Meeting opened at 10:15 on 7th December 2013 at the Rivers Ibis Health Club, Reading. 1. Apologies for Absence None 2. a) Minutes of Meeting 15 th June, 2013 Amendment to add: 8) d Umpire Management Concern was expressed at the lateness of some UM reports following tournaments. It was agreed that reports should normally be completed within two weeks of the conclusion of the tournament. With above amendment, these were agreed as a true representation of the meeting. b) Minutes of Ad-Hoc meeting 31 st August, 2013 These were agreed as a true representation of the meeting 3. New Rules The NO own goal may well be introduced by EHB into NHL and EHB Cup competitions from February 1 st, 2014 (i.e. Second half of 2013/14 season). A consultation is currently taking place with clubs. ACTION: MT to update selection/members as soon as decision made 4. Tim Chipperfield & Warren Ellerbeck to reserve panels RJ has written to all B panel umpires without a fitness test regarding intention to take a test next season with the introduction of mandatory fitness testing for 2014/15 season and beyond. m) Candidates RJ Marcus Powel no longer a men s candidate remove from panel n) Reserve Panel RJ ACTION: RJ to advise all umpires of panel changes in B*, B and Reserve panels ACTION: LP to advise NPUA secretary of all panel/website related changes once selectors have informed their umpires of panel changes. 5. Liaison with EHB PBG reported that there is still no access to international teams' planning from EHB to enable quality tournament preparation by NPUA. Page 2 of 6

3 MT advised that RGJ setting up an umpire developer working group for umpiring at all levels. NPUA will need representation. RGJ has asked to use indoor umpires at finals day for a consultation on needs of umpires at events. ACTION: LP to feedback to Indoor selection. EHB has a new strategic plan for the future and MT is linked in for umpiring/npua needs. One aspect is looking into how to make contact with retiring International EHL players to become umpires for the future. Considerable disappointment was expressed that a non-english umpire's photo has been used in the umpire pathway section of the new EHB clubhouse magazine that goes to its members. 6. Performance Review International a) Women LP circulated the women s IDG plan for 2013/14 that had been submitted to NPUA Exec. for approval. IDG leads will be updating now that budget levels had been approved. Women s IDG group confirmed as Hannah Sanders, Emma Shelbourn, Joanne Forrest and Caroline Fenn. LP confirmed that all IDG umpires had EHF tournament appointments in summer of Hannah Sanders has been appointed to the Commonwealth Games (with Margaret Hunnaball as UM). Also noted that Frances Block had umpired the final of the Pan American Cup in Argentina, and was currently umpiring at the World League finals. Emma Shelbourne was appointed by GB to a test series in Germany. b) Men PBG tabled the men s IDG report, and detailed the ongoing support for IDG members. Paul Walker has been promoted to the FIH promising list and is currently at the Junior World Cup in Delhi. Tim Benford has achieved his International badge. IDG leads hosted a weekend with Henrik Ehlers (EHF Umpire appts co-ordinator) to showcase some of the talent coming through the NPUA. EHUSP congratulated Hamish Jamson on his appointment to the World Cup in It was agreed that Bruce Bale to be returned to IDG group. ACTION LP to advise secretary of changes to IDG. Per previous minutes, Andrew Kennedy should be taken off the IDG list on the website c) GB Report PBG reported that there was still no new GBPOP currently. Emma Shelbourn's appointment to the Test series in Germany was subsequently revealed to be a GB appointment - in no way was anyone from NPUA to blame for this. Given the state of flux, interim arrangements are being made - for a USA tournament appointment coming up in February for women, it was agreed to nominate Hannah Sanders to GB. Page 3 of 6

4 d) Liaison with EHF UDP/U4E. UDP nomination for Emma Shelbourn - decision expected by end U4E nominations will be coming out soon for second tranche. EHUSP discussed potential nominees. e) International Fitness Monitoring & Testing. PBG presented a paper. FIH now requires twice yearly sign off for all PUL and above umpires for fitness tests (Bleep test), with Road to the Hague/Rio needing quarterly sign off on a range of fitness tests as per guidelines. The merits of quarterly meetings and technology based solutions were discussed - it was agreed that these should be discussed further at Exec and with Mike Davidson, to whom the Exec has given responsibility for fitness. NPUA/EHB to support with funding within limits. It was agreed that an Interim plan was necessary to meet the 28th February deadline for all those at PUL level and above. DH agreed to take responsibility for this. ACTION: DH agreed to organise this first test and will make contact with umpires. Suggested could be run at Indoor finals subject to EHB Ok. NPUA executive to work further on strategy going forward. 7. Women s Promising Group Plans incorporated as part of IDG/PG strategy. EHUSP agreed make up of group to be Lia Waine, Rachael Williams, Sarah Collins and Annika Midwinter 8. NPUA Executive Update MT MT reported that feedback from the Convergence day organised by Jo Pennycook had been well received. Still some outstanding convergence issues to be debated and subsequent meetings would benefit. Coaching working group met on 17 Nov. Model for coaching in a more targeted manner to be actioned first half of season. ACTION: Panel selectors to give names to John Litchfield/Dawn Bonner of umpires who can be used in this pilot for improved development. Development groups: potentially targeting middle weekend of the world cup - however it was pointed out that this would clash with all the EHF summer club tournaments. New social media policy published by Executive. Radio update. Order placed and due to arrive to be distributed for 2 nd half of the season. Radios will remain property of EHB. Use will be mandatory for all umpires with distribution and communication to follow from Exec. PBG agreed to be the representative to Exec from EHUSP for this year. 9. Domestic Administration a) UPA Report & Umpire Appointments Report CB Page 4 of 6

5 CB tabled his report. Appointing issues likely again next year with weekends where men s games have been moved to Saturdays. Selection agreed that we need to fulfil appointments top down as a priority each week based on availability and ability, which may mean out of gender panel appointing b) Assessor Appointments Report GB GB tabled his report. Assessor appointments were within agreed budget parameters set by NPUA Exec. Some appointments had not been as originally planned due to the unforeseen number of changed umpiring appointments, meaning some umpires had more assessments than originally planned. ACTION ; LP to advise secretary that, following retirement, Jane Nockolds, Jane Binner & Peter Halliday to be removed from assessor list. Plus Chris Todd, as wants to coach only c) NYUAG SH SH tabled her report of NYUAG activity. It was noted that several members of the NYUPL had been appointed to EHL games (as per request to NYUAG for reserves), and that they had performed well. Two such members of NYUPL Ben Mills and Lucy Elsdon had achieved L3 status. SH advised that she will be stepping down as NYUAG representative and was thanked for her work. ACTION: Replacement to be discussed at February meeting. 10. Next Season & fitness tests Restated that next season, fitness testing is mandatory. Mike Davidson is working with selection committees to determine how to manage the change. LP suggested using June tournaments one North (Mixed Finals) and one South (County Championships) for organising pre-conference fitness testing. It was agreed that CB will publish the first two weeks appointments for September ahead of Conference whilst final fitness test results are awaited. Authorised fitness test assessors confirmed as all selectors indoor and outdoor. Others to be approved by NPUA Chairman or Chairmen of selection. 11. Preparation for February Meeting February meeting of EHUSP is to appoint to all tournaments to the end of the season. To help with availability, it was agreed to change the closing date for availability for the second & third batch of appointments - to be moved to 20 th January. ACTION: CB to request change to website. Panel selectors to write to umpires and remind them of the revised deadline of 20 Jan. 12. Indoor NPUA Exec has confirmed that Indoor will remain a sub-committee of EHUSP and not have a direct reporting structure. LP expressed indoor committee s views as to why a change had been requested. 6 13. Next meetings Sunday, 9 th February at Rivers Ibis Health Club, Reading Saturday 21 st June 2014 tbc 14. AOB a) Marking system - RJ presented a paper. Following on from the convergence meeting, he proposed changes to the marking system to make it more simple for members and assessors to understand. A matrix system of marks was proposed with marks available to each panel plus minimum and maximum marks for each. A clearer system for candidates and those transferring from other Nations was also discussed. After making some relatively minor amendments, it was agreed to recommend the matrix to EHUSP for implementation from the second half of the season on a trial basis until the end of the season. ACTIONS: MT to circulate to NPUA Exec for approval. RJ to draft an explanatory covering page for members/assessors to be published on the NPUA website following approval by PBG. b) Team v personal penalty for offences inside the 23 was discussed in light of guidelines from FIH. ACTION; PBG to confirm with FIH and advise NPUA members accordingly before the outdoor season commences. Also to see if the guidelines apply indoor and, if so, to notify EHIUSP for onward communication. c) It was agreed that minutes should normally be published within two weeks of a meeting.
