6 INTRODUCTION TCA APPEALS AND CODE OF CONDUCT GUIDE TCA-BA will continue to stand for Simplicity, Outreach and Superior Quality (SOS). TCA-BA has evolved into a composite organization with manifold rules and mosaic structures. TCA-BA is committed to making its modus operandi simple and will continue to enhance and simplify as we progress through the season and beyond. The primary goal of TCA-BA is reaching out to its members, listening to their suggestions and their active involvement through all the necessary processes thus maintaining highest quality standards in all spheres, including high quality gamesmanship within its members. The information contained in this document shall apply to: Teams, Players, Team Official, and Umpires. Players, Umpires and Team Officials shall at all-time conduct play within the spirit of the game as well as within the Laws of Tennisball Cricket, ICC, and TCA-BA. The Captains are responsible at all times for ensuring that play is conducted within the spirit and traditions of the game as well as within the Laws. Players and Team Officials shall at no time engage in conduct unbecoming to their status, which could bring them or the game of cricket into disrepute. Both playing teams and umpire(s) are required to carry TCA-BA documents. They are also suggested to carry the ICC rules document. All penalties can be modified at the discretion of the TCA-BA Appeals Committee at any time of the year. APPEALS PROCEDURE TO RESOLVE DISPUTES AND OTHER MATTERS PERTAINING TO THE GAME DISPUTES During the course of a match if a point of contention arises between the 2 playing teams or with the umpire(s) or any other scenario please refer to the TCA-BA Tournament guide and TCA-BA Rules guide for reference. In the absence of a resolution through the documents, umpires along with both captains, should contact either the Appeals Committee or Games Committee volunteer. If for whatever reason, the Appeals Committee volunteers or Games Committee volunteers cannot be reached than the umpire s decision (after reading the rules) should be upheld and game should be continued. If any of the playing team disagrees to umpire s decision thereafter and does not continue with the match then it is considered as a walk over. During these points of contention both the Captains and the Umpires should ensure that no other team members (playing or non-playing) would be present near the discussion area. 7 APPEALS PROCEDURE TCA APPEALS AND CODE OF CONDUCT GUIDE Both the teams that are involved in the appeals process (disputes or otherwise) as well as the umpire(s) should work with the Appeals Committee to present their case. TCA-BA's appeals process is only handled by sending to Appeals will not be addressed if they are posted on TCA BA Facebook page or the website or any other social forum/media. will be the only form of communication to file an official appeal. All appeals must be filed by Wednesday 12:00pm (noon) of the week after the game was played. Eg. If the game is played on Sunday Feb. 1st than teams can file appeals until Wednesday Feb 4 th 12:00pm. Appeals submitted after the deadline will not have an effect for that weekend. All the penalties will be awarded on a case-by-case basis at the discretion of the TCA-BA Appeals Committee. All parties must respond within 2 days after appeal is filed. Appeals committee will respond within 2-4 days after gathering all the information from all the parties involved NOTE: Appeals should be sent only in the format given below; random s with no proper information will not be accepted. All the IDs from sync mail should be copied on appeals in addition to ids of parties involved in appeals. If in case there is no access to sync mail then at least one id from each team management should be copied. Appeals can be re-filed in proper format and will be considered within the statute of limitation mentioned above. Appeals Committee volunteer will inform appropriate team management if the appeal is not filed in accordance with the requirement. Subject: <Event describing the appeal> for Team 1 v/s. 9 SYNC TCA APPEALS AND CODE OF CONDUCT GUIDE Sync will be initiated by Games Committee via website. If incase there is an issue with the website sending sync then a manual sync mail will be initiated by Games Committee or address of teams will be shared with community and they will generate the manual sync mail. Both teams have to confirm the game by Thursday 12:00pm (noon) PST. If one team confirms the game and other does not by Thursday deadline then it is considered as forfeit for the team which did not respond. Umpiring team should confirm the umpiring by Thursday 12:00pm (noon) and send names and contact details of umpires by Thursday 9:00pm PST. NOTE: If the sync is initiated by Games Committee is later than Wednesday 12:00pm (noon) PST then deadline will shift by 24 hours after the sync mail is generated. In case, if more than one game are scheduled on the same weekend and the first game outcome determines the schedule of next game then deadline will be 12 hours after the sync mail is generated. FORFEITURE Following are the rules and penalties for forfeiture of a game. These penalties are in addition to penalties covered under event guide. In an event which has more than or equal to 5 round robin games, a fine of $100 will be levied upon the team which is forfeiting more than 1 game in the same event (irrespective of the rounds or playoffs) In an event, which has less than 5 round robin games, a fine of $100 per forfeiture will be levied upon the team which is forfeiting 1 or more games in the same event (irrespective of the rounds or playoffs). o Example: In FLT you cannot forfeit the game w/o fine. Any team which is found guilty of forfeiting more than 2 games in an event will be put on probation. Inclusion or exclusion of such team(s) in current or subsequent events will be determined by Games and Appeals Committees. NOTE: All financial fines MUST be paid before the team plays their next scheduled game in the current or future event. Tennisball Cricket Association. All Rights Reserved. 9

10 NO SHOW [AFTER AGREEING TO GAME] Following are the penalties which will be applicable to the responsible team for such incidents. If the team has initially agreed to play the game and then forfeits after Thursday 12:00pm (noon) and 12 hours before the scheduled game time will considered as level 1 offense of NO SHOW. In such case team(s) will be subject to a fine of $100. o Example: If game is scheduled on Saturday 8:30am and any teams communicates the forfeits of game After Thursday 12:00 (noon) till Friday 8:30pm then that will be fall under level 1 NO SHOW. Team(s) will be subject to a fine of $150 if they fail to be present for the scheduled game after confirming the game. o Any team found violating this condition will be immediately put on probation. Inclusion or exclusion of such team(s) in current or subsequent events will be determined by Games and Appeals Committees. UMPIRES REPORTING TO THE GAME Teams will be required to send umpires for the games their team has been assigned to by the TCA-BA Games Committee and the schedule released by TCA-BA GC. THERE ARE NO EXCEPTIONS. PENALTIES FOR UMPIRE LATE SHOW All umpires are expected to arrive 30 minutes prior to the start time of the game. Umpire will be considered a LATE SHOW if they arrive within 30 minutes after the scheduled start time of the game. These penalties are per event basis. 1ST OFFENSE: Team(s) will be subject to a fine of $50 per umpire. If a team(s) fails to send two umpires (irrespective of the game they are scheduled to umpire) then total fine will be $100 and likewise. 2ND OFFENSE AND EACH ADDITIONAL OFFENSE: Team(s) will be subject to a fine of $100 per umpire. If a team(s) fails to send two umpires (irrespective of the game they are scheduled to umpire) then total fine will be $200 and likewise. In addition to a fine, a Red Card will be given to the Captain (designated during that particular weekend) Tennisball Cricket Association. All Rights Reserved. 10

11 TCA APPEALS AND CODE OF CONDUCT GUIDE PENALTIES FOR UMPIRE NO SHOW All umpires are expected to arrive 30 minutes prior to the start time of the game. Umpire will be considered a NO SHOW if they arrive 30 minutes after the scheduled start time of the game. Example: If an umpire arrives any time after 9:00am for an 8:30am start time than the umpire is considered a NO SHOW. These penalties are per event basis. 1ST OFFENSE: Team(s) will be subject to a fine of $100 per umpire. If a team(s) fails to send two umpires (irrespective of the game they are scheduled to umpire) then total fine will be $100 and likewise. Red card and 1 game suspension will be issued to the assigned umpire(s) and the designated Captain for that weekend. Team event or will a later be required event as to per do Games 1 additional Committee umpiring requirements. for each missed umpiring during the current 2ND OFFENSE AND EACH ADDITIONAL OFFENSE: Team(s) will be subject to a fine of $150 per umpire. If a team(s) fails to send two umpires (irrespective of the game they are scheduled to umpire) then total fine will be $300 and likewise. Red card and 1 game suspension will be issued to the assigned umpire(s) and a 2 game suspension for the designated Captain for that weekend. Team will be required to do 3 additional umpiring for each missed umpiring during the current event or a later event as per Games Committee requirements. IMPORANT NOTE: All the fines to teams and player penalties will be doubled during playoffs. NOTE: All penalties must be paid before next officially scheduled game. Failure to do so will result in forfeiture of the next official game and team will be immediately put on probation. Team will not be able to play any future games without the payment of the fine. Each assignment is considered as an individual assignment. If teams have 2 umpiring duties for the same game that means they are 2 individual as assignments and not 1. Tennisball Cricket Association. 12 Monetary fines cannot be appealed against. Only player suspension and other penalties can be appealed to Appeals Committee. All penalties are carried over to the next event upon TCA-BA Appeals Committee discretion, including but not only warnings, yellow cards, red cards, and suspensions. Monetary fines are in addition to those of any round robin fines that a team might have been penalized for during the round robin phase of the SAME EVENT. PLAYER FOUND PLAYING FOR MORE THAN ONE TEAM IN SAME EVENT TCA doesn t allow a player to play for more than one team in a given tournament. It is the responsibility of team management to educate their players about these rules. It is also the responsibility of the team management to make sure any new player playing for their team has not played for any other team during that same event in TCABA. Penalties for such incident Round Robin Game: Player who is found to have played for more than one team will be subject to a fine of $50 [Note1]. Player will be banned from playing in the rest of the event. Playoff Game: Player who is found to have played for more than one team will be subject to a fine of $50 [Note1]. Player will be banned from playing in rest of the event and the subsequent event in which he wants to participate. The 2nd team and the teams thereafter for which player played for will be subject to the fine of $100. If the 1st team intentionally or knowingly allows the player to play for some other team in the same event than the 1st team will be subject to the fine of $100. If a team(s) is found intentionally or knowingly breaking this rule then the result for their game will be considered as a LOSS; however; detail scorecard will remain as valid. In such cases it will be okay to use any dummy/inactive player name in place of player who broke the rule. NOTE 1: All player transfers (eg. Switching teams after playing 1 or more games) at any point during an event has to be approved by Games Committee where certain circumstances and special attention is required. 13 PLAYERS REGISTRATION ON WEBSITE: It is mandatory to have all playing 11 players registered on the website and assigned to the playing team prior to the start of the game. Players who are not registered will not be allowed to play the game due to liability issues. Both the playing teams have the right to inform the umpires of unregistered players and the Umpires reserve the right to ban the players from the ground if determined to be unregistered. Team management is responsible for the registration of their players. Teams will be penalized per if non-registered players are allowed to play the game. Umpires and Opponent teams are advised to inform the Appeals committee if they notice non-registered players on the roster during score entry. Delays to the start of the game due to player registration issues would be considered as a late start and the related penalties would be applied. In case of login/registration issues, players must log a new issue in the Issue tracker immediately. Penalty is $100 fine, This penalty carries over event to event year-to-year. PLAYER BEHAVIOR OFFENSE AND PENALTIES Umpires have right to impose penalties such as Yellow Card (2 nd level warning) and/or Red Card (current match suspension) at any point of time during the course of the match if the players conduct falls under the category of any level of offenses mentioned in this section. This penalty can be applied additionally with the penalties Appeals committee comes up with and which are mentioned in this guide. Umpires, Players and/or Team Officials shall at no time engage in conduct unbecoming to their status, which could bring them or the game of cricket into disrepute. Penalties will be assessed and handed out by the Appeals Committee. LEVEL 1 The Offenses set out below are Level 1 Offenses. Tennisball Cricket Association. All Rights Reserved. 13

14 Abuse of the score card (shredding, tearing, etc.), cricket equipment or clothing, and ground (field) equipment or fixtures and fittings (lights, benches, school or park properties etc.) Any audible on-field aggressive expression of criticism or dissent by a player to an Umpire s decision directed at the umpire. Using language that is obscene, offensive or insulting (for e.g. use of words of sexual meaning or context in any language, racists remarks, etc) and/or the making of an obscene gesture (for e.g. sexual gestures such as touching yours/others private parts inappropriately, showing middle finger etc.) against any umpires, players, team official, or spectators. Charging or approaching with anger or aggressive manner at umpire or any player at any point of time during the match. Excessive appealing by player(s) during the game even after getting warned by the on the field umpire(s) of the behavior. Pointing or gesturing towards the pavilion in an aggressive manner by a bowler or other member of the fielding side upon the dismissal of a batsman. PENALTY FOR A LEVEL 1 OFFENSE Penalty for a Level 1 Offense shall be: 1ST OFFENSE: Warning and Yellow Card to the player(s) involved in the incident. 2ND OFFENSE: Red Card with 1 game suspension (for the next officially scheduled TCA-BA game) to the player(s) involved in the incident and Yellow Card to the designated Captain. $25 fine payable to Tennisball Cricket Association before the next scheduled game. LEVEL 2 The Offenses set out below are Level 2 Offenses. Deliberate and malicious distraction (running on to the field by a player with bat, uprooting of the stumps, throwing water bottles on the field of play etc.) or obstruction on the field of play, throwing the ball/bat at or near a player and an umpire or official in an inappropriate and/or dangerous manner. Any attempt to manipulate a match in regard to the result, net run rate, bonus points or otherwise. The Captain of any team guilty of such conduct shall be held responsible. Any Captain involved in LEVEL 1 offense. PENALTY FOR A LEVEL 2 OFFENSE Tennisball Cricket Association. All Rights Reserved. 14

15 Penalty for a Level 2 Offense shall be: 1ST OFFENSE: TCA APPEALS AND CODE OF CONDUCT GUIDE Red Card with immediate effect and 1 game suspension (for the next officially scheduled TCA-BA game) to the player(s) involved in the incident and/or to the designated Captain. Fine of $50 will be levied upon the guilty team (player) payable to Tennisball Cricket Association before the next scheduled game of the team. 2ND OFFENSE: Minimum of 2 games suspension to Player(s) and to the designated Captain involved in the incident with immediate effect. Deduction of team points by 4 (round robin phase of the tournament) Team will be put on probation for the rest of the event by the TCA-BA Appeals Committee. Fine of $150 will be levied upon the guilty team (player) payable to Tennisball Cricket Association before the next scheduled game of the team (or 1 week). 3RD OFFENSE: Minimum of 4 games suspension to the player(s) and to the designated Captain involved. Deduction of 8 points from total accrued points during the Round Robin stage of the event. Team will be put on probation for the rest of the year by the TCA-BA Appeals Committee Fine of $300 will be levied upon the guilty team (player) payable to Tennisball Cricket Association before the next scheduled game of the team (or 1 week). 16 LEVEL 3 This infraction is considered as the worst incident and maximum penalties can be applied. The Offenses set out below are Level 3 Offences. A player participating in TCA-BA games under the influence of alcohol or who consumes alcoholic beverages during the game. Inappropriate and deliberate physical contact between the Players in the before, during, or after the game. Any act of physical aggression or violence towards a Player, Umpire or Spectator. Any Captain involved in LEVEL 2 offense PENALTY FOR A LEVEL 3 OFFENSE Penalty for a Level 3 Offense shall be: 1ST OFFENSE: Minimum of 4 games suspension handed to the Captain if he was not involved and 6 games suspension if he was involved in the offense (Captain s suspension will be at the discretion of the TCA-BA Appeals Committee.). Player(s) will be suspended for that event and other penalties (# of games ban, year ban, other event ban, and life ban) might be implemented at the discretion of the TCA-BA Appeals Committee. 2ND OFFENSE: Immediate 1 year suspension of the player(s) from all the TCA-BA held events. Captain will be suspended for that event. If it s a KO event the penalty will be carried over and Captain will be suspended for next event as well (Captain s suspension will be at the discretion of the TCA-BA Appeals Committee.) If the event is with in team s or captains control & they did not do enough to stop the event from occurring. Team will be automatically suspended from the current event. 17 UNEXPECTED ACTS TCA APPEALS AND CODE OF CONDUCT GUIDE Player/umpires found in unexpected act such urinating on ground or ground premises other than restrooms will be banned for the event and monetary fine of $200 will be applied to team. Player/umpires found in unexpected act such smoking on ground or ground premises will be banned for the event and monetary fine of $200 will be applied to team. Before leaving the field all trash has to be cleaned, team violating the same will be fined with $200. NOTE: If there is property damage involved than the team involved in the incident will have to bear all the expenses. TCA will not be held liable at any stage of such occurrence or expenses. UMPIRES BEHAVIOR OFFENSE AND PENALTIES Umpires are required to maintain quality of umpiring by not distracting themselves by doing act such as talking over phone while umpiring, using headphones, or not standing up for umpiring etc. Any incident reported of such act will be subject to penalty of $50 to umpiring team. ADDITIONAL NOTES Where the facts of or the gravity or seriousness of the alleged incident are not adequately or clearly covered by any of the above offenses, the person laying the charge may allege one of the following offences Breach of Rule - conduct contrary to the spirit of the game; or Breach of Rule - conduct that brings the game into disrepute The person laying such a charge must specify the level of breach to accompany the charge: for example, conduct contrary to the spirit of the game or conduct that brings the game into disrepute. In deciding penalty, the appeals are entitled to and shall take into account the prior record of the person charged. If damage has been caused to any property, the appeals may order compensation to the aggrieved party as part of the penalty. In respect of penalties, penalties are to be applied in the form of matches or events in which the player is likely to play. Furthermore, the appeals committee shall, as far as possible, impose the ban so as to apply to the next game(s) in which the player is scheduled to play. The appeals committee is to specify the number of matches in respect of which the Player is banned. Tennisball Cricket Association. All Rights Reserved. 17

18 Where there are separate incidents in the course of the match, the umpire should lay separate charges. If the appeals committee finds the person charged to be guilty of more than one offense, he should impose separate penalties in respect of each offense. Penalties in such cases are cumulative and not concurrent. Plea-bargaining is not permitted. It is open to the appeals committee to find a player guilty of an offense in a level lower or higher than that in which he is charged where the constituent elements of the lesser offense are the same. Nothing in this Code of Conduct alters the onus on the Captain to ensure that the Spirit of the Game is adhered to as stated and defined in the preamble to the Laws of Cricket. The Player or umpire reported shall be entitled to appeal against a finding and/or a penalty imposed in respect of Level 2, Level 3 offences as provided. Similarly, in determining the appropriate penalty (if any) on an appeal, it is open to the appeals committee hearing the appeal to increase or decrease the penalty. In addition, if in the opinion of the person hearing the appeal, the appeal lodged by the appellant is Spurious or Frivolous, the person hearing the appeal shall be entitled to determine that any point s deduction shall be applied. WHERE SHOULD I PAY FINES? Fine collection can be done or enforced by appeals or games committee depending on the situation. In most cases appeals committee decides the fine and game committee makes sure it is been paid on deadline. All fines will be accepted in form of check/paypal only. Say fine is $100 then if you are paying via paypal then you need to pay $103. 19 UNDEFINED PENALTIES This handbook covers the most common issues we have seen. Also these penalties will be in addition to penalties covered under event guide. It s next to impossible to define penalties for all issues and everything. Any unwanted act which is not covered in guide can also be considered for penalties. Example if TCA communicated to community for not using grounds on certain day or not to use certain ground then also if some teams or players end up using it then TCA will take strict actions against such teams or individuals.
