2 1) GENERAL DUTIES - COACHES: Coaches, assistant coaches, managers and trainers are essential components to the successful implementation of the minor hockey program. Qualifications: a. QDMHA is desirous of having highly qualified coaches in place. b. early in the hockey season, the Association will sponsor the Initiation Clinic for coaches in Mites, Novice and Atom Divisions; c. the Association will also sponsor the Coaches Level Clinic for all interested individuals. As well, we will sponsor the Intermediate and Advanced Coaching Clinics for coaches; d. the Association will pay the cost of registration for these clinics if they are not available in town. A refundable deposit my be required to ensure attendance; The Association will only pay once for the course. If required post tasks time out, and course has to be redone, the cost of retaking the course will be not be paid by the association. e. at least one member of the coaching staff must have completed one of these clinics before coaching a House team. It is mandatory for at least one member of the coaching staff working in the Mites, Novice or Atom Division to have attended the Initiation Clinic. This is a BCAHA policy. f. must have all BCAHA and/or Hockey Canada dictated certifications/qualifications, which will be outlined in the coaching package provided to the coach before the beginning of the season. GENERAL RULES OF CONDUCT: a. Coaches shall insist on discipline of players both on and off the ice. Team play, skill development and total effort, as well as sportsmanship and fair play towards competitors, must be encouraged when dealing with their players. b. Coaches shall be responsible for discipline of players not only on the ice, but at all times that players are under their charge, including attendance in arenas, dressing rooms, vehicles, buses, and all other public places while traveling as a team. c. Coaches shall not themselves, nor shall they permit: a. use of tobacco in dressing rooms or on the bench b. swearing in dressing rooms or on the bench c. abuse of referees or officials for any reason d. intimidation and/or abuse of players by each other e. consumption of alcohol or drugs d. Coaches should expect the same above discipline guidelines from assistant coaches, managers and parents. e. shall abide by all applicable fair-play guidelines

3 DUTIES - COACH: a. shall strive to accomplish the aims and objectives of the QDMHA; b. shall instruct the players in the fundamentals of hockey as prescribed by a program determined by the QDMHA; c. shall provide sufficient drill in the above to develop self-confidence in the players; d. shall ensure that courtesy is shown to all people his team interacts with; e. must supervise the dressing rooms during all expected times of attendance; f. shall ensure his team follows all rules and policies of the QDMHA, especially no smoking, drinking, swearing or drug usage; g. shall make every effort to attend coaching clinics as provided by the QDMHA; h. shall advise players and parents of required protective equipment and ensure that the required equipment is worn at all times; i. shall utilize the ice allocated to his team as effectively as possible; j. shall be completely responsible for coaching, line changes, etc.; k. shall not smoke, drink, use drugs or swear in the presence of fans, coaches, players or officials and especially not on benches or dressing rooms or on team transportation; l. shall refrain from yelling, name-calling and intimidation tactics which breed fear and low self-esteem; m. shall not touch or handle children or in any way inhibit their physical progress; n. any coach whose conduct contravenes QDMHA Policies will be dealt with by the Disciplinary Committee; o. shall report any serious behaviour problems to the player s parents and the Division Director; p. shall make sure there is an adequate number of sweaters for players; q. shall be responsible for distributing and collecting team sweaters before and after each game. At the discretion of the coaches, players are allowed to take the jerseys home, permitting that near the end of the season, coaches collect ALL jerseys, wash and then inventory them; r. shall attach proof of coaching certificate to coaches application; if information is not available, QDMHA will assist in obtaining documents from BCAHA; coaches will not be accepted without certificate or written intention of applying for same; s. SHALL HAVE A GOOD TIME! 2) GENERAL DUTIES - REP TEAM MANAGERS / HOUSE TEAM PARENT: a. shall distribute and collect sweaters and equipment for his team (Rep teams only); b. shall act as the communications link between the Association and his team; c. shall arrange transportation and accommodation for his team while traveling; d. shall assist the coach during practices and games in a manner requested by the coach; e. shall provide timekeepers and score sheets for each home game; f. shall keep financial records for teams traveling. g. shall attend all proscribed meetings as directed by the executive. Failure to comply may result in team suspension and/or fines. h. shall comply with BC Gaming Act in all activities. Failure to comply may result in team suspension and/or fines.

4 3) DUTIES - PLAYERS: a. any player caught drinking, smoking, using any form of tobacco products, using drugs or swearing while under the control of QDMHA will be referred to the Discipline Committee and suspensions will be handed out; b. any player caught damaging or defacing arena property will be reported to the Discipline Committee and suspensions will be handed out; the damage payments are to be made by QDMHA who will then pursue the payment from the parents for the cost of repair, the District Staff is to be informed of the damage only; c. abuse to any officials and volunteers of the QDMHA by players should not be tolerated, the same should be reported to the Discipline Committee; d. any player caught stealing while under the control of the QDMHA will be reported to the Discipline Committee; e. shall show proper respect towards coaches, players, referees and arena management; f. shall work to the best of their ability in attempting to perfect the skills of hockey; g. shall display good sportsmanship on and off the ice; h. shall act as a worthy ambassador of the Association and the City of Quesnel while traveling; i. when an injury occurs that prevents a players from practicing in regularly scheduled practices or games, it is mandatory that a medical certificate from a physician authorizing the player s return to active participation be presented to the team trainer or coach; j. shall attend his/her appropriate age division, as outlined in Team Divisions Section, tryouts only; 4) DUTIES - PARENTS: a. shall help support the QDMHA to the best of their ability including transportation, fundraising, billeting, manning concessions, assisting as ticket takers & scorekeepers, etc.; b. shall not interfere with or harass the coaches, managers, executive members, referees or team officials; c. shall refer complaints according to the Communications Protocol (pages of this manual) ; d. shall sign and adhere to Parent Code of Conduct. Failure to comply may result in suspension of player(s) and/or the parent

5 5) EQUIPMENT: a. All QDMHA players are required to wear CSA approved equipment: helmet, faceguard, shin pads, elbow pads, shoulder pads, athletic protector, pants, skates, gloves, stick and BNQ certified neck protector. This includes the Initiation Program; b. QDMHA will supply pads for goaltenders if needed. THIS EQUIPMENT MUST BE TURNED IN AT THE END OF THE SEASON. Uniforms: a. It will be the coach s responsibility to collect and return all sweaters at the end of the season. In the event that a sweater is missing, the coach must be able to identify the player whose sweater is missing. b. Name bars may be worn at the coach s discretion. These will be properly sewn on to allow for their removal at year-end without damaging the uniform. Remember no iron on or glue to be used. c. In the event that a player damages or does not return his jersey, they will be assessed a minimum fee of $75.00 that must be paid prior to the player registering for the upcoming season, unless they return that jersey at registration. 6) GAME COMMITMENT: a. If QDMHA is assessed a fine or cost for failure to appear at scheduled out of town games, the Discipline Committee may assess the team involved with those costs. 7) TEAM DIVISIONS: a. division designation shall be in accordance with designations used by the CHA as follows: Female, Midget, Bantam, Pee Wee, Atom, Novice, Mites and all Initiation Programs up to and including 10 years old; b. the division shall be further designated and subdivided as follows, if numbers allow: Mites - House, Novice - House (tiers), Atoms - House (tiers), Pee Wee - House and Carded Rep; Bantam - House and Carded Rep, Midget - House and Carded Rep Female - Carded, if numbers allow to the appropriate numbered tier.

6 8) TOURNAMENT STRUCTURE: The QDMHA each year hosts a number of tournaments and recommends the following organization to its Tournament Chairpersons of each Division. A tournament manual is provided for reference: Finance Chairperson a. establishes the necessary financial procedures for receipts and disbursements b. prepares a financial statement for the Association c. submits monies for ice costs to the QDMHA Treasurer for payment to the City of Quesnel, within 7 days of completion of tournament d. ensures tournament sponsor fees are set up to cover trophies and awards Referee Assignor a. Appoints all referees and linesmen according to the game schedule provided him b. Goes over rules and regulations with referees prior to the tournament NOTES: a. BCAHA regulations state that any BCAHA team, player, coach, manager or trainer participating in unsanctioned tournaments, shall be subject to disciplinary action by the BCAHA. b. The responsibility for the minor hockey banquet room does not end until your committee have the arena staff lock the banquet room doors and every area used has been cleaned.

7 9) FUNDRAISING ANY TEAM THAT FAILS TO ADHERE TO THIS FUNDRAISING POLICY MAY NOT BE ELIGIBLE FOR PARTICIPATION IN TOURNAMENTS IN OR OUT OF TOWN, AND MAY BE SUBJECT TO FURTHER SUSPENSIONS AND/OR FINES. From time to time, teams within the Association decide to embark on fund raising drives for a variety of reasons. Rep teams raise funds to offset travel costs while house teams raise funds for their tournaments. While QDMHA, recognizes the need for fund raising, we must also provide guidelines for teams to follow: a. Team fund raising decisions must be cleared (in writing) with the appropriate division director and Treasurer. A report of all monies used during the year must be filed with the Treasurer every month. b. Fund raising must be by the hockey team concerned, not Quesnel and District Minor Hockey Association. c. Current sponsors of teams within QDMHA must not be approached for further financial support. Our sponsors have already paid a fee for sponsorship and therefore they should not be solicited again. d. Careful accounting should take place with proper statements, chequing accounts, signing authority and other proper accounting methods established. e. All bank accounts must be left open with a minimum balance as follows as of April 30 th of the current year: Rep Teams - $ Atom Select Team - $ These funds will be used by the subsequent years team, and all accounts must be signed over to the subsequent years team executive as soon as they are selected. All financial records for each team shall be turned over to QDMHA no later than April 30 th of each year. f. Any money raised by house tournaments, over tournament costs, will be transferred to the Minor Hockey General Account. g. The intent for house league tournaments is to cover it s own cost, not to generate excess profits. PLEASE NOTE Fundraising activities by team members, coaches and parents are only covered by Hockey Canada Insurance if the appropriate Special Event Sanction form is filled out, signed by the president and filed with BCAHA. Certain fundraising activities, such as woodcutting, should be well supervised by adults and chain saw use should only be performed by well qualified chain saw operators. Minor hockey players may not operate chain saws. If fundraising is decided on by a team, please consult your division director, who will be familiar with the above guidelines. a. All methods of raising funds by teams in the QDMHA must be approved by the Treasurer of the Association. b. Teams must submit a financial statement on each activity to the Association. c. The Treasurer will inform teams of the procedures necessary for conducting specific activities, such as bottle drives and raffles.

8 d. The Attorney General of BC issues licences for ticket lotteries and percentage based raffles. There is an application that must be filled out and a fee will be charged. This is the sole domain of QDMHA; individual teams with their own bank account and committee consisting of manager, secretary, treasurer, head coach may apply for Class D licences with approval of the association Treasurer. 10) CLINICS Each year the QDMHA, through the Coaching Coordinator and Head Referee, holds clinics for parents, coaches and referees. These are coordinated through the District Coaching Co-ordinator of the BCAHA. QDMHA will reimburse, as per policy, for those members wishing to attend approved clinics out of town, such as the NCCP and the NRCP Programs, provided that they were not offered in town. A refundable reservation fee may be charged to participants. The Association will only pay once for the course. Parent Orientation Night - a presentation for parents on the care and fitting of equipment, development programs, the role of the parents in Minor Hockey and the objectives of the local Association. b. Goaltending clinics c. CHA National Coaches Certification Program d. CHA National Referees Certification LOCAL CLINIC CO-ORDINATOR SHALL a. Submit clinic request forms b. Provide facilities for the lecture c. Provide the necessary audio-visual equipment needed d. Arrange for the necessary ice time for on-ice sessions e. Arrange publicity for the clinic, both before and after
