2 SECTION I. TREASURER 1. Any outstanding bills to Conference must be paid by October 1 st. Team dues are due and payable at the 1 st meeting in June. Insurance, Travel Fund, Wescon Dues are due and payable 2 nd meeting in September. A penalty of 10% of the amount due will be assessed. Voting privileges suspended until paid. 2. If Team dues are not paid by August 1 st, the Association Teams will not take the field. 3. Every Association must be represented at every required Conference meeting. If an Association is not Represented: a. A fine of $25.00 will be levied. Fine must be paid at next meeting or the Association will remain delinquent until fine is paid with loss of all voting privileges and fine doubles until paid. 4. All Association Financial Books shall be closed by December 31 st of each year. 5. The Conference Commissioner shall be reimbursed in the amount of $75.00 per month. 6. No helmet awards (Stickers) are to be placed on helmets except the American Flag, City Insignia, Players Jersey Number and Team Decals. $ per Team violation. 7. Association must submit a Profit and Loss Statement by the 1 st Conference meeting in October. A list of outstanding debts must be included. 8. A fine of $25.00 per item will be imposed on the Association for not turning in mandatory items when they are due. The city will lose voting privileges until fine is paid. Fine will increase $25.00 every meeting thereafter until each item is turned in and fine is paid. Mandatory Items: a. Copies of Association Treasurers Report and Bank Statements each Month. b. Copies of Scale Certifications. c. Minutes of each Association Meeting. d. Team Attendance Records signed and dated. e. Equipment Audit. f. Copies of All Waived Players. g. Report Home Games scores each week. h. Any other items requested by Conference. 9. All waivers must be approved by Conference before the player is permitted to begin practice. Any association that violates this rule will be fined $ per player and subject to disciplinary action up to and including sanctions. 10. Any association that writes a NSF check to Conference will be fined $50.00 plus bank charges. Check will be submitted only once. 11. Association Audits are due by 1 st meeting in April. 12. Association found to have over/under weight players on roster/field will be fined $ per player. 13. Referees are to be paid by the Association Treasurer at the end of Set Scheduled Games. 14. All Checks must have two (2) Signatures. No dual Signatures of Family Members on Checks. SECTION II. EQUIPMENT 1. Helmets: Only helmets bearing the NOCSAE seal of Certification may be worn. All helmets must bear the current NOCSAE approved warning label in a visible position on the outside of the helmet. This Warning Label is the same label that is furnished by all helmet manufacturers and reconditioners. (Note: Regulations regarding chin straps and face guards are to be followed per the National Federation or NCAA regulations, whichever is applicable.) NRB-13-A. 2 of 15

3 2. All NON- NOCSAE approved helmets shall be discarded. Final responsibility is with the Association. 3. Eye Glasses: When worn, shall be athletically-approved construction with non-shattering glass (safety glass) or contact lenses. A safety strap must be worn to hold glasses on. NRB-Rule 13-K. 4. Shoes: In all division of play: sneakers, molded rubber cleats (soccer style), or detachable rubber or plastic (football style) cleats are permitted. No metal cleats are permitted. Cleats may not exceed a ½ inch in length. NRB-Rule 13-K. 5. Additional Equipment approved by Mt. Baldy Conference must be worn across the SCALES at Weigh-ins. Approved equipment is as follows: Knee Support (No metal braces or padding), Ankle Support (No metal braces or padding), Non Altered Gloves with HS/NCAA Approval tag, Plain Scull caps (no knots, no hanging out of helmet). Face Shields must be clear. 6. Procedures for checking Athletic Supporters: The player shall pull out the elastic waist band for proof of wearing an athletic supporter or compression shorts. Player shall not participate in the game until he is able to show proof of supporter. 7. No jersey colors are to be changed without the prior approval of Mt. Baldy Conference Board of Directors. 8. Team must have extra jersey so a player can change jersey if it gets bloody during game. Number of blood Jersey must be a number not on the roster. 9. Each player shall wear a number between 1 and 99 inclusive. Numbers 0 and 00 are illegal and shall not be worn. No duplicate numbers shall be permitted. NRB-Rule 12-S Mt. Baldy Conference will use the same Gear allowance as listed in National Rulebook. NRB-Rule 3-S2-B. 11. All cities must have field clocks which are working and visible to officials and benches or no home games will be scheduled. NO EXCEPTIONS! 12. Proof of scale certification must be presented at the 2 nd Conference meeting in July. 13. Mt. Baldy Conference shall comply with CIF Rule that Goal Post shall be padded. 14. Mt. Baldy Conference shall follow with CIF Rule that only UNMARKED WHITE towels may be worn at the waist. 15. Association Equipment Audit is due at the 1 st Conference meeting in April. 16. Home and Away jerseys will be worn in all divisions of play. Away jerseys will be white only. If a player comes to a game and does not have the proper home/away jersey the player will not play. NO EXCEPTIONS. 17. Official Authorized Pop Warner Patch must be displayed on every Uniform for games and competition. NRB-Rule 13. SECTION III. CONFLICT OF INTEREST Pop Warner is a non profit public benefit corporation and is not organized for the private gain of any person. Therefore, no member or their business is authorized to benefit from any profit or personal gain from sales or services provided in support of Pop Warner. A Commissioner, Conference Representative, Executive Board Member, or Board Member with family or financial ties to a City must avoid situations where that family or financial interest is in conflict with Pop Warner corporation by-laws and or standing rules. Every effort should be made to find a disinterested third party to resolve these types of conflicts. Selection of a disinterested third party will be approved by the Mt. Baldy Commissioner and or a Conference Representative from that respective city. If the conflict involves a Conference Commissioner, the Commissioner of Mount Baldy Conference will be the approval authority. 3 of 15

4 SECTION IV. COACHES 1. Mt. Baldy Conference will adhere to the National Rule that each Head Coach and one (1) Assistant Head Coach must attend a Mandatory Rules Meeting held by the Conference prior to July 30 th. Any Coach that does not take the Mandatory Head Coaches Meeting by July 30 th shall be removed from the coaching staff until meeting is met. Any team not represented at the Mt. Baldy Conference Coaches Rule meeting the Head Coach shall be suspended for one week. The one week suspension to be Monday through Sunday, prior to and inclusive of the team s first regular season game. All Coaches must take the USA Heads Up Football Test. 2. All Coaches must complete a coaches clinic approved by the Mt. Baldy Conference prior to taking the field. The clinic shall include a portion of the field training. NO EXCETIONS! 3. Each Association shall require coaching applications to be filled out by all prospective coaches, returning or new. There will be MANDATORY background checks. NRB-Article 21. A list of all approved staff members shall be turned into Conference. 4. Each association shall interview every new or returning prospective coach. Head Coaches and Staff personnel must be approved by the Association Executive Board. Appointments are only though the end of the year. (December 31 st ). 5. Each Coaching staff shall wear a numbering system during games The Coach s number shall be listed on the Team Roster for identification purposes. Numbers shall be permanent TWO inches in height on the left sleeve. If a coach is found not having a number while on the field, he will be asked to leave the playing field immediately. The Coach may return when properly numbered and checks back with the Association in charge of the field. This rule will be enforced. Suspension for one (1) week and one (1) game. 6. A Photo ID Badge to include the coach s number that corresponds with the team roster MUST be worn by all Personnel listed on the Certified Roster. If a Coach is found not having a numbered Photo ID Badge while on the field, he will be asked to leave immediately. The Coach may return when properly numbered. Coach will not be allowed at practice or games until verified by Association. 7. All Coaching Staff must report to the weigh master to verify badge numbers and photos to roster and then leave the weigh in area prior to players weighing in. 8. Coaches must wear closed-toed shoes for all Practices and Games. Whistles are to be worn at Practice. Only Emergency personnel only will be allowed to have pagers, cell phones, etc., in the coaches box on game day. 9. If the Head Coach and/or Staff member violates the Mandatory Play Rule the mandated penalties apply: 1 st Violation: SUSPENSION from practice for one week including game. PROBATION for (1) One year. 2 nd Violation: PROBATION revoked and removal for the Pop Warner Program for (1) One year. Permanent Dismissal if original suspension still in effect. Upon suspension of any penalty provided herein, an accused shall be placed on suspension, among the general conditions of which shall be: a. That the accused be and remain of good behavior and that he strictly enforce all rules and regulations of Pop Warner. b. That the accused prepare and submit to his League his written plan to supervise implementation of the Mandatory Play Rule. (MPR). A suspension shall last seven (7) days for the first violation of a season, and shall continue for the remainder of the season for a second violation in the same season. In addition, a player denied his required number of plays will start the next game and receive double the Number of mandatory plays in that game. The team that violates the MPR will forfeit the game. 4 of 15

5 10. No Coaches or Parents to be at weigh-ins or in allowed area. Only approved Pop Warner Staff (Association Conference Reps/Team Trainer) will be allowed at weigh-ins. NRB 11. Head Coach must notify the Association President of any player/cheerleader who is ineligible to participate in games. Notification must be prior to game and in writing. If two (2) consecutive games are missed due to ineligibility (weight, illness, discipline, etc.) an investigation will be conducted by the Association and a written explanation will be submitted to the Conference by the next meeting. 12. Any Team found in Gear prior to ten (10) hour conditioning the Head Coach will be suspended for one (1) year. NRB-Article 15-S7. Helmets can be worn the first day of practice if worn by everyone on the team. 13. The Coaching Staff is under the direction of the Head Coach. Team Staff must follow the chain of command. 14. Head Coaches are the only individuals allowed to communicate with Referees. 15. A person who wants to volunteer for a coaching position in another city that he does not reside in, if accepted by the city and is good standing with Mt. Baldy Conference, can take his son/daughter with him to participate in that city. This player/cheerleader will be considered a waivered player. The waiver is only good for one (1) year and must be approved and signed by the Conference Commissioner. No WAIVER is required from open Areas, (Coaches or Participants) SECTION V. ASSOCIATION 1. No Association can change their name without written approval from the Mt. Baldy Board of Directors. 2. Each Association must submit a letter to Conference designating the Conference Representative Alternate (s) before they are allowed to attend a Conference Meeting. The Conference Commissioner must be notified in advance if either regular Conference Representatives will not be attending the Conference Meeting or that the Alternate will be attending in their absence. 3 Field Permits must be secured by the First (1 st ) Conference Meeting in August of the City will become a Traveling Association for the current year. 4. Any injury to a player/cheerleader or volunteer must be entered in the minutes of the Association s Board Meeting. Copies of the injury report and doctor s medical release (if needed) must be turned into Conference Secretary. 5. If a Coach is suspended or placed on probation, the Commissioner must be notified immediately. This action must be reported to Conference in writing at the next Conference Board Meeting. 6. If Team Rules apply, they shall be in writing and approved by the Association. Copies of such rules must be submitted to Conference by the 1 st meeting in August. 7. All first year Association Presidents must meet personally with the Commissioner prior to May 1 st. 8. All outgoing Board of Director Members must turn over to the New President the Pop Warner Administrative Manual and all Associations records, documents, team books, etc. Head Coach must turn in The Team Book to Association President. 9. Association By-Law Amendments must be presented to the Conference Executive Board for approval prior to presentation at the Association level. NO EXCEPTIONS! 10. One Conference Representative with Badge must be in attendance at the Home Field every SATURDAY for all games. 11. When a Traveling City is Home Team, One (1) Conference Representative with Badge must be in attendance for all games. 12. The Association Board Members that are required to attend the Conference Workshop will be determined by the Commissioner. 5 of 15

6 13. The Host City (Association) is responsible for calling or ing the scores for the Saturday Games to the Conference Web Master by 10:00 PM of game day. Failure to do so will result in a $25.00 fine and no voting privileges for the next two (2) Conference Meetings. 14. Each Association shall schedule only inter conference scrimmages and notify Mt. Baldy Conference. Scrimmages are limited to a maximum of two (2) per team. All scrimmages shall be played prior to the first game of the regular season as scheduled by Conference. Refer NRB-27-S There will be NO SCRIMMAGES scheduled for the weekend of paper certification. SECTION VI. MT. BALDY CONFERENCE 1. Number of Mt. Baldy Conference Representatives for each Association shall be determined by the specific team count of the previous year. a. 3 7 Teams shall have two (2) voting Association Representatives. b Teams shall have three (3) voting Association Representatives. c. 12 plus Teams shall have four (4) Association Representatives. d. No Association shall have more than three (3) votes. Association President is the First (1 st ) Conference Representative. Vice President is the Second (2 nd ) Conference Representative. Additional and Alternate Representatives must come from the Elected Positions of the Executive Board. 2. Mandatory Volunteers Background Checks. a. Any volunteer that completes and submits an official Pop Warner Volunteer Application to their local Pop Warner or League must have a Mandatory Background Check. LIVE SCAN will be the mandatory agency used by Mt. Baldy Conference. NO EXCEPTIONS NRB-Article 21 b. Hard Copy Print out of Approved Life Scan Certificate must be attached to Volunteer Form and retained until Volunteer leaves the program. c. LIVE SCAN CHECKS remain active until Volunteer is removed from the list by Mt. Baldy Conference. 3. Mt. Baldy Conference Badges are to be worn only by Authorized Conference Representatives. 4. The Commissioner shall have the right to appoint the specified number of delegates to represent Mt. Baldy Conference Board of Directors. Travel, room and food expenses for these individuals will be approved by the Conference Board of Directors. 5. All Conference and Association Officials are subject to penalties for rule violations when no corrective Measures are taken. 6. Mt. Baldy Conference will award, fifteen (15) and twenty (20) year participant plaques and 25 year awards to those who have served the Conference or Association as a working member. Awards are given in five (5) year increments. 7. Conference meetings are closed. Observers must have prior approval by Commissioner before attending Conference Meeting. In any event, observers may not take part in any discussion or make any attempt to participate in meeting. 8. Conference Treasurer will notify Conference Secretary of any outstanding monies owed by associations. 9. Conference Secretary will notify The Commission if Association(s) are not eligible to vote due to none payment of monies due and mandatory paperwork not received. This notification will be given to the Commissioner prior to each Conference Meeting. 6 of 15

7 SECTION VII. TEAM AND PLAYERS 1. Each player must participate in one full practice session to include contact per week in order to participate in a game. Association may strengthen this rule. 2. Players will be weighed in prior to the game. A late player can be weighed at anytime and once he enters the game he will receive the required number of mandatory plays. 3. If any player is listed or described as ineligible to play for any reason and is on the field during the game, helmet and shoulder pads must be removed. 4. Team must have a certified team book on hand at game time. They have thirty (30) minutes to produce this document or the game will be forfeited. Team Book must be on practice field with Team at all times. 5. It is necessary to have a minimum of eighteen (18) players to certify a team and a minimum of sixteen (16) eligible players ready to play at game time. Must complete game with sixteen (16) eligible players or the game will be considered a forfeit. 6. If a team does not have sixteen (16) eligible players for a game, the game is considered a forfeit and the teams do not PLAY. Teams have thirty (30) minutes after the scheduled game time to weigh-in any late team players in order to make the minimum sixteen (16) player requirement. Head Coach should immediately notify the Association President. 7. All football players on the certified rosters must have completed twenty (20) hours conditioning to be eligible to play. 8. Any participant involved in fighting at any Pop Warner function will be suspended for one (1) week, to include next scheduled game. 9. Team Spotter must be on the Certified Roster and will be assigned by the Head Coach. 10. Final Team Certification will be approved by The Commissioner. SECTION VIII. SCHEDULING 1. The first place team in each division of play with the best win/loss records shall have preference for post season travel to include game and location. If the first place team in each division waives their three (3) choices, they will revert to the status of any available. The next team in succession will move up and be given their chance to choose. This will continue until all teams eligible to travel are placed. No city wide travel is guaranteed. All travel is by invitation only. No city shall assume travel status until confirmed by Bowl Chairperson. Coin flip in case of ties. 2. Written request for long distance travel must be submitted by the 1 st meeting in March. Local travel within driving must be submitted on or before the 2 nd meeting in September. Requests must be in writing and submitted per team, stating preference of local destination: First, Second, Third. 3. The point system used by Mt. Baldy Conference shall be: Wins Two (2) points; Ties One (1) point and Losses zero (0) points. 4. For championship game competition structure, if the number of teams in one division is five (5) or less, then place all teams in that division together and the two (2) teams with the best win/loss record shall participate in the championship game. 5. Once a Team name is submitted to conference and approved it is to be retained by that Association/Team for One (1) year. Any new team names must be submitted to Conference for approval. 6. Protest: Refer to NRB-ARTICLE Any un-sportsmanship like conduct in Games, Championship or Play-Off Games, may result in no out-of-town for the team staff member-player-cheerleader. This will include any hosting of post season bowl games with subsequent out-of-town travel bowl games. 7 of 15

8 8. Inclement weather: A game can be canceled by a Mt. Baldy executive member or a person of authority, such As a city official, police department or fire department. 9. There will be NO TIES during a regular season game. The game will be played under the California Tie Breaker. Excluding instructional divisions. (Tiny-Mite Division) SECTION IX. GENERAL 1. Anytime a team is scored a one (1) or zero (0) on the sportsmanship card by an official, an explanation will be required at the Conference level for that team. 2. The following exercises and drills are banned from all practices and pre-game warm ups; leg lifts, neck bridges (sometimes referred to as neck rolls) and any type of bull in the ring. Leg lifts with knees bent are acceptable. NRB. 3. Individual Awards: In compliance with the Team concept and in view of the ages of the participants, no participants will be singled out as Best Player, Best Lineman, Most Valuable Player/Spirit Participant, etc., for presentation of a special award. NRB Article 14-S1 and S2. 4. Little Scholar Awards: Each Association will enact a program to honor the Scholars both players and cheerleaders within the Association. Mt. Baldy Conference shall have a Little Scholar Program. All Associations must participate. 5. Mt. Baldy Conference Association Snack Bar must adhere to all City and County Health Department Rules and Regulations. 6. No announcements of Sportsmanship Award Winners shall be made until all yellow cards are received from Referees with Team Ratings. 7. Teams who win the Sportsmanship Award shall receive individual player/cheerleader/coaching staff patches. (Tony Rizzo Patches) 8. For the Tiny-Mite and Mighty Mite Division only the offensive team on any one (1) of four (4) downs must notify the Head Official of a punt. The official will notify the opposing Head Coach. Neither offense or defense can move or cross the neutral zone until the ball is kicked. If the ball clearly goes over the head of the punter and passes by, the ball is put back to the line of scrimmage. If the punter does not get the ball it is snapped to either side or in front of the punter, or if they should drop the ball, they can pick it up and punt it from the five (5) yards behind the line of scrimmage. If the offensive team declares a punt on any one (1) of four (4) downs, there will be no downs following. 9. No rushing of any type of kick, from the line of scrimmage at the Mighty Mite Level shall be allowed. 10. Scouting is permitted in the form of video tape, film and written reports. Scouting is only permitted during a game situation. Scouting any type of practice is strictly prohibited. NRB-Rule 25. Filming must be done from the Stands NOT on the sidelines. SECTION X. CERTIFICATION 1. Cities forming more than one (1) team in a division of play shall use Mt. Baldy Conference Draft System. 2. A Coach Trainee must be a minimum of sixteen (16) years of age and a maximum of seventeen (17) years of age as of July 31 st. NRB-Article 5-S3. 3. A Water Person must be a minimum of five (5) years of age and a maximum of fifteen (15) years of age as of July 31 st. A maximum of two (2) rostered per team. 4. To establish proof of residence, a utility bill or other official document will be required to verify proof of residence within specific boundary of the association. No cell phone or driver s license will be accepted as proof of residence. Copies will be retained by the Association and will be checked at Book Certification. 8 of 15

9 5. The assignment of player to a division of play shall be done only by the Association President or Certification Person. Note: NO placement of players to a division of play by any coach, parent, or other board member at anytime. This final decision is that of the Association President and Certification Person. The only person other than President or Certification Person of the Association allowed to place a player is the Conference Certification Person or the Conference Commissioner. 6. Ages and Weights will be certified by Conference. NO EXCEPTIONS 7. All waivers must be approved at the Mt. Baldy Conference level and signed by the Commissioner. Approved Signed Copies must be submitted to Mt. Baldy Conference Executive Board. 8. Certification: Refer to NRB-Article 10. SECTION XI. WAIVER PROCEDURES 1. The Executive Board Members DO NOT have the priority for their children to play in another City. A valid waiver must be signed by President of city they reside in. The player/cheerleader will be considered a waiver participant. 2. An Individual who wants to volunteer for a Coaching position in another city that he does not reside in, if accepted by the city and is in good standing with Mt, Baldy Conference, can take their son/daughter with him to participate in that city. The player will be considered a waivered player. 3. All waivers must be approved must be approved by Conference before Player/Cheerleader is permitted to begin practice. Any Association that violates this rule will be fine $ per Player/Cheerleader and subject to disciplinary action up to and including sanctions. 4. Completion of Mt. Baldy Conference Waiver. SECTION XII. a. Mt. Baldy Waiver Form must be used. b. Participants must sign up with the Association they are requesting to participate in. c. Must have a valid hardship in order to obtain a waiver. NRB d. President of both Association must sign off on the waiver. e. Final approval is made by the Mt. Baldy Conference Commissioner. f. After approval a Copy of Waiver must be turned into Mt. Baldy Conference Secretary. g. Any Player/Cheerleader taking the field prior to approved and signed waiver will be fined $ per waiver. h. No waiver is required for open areas. WEBSITES 1. Association websites are the property of said city not an individual. 2. Websites will be purchased by the Association. 3. Association will provide Mt. Baldy Conference with the Administrator Account password in case of an emergency. SECTION XIII. MISCELLANEOUS 1. Definitions: Blitzing (illegal at the Tiny-Mite, Mighty-Mite Level and 28 point rule). A surprise defensive maneuver in which one or more linebackers and/or safeties, who are not on the defensive line of scrimmage when the offensive center takes his position over the ball, charge across the line of scrimmage in an effort to sack the quarterback. If a defensive player is on the line of scrimmage when the center put his hand on the ball that defensive player may come across the line once the ball is snapped. 2. When a team is ahead by 28 points or more there will be a running clock and the offense is mandated to run between the hash marks. The defensive team will run a basic 5-3 defense. 5 down lineman, 3 linebackers, 2 corners and 1 safety the linebackers will line up 5 yards behind the defensive line. The corners and safety will 9 of 15

10 be at least 2 yards behind the linebackers. Once inside the 10 yard line they may switch to a 6-2 formation. Again remember there is no blitzing by the defensive team. This formation will be implemented at the Tiny-Mite and Mitey-Mite Level for the entire game. 3. Tie Breaker Rule: Teams to be determined by the best win/loss record of second place teams in each of their divisions: (Div.2). If second place in each division cannot be determined by a total win/loss record the following would come into effect: SECTION XIV. Section I. a. The result of the first head to head competition between the two teams in the division. b. If there is a tie within their division the best record within the division would go. c. California Tie Breaker Rule. (Final Ruling) CHEERLEADING Cheerleaders Pop Warner Little Scholar, Inc., has established one (1) set of spirit rules for all spirit participants. Pop Warner Spirit Squads shall follow the rules outlined in the NATIONAL RULE BOOK. The term Spirit includes all squads, cheer and dance. These rules incorporate the current rules of the National Federation of State High School Associations, The National Spirit Group and existing Pop Warner rules/limitation. No Rules will be added after August 1 st unless it is a safety issue. League (Mt. Baldy Conference) must have a Cheerleader Coordinator. NRB S1-A Section II. Policies and Regulations for Staff Members 1. Head Cheer Coach of each spirit squad must be twenty-one (21) years of age. Every squad must have at least one. 2. Assistant Cheer Coach must be eighteen (18) years of age. There will be one (1) Assistant Cheer Coach for every twelve (12) participants including mascots after the first twelve (12) participants. NRB 3. Student Demonstrators/Coach Trainees: A squad may have a combination total of four (4) of these two (2) positions: 1. Student Demonstrator (Maximum of four (4) per team/squad) a. Must be fifteen (15) years of age. b. Have two (2) seasons prior cheer/dance experience. c. The oldest participant on the squad must be at least two (2) years younger the Student Demonstrator. d. May not perform with spirit squad. e. Must not be rostered as participant on any Pop Warner Squad. f. Must be rostered as part of the Coaching Staff of the squad which they are volunteering for. g. Must be a minimum of sixteen (16) years of age and a maximum of seventeen (17) years of age. b. Must follow the guidelines for a student Demonstrator as stated in NRB. c. Must be certified in same manner as all minors participating in Pop Warner Football, Cheer and Dance. 4. There shall be no more than ten (10) staff members per squad: 1. One (1) Head Coach 2. Four (4) Assistant Coaches 3. Four (4) Combinations of Student Demonstrators or Coach Trainees. 4. One (1) Association Cheer Coordinator 10 of 15

11 5. A copy of the following items will be given to each Head Coach whey they have been approved. 1. Administrative Policies 2. Safety Section National Rule Book 3. Coaches Code of Conduct 6. A minimum of one (1) adult staff member per twelve (12) participants including mascots. NRB Example Nine (9) participants require one (1) adult staff member. Thirteen (13) requires two (2) adult staff members. Twentyfive-Thirty five (25-35) requires three (3) adult staff members. 7. Approved Volunteer Application with mandatory background check must be on file with the Association and the Mt. Baldy Executive Board. 8. All Rostered Staff Members must have a Photo ID Badge to be worn while on all Game Fields and Competition Floor. NO EXCEPTIONS! 9. All Rostered Staff Members must complete YCADA online Certification including Student Demonstrator. Every three (3) years. 10. All Head Coaches must attend the mandatory Conference Cheer Rule Meeting. 11. Conference must be notified of all Staff Changes in writing. Section III. Scholastic Fitness: Proof of satisfactory progress in school is required. A 2.0/70% or the equivalent shall be the minimum grade point average acceptable to participate. Mt. Baldy Conference Scholastic rules will apply. NRB Section IV. 1. Tiny Mites must have a report card from school or letter from Parent/Guardian. NRB 2. All associations will participate in the Little Scholar Program. Registration 1. All participants, student demonstrators and coach trainees must complete the Pop Warner Little Scholar Participant Contract and Parental Consent Form. 2. A candidate cannot begin practice with a team or squad until they have, signed up, completed and signed the national contract, parent consent, had a medical examination, supplied proof of age, (Originals of Birth Certificate, Passport or Military ID), and report card. (Will be retained until Book Certification and then returned to participant) NRB 3. Must be between the ages of five (5) and fifteen (15) by July 31 st. 1. All seven (7) year olds and first year eight (8) year olds must perform in Junior Mitey-Mite division. No Exceptions unless the Association does not form a Junior Mitey-Mite Division the placement of seven (7) and eight (8) year olds will follow the National Rule Book. 2. AGE DIVISION The age of all spirit participants in the program shall correspond to the overall ages that the League in permitting for players, unless League rules dictate that the ages of the spirit squad shall correspond to the playing age of the squad with which they are associated. 12 **The asterisked (*) provisions in each division are for those leagues/associations that carry older but lighter football players. The age of the spirit participant may match the age of the football players in that same division. (i.e., if the league permits a football player to be a 13 year old, older-lighter junior midget, then the spirit squad may also sign up a 13 year old participant on the corresponding cheer/dance squad.) The spirit participant is matched in age only, weights do not apply. NRB 4. Proof of Age is required: a. Certified Birth Certificate (NO HOSPITAL CERTIFICATES) b. Passport c. Military ID 5. Mascots: Must complete the Pop Warner Little Scholar Participant Contract and Parental Consent Form. a. Must be five (5) years old by July 31 st. b. The number of mascots is at the discretion of the League. (Two (2) per Squad) NRB c. May only certify as Mascot if they are not old enough to be certified for any Division of play in the Association. d. Are not allowed to stunt/tumble or run to the end zone after a touchdown is made. e. Must be accompanied by an adult staff member at all times. f. Follow all National Rules NRB. g. Associations that have a Tiny Mite Division will not have mascots. Section V. Residence 1. A cheerleader must live within the boundaries of the chartered area the participant is going to play for unless participant lives in an open area. (No Waiver is required for open areas) 2. To establish proof of residence, a utility bill or other official document will be required to verify proof of residence within specific boundary of the Association. NO cell phone bills or drivers license will be accepted as proof of residence. Copies will be retained by the Association and will be checked at Book Certification. 3. If a cheerleader lives in one chartered area and is going to request to cheer in another chartered area they must sign up in the area in which they want to participate and have the request brought to the certification chairperson or conference commissioner for consideration by the city which they live. CHEERLEADER MAY NOT TAKE FIELD UNTIL WAIVER IS SIGNED. Any Association found violating this rule will be fined $ per participant. 4. A person who wants to volunteer for a coaching position in another city that he/she does not reside in, if accepted by the city and is in good standing with Mt. Baldy Conference can take his/her son/daughter with he/she to participate in that city. This player/cheerleader will be considered waivered. The waiver is only good for one (1) year. NO EXCEPTIONS. 5. All Waivers require Conference Waiver Form to be completed and final approval by Mt. Baldy Conference Commissioner. Approved signed copy must be submitted to Mt. Baldy Conference Executive Board. Section VI. Certification Refer to National Rule Book 1. Certification is that process whereby the team or association will file with the League of which it is a member, a complete roster of players and a complete roster of spirit participants for the regular season schedule. 2. A certified copy of each roster will be forwarded by the League to PWLS and to the Regional Director (or his/her) designee by the announced deadline. This is a certified roster in that the League has accepted the information at a pre-season session with its teams and spirit squads, based upon information submitted and the teams and spirit squad are restricted to these participants for the balance of the season (except for allowed Drops and Adds, see NRB. 12 of 15

13 3. This will be accomplished on the official National Pop Warner Football or Spirit roster form. 4. No one may be added to a roster after final certification. 5. Certification must be completed prior to the opening game of the regular League (Mt. Baldy Conference) schedule. The procedures for accomplishing certification are discussed hereafter. To be certified onto a team or squad roster, a participant shall qualify under the following: a. Eligibility according to residence shall be decided by the League (Mt. Baldy Conference) when the candidates resides in an area other than that authorized for the association by the League and on file at PWLS. b. Each Association shall attempt to assign the first-time participant to the lowest age for which he/she is qualified. c. Once certified for a particular age division, a participant shall not be permitted to recertify to a lower division of play during the current season under any circumstances, but based on the information available shall be permitted to approve recertification to a higher division of play. d. Ages shall be verified by birth certificates as specified in NRB. e. Associations will require a new picture of a spirit participant at least every two (2) calendar years. Section VII. Paper Certification 1. A completed Team Book must be presented at Certification. Section VIII. Miscellaneous 1. The following is a list of priorities for placement on squads for all sign-ups prior to August 8 th. All sign-ups after August 8 th will be placed on cheer squads as needed to even out squad sizes. a. Sibling of players assigned to same team. (Within the Age Division) b. Returning Cheerleaders assigned to same squad. 2. The total cost assessed to each cheerleader will be no more than that assessed to each football player for registration. 3. A Squad can only participate in one (1) competition per week. 4. All Cheerleader/Dance Coaches must report to weigh-ins for equipment and picture check prior to the Football Team. Section IX. Squad Size 1. Squads will be limited to thirty-five (35) cheerleaders per squad. 2. Competition squads must have a minimum of six (6) cheerleaders to certify. Does not include mascots. 3. Mascots may not compete in League, Regional or National Competition with their squad that is being scored. NRB 4. A Squad cannot consist solely of mascots. 5. All squads must consist of 60% cheerleader if there are mascots. 6. Participants may only perform with the squads in which they were certified. 7. No President or Head Coach shall set a limit of less than the maximum thirty-five (35) cheerleaders. 8. A squad with a minimum of three (3) cheerleaders may cheer for the team but can not enter into any competitions. Section X. Uniforms 1. Uniforms must be provided by Association. (Skirt, Shell, Spanks) 13 of 15

14 2. Gloves are permitted but cannot be used while performing stunts or tumbling. 3. Cheerleaders must wear flat sole, closed toe, non-slip shoes at all practices, games, etc. No platform shoes. 4. No face painting of any kind is allowed. 5. Nail Polish is allowed in neutral or team colors. 6. The only cheerleader props allowed are Hand grip pom-poms, Megaphones and Cardboard signs 2 x 3 in size. No Buckets. Section XI. Safety Rules 1. Included by not limited to safety rules in the NRB. 2. No jewelry or hair beads of any type-except medical alert bracelets, necklace and/or religious medals and they must be taped to body without a chain and under apparel. (Practice and Games) 3. All Stunting and Tumbling Teams must have hair pulled back and away from face. 4. Any injury to a participant/staff member must be entered into the Association minutes and reported to Conference immediately following the incident. 5. In the absence of a specialized trained person affiliated with the squad in the medical area (physician, paramedic, specially trained volunteer) one of the coaches must be the holder of a current Red Cross Certificate in Community CPR and First Aid or its equivalent or the P.R.E.P.A.R.E. Course by the National Center for Sport Safety ( or their equivalent. Section XII. Types of Pop Warner Spirit/Cheer Divisions 1. DANCE AS THE PRIMARY SQUAD a. A primary squad may elect in August to be a Dance squad and be rostered as a Dance squad, and only dance during games and halftimes. They cannot and will not perform any stunt or any other activity limited to cheer squads with the exception of crowd participation sidelines/chants. b. Not more than thirty-five (35) dancers may be certified to a squad roster. Mascots are not included in the total count of thirty-five (35). 2. CHEER/DANCE SQUADS WITHOUT A FOOTBALL TEAM a. Any association cheer or dance squad that cannot be affiliated with a corresponding football team in any particular division during the playing season, and has other cheer squads matched with football teams within the same association, may form a cheer or dance squad to be traditional squad provided they act as a traditional squad during the season with the following requirements: a. The squad must be age eligible for that division. b. The cheer/dance squad must perform during the association s football games at another level s assigned games. c. The cheer/dance squad must compete only in the traditional league/region/national competitions. d. Additional Insurance is required per participant. e. Not more than thirty-five (35) dancers may be certified to a squad roster. Mascots are not included in the total count of thirty-five (35). f. Not more than nineteen (19) cheerleaders may be certified to a Small Cheer Squad roster. Mascots are not included in the total count of nineteen (19). g. Not more than thirty-five (35) cheerleaders may be certified to a Large Cheer Squad roster. Mascots are not included in the total count of thirty-five (35). 14 of 15

15 3. YEAR-ROUND CHEERLEADING SQUADS a. Pop Warner Little Scholars, Inc, has two types of spirit squads as follows: Traditional (August 1 st to December 31 st ) and Year-Round (January 1 st to July 31 st ). b. Year-Round Program, August 1 st the following will take place: a. All Year-Round League spirit squad participants must return to their respective local association spirit squads. b. Year-Round squads are only rostered from 1/1 to 7/31 of each year. There will be no Year- Round squads during the Traditional Pop Warner season. A Year-Round squad must compete in one competition during the Year-Round season January 1 st to July 31 st. Only those squad that are rostered as Year-Round will be permitted to compete in competitions for 1/1 to 7/31. c. All Year-Round Teams must have participated in all League Regional Competitions if qualified. d. All Year-Round participants must have participated in previous Traditional Season. Section XIII. Mandatory Practice 1. Each participant (Cheer/Dance) will complete four (4) hours of mandatory practice per week in order to participate in competition. 2. A participant that does not meet the required minimum practice time will not be eligible to participate in competitions.
