will be allowed. Spring Football- MYA may register and participate in a non-contact Spring Football league when available. Coaches will be appointed by the board and all coaching qualifications must be meet. MYA encourages this to be a fun and low competitive activity. CHEERLEADING will offer optional skill development days (TBD) during the same time of the 7 on7 s or OTA s of football. Cheerleading camp, if offered by MYA, will be mandatory. Article IV General Code of Conduct The Code of Conduct will be signed by player and parent at the time of registration. Players will not be allowed to participate until the Code of Conduct has been signed. Mooresville Youth Athletics CODE OF CONDUCT In order to ensure that the principals of sportsmanship, fair play, skill development, and mutual respect among coaches, parents, players and officials are the primary considerations governing competition with Mooresville Youth Athletics. The following Code of Conduct has been established and adopted. Coach's Code of Conduct

10 I acknowledge that my primary responsibility is to foster the stated purpose of MYA which is to promote a healthy, pleasant and safe environment for youth to participate in youth sports. I fully understand that youth sports should be a fun, rewarding and positive learning experience for all participants, and playing time is key to providing that experience for my players. To satisfactorily meet this responsibility I will: Fully abide by the policies, rules and guidelines set forth by MYA and successful completing all coaching requirements; Respect the game officials and refrain from communicating with them in an abusive manner; Encourage MYA team fans to conduct themselves with sportsmanship and maturity at all times while in attendance at MYA functions, i.e. games, practices, etc.; Assist the game officials in maintaining control of spectators during games; Be a positive role model for players by never: Using or tolerating obscene language and gestures; Physically or verbally intimidating; Abusing or assaulting a player; Making discriminatory remarks based on race, religion, gender or national origin; Consuming or allowing the consumption of alcohol or be an inebriated state during practices, games, or in the presence of my players; Encouraging, tolerating, or indulging in substance abuse; Smoking or using tobacco products in front of a player during practice, games, or other official team functions. 11 Participate fully in all practice and game activities unless such activity is restricted through parental consultation with the coach; Inform coaches of any injury sustained prior to or during practices and games; Player s Signature Date By signing and dating this Code of conduct, I acknowledge the conditions of this Code of Conduct and understand that any violations will be subject to disciplinary actions, including suspension and/or probation by the Resolution Committee of LAYAC or MYA Ethics Committee. General Code of Conduct for all Members, Participants, Players, and Spectators As participants at any level in a community association, we are representatives of not only the organization, but of OUR Community. A children s sporting event is not the time or place for vulgarity, hostility, or any type of detrimental action. Action that is detrimental is defined as but not limited to verbal or physical abuse to any person, player, participant, or member. Any display of detrimental action may be brought to the Ethics Committee and may be subject to the following actions: Verbal Warning followed by written notification. Suspension of practices and or games. Dismissal from the organization. MYA Ethics Committee: The ethics committee shall participate in the review of any parent, player, coach, or board member complaint. The committee will consist of a Team Representative from each team, Fundraising Coordinator, Communication Coordinator, Directors of Football and Cheerleading, and a Board Member at Large. The President, unless directly involved whereas one of the vice presidents will Chair this committee, will be responsible for scheduling an Ethics Committee meeting at a reasonable time for both plaintiff and defendant no longer than two weeks after receiving a written complaint. Once presented, the decision if and what disciplinary

12 action is recommended to the board for consensus and enforcement. Said meeting to be held in accordance with the Mooresville Youth Athletics by-laws. No other business other than that specified in the notice may take place at that time. Any recommendation by the Ethics Committee for action will be forwarded to the Executive Board for final approval. These meetings will be closed to the public with the exception of all involved parties to the objective at hand. Meeting minutes will be recorded and made available upon request. The decision will be communicated by certified mail to the offender. Additional rules and regulations may be provided by each head coach and approved by the executive board. Article V Executive Board Executive Board Officer Requirements and Responsibilities The Mooresville Youth Athletic Board of Directors will consist of 5-7 members. Board Members will be nominated at the December meeting and voted on by all members in good standing at the February meeting. Members are permitted to vote as long as they are standing as the voting representative for the member family. *Board members will not be allowed to serve as a Head Coach for cheer or football. *It is preferred that Board Member not have children involved in MYA. *Board members should attend at least 3/4 of meetings. *Each year the board will select a President who will be responsible for communications will board members, preside over meetings, and represent MYA on

13 the LAYAC Board. No officer may receive any payment for his services. Executive Board Nomination and Selection Process Nominations of officers shall be accepted by the board at the December meeting. Member must be able to perform duties that pertain to the office upon nomination and throughout the term of the office. Nominations must be in good standing with the league. Candidates will be posted on the MYA website with voting to occur during the February meeting. All positions shall be put to an open vote. Members are permitted to vote as long as they are standing as the voting representative for the member family. There will be special elections for new position vacancies as follows: the vacancy is announced at the next open meeting with the acceptance of nominations during the meeting and for the two weeks following. Voting will occur at the next scheduled monthly meeting with the position elect to take office immediately. Executive Board Postions President: Shall attend and preside over Mooresville Youth Athletics League meetings. If unable to attend meeting is responsible to have another board member fulfill meeting responsibilities. Shall stand as point representative at the Regional Football League meetings (LAYAC) and be responsible for communication to all other board members of Mooresville Youth Athletics of these activities. Shall provide secretary with written the Regional Football League meeting notes. Shall only vote in the event of a tie vote on the executive board. Secretary/Treasure: Attend Mooresville Youth Athletics meetings. If unable to attend

14 meeting, is responsible to have another board member fulfill meeting responsibilities. Shall be responsible for scheduling meeting place and recording meeting minutes. Shall provide copies of previous month s meeting minutes to body at each meeting, provide written agenda for each meeting, record all attendance records as provided by HC, record all meeting attendance records. Collect and record all applications from Mooresville Midget Football League for player/cheer registrations and any coaching request, HC positions to be provided to the executive board. Members at Large Attend Mooresville Youth Athletics meetings. Complete responsibilities assigned by Board. Mooresville Youth Athletics Volunteers Director of Football: Attend Mooresville Youth Athletics meetings. Shall stand as second representative at the LAYAC League meetings. Shall be responsible for communication to all FB HC staff. Shall be responsible for acting as point contact from parent inquiries/suggestions to be brought to the executive board. Shall be responsible for enforcement of by-laws, rules and regulations pertaining to football. Shall coordinate selection, purchase, distribution, collection and storage of equipment. Shall appoint Football Equipment and Uniform managers. Director of Cheer: Attend Mooresville Youth Athletics meetings. Shall stand as second representative at the LAYAC League meetings. Shall be responsible for communication to all FB HC staff. Shall be responsible for acting as point contact from parent inquiries/suggestions to be brought to the executive board. Shall be

15 responsible for enforcement of by-laws, rules and regulations pertaining to Cheerleading. Shall coordinate selection, purchase, distribution, collection and storage of equipment. Shall appoint Cheerleader Equipment and Uniform managers. Football Equipment/Uniform Manager: Shall attend Mooresville Youth Athletics meetings. Shall be responsible for the distribution, collection, and maintenance of all football/cheer equipment to the Mooresville Youth Athletics players. Create and maintain an inventory of equipment, certification of helmet and make recommendation for the replacement, addition, or disposition of equipment. Report status of equipment to the Mooresville Youth Athletics Executive Board as needed. Notify Executive Board and the Team Representatives of distribution and collection of equipment times and locations. Must be aware of and understand how to properly fit Helmets and Shoulder Pads. Recommend watching Equipment Fitting videos within USA Football web page to gain additional knowledge. Work with the Executive Board to order new uniforms to match existing as required yearly. Cheerleader Equipment/Uniform Manager: Shall attend Mooresville Youth Athletics meetings. Shall be responsible for the fittings, ordering and distributing cheer uniforms to the Mooresville Youth Athletics cheerleaders. Work with the Executive Board to order new uniforms to match existing as required yearly. Communications Coordinator: Shall attend Mooresville Youth Athletics meetings. Shall be responsible for communication, distribution of Mooresville Youth Athletics meetings, flyers, printing, web site maintenance, information to Executive board, coaches, and Team Representatives.

16 Fundraising/Concession Coordinator: Shall attend Mooresville Youth Athletics meetings. Shall be responsible for communication of fundraising activities to Executive board, coaches, and Team Representatives. Shall coordinate practice booth (Team Store) scheduling and inventory. Shall report inventory, purchasing needs, and income to Treasurer. Shall receive all fundraising payments/registers from Team Representative and submit any parent/guardian name out of compliance to Executive Board. Head Coaches: Shall be responsible for attending Mooresville Youth Athletics meetings and the selection of assistant coaching staff for assigned team. If unable to attend meeting, is responsible to have an assistant coach fulfill meeting responsibilities. Shall hold regular practice and maintain attendance records for games and practices. Shall be responsible for the training and development of 100% of the team members. Must past NC State background check and have up-to-date Level 1 coaching certification through USA Football. Play between the divisions (i.e. Rookie, Jr. Varsity and Varsity) is prohibited. Term- One year: Must report to the board during the December meeting his/her intensions for the upcoming year on coaching. The Executive Board must appoint one head coach per team in football and Cheer to be announced at the February meeting. Team Mom: Shall be responsible for the distribution of fundraising material, meeting information, and all other distribution to the parents of the assigned team. Shall assist the Concessions coordinator to staff the concession stand and the communications coordinator in their role to distribute all necessary material to the members. Term- One year- Shall submit name and team for selection by the Head coach of that team.

17 Article VI Mooresville Youth Athletics Meetings Mooresville Youth Athletics meetings will be at least monthly during the football season, August, September, October and possibly November. These meetings will be held immediately following a scheduled practice at the practice facility. The week/day of the month will be determined at the first meeting and maintained throughout the season. At the beginning of the season, meeting will be required more often and called on as-needed by the board president. Off-season meetings will occur bi-monthly and will be scheduled by the board. Roberts Rules of Order, Revised shall be the parliamentary authority on all matters not covered by the Constitution and By-Laws of this Association. Meeting Order- Order of the meetings shall be as follows: Opening Prayer Consent agenda Budget Report LAYAC Report Football Report Cheer Report Equipment Manager Report Uniform Manager Report Fundraising/Concession Coordinator Report Communication Coordinator Report Agenda for any outstanding items Workshop meetings for the Executive Board will be held at the board discretion

18 consisting of the board members. Meeting minutes will be recorded and made available upon request. Voting Eligibility shall be as follows: A) Each Family of a registered participant and that has a member in Good Standing will receive 1 vote for all motions put to the floor and for election of Board Members. B) Any sponsor shall receive 1 vote for all motions put to the floor and for election of Board Members. C) Member in Good Standing requirements: Registered participant All dues and fund raising fees paid in full. An adult member of the family must have attended two meeting in the previous twelve months. Article VII Parent / Guardian Responsibilities Financial Responsibility: All parents/guardians are responsible for payment of registration fees and their child s participation in fundraiser/activities and are responsible for all unpaid funds. All fundraisers must be paid in full by the deadline. All In-Season fundraising deadlines will be determined by the fundraising coordinator. A non-refundable fundraiser buy-out is available during each fundraiser distribution. The buyout amount is the amount of funds the fund raiser is supposed to raise per family. Failure to comply will result in ineligibility to participate in any activities until the funds are paid and/or removal from squad or team. Checks will only be accepted from members and parents of the league for fundraisers.

19 Participation and Booth Fees (coordinate with LAYAC) All families with a child(ren) participating in the organization will pay a Non-refundable registration fee to the MYA per child. Fees are due upon registration. Registration fee must be paid in full before uniforms or equipment will be received. One adult from each family is required to work a set time for the MYA during the season. This will be coordinated through team mom. The workstations include Game day concession stand, ChainCrew and/or gate operator. If a game is moved or postponed, you must resign up for another game. Coaches and coaches families shall be exempt from working during game events, but it is recommended to show unity within organization. Practice Concession Stand (Team Store) A person may volunteer to work at the Team Store during any scheduled practice. All work must be signed up for in advance, and the concession coordinator will sign off on all dates. We ask that ALL families volunteer and attend the scheduled times so everyone participates in the success of the Mooresville Youth Athletics organization. Equipment Responsibility The parent/guardian of the participant is responsible for payment for any lost or damaged equipment, beyond fair wear and tear. All equipment will be inspected as it is returned and any issues will be brought up at that time. Football Player Uniform Guidelines Uniforms are purchased belong to each participant. Game uniforms MUST BE worn at all games and MUST BE maintained throughout the season. Game uniforms need to be washed before each game. Practice uniforms should be washed once a week. All players must wear designated (same) colored socks as coordinated by the Equipment

20 Manager, Vice President of Football, and Head Coaches prior to each season. Medical Responsibility /Injuries Any and all injuries shall be reported to the head coach or sponsors immediately. Concerns / Incident Reporting Parental concerns about coaches or any other matter should be brought to the attention of a Executive Board Member. If concerns are not addressed, parents may submit a written complaint to the any board member for review according to the prescribed procedure. Upon the receiving a written complaint, an Ethics Committee meeting may be called by the president as necessary. No other business other than that specified in the notice may take place at that time. Any recommendation by the Ethics Committee for action will be forwarded to the Executive Board for final approval. These meetings will be closed to the public with the exception of all involved parties to the objective at hand. Meeting minutes will be recorded and made available upon request. Article VIII Budget / Purchasing The fiscal year of MYA will run from March to February. The checking account will be registered under five signatures of the Executive Board. Two signatures must be on every check; however the treasurer must always be one of the signatures. All incoming checks must be made payable to Mooresville Youth Athletics. The league will fund a end of year celebration. This activity WBD during the monthly in-season Board Meeting.

21 Purchasing Purchases made on behalf of MYA under $ will be reimbursed to any board member with a receipt or proof of purchase. Any purchases from $ to $ must have two executive board member approvals prior to the purchase. All purchasing requests in excess of $ and not more than $ must have prior approval of the Executive Board. The Executive Board will then appoint a person to be responsible for securing the best price for the best product. All purchasing requests in excess of $ must have Board approval and be approved at the regular monthly meeting. Article IX: Situations not specifically mentioned in these bylaws Any situation/ issue that is NOT covered specifically in the bylaws, would be reviewed and voted on by the board. The decision of the board is final. The decision would be implemented immediately considered a running rule until the bylaws can be amended to cover this situation. Article X Amendments to By-Laws The written by-laws shall only be amended by written proposals submitted at the first yearly Mooresville Youth Athletics Board meeting. All proposed by-laws to be published on the League web site for membership review. All proposed by-laws to be discussed in open forum at the next scheduled meeting, followed with a review of all finalized proposals at a By-Laws Committee meeting scheduled by the President. They
