7 THE CODE OF CONDUCT & SPIRIT OF CRICKET 1. The BYCL is committed to maintaining the highest standards of behaviour and conduct. This Code of Conduct incorporates the Spirit of Cricket, as set out below. It applies to all matches played under the auspices of the ECB and may be applied to cricket in general. 2. Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. 3. The major responsibility for ensuring the spirit of fair play rests with the captains who are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. 4. Player s conduct: In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decision of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall report the matter to the other umpire and to the player s captain, and instruct the latter to take action. 5. The Spirit of the Game involves RESPECT for your opponents your own captain the umpires and the game s traditional values. 6. It is against the Spirit of the Game for players and/or team officials: (a) to dispute an umpire s decision by word, action or gesture; (b) to use crude and/or abusive language or make offensive gestures or hand signals; (c) to intimidate, assault or attempt to intimidate or assault an umpire, another player or a spectator; (d) to indulge in cheating or any sharp practice, for instance: (i) to appeal knowing that the batsman is not out (ii) to advance towards an umpire in an aggressive manner when appealing (iii) to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm or motivation of one s own side. 7. Players and team officials shall not make racially abusive comments nor indulge in racially abusive actions against fellow players, officials, members or supporters. Clubs must operate an active open door membership policy whilst respecting player qualification regulations and welcome players/members irrespective of ethnic origin. 8. Players and team officials shall not use or in any way be concerned in the use or distribution of illegal drugs. 9. Clubs must take adequate steps to ensure the good behaviour of their members and supporters towards players and umpires. 10. Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution towards these aims. 7

ELIGIBILITY OF PLAYERS (a) All youth players must be bona fide members of the Club for whom they are playing. (b)team Managers are responsible for the eligibility of their players. Team lists, together with the players dates of birth, must be exchanged prior to all matches. (c) Players are not allowed to play in league matches for more than one club in the league without the prior written approval of the League Secretary. (d) No transfers between teams of clubs will be allowed after the closing date of the divisional stages of the League Competitions, as defined in the Special Rules for each group. (e) Clubs entering more than one team in the same age group are not allowed to have internal transfers between the teams. (f) (i) If a Club has two or more teams in the same age group, then any player who is a County Squad player in the relevant age group (e.g. Under 13s & Under 12s in the Under 13 age group), or a District Squad player at the senior age (e.g. Under 13s in the Under 13 age group) must play for the A team only. District Squad players at the junior age (e.g. Under 12s in the Under 13 age group) are permitted to play in any team, subject to Rule 1d. (f) (ii) If a Club enters ONE team in Division 2 they can only play one county player at that age group level. (g) Clubs fielding ineligible players will lose all points gained in that match. (h) Girls are allowed to play in an age group up to two years younger (i.e. a girl who is not yet seventeen may play in an under fifteen team), except in the Under 13 and Under 15 County Cup Competitions when they must conform to the age group rules as stated in Cup Rules. 2. MATCH ARRANGEMENTS (a) The Competitions will be divided into Regional Divisions as agreed by the Committee from year to year. (b) A Divisional Fixtures framework will be provided by the Fixtures Secretary similar to that provided for senior clubs. Within that framework member clubs will arrange and agree the exact match date at the Fixtures Meeting. Every effort must be made to play the match on the date agreed at this meeting. (c) Match postponements before the date of the scheduled fixture (not due to inclement weather) (c) (i) In the event that a team cannot fulfil a match, a representative of that team must contact the opposition no later than 3 days before the scheduled date, in the first instance by phone, with a confirmation by . (c) (ii) If the team calling off the game is the home team, they must offer at least three alternative dates to their opposing team manager. If the team calling off the game is the away team, they should request three alternate dates from their opposing team manager. These dates must be within three weeks of the original fixture date (see Rule 2(e)) and both team managers should agree the new date for the match to be played. A representative from both clubs must confirm the revised date of the fixture to the relevant Divisional Secretary no later than 5 days after the date of the postponement. The alternate dates should take into account the non-offending club s preferred match day; must not clash with an existing fixture as recorded on the league website and should be mindful of the ECB ruling on playing more than 2 consecutive days. If the home team is the non-offending club and is unable to supply a pitch for the rearranged game within the three weeks allotted time-scale, then that club will be able to claim the game as a concession. (c) (iii) If a club postpones a game within 3 days of the scheduled date then the opposing club will be able to claim the game as a concession. (c) (iv) The relevant Divisional Secretary must also be informed at the same time with the reason for why the game is being postponed. If a club is unable to fulfil a match because they cannot provide adult supervision then this will be automatically deemed a concession. (d) Matches postponed by adverse weather, ground, light or travelling difficulties. (d) (i) It is the sole decision of the umpires to call off a game if the conditions have become too dangerous for the match to continue. (d) (ii) Matches may only have a reduction in overs allowed for the following reasons: ground unfit for play, inclement weather, poor light or due to the late start of a match because of travel difficulties, (d) (iii) The team managers may agree to play a shorter match with an equal number of overs per side. However, to achieve a result a minimum of 10 overs per side must be bowled. In a shortened game. Bowling restrictions should be reduced accordingly on a pro-rata basis (i.e. sixteen to twenty overs four overs maximum; eleven to fifteen overs three overs maximum; ten overs two overs maximum). In Under 11 matches there will be no reduction in the three over limit. (d) (iv) If there are more than two fixtures for the same age group scheduled on the same day, and one pitch is declared unfit, then the game in the highest division takes precedence. In the event that a home team cannot fulfil a match due to inclement weather conditions before the scheduled start time of a fixture, then they must communicate with the opposing team manager as soon as possible to try and prevent a team travelling. (d) (v) The home team must offer at least three alternative dates, within 3 weeks of the original fixture date (see Rule 2(e)), agree with their opposing team manager a new date for the match to be played and both team representatives should advise the revised date of the fixture to the relevant Divisional Secretary no later than 5 days after the date of the postponement. 8

9 (d) (vi) If one of the teams is unable to field a side within the three weeks allotted time-scale (see Rule 2(e)), or postpones the game within 3 days of the re-scheduled date or is unable to fulfil the rearranged schedule, the nonoffending club may be able to claim the game as a concession. (e) In the event of a fixture rearrangement being necessary it need not be played within the current three week window provided both teams agree. (f) All matches not played by the closing date for the divisional matches, as defined in the Special Rules for each age group, shall be declared null and void and no points will be awarded. There will be no exceptions. 13 SPECIAL RULES 2017 GENERAL RULES FOR ALL AGE GROUPS 1. SAFETY GUIDANCE ON THE WEARING OF CRICKET HELMETS BY YOUNG PLAYERS The guidance for all young players up to the age of 18 is: helmets with a faceguard or grille should be worn when batting against a hard cricket ball in matches and practice sessions. young players should regard a helmet with a faceguard as a normal item of protective equipment when batting, together with pads, gloves and, for boys, abdominal protector (box ). young wicket keepers should wear a helmet with a faceguard, or a wicket keeper face protector, when standing up to the stumps. Parental or guardian written consent allowing a young player not to wear a helmet should not be accepted in any form of cricket. There is a British Standard (BS7928:2013) for cricket helmets and British Standard (BS7929-2:2009) for face protectors. It is in the best interests of young players to ensure that their helmet/face protector conforms to these standards. 2. FIELDING REGULATIONS The ECB has extended the existing regulations covering the minimum fielding distances for young players in all matches in England and Wales where a hard ball is used. No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played the ball. For players in the Under 13 age group and below the distance is 11 yards (10 metres). These minimum distances apply even if the player is wearing a helmet. Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the player to move back. In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk. 3. In the event of a game being abandoned due to the failure of one team to comply with either Rule 1 or Rule 2, the game will be awarded to the non-offending club. 4. NUMBER OF PLAYERS A cricket match is played between two sides, each of eleven players, one of whom shall be the captain. A 12 th man can be used but shall not be allowed to bat or bowl or to act as wicket-keeper or as captain on the field of play 5. BOWLING A bowler shall be limited to one fast short pitched delivery per over, which is defined as one that passes or would have passed over shoulder height of the batsman standing upright at the popping crease. This ruling shall apply even though the striker may have made contact with the ball with their bat, person or equipment. The Umpire at the bowler s end will make it clear to both bowler and batsman at the wicket when such a delivery within this limit is bowled. It is unfair if this limit is exceeded in the same over and the Umpire shall call and signal No Ball on each such occasion. In addition, any delivery which, after pitching, passes or would have passed over head height of the striker standing upright at the popping crease, although not threatening physical injury, will be called and signalled as a No Ball. 6. AGE GROUPS All age groups are based on the age of the player at midnight on 31 st August in the year preceding the current season. 7. MEMBERSHIP The membership fee will be for each team entered into the League in

14 UNDER Players in a team. Start with 200 runs. (a) If a manager is unable to field 10 players, the opposition manager should be contacted prior to the game and permission received to field a team of 8 or 9 players. 8 players is the minimum allowed for a league game. If a player is unable to play after reaching the ground, Rules 2(a), 2(b) and 4(a) apply. 2. Bat for 3 overs in pairs (15 over match); 5 runs deducted for each lost wicket batsmen should change ends on the fall of a wicket except on the last ball of over or on a run out (the batsman out does not face the next ball). All Under 9 games may be played without the use of bails. (a) If 8 players in one team then the manager of the team with 10 players will nominate the pair to bat again and face the final 3 overs. (b) If 9 players in one team then the opposition manager will nominate the player to bat twice in the final pairing. 3. The umpires decision in response to an appeal shall be final. 4. Wides and No Balls count as a penalty of two runs, in addition to any runs scored. No extra ball will be bowled except in the last over when wides and no balls count as a penalty of one run. 5. Bowlers are limited to 2 overs. Every player will bowl ONE over, with FIVE players able to bowl a second over. This includes any player who keeps wicket. A delivery which passes or would have passed on the full above waist height of the striker standing upright shall be deemed unfair, called and signalled No Ball although it may still have been capable of hitting the stumps. 6. Normal Laws of Cricket apply but players will not be dismissed LBW unless they deliberately block the ball to prevent it hitting the wicket. Even if wearing a helmet, no player is allowed to field within 11 yards of the middle stump, except behind the wicket on the off side, until the striker has played the ball. 7.
