1 Silver State Open Championship Las Vegas Figure Skating Club September 11-13, 2015 The Las Vegas Open Championships will be conducted in accordance with the rules and regulations of U.S. Figure Skating, as set forth in the current rulebook, as well as any pertinent updates that have been posted on the U.S. Figure Skating website, except as provided otherwise in this announcement. ELIGIBILITY/TEST LEVEL: Test level: Competition level is the highest test passed as of the entry deadline in the discipline the skater is entering. Entrants may skate one level above that for which they qualify, but they may not skate down in any event. Skaters who placed in the top four in a final round of their last qualifying competition in their divisions must move up one level, except for novice and higher. Age restrictions/requirements: Eligibility for entries is governed by age at the close of entries, which is August 11, Skaters entering juvenile free skate events (Well Balanced Program) must be under 14 years of age at the close of entries. Skaters entering open juvenile free skate events (Well Balanced Program), must be at least 14 years of age at the close of entries. Skaters entering beginner pre-juvenile events will be divided as closely as possible by age should the number of entries warrant more than one group. ENTRIES: Entries for can be accepted online via EntryEeze or by mailing the included paper entry. Deadlines for entries is midnight, August 11,2015. Paper Entries, once received, will be manually entered into EntryEeze website. 2 All singles Free Skate events, except Basic and Adults, will be divided by gender. When number of entries so warrant an event will be divided into groups. Pre-Juvenile and lower events will be divided by age and Juvenile and higher events will be divided by random draw. There will be no final rounds in the case of multiple groups. There will be no refunds for medical withdrawals. The online processing fees are not refundable. Checks returned for non-sufficient funds and contested credit card charges will be issued a $35 fee. Payment of the fee will be required before the skater is allowed to participate in practice ice or events. Notification of competition and practice ice times will be available at FACILITIES: The competition will be held at SoBe Ice Fiesta Rancho Hotel & Casino, 2400 N. Rancho, North Las Vegas, NV For rink information ONLY, call (702) OR (702) 647-RINK Temperatures in the rink can be chilly. A light or heavy jacket/sweater is recommended. Rink dimensions are 200 x 85 with all rounded corners. There is one men and women s restroom located inside the rink. Since SoBe Ice Arena is located inside the Fiesta Rancho Hotel & Casino, additional services (restrooms, restaurants and hotel rooms) are available. For information on booking a room through Fiesta Rancho Hotel & Casino, call (702) LIGHTING: With the exception of perimeter lighting, all showcase events will be held in a darkened arena with spotlight theater lighting. All of Programs are performed under full arena lighting. MUSIC: Only CDs will be accepted. Please only provide music on CD/R in.wav or.mp3 file format. CDs must be CLEARLY marked with competitor s name, event and music length. The official competition music must be turned in at the registration table at the time of check-in. A duplicate CD should be available rink-side. Music may be picked up at the registration table following each event. 3 responsible for CDs left at the end of the competition. Please have separate CDs for practice and competition. LIABILITY: U.S. Figure Skating, Las Vegas Figure Skating Club, SoBe Ice Arena and Fiesta Hotel & Casino accept no responsibility for injury or damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure Skating Rulebook. JUDGING SYSTEM: The International Judging System (IJS) will be used for the following events: - Well Balanced Program free skate events, juvenile senior - Short program events, juvenile senior - Free dance events, juvenile senior - Short dance events, junior senior -Adult Gold and Masters events All competitors skating in these events need to submit the planned program content (PPC) form online. This form is found in the Member s Only section at The deadline to submit the form is August 11, Late PPC sheets will be accepted on paper forms with a $30 late fee. In this case, PPC paper form and late fee must be submitted at registration table as part of the check-in process. The LOC reserves the right to use the 6.0 system for some events if IJS-qualified officials are unavailable. The 6.0 Majority Judging System will be used for: - Well Balanced Program free skate events, pre-preliminary pre-juvenile - Introductory free skate events (beginner, high beginner, no-test) -All Basic skills events - All Test Track events - All specialty singles events (spins, jumps, compulsory moves, etc.) - All Showcase events REGISTRATION: Registration will be open one to two hours before the first event and run through the last event of the day. The registration table will be located in the lobby of the rink. Please register promptly upon arrival. Competitors who arrive after their warm-up group begins will be allowed to skate only at the discretion of the referee. If they do not skate, they will forfeit all fees for that event. PRACTICE ICE: Practice Ice will be scheduled each day of the competition. There will be no separate sessions for compulsory events. Skaters may practice their compulsory program during their regular practice ice sessions. We will have a separate dance practice session if there are enough entrants. It is suggested that you pre-reserve your practice ice when you register so that you will have first choice of times online once the schedule is published. The cost of practice ice is $20 per 25 minute session. Additional practice ice will be available for purchase on site and will cost $25 per 25 minute session. Music will be played on all morning sessions. Music will be played by draw. Music draw will take place on a first come, first served basis 30 minutes prior to the start of each session. There is no guarantee that everyone s music will be played, however every effort will be made to do so. There will be NO refunds on practice ice and practice ice is non-transferable. 4 Practice ice will be sold on the entryeeze website after the schedule has been posted until midnight September 10, Additional practice ice will be sold on site beginning Friday September 11, CRITIQUES: Critiques will be available for IJS events only (Juvenile/Open Juvenile-Senior, Adult Gold and Adult Masters). Skaters will be critiqued by a member of the officials panel that officiated on their event. Critique location and times will be posted on the official bulletin board and will generally occur right after the event concludes. Critique sign-ups must be made in advance. Sign-up is on the Entry Form. The cost of critiques are $10 per program. Critiques must be purchased on Entryeeze.com by the close of entry. PHOTOGRAPHY/VIDEOGRAPHY: A professional videographer and photographer will be at the competition. Any other professional videotaping is prohibited. A parent may videotape only his/her own skater in the area specified for that purpose. VIDEOTAPING OR PHOTOGRAPHING ANY SKATER OTHER THAN YOUR OWN IS STRICTLY PROHIBITED. For safety reasons, flash photography is prohibited. AWARDS: All events will award medals for levels 1 st thru 4 th place. In an effort to promote good sportsmanship, we ask that all award winners pose for the group picture even if you do not plan to purchase a picture. The Dena Darland Award This perpetual trophy will be awarded to the winner or winners of the Intermediate Ladies Well Balanced FREE SKATING Event. Dena Darland won the 1993 US Nationals Intermediate Ladies Event representing the Las Vegas FSC. This trophy is being donated in her honor. The perpetual trophy, with the winner s name engraved, will have a permanent home with the Las Vegas FSC. A smaller personal trophy representing this award will be presented to the winner. The Casey Link Award This perpetual trophy will be awarded to the winner or winners of the Novice Ladies Well Balanced FREE SKATING Event. Casey Link won the 1989 US Nationals Novice Ladies Event representing the Las Vegas FSC. This trophy is being donated in her honor. The perpetual trophy, with the winner s name engraved, will have a permanent home with the Las Vegas FSC. A smaller personal trophy representing this award will be presented to the winner. The Zack Sidhu Award This perpetual trophy will be awarded to the best male skater Novice or below in any event. Zack Sidhu was named to the Jr Grand Prix Team of 2009 representing the Las Vegas FSC in Pairs. This trophy is being donated in his honor. The perpetual trophy, with the winner s name engraved, will have a permanent home with the Las Vegas FSC. A smaller personal trophy representing this award will be presented to the winner. The City of Las Vegas Showcase Award This perpetual award will be awarded to the most outstanding performance in an artistic/showcase performance Desert Flower/Cactus Pete through Senior and Adults. This award is donated by the City of Las Vegas. Skaters will be judged by a separate panel of judges. The perpetual award, with the winner s name engraved, will have a permanent home with the Las Vegas FSC. A smaller personal trophy representing this award will be presented to the winner. 5 The LVFSC Award This perpetual award will be awarded solely for personality and showmanship Free Skate through Senior and adults. This award is donated by the Las Vegas Figure Skating Club and only home club members are eligible to be considered. Skaters will be judged by a separate panel of judges. The perpetual award, with the winner s name engraved, will have a permanent home with the Las Vegas FSC. A smaller personal trophy representing this award will be presented to the winner. OFFICIAL NOTICES: An official bulletin board will be maintained in the rink lobby. It is the responsibility of each competitor, parent and coach to check the bulletin board frequently for any schedule changes and/or additional information. Skaters are requested to arrive 45 minutes prior to the scheduled time of their event. A tentative schedule of events will be posted prior to the competition. INFORMATION REGARDING COACHES: U.S. Figure Skating Rule MR 5.11 Coach Compliance In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the following requirements on an annual basis by July 1: A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member; B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background screen. C. Must complete the appropriate CER courses (A,B, C or D) depending on the highest level of students being coached as of July 1. See rule MR D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate. For Basic Skills ONLY coaches - Any person, 18 and older, instructing in a U.S. Figure Skating Basic Skills Program must have successfully passed the annual background screen and be registered as a Basic Skills instructor member. The local organizing committee/club will have a list of compliant coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential no exceptions. We strongly urge all coaches to have their cards with them. Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events including practice sessions. Coaching at U.S. Figure Skating events without compliance is an ethics violation which is reported to U.S. Figure Skating and PSA. 7 BASIC SKILLS ELIGIBILITY RULES FOR PARTICIPANTS The competition is open to ALL skaters who are current eligible (ER 1.00) members of either the Basic Skills Program and/or are full members of U.S. Figure Skating. To be eligible, skaters must have submitted a membership application or be a member in good standing. Members of other organizations are eligible to compete but must be registered with the host Basic Skills Program/club or any other Basic Skills Program/club. Eligibility will be based on skill level as of closing date of entries. All Snowplow Sam and Basic Skills 1-8 skaters must skate at highest level passed or one level higher and NO official U.S. Figure Skating tests may have been passed including MIF or individual dances. For the Free skate 1-6, Test Track and Well Balanced levels, eligibility will be based only upon highest free skate test level passed (moves in the field test level will not determine skater s competitive level). Skaters may skate at highest level passed OR one level higher BUT not both levels in the same event during the same competition. It is very important to the success of the competition that skaters are placed in the correct divisions. If, for whatever reason, the Local Organizing Committee discovers that a skater has been placed in a category that is below their class level, the chairman and referee will have the option to move the skater into the proper division, even if this has to be done the day of the competition. This will ensure that every event is as fair as possible to the competitors. Please be sure to check for the director/instructor s signature confirming the level of the skater. ELIGIBILITY RULES FOR INSTRUCTORS/COACHES When hosting a Basic Skills competition, it is important that you verify the credentials of each coach/instructor who plans to work on site at the event. You can verify the status of coaches/instructors by checking the lists on the U.S. Figure Skating website. This report can be found on and go to Coaches and click on the Information for Clubs or Basic Skills Instructor Registration pages. If a coach/ instructor attempts to work at your event without the proper credentials, he or she is in violation of U.S. Figure Skating ethics and code of conduct rules and, as such, is subject to disciplinary action. EVENT: Basic Skills Showcase Events Format: Showcase groups will be divided by number of entries and ages if possible. Vocal music is permitted and 6.0 judging will be used. Deductions will be made for skaters including technical elements not permitted in the event description. Showcase categories may include: Dramatic entertainment: Showcase program utilizing intense emotional skating quality to depict choreographic theme. Light entertainment: Showcase program emphasizing such choreographic expressive qualities such as comedy, love and mime while incorporating skating skills. Duets: Theatrical/artistic performances by any competitors. Mini production ensembles): Theatrical performances by three to seven competitors. Production ensembles: Theatrical performances by eight to 30 skaters. NOTE: Skaters may enter only one each duet, mini production or production event. Show costumes are permitted, as long as they do not touch or drag on the ice. Props and scenery must be placed and removed by unaided singles and duet competitors within one minute and by unaided ensemble contestants within two minutes for setup and two minutes for removal. A 0.2 deduction will be assessed by the referee against each judges mark for each five seconds in excess of the time allowed for the performance, for handling props and scenery and for scenery assistance. Performances will be judged from an entertainment standpoint for theatrical and artistic qualities. Technical skating skills and difficulty will not be rewarded; however, skating must be the major element of the performance and be of sufficient quality to support the selected theatrical elements. Unintended falls, poorly executed skating elements and obvious losses of control will reduce contestant s marks. Jump difficulty is not rewarded in showcase; therefore jumps, if choreographed, should be performed with style, flow and confidence. Theatrical elements evaluated will include energy, poise, acting, pantomime, eye contact, choreography, form/extension and the use of props and ice. 18 EVENT: Showcase Events Interpretative Events Format: Interpretive is a performance choreographed by the competitor, unaccompanied and unassisted, to music supplied by the competition committee / LOC. Programs should incorporate various elements of expressive movement and skating moves, to enhance the skater s interpretation of the music, rather than technical elements. The music will be played during a 30-minute off-ice session and twice during an on-ice warm-up prior to the performance. o The room will be attended only by the adult monitor assigned to play the music and the competing skaters in that group. After the warm up skaters will go back to a room, with no music being played. Skaters will be brought to the ice when the previous skater finishes. All competitors in an event will interpret the same music. Props are permitted but must be brought into the room prior to listening to the music, and be taken to the ice only when the skater is called to perform. The Special Olympic Figure Skating Badge Program allows athletes to learn skills in a progressive order and earn badges at each level. Athletes who complete the Special Olympics Badge Program will be prepared to move into the existing badge program at local rinks. This program is offered at Spring Fest 2014 to give skaters with mental handicaps a place to perform and celebrate their accomplishments. All Skaters will receive an award.
