1 Section 2 2-1G.4. b. Harness-hold program (1) All students must jump with two USPA AFF rating holders until demonstrating the ability to reliably deploy in the belly to-earth orientation at the correct altitude without assistance, except: (i) Students who have been trained in a wind tunnel may jump with one AFF rating holder after demonstrating the following in the wind tunnel: - basic stability (neutral body position) - heading control - controlled forward and backward motion - controlled turns - proper response to hand signals - simulated altimeter checks and time awareness - wave-offs - simulated main parachute activation (ii) The wind tunnel training and tunnel flight sessions must be conducted by an AFF rating holder, or a tunnel instructor who is under the direct supervision of an AFF rating holder. All training must be documented. (2) All students must jump with one USPA AFF rating holder, exit safely, maintain stability, and deploy at the planned altitude without assistance prior to attempting disorienting maneuvers. (3) All students must jump under the direct supervision of an appropriately rated USPA Instructor until demonstrating stability and heading control prior to and within five seconds after initiating two intentional disorienting maneuvers involving a back-to-earth presentation. Section 3 c. logging jumps for licenses and ratings 1. Skydives offered as evidence of qualification must have been: a. made in accordance with the USPA requirements in effect at the time of the jump b. legibly recorded in chronological order in an appropriate log that contains the following information: (1) jump number (2) date (3) location (4) exit altitude (5) freefall length (time

2 (6) type of jump (formation skydiving, freeflying, canopy formation, style, etc.) (7) landing distance from the target (8) equipment used (9) verifying signature 2. Jumps for license and rating qualifications must be signed by another licensed skydiver, a pilot, or a USPA National or FAI Judge who witnessed the jump. 3. Jumps to meet skill requirements must be signed by a USPA Instructor, Instructor Examiner, Safety & Training Advisor, or a member of the USPA Board of Directors. 4. Use of digital devices for logging skydives a. Many skydivers use digital devices to log skydives, instead of traditional paper log books. b. Any jump logged in a digital device must contain the required information, including a signature verification from a licensed skydiver, the pilot, or a USPA National or FAI Judge who witnessed the skydive. c. Each instructor, safety and training advisor or instructor examiner who verifies license requirements for a USPA license must review and verify the jumps logged in a digital device. d. For skydivers who are pursuing licenses and ratings, it is especially critical that the first 500 jumps are clearly logged and easily verifiable by the officials who must verify the jumps for licenses and ratings. E. LICENSE PRIVILEGES AND REQUIREMENTS A license 1. Persons holding a USPA A license may jump without supervision, pack their own main parachute, engage in basic group jumps, perform water jumps, and must have a. completed 25 freefall jumps b. completed all requirements listed on the USPA A License Proficiency Card c. completed five group freefall skydives involving at least two participants d. received the signature and official stamp on the USPA A License Proficiency Card or USPA A License Progression Card (ISP) which validates the A license for a 60-day time limit following the completion of the card e. The completed and signed USPA A License Proficiency Card or USPA A License Progression Card must be validated within 60-days of completion by sending the card to USPA Headquarters. Once validated, USPA will issue a license number that becomes a permanent record of the member. f. passed the USPA-developed written and oral USPA A-license exams conducted by a current USPA I, I/E, S&TA, or USPA Board member Note: USPA Headquarters will accept either completed card signed by a USPA Instructor without the official stamp. The registration fee must be included. B license 2. Persons holding a USPA B license are able to exercise all privileges of an A-license holder, perform night jumps, with 100 jumps are eligible for the USPA Coach Rating, and must have

3 a. obtained a USPA A license b. completed 50 jumps including: (1) accumulated at least 30 minutes of controlled freefall time (2) landed within 33 feet of target center on ten jumps c. aerial performance requirements, either: (1) demonstrated the ability to perform individual maneuvers (left 360, right 360, backloop, left 360, right 360, backloop) in freefall in 18 seconds or less (2) or successful completion of the planned formation(s) on ten group freefall jumps formation skydives, or ten formation freefly skydives, at least five of which, in either discipline, must involve at least three participants d. documentation of live water landing training with full equipment in accordance with the procedures in the Skydiver s Information Manual e. complete all of the requirements listed on the USPA Canopy Piloting Proficiency Card f. passed the written USPA B license exam conducted by a current USPA I, I/E, S&TA, or USPA Board member. c license 3. Persons holding a USPA C license are able to exercise all privileges of a B-license holder, are eligible for the USPA Instructor rating (except USPA Tandem Instructor), participate in certain demonstration jumps, may ride as passenger on USPA Tandem Instructor training and rating renewal jumps, and must have a. met all current requirements for or hold a USPA B license b. completed 200 jumps, including accumulating at least 60 minutes of controlled freefall time c. landed within seven feet of target center on 25 jumps d. aerial performance requirements, either: (1) during freefall, perform in sequence within 18 seconds a backloop, front loop, left 360-degree turn, right 360-degree turn, right barrel roll and left barrel roll (2) completed at least two points on an 8-way or larger random freefall skydive e. Successful completion of fifty formation skydives, or fifty formation freefly skydives, at least ten of which, in either discipline, must involve at least four participants e.f. Passed the USPA written C license exam conducted by a current USPA I, I/E, S&TA, or USPA Board member. Section 7-1 Section 7-1.E.5: Open bodies of water may be considered for measuring landing area requirements for open-field, level 1 and level 2 landing areas. However, the vertical and horizontal distance limits from any spectator outlined in Table 7.A still apply. Section 7-2

4 B. qualifications and procedures 1. To initially qualify for the PRO Rating, an applicant must: a. be a current member of USPA b. possess a USPA D license c. have at least 500 jumps on a ram-air canopy d. make a series of ten solo jumps into a circle 32 feet in diameter (landing within 16 feet of the center point) using the same model and size canopy. (1) The applicant must pre-declare each jump to count toward the requirements for the PRO rating. (2) Once the applicant has started the series, he or she may make non-declared jumps; however, nondeclared jumps may not count toward the accuracy requirements for the rating. (3) All of the ten pre-declared jumps in the series must be successful for any in the series to count toward the rating; and in the event of an unsuccessful jump, the applicant must start a new series. (4) On each declared jump, the applicant must make the first contact and stop within the 32 foot circle and make all landings standing up. (5) All declared jumps must witnessed by either an S&TA, Instructor Examiner, USPA Judge or USPA Regional or National Director. (6) The applicant must obtain signatures of the eligible verifying official for each of the ten jumps. e. score at least 75% on the PRO Rating exam f. forward the completed application form to his or her USPA Regional Director for his signature and include: (1) a 1" x 1" full face photo of the applicant (1)(2) the completed PRO Rating exam (2)(3) the rating fee (3)(4) have the PRO Rating Proficiency card signed off by an I/E, S&TA, or PRO Rating holder indicating that the PRO Rating applicant has received training in the following areas: (i) ground crew and served as a ground crew member on at least one Level 1 or Level 2 demo jump (ii) flag rigging and made at least one jump with a flag (iii) smoke rigging and made at least one jump with smoke (iv) NOTAM filing and certificates of authorization (v) crowd control (vi) post-jump procedures g. Except for the minimum 500 ram-air jump requirement, all training listed must be made within the previous 12 months of the application. 2. The USPA Regional Director will forward the initial application to USPA Headquarters. 3. Conditions a. The canopy used during qualification will be the smallest size canopy to be used for minimum landing area (Level 2) jumps, and the canopy size will be noted on the PRO Rating card. b. USPA will issue an annual PRO Rating with an expiration date that will coincide with the applicant s membership expiration date. c. The rating must be renewed annually in order to remain current. d. If a PRO Rating holder s competence is questioned by a FAA or USPA official (including S&TAs), the PRO Rating holder may be required to reaffirm his or her proficiency. e. To requalify on a smaller canopy:

5 (1) The rating holder must make three successive, pre-declared jumps, making the first contact and stopping within a circle 32 feet in diameter with that canopy. (2) All landings must be made standing up and be verified by an S&TA, Instructor Examiner, USPA Judge, or a Regional or National Director. (3) The three landings must be logged on the new PRO rating application, and signed by the witness who verified the jump. (4) The application may then be submitted to USPA Headquarters for processing. If a new PRO rating card is desired, a new 1x1 photo must be submitted, and the appropriate fee paid for a new PRO rating card to be produced listing the new canopy size. 4. Annual renewal requirements: Within the previous 12 months the PRO holder must perform all the following verified by the signature of a current S&TA, I/E, USPA Judge or Board member (you may not renew yourself) and forward a completed PRO renewal application to USPA Headquarters: a. Make at least 50 jumps. b. Submit a 1" x 1" full face photo. (1) optional (2) incurs an additional charge for a new card b.c. Include the current renewal fee. c.d. and any of the following: (1) perform an accuracy landing within 25 cm. of target center (need not be a stand-up landing) in the presence of a current USPA Regional-, National-, or U.S./FAI International Judge; USPA Regional or National Director; or Instructor/Examiner. (2) perform a stand-up landing, making the first contact and stopping within a circle 32 feet in diameter (landing within 16 feet of the center) in the presence of a current Regional, National, or U.S./FAI International Judge; Regional or National Director; S&TA, or I/E (3) perform a Level 2 (as defined by USPA and accepted by the FAA) demo jump in the presence of any of the above mentioned USPA officials 5. Lapsed PRO Rating renewal requirements a. In the event that a PRO Rating holder allows his or her rating to lapse for two years or longer, the initial landing qualification requirements must be met. b. The canopy used for requalification will be the smallest-sized canopy to be used for minimum landing area (Level 2) jumps. c. The canopy size will be noted on the PRO Rating card. Section 8-4 a. tenure awards 1. Membership tenure certificates are issued to acknowledge support of skydiving through membership in USPA for significant periods of time. 2. USPA membership tenure certificates are issued at the completion of ten years of accumulated membership and at each five years thereafter.

6 B. qualifications 1. Computation of tenure: a. The ten-year certificate is issued when a full ten years of membership has been accumulated. b. In other words, the certificate is issued at the end of the tenth year of membership. c. Lapses in membership are subtracted from the total time of membership. d. Membership records are adjusted by changing the member since date to reflect periods of expired membership. 2. Certificates are issued upon request either by submitting the information online through the USPA website, or by contacting the membership department at USPA Headquarters.
