7 Duties of The Officials The REFEREE has general oversight and control of the game. He starts the game, and is the man who sees that the ball is properly put into play every time that time is taken out. He is the authority for the score. It is his duty to see that the men keep their positions, and to be on watch for unfair play. The UMPIRE stands behind the defending side. He signals, fouls, authorizes substitutions, and watches for any unfair interference with play. Rulings as to offside comes within his province. The HEAD LINESMAN on the sidelines, with his two assistants, marks the distances gained or lost in the progress of play. He designates the position of the ball on each down, and watches for offside play. 18 Principal Changes in Rules for '25 1. The winner of the toss has been given the option of receiving the kickoff, in addition to the choice of goal or of making the kickoff. The loser of the toss is also given a choice of options. 2. The forty-yard line has again been designated as the mark of the kickoff. 3. The penalty for off-side in the scrimmage line has been changed so that, although this offense still calls for a loss of five yards, the point to be gained for first down will remain the same unless the distance penalty places the ball in advance of that point. 4. The penalty for clipping is 25 yards from the point of the offense. 5. Changes concerning touched or partially blocked punts: (a) A punt, blocked or otherwise, which does not cross the line of scrimmage may be recovered by the players of either team; (b A punt, partially blocked by a player of either team, and then crosses the line of scrimmage is to be considered in the same manner as a clear punt.
