2 IS SKATING TROPHY GENERAL The IS Skating Trophy 2012, is an International Figure. Solo Ice Dance, Speed and demonstration Synchro club skating competition that will be held under ISU Rule It is organized for skaters with impairment who cannot compete in international competitions under ISU Rule h). IS Skating Trophy 2012 will be held with the sanction of the National Ice Skating Association, with the support of Sk8 Scotland and in accordance with the ISU Constitution and General Regulations 2010, ISU Special Regulations and Technical Rules Single & Pair Skating and Ice Dance 2010 and relevant communications. For categories including Figure Level 1 through 6 the Official Special Olympic Sports Rules for Figure Skating (Version January 2011) and Article 1 of Special Olympics General Rules shall be employed. These rules shall be employed except where they are in conflict with this announcement and the Rules of Competition for Impaired Skaters. In such cases, this Announcement and the Rules of Competition for Impaired skaters ( shall apply. Entries shall be made by clubs affiliated to ISU members and the club should inform the ISU member to whom it is affiliated under ISU Rule c). The abbreviation of the ISU member will be stated in parenthesis after the name of the club in the results protocol and competition materials under ISU Rule d). The competition is reserved to all eligible skaters (ISU Rules 102 and 109). 2. TECHNICAL DETAILS 2.1 Venue All competitions and practices will be held at the Dumfries Ice Bowl King Street, Dumfries, Scotland DG2 9AN (0) Dumfries Ice Bowl has a seating capacity for 500 with possible extra seating being brought in for the event. The ice surface is artificial. The size is 29 metres x 56 metres. The facility is heated. 2.2 Eligibility for Entry Skaters with any form of impairment may enter the competition. To determine the correct level to enter, competitors should refer to the Classification Handbook available from The coach will determine the level of the skater 2

3 according to the Classification Handbook. Competitors should only enter the level of event that reflects their current technical ability. Levels using Special Olympic technical requirements are open to all impairment groups. The compulsory elements group is optional for all other competitors Evaluation Skaters will be judged according to the International Judging System (IJS) at Levels 7 to 11 and will be judged according to the Relative Judging system (RJS) 6.0 Ordinal system for levels 1 to 6. Figure levels 1 to 6 will therefore also be governed by the rules of Special Olympics Figure Skating competitions (available at as amended in January 2011 and the results of these events will be calculated and published in accordance with ISU Regulations 2000 Rules

6 2.3.3 Facilitators Facilitators will be allowed on the ice where necessary to provide assistance approved in advance by the classification panel e.g. to act as a guide for the visually impaired. Otherwise the facilitator will be required to provide assistance to the competitor from a designated area of the rink, e.g. where assisting the timing of the start for the hearing impaired. The facilitator must be an eligible person under ISU rules. See Facilitators below for further details. 2.4 Technical Details Solo Dance Events Entry Requirements To determine the correct level to enter, skaters should refer to the Classification Handbook available from website. The coach will determine the level for the skater according to the Classification Handbook. There are no test entry requirements. Skaters may only enter one level in the Ice Dance event and this level should reflect their current technical ability. See Classification below for further details Technical content Standard patterns and the official ISU Pattern Dance music will be used. For dances that are not included in the ISU rules, the patterns and music will be that of the United States Figure Skating member and are available on the USFS website. See Evaluation below Dance Events The events will consist of the following categories: Level 7 Dance Quickstep, Argentine Tango Level 6 Dance Paso Doble, Blues Level 5 Dance American Waltz, Tango Level 4 Dance European Waltz, Foxtrot Level 3 Dance Ten Fox,,Willow Waltz Level 2 Dance Fiesta Tango, Swing Level 1 Dance Canasta Tango, Rhythm Blues Evaluation 6

7 Competitors will be judged according to the International Judging System (IJS) except that all references to partner and unison will not apply. For information on the segments in each dance for Levels 1.2 and 3, consult the USFS pattern dance diagrams with segments and scale of values. Patterns for these dances are available on the USFSA website at by clicking on the link Pattern Dance Diagrams with Sections and SOV Table (2/16/11, PDF) For all other dances, consult the following: the Scale of Values, and the marking guide for Program Components, consult the following: ISU Communications for Scale of Values (SOV) of pattern dances (ISU Communication #1400); Marking guide for GOE s for pattern dances (ISU Communication #1567); and Marking guide for Components of pattern dances (ISU Communication #1522) For the marking guide for the Grades of Execution (GOE s) for each segment, consult the Marking guide for GOE s for pattern dances on the ISU website. The result will be determined by the total of the two scores for each pattern dance in the category Officials The duties of the referee and judges are the same as a couples ice dance competition except that the referee identifies falls and/or missing segments (or partial segments) and communicates this to the judges Facilitators Competitors may either skate alone or with a facilitator who will be allowed to dance with and thereby assist the competitor during his or her performance. The facilitator must perform the steps and holds of the partner according to the official dance descriptions. See Evaluation section above. The facilitator will not be judged as a competitor in the event and the facilitator must be an eligible person under ISU rules. See Facilitators below for further details. 2.5 Technical Details Speed Events Non-ambulant Sledge Non-ambulant skaters must use an ice sledge. Ice Sledges will be made available at the rink and will be the type used by the British Sledge Hockey Association Eligibility To determine the correct class to enter skaters should refer to the Classification Handbook. See pages 7 to 10, sections to Speed skaters should enter races in only one class. *Races will only be available to speed skaters who are classified (review status is acceptable for this purpose) and are at elite level for their impairment Technical Details For 111m distances or more, 2 skaters will be competing at a time. Skaters will begin on opposite sides of track following the ISU long track team pursuit starting procedures. Pack starts will not be allowed. For the 25M straightaway skaters will compete in designated lanes in the centre of the ice. Races will be timed. The competitor with the fastest time at each distance will be the winner. The first three placed skaters in each race will be awarded medals and there will be no overall result calculated. Cross overs will not be necessary but if a skater must overtake then they should overtake on the outside and follow the ISU long track speed rules for overtaking Safety 7

8 All competitors must wear an approved helmet and the helmet number should be provided on the entry form. All team members will be awarded medals. No age restrictions will apply Duration the length of the program is 3 minutes +/- seconds 3. AGE RESTRICTIONS ISU Age restrictions do NOT apply. 9

10 Where numbers permit each level of competition will be distributed in age-groups. (A skater s age will be determined by the age of the skater on the date of the registration and draw for the competition 11 th May years and under years years years 4. DIVISIONING Where numbers permit the skaters may be further split according to age, gender and impairment group for the purposes of the competition and/or the results. If numbers do not permit then events may be combined. Special Olympic divisioning will be followed if numbers permit. 5. SPECIAL OLYMPICS GB Skaters who are entering the British Special Olympic Championship events must be members of Special Olympics GB. Further information on this can be obtained by contacting Emily Onley at Special Olympics GB on Emily.Onley@sogb.org.uk and Karen Titmus at Impaired Skating on karen.titmus@impairedskating.org British skaters wishing to be considered for entry to the World Special Olympics must be registered with SOGB before the closing date of the competition on April 12 th RESPONSIBILITY In accordance with I.S.U. Regulation, rule 119, all participants act on their own responsibility. NISA, Sk8 Scotland, Impaired Skating and the IS Skating Trophy Organising Committee accepts no liability or responsibility with respect to personal injury or for property loss or damage incurred by Competitors, facilitators or Officials or other participants in any capacity in connection with the IS Skating Trophy 2012 or any part of the event. The organizer will seek to provide medical emergency aid during competition. It is the sole obligation of each participant, as defined in Rule 107, to provide medical and accident insurance. Such insurance must assure full medical attendance and also the return of the ill or injured person to the home country by air transport or by other expeditious means. 7. CLASSIFICATION This skating event will include skaters with all forms of impairment. This will include visual, hearing, intellectual and biomechanical impairments. Provision will be made to allow the inclusion of all skaters and adjustments will be made accordingly to the rules of competition. For full details please see IS Rules of Competition available at Skaters have the option of obtaining a classification and classifiers will be available at the Dumfries event for this purpose. Skaters wishing to obtain a classification should indicate this on their entry form. Classification is not compulsory and all skaters with impairment are welcome to enter the events without obtaining a classification. 11 Classification of skaters will follow the Impaired Skating Code of Classification and Classification Handbook and will be conducted in accordance with the IPC Generic Code on Classification as well as pertinent IPC Rules and Regulations. Copies available on website at Where skaters are classified an impairment compensation will be added to their score and a further set of results and medals will be awarded accordingly. If skaters meet the minimal criteria for impairment but do not provide sufficient medical evidence of their impairment then the skater will be given a 5% whole person impairment compensation and an impairment result will be calculated accordingly. Such skaters will be given a Review classification status. Protests and appeals on Classification shall be governed by the Impaired Skating Code of Classification and the Classification Handbook. All other protests will be governed by the relevant ISU Rules. 8. DATES Preliminary Entry Form 12 h March 2012 Closing Date 12th April 2012 Registration 11 th May 2012 Draw 11 th May 2012 Competitions 12 th -13th th May 2012 After the awards there will be a Closing Tea for skaters, a chaperone to the skaters, coaches, judges, classifiers, referees, technical panel members, volunteers and special guests. 9. ENTRIES Entries must be on the Official Entry form (see below) and must reach the Organising Committee by Preliminary Entry Form 12 h March 2012 Closing Date 12th April entry forms to skatingtrophy@impairedskating.org There is no entry fee to enter the competition and the event will be subsidised by funds obtained by Impaired Skating from the NISA Charitable Trust and charitable donations. The organising committee will limit the entries and entries will be accepted on a first come first served basis but will also ensure that as many countries as possible are represented and that skaters with all forms of impairment and ability are included. 10. SPECIAL OLYMPIC JUDGES AND OFFICIALS SEMINAR A judges and officials seminar and technical meeting will be held prior to the Event and will be led by Helmut and Elisabeth Sieber from Austria the Head of Europe and Asia Special Olympics Figure Skating and Technical Delegates to the Special Olympics World winter Games. Those wishing to participate should contact skatingtrophy@impairedskating.org This seminar is being subsidized by the SOGB development fund. 11. FACILITATORS 11

12 Competitors who wish to use a facilitator should identify the name and purpose of the facilitator. If the facilitator needs to go on the ice (e.g. for the visually impaired skaters) then this should be specified. The facilitator must be an eligible person under ISU rules and the facilitator s name and eligibility must be stated in the competitors entry form. The facilitator must keep assistance to the minimum necessary. The facilitator may be provided with a microphone to communicate with the referee during the event where necessary. For further details please refer to the IS Rules on the responsibilities of Officials COSTUME Attire must be suitable for athletic performance and ISU rules will apply generally. Skaters are advised that the use of props is not permitted. Competitors who are entering Special Olympic Events should also consider the Special Olympic Rules available at AWARD CEREMONIES Each competitor will be awarded a diploma and the first three placed skaters in each event will be awarded medals. It will be mandatory that during the awarding of Championship prizes, skaters must wear their skating competition attire and skates (speed skaters should be without helmet). NO TRACK SUITS, SWEATSHIRTS, TEESHIRTS, HATS, CAPS OR ANY OTHER CASUAL ATTIRE WILL BE ALLOWED ON THE ROSTRUM. 14. MUSIC ISU Rule 362/1, and Rule 724 shall apply. Normal speed CD and no rewritable CD. CD (Compact Discs) format must be handed in at the time of Registration. Each CD must be properly inserted into a case or CD envelope and clearly show the name of the Skater or Team and Category. Skaters must provide a back-up copy of the music for each programme. The disc should also show the running time of the music (not the skating time), The titles, composers and orchestras of the music to be used for the individual programs, must be listed for each competitor on the official Music Selection Form and attached to the official Entry Form for Competitors, or turned in to the Organizing Committee at the time of registration. 15. PROGRAMME CONTENT SHEETS Along with entries, Skaters must attach planned programme content sheets (see below) covering IJS Free Programmes. Planned programme content sheets should be signed by a coach or team Representative. However, programme content may be changed at the time of the Competition. The correct abbreviation should be used as in the ISU scale of values in ISU Communication

13 16. ANTI-DOPING An anti-doping control will not b e carried out during the competition. However, Competitors are advised that they should always act in accordance with the valid ISU Anti-Doping Code (ISU Communications ) and for the non ISU events according to the regulations of UK Sport. 17. ACCOMMODATION AND TRAVEL Full details on accommodation and travel may be found on the Sk8scotland website at: and this information will also be made available on the impaired skating website. Transport from Glasgow or Edinburgh Airport can be advised by the organising committee, and information on train times etc. will be published on the IS website. Transport from hotel to the rink has to be organized by the skater. The organising committee does not pay travel or lodging expenses for the skaters. 18. PUBLICITY WAVER Members, Teams and Competitors hereby acknowledge and consent to the fact that Skaters Photos, info and results will be published, as well as parts of IS Skating Trophy 2012 may be televised for showing on a worldwide basis. According to the ISU Constitution and General Regulations 2010 both Members and Competitors and Teams hereby certify and warrant that the music and choreography presented and used by the Competitors have been fully cleared and authorised for public use and consent to use of his or her name, biography and likeness on or in connection with any television or radio programme broadcast and re-broadcast throughout the world, motion picture, print media or the advertising and publicising of such programme, without further clearance or payments of any kind on the side of the ISU, the Organising Member NISA and the Sk8scotland Organising Committee, Impaired Skating SCIO and the relevant television network or broadcasters being required. At the time of registration at the IS Skating Trophy 2012 all Team Leaders, or other representatives of the Member entering, must present a compliance signed by the Team Manager and/or Team Leader. 19. VIDEO AND PHOTOGRAPHY POLICY The taking of video and photography within the arena is prohibited and an official photographer will be present at the event. If parents or guardians wish to video or photograph their own children then they may obtain a video/ photography permit, which will allow them to video/ photograph a named individual(s) from a designated area in the arena. 20. MEDIA ACCREDIATION Media accreditation may be applied for. Applicants will be asked to produce a CRB certificate and/or Press Credentials. Media Accreditation will allow photography but only from a designated area in the arena. Local and national television and will be invited. 21. REGISTRATION AND ACCREDITATION 13

14 Registration and Accreditation for Skaters, Referees, Judges, Technical Controller, Technical Specialists, Data/Replay Operators, Teams, Accredited Coaches, Team Leaders, Team managers and chaperones will take place at the Dumfries Ice Bowl Reception and will be open from 14:00 hours from Friday 11 th May 2012 and throughout the event. A maximum of three chaperones/ coaches/ facilitators per skater will be accepted for the accreditation. 22. OFFICIAL DRAW The Official Draw will take place on Wednesday 11 th May at 17:30 at the Dumfries Ice Bowl in a room to be confirmed. For each category, the starting order will be determined by draw, on skater s names in alphabetical order. The draw will be made by the Referee/s in accordance with ISU regulations. All skaters who have arrived in time to attend the draw are invited, The Organising Committee would like to welcome as many as are able to attend. 23. OPENING CEREMONY Opening Ceremony will take place at the Dumfries Ice Bowl 45 minutes before the beginning of the competition on 12 May RESULTS Results will be posted on the Impaired Skating website and on a bulletin board at the rink. Results will not normally be announced immediately following each competitive performance due to the requirement for additional impairment calculations. 25. ORGANISATION The organization of the competition is the responsibility of Impaired Skating, with the support of Sk8 Scotland and on behalf of NISA and it reserves the right to take any measures, in agreement with the Referee as to the running event, necessary to ensure that the competitions run smoothly. 18 APPENDIX 1. SPECIAL OLYMPICS TECHNICAL DATA Figure Level 1 Eligibility: A skater competing in Level I must be able to complete the skills required in Badges 1-5 but no higher. Level 1 Compulsory Element Group Skaters shall skate all of the following elements in isolation. After one skater has completed all their elements the next skater will begin. The skater has two opportunities to perform the elements. a) Forward swizzles for a distance of 10 meters b) Backward swizzles for a distance of 10 meters c) One-foot forward snowplough stop (left or right) Level 1 Freestyle Program a) Skater may start program at any spot on ice surface. b) Judging and timing will begin when skater commences to skate. c) This is a Beginning Freestyle program. A well balanced program with elements selected from Badges 1-5 with emphasis on balance, glide and beginning moves done well that includes a selection of the following elements only: Forward march or stroking Backward wiggle or march Forward swizzles Backward swizzles Forward two-foot glide Backward two-foot glide Forward gliding dip Forward one-foot glide left and right (length of the body) Two-foot jump in place or moving One-foot forward snowplough stop (left or right) Forward two-foot curves left and right Two-foot turn front to back on the spot d) The skills may be performed in any order. e) The skater is not required to perform a set number of skills, however, the skater will be judged on the quality of the performance and the content. f) The program must be performed to instrumental music (no vocals). A mandatory.2 deduction will be made for vocal music. g) The program will not exceed a time limit of one (1) minute, plus or minus ten (10) seconds. h) No elements above Badge 5 are to be included in the program. A mandatory.2 deduction will be made for each added element. Figure Level 2 Eligibility: A skater competing in Level 2 must be able to complete the skills required in Badges 1-10 but no higher. Level 2 Compulsory Element Group Skaters shall skate the first eight elements in succession. The skater has two opportunities to perform the elements. After completion of the first eight elements the skater will perform the ninth element. a) Skater starts at one end of the rink (or on the red goal line). b) Skater begins when so instructed by the referee. c) Skater skates forward using stroking motion (not swizzles, a.2 deduction will be made for swizzles) to the first blue line, or a point approximately one-third the length of the skating area. d) At the first blue line (or one-third the length of the ice), skater performs a forward to backward twofoot turn. 18

19 e) Upon completion of the turn, the skater skates backward stroking (not swizzles, a.2 deduction will be made for swizzles) to the second blue line or a point approximately two thirds the length of the skating area. f) At second blue line (or two thirds the length of the ice), skater performs a backward to forward twofoot turn. g) Upon completion of the turn, the skater skates forward using stroking motion to the finish line (red goal line at the end of the rink). h) At the finish line (red line), the skater performs a T-Stop. i) Further compulsory element group: Forward crossovers around the hockey circles in figure eight pattern. One pattern clockwise and one pattern counterclockwise (with no stop between), minimum of five crossovers per circle. Level 2 Freestyle Program a) Skater may start program at any spot on ice surface. b) Judging and timing will begin when skater commences skating. c) This is an Advanced Beginner Freestyle program. Figure Level 3 Eligibility: A skater competing in Level 3 must be able to complete the skills required in Badges 1-12 but no higher. Level 3 Compulsory Element Group Skaters shall skate all of the following elements in isolation. The skater has two opportunities to perform the elements; the attempt which produces the highest aggregate score from the judges will be used towards the skater s final score, the other score will be discarded. a) Skater starts elements at point designated by the referee. b) Skater begins elements when so instructed by the referee. c) Skater must perform the following skills: 19

20 * Outside and inside forward edges shall be skated. The skating edges shall be short strokes with correct take-offs from one foot to the other. Four consecutive outside edges and 4 consecutive inside edges beginning with the right foot and alternating to the left foot shall be skated across the width of the rink. * The skater shall execute a Forward Outside Three Turn on the right foot and a Forward Outside Three Turn on the left foot. This skill must be performed twice. The competitor shall approach, execute, and exit each Three Turn on one skate. The skate which the Three Turn is to be executed upon shall be the only skate to touch the ice one meter prior to, during, and one meter after the execution of each Three Turn. Level 3 Freestyle program a) Skater may start program at any spot on ice surface. b) Judging and timing will begin when skater commences skating. c) This is an Intermediate Level Freestyle program. A well balanced program with elements selected from Badges 1-12 with emphasis on Flow, Carriage and a slightly more advance skill level that includes all elements listed in Level 1 and Level 2 as well as a selection of the following elements only: Waltz jump Backward Spiral One foot spin (minimum of three revolutions) Consecutive forward outside edges Consecutive forward inside edges Consecutive backwards outside edges Consecutive backwards inside edges Forward inside Mohawk Simpler footwork (Mohawk step sequence, Waltz three-step sequence, etc) Field moves (spirals, lunges etc.) Salchow Toe Loop d) The skills may be performed in any order. e) The skater is not required to perform a set number of skills, however, the skater will be judged on the quality of the performance and the content. f) The program must be performed to instrumental music (no vocals). A mandatory.2 deduction will be made for vocal music. g) The program will not exceed a time limit of two (2) minutes, plus or minus ten (10) seconds. h) Any spin beyond a one foot spin or jumps other than those listed above will receive a mandatory.2 deduction. Figure Level 4: Level 4 Compulsory Element Group a) Outside and inside backward edges shall be skated. The skating edges shall be short strokes with correct takeoffs from one foot to the other. Four consecutive outside edges and 4 consecutive inside edges beginning with the right foot and alternating to the left foot shall be skated across the width of the rink. b) The following elements shall be performed in sequence in a circular pattern. A well balanced program of free skating elements with emphasis on spins, jumps and footwork that includes all elements listed in Level 1, Level 2 and Level 3 as well as a selection of the following elements only: Salchow Toe loop Loop jump Figure Level 5: Level 5 Compulsory Element Group Element a) and b) will be performed in a figure eight pattern. a) Glide on two feet into left backward outside three turn into left forward inside Mohawk repeat to complete first half of figure eight. b) Glide on two feet into right backward outside three turn into right forward inside Mohawk repeat to complete second half of figure eight. Element c) and d) will be performed down the length of the rink, in sequence. A maximum of four introductory steps may be used. c) Right forward outside to inside change of edge into left forward inside three turn. A well-balanced program of free skating elements with emphasis placed on spins, spin combinations, advanced jumps, jump combinations, footwork that includes all elements listed in Level 1, Level 2, Level 3 and Level 4 as well as a selection of the following elements only: Single rotation jumps Single rotation combination jumps Change of foot spins Change of position spins d) A mandatory.2 deduction will occur for any additional elements (i.e. axle or multi-rotation jumps, flying spins). e) The program must be performed to instrumental music (no vocals). A mandatory.2 deduction will be made for vocal music. f) The program will be two and one half (2 1/2) minutes, plus or minus ten (10) seconds. Figure Level 6 LEVEL 6 COMPULSORY ELEMENT GROUP (a) Forward cross- strokes down the entire length of the rink. Backward cross- strokes down the entire length of the rink. Introduction steps are optional at the beginning of the element and an optional end pattern may be used between the forward and backward cross- strokes. 23

A mandatory.2 deduction will be made for vocal music. (e) The Program will be three minutes (3) minutes, plus or minus ten (10) seconds. (f) The program MUST include: - Straight line/ circular or serpentine footwork sequence - Spiral sequence with a minimum of three changes of foot position. 24
