Hersheypark Drive, Hershey, PA IJS JUDGING SYSTEM F JUVENILE through SENI WELL-BALANCED EVENTS The Hershey Open is pleased to have been chosen by U.S. Figure Skating to be part of the official 2018 Adult Competition Series. Please see the separate Hershey Open 2018 Adult Series Competition announcement, which includes the required Series events plus additional Adult events (including IJS for Adult Pre-Bronze through Masters). The Hershey Open 2018 will be conducted in accordance with the rules and regulations of U.S. Figure Skating, as set forth in the current rulebook, as well as any pertinent updates which have been posted on the U.S. Figure Skating website. This competition is open to all eligible, restricted, reinstated or readmitted persons as defined by the Eligibility Rules, and is a currently registered member of a U.S. Figure Skating member club, a collegiate club or an individual member in accordance with the current rulebook. Please refer to the current rulebook for non-u.s. Citizens. This event is a standard U.S. Figure Skating Nonqualifying Competition LG/7-9-17

2 SERIES INFMATION: The Hershey Open has been approved by U.S. Figure Skating as part of the 2018 Adult Competition Series. Please see the separate announcement for Adult events (both ACS and other). ELIGIBILITY/TEST LEVEL: Test level: Competition level is the highest test passed as of the entry deadline in the discipline the skater is entering. Entrants may skate one level above that for which they qualify, but they may not skate down in any event. Skaters who placed in the top four in a final round of their last qualifying competition in their divisions must move up one level, except for novice and higher. Age restrictions/requirements: Skaters entering juvenile free skate events (Well Balanced Program) must be under 13 years of age at the close of entries. Skaters entering open juvenile free skate events (Well Balanced Program), must be at least 13 years of age at the close of entries. Skaters entering beginner pre-juvenile events will be divided as closely as possible by age should the number of entries warrant more than one group. ENTRIES: ALL entries are online via Entryeeze. The link for online entry with secure credit card payment will be available at Deadline for online entries, without late fees, is no later than 11:59 PM EST June 15, The Local Organizing Committee (LOC) reserves the right to limit entries in each category and the right to combine, divide or cancel groups. There will be separate groups for girls and boys. No changes may be made to a competitor s application once the deadline has passed. Number of registrations accepted will be limited so please register early to secure your spot. If space is available, late entries entered online June 16 th 11:59 PM EST July 6 th may be accepted at the discretion of the LOC and will require an additional late fee of $50. Entries entered online after July 6 th will NOT be accepted. Notification of competition and practice ice times will NOT be available by phone, mail, or . Skater and Coaches schedules will be available via the web at FEES: IJS Events - First Event - $130.00; Each Additional IJS event $ Events - First Event - $95.00; Each Additional Event - $55.00 per event Basic Skills Events - $55.00 per event. EVENT CHANGE FEE: No changes to the schedule will be allowed due to personal or family conflicts. Any requests for event/level changes, (not due to an LOC error), after the application has been received will be processed upon receipt of a $25.00 change fee. 3 REFUND POLICY: Entry fees will not be refunded after entry deadline unless no competition exists or the event is canceled. There will be no refunds for medical withdrawals. The online processing fees are not refundable. Checks returned for non-sufficient funds and contested credit card charges will be issued a $25.00 fee. Payment of the fee will be required before the skater is allowed to participate in practice ice or events. Notification of competition and practice ice times will NOT be available by phone, mail, or . Skater and Coaches schedules will be available via the web at SCHEDULE: Specific schedule WILL NOT be available prior to July 20 th. Please no phone inquiries. A copy of the tentative schedule, the practice ice schedule, parking passes, and directions will be posted on the Hershey FSC website at Please note that the schedule is prepared by the Referee after the close of entries and is based strictly on the number of events and competitors and the availability of judges. Skater and Coaches schedules will be posted on the web. Skaters will be able to choose their own practice ice sessions online after the schedule is posted. Additional practice ice will be available for sale online after those that pre-register for their sessions have chosen them. All competitors need to arrive 1 hour before scheduled event, however we will not run more than 15 minutes ahead. On Saturday and Sunday, it may be advisable to allow for hours due to area traffic and parking. FACILITIES The Competition will be held at Hersheypark Arena 100 W. Hersheypark Drive, Hershey, PA (not Giant Center). The ice measures 200 feet by 85 feet, with rounded corners and a barrier. A snack bar will be open during the competition. Locker rooms will be available for both male and female competitors. MUSIC: Competitors must provide music for all events, as appropriate. Competition music for all events that require music must be submitted electronically via the online registration system by the music deadline of July 27 th at 11:59 pm. After you have paid for your events, the system will prompt you to upload your music for each event that requires music. If your music is not available at that time, you can logout of your account and return later to upload your music by going to the competition tab and then selecting my music. Your music must meet the following criteria. If you have questions about what format you have, please contact your coach and get a new version of your music that meets the criteria listed below. Music Criteria: 1) File Format: MP3 (the online system will automatically check this) 2) Bit Rate: 192 kbps or higher (this will be checked by the music chairperson and they may request you upload a corrected file) 3) Sample Rate: 44,100 khz (this will be checked by the music chairperson and they may request you upload a corrected file) 4) Leaders and trailers (the silence or "dead space" before and after the actual start and end of the program music) may not exceed two (2) seconds. 4 leaders or trailers at all. Excessive leaders and trailers may disrupt the playing of the music during competition. **Competitors must also bring a copy of their competition music on CD as a backup in case of technical difficulties and must be turned in at the registration desk at the time of check in. Only CDs (standard CD-R format only) will be accepted. CD-RWs will NOT be accepted due to compatibility issues. CDs must be clearly marked with the competitor s name, event, and running time. CDs must only have one piece of music per CD. The official competition CD turned in at the Registration Desk is reserved for use during the event and may not be retrieved for Practice Ice use. Please keep additional copies of your music readily available for both practice ice and rink side during competition events. Music may be picked up at the registration desk following each event. Every reasonable care will be taken, but the hosting club cannot be responsible for music left at the end of the competition. LIABILITY: U.S. Figure Skating, Hershey Figure Skating Club and Hersheypark Arena accept no responsibility for injury or damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure Skating Rulebook. JUDGING SYSTEM: The International Judging System (IJS) will be used for the following events: - Well Balanced Program free skate events, juvenile senior - Short program events, juvenile senior All competitors skating in these events need to submit the planned program content form online. This form is found in the Member s Only section at The deadline to submit the form is August 1, The 6.0 Majority Judging System will be used for: - Well Balanced Program free skate events, no-test pre-juvenile - Introductory free skate events (beginner, high beginner,) - All Test Track events - All specialty singles events (spins, jumps, compulsory moves, etc.) - All Compete USA events REGISTRATION: The registration table will open each day, one hour prior to the first event of the day and will remain open throughout each day of the competition. 5 spectators. The registration table will be located in the upper lobby of the Hersheypark Arena. Please register promptly upon arrival. PRACTICE ICE: Skaters will be able to pick their own practice ice sessions online but you MUST indicate number of sessions you want on the online practice ice form when you register and you MUST pay for them with your entry form or when you register online. You will receive an with a PIN number in order to access your practice ice records and select your sessions. Practice ice will be $15.00 if you pre-order the sessions. Please indicate the number of sessions you would like online. We will allow additional practice ice sales online for $20.00 per session after the schedule has been posted and those that pre-register for sessions have had time to select their sessions. Additional practice ice will be available for purchase during the competition and will cost $20.00 at the Registration Desk PHOTOGRAPHY/VIDEOGRAPHY: Professional Photographers and Video will be available for purchase during the competition. AWARDS: Medals will be awarded to all 1 st, 2 nd, 3 rd, and 4 th, place finishers in each event. A trophy will be awarded to the first place finisher for final round events and second, third and fourth place finishers will receive a medal. Medals will be awarded to 1 st, 2 nd. 3 rd, and 4 th place finishers in basic skills events. FINAL ROUND: For each 6.0 or IJS free skating event (Pre-Preliminary through Senior) made up of more than one group, an equal number of place finishers not to exceed the top 3, will advance to a final round. Final Round will consist of no more than 12 skaters. INFMATION REGARDING COACHES: U.S. Figure Skating Rule MR 5.11 Coach Compliance In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the following requirements on an annual basis by July 1: A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member; B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background screen. C. Must complete the appropriate CER courses (A, B, C or D) depending on the highest level of students being coached as of July 1. See rule MR D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate. 6 For Learn to Skate USA ONLY coaches - Any person, 18 and older, instructing a Learn to Skate USA Program must have successfully passed the annual background screen, be registered as a Learn to Skate USA instructor and completed the Learn to Skate USA Instructor Certification or U.S. Figure Skating Coach Compliance. The local organizing committee/club will have a list of compliant coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential no exceptions. We strongly urge all coaches to have their cards with them. Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events including practice sessions. Coaching at U.S. Figure Skating events without compliance is an ethics violation which is reported to U.S. Figure Skating and PSA. The entrance for the Ice Rink at Hersheypark Arena is also used for Hersheypark, Hershey s Chocolate World, and other attractions. The complex includes many very large parking lots for guests of the amusement park, and are a 20+ minute walk to the Arena. Parking for Hershey Open attendees is directly in front of the Arena, but you MUST present a Hershey Open parking pass to the parking staff. These parking passes will be posted on the club website and the Entry Eeze registration page. Please be sure to print and bring your parking pass with you, or you will be charged for parking. 26 SHOWCASE EVENTS EVENT: Compete USA Showcase Events Format: Groups will be divided by number of entries and ages if possible. Skaters must enter at the same level as their free skate event or highest test level of skater s in the group ensemble or production number. If a free skate event is not being entered, skaters must enter at their current test level or one level higher. Vocal music is permitted. 6.0 Judging will be used. Deductions will be made for skaters including technical elements not permitted in the event description. Showcase categories may include: Levels can be subdivided, if necessary, depending on entry numbers and event set up Dramatic entertainment: Showcase program utilizing intense emotional skating quality to depict choreographic theme. Light entertainment: Showcase program emphasizing such choreographic expressive qualities such as comedy, love and mime while incorporating skating skills. Duets: Theatrical/artistic performances by any competitors. Mini production ensembles: Theatrical performances by three to seven competitors. Production ensembles: Theatrical performances by eight to 30 skaters. Theater On Ice teams are eligible as production ensembles. NOTE: Skaters may enter only one each duet, mini production or production event. General event parameters: Show costumes are permitted, as long as they do not touch or drag on the ice. Props and scenery must be placed and removed by unaided singles and duet competitors within one minute and by unaided ensemble contestants within two minutes for setup and two minutes for removal. A 0.2 deduction will be assessed by the referee against each judge s mark for each five seconds in excess of the time allowed for the performance, for handling props and scenery and for scenery assistance. Performances will be judged from an entertainment standpoint, for theatrical qualities. Technical skating skills and difficulty will not be rewarded as such; however, skating must be the major element of the performance and be of sufficient quality to support the selected theatrical elements. Unintended falls, poorly executed skating elements and obvious losses of control will reduce contestant s marks. Jump difficulty is not rewarded in showcase; therefore jumps, if choreographed, should be performed with style, flow and confidence. 28 The Hershey Figure Skating Club Presents The Hershey Open 2018 Adult Competition Series August 9-12, 2018 Hersheypark Arena 100 W. Hersheypark Drive, Hershey, PA Adult 1 through Adult Bronze levels at the 2018 Hershey Open will be a part of the Eastern Adult Competition Series. Skaters may also enter these events at the Hershey Open without registering for the ACS. In addition to the Adult Competition Series events, the Hershey Open also includes Adult Compulsory Moves and Free Skate events up to Adult Masters. Adult Pre-Bronze through Masters will operate under the IJS system. In addition, Light Entertainment is included up to the Masters level (for levels below Adult Pre- Bronze for young adults, please see our General Hershey Open Announcement). 28

29 SERIES INFMATION: The Hershey Open has been approved by U.S. Figure Skating as part of the 2018 Adult Competition Series. Skaters participating in the Sectional Series accumulate points based upon placement in the Free Skate and Compulsory Moves events that will be used to determine the final series placements within the Eastern Section. Series awards will be presented at the 2018 Eastern Adult Sectional Nonqualifying Competition held in conjunction with the Eastern Adult Sectional Championships Note: This competition will follow the rules and format of the Adult Competition Series Handbook; an updated link will be provided by June 1. Skaters interested in participating in the Adult Competition Series will also need to complete the online Series registration form and pay a fee to U.S. Figure Skating between July 1 and December 30, The link for this will be posted when it becomes available. More information at: ELIGIBILITY/TEST LEVEL: Athletes must be eligible members in good standing of U.S. Figure Skating and may be members of the figure skating club of their choice, an Individual Member of U.S. Figure Skating, or Learn to Skate USA (Adult 1-6 levels). The home section in which the skater accumulates points and is eligible to receive an award will be based upon either the location of the skater s home figure skating club at the time of registration, the legal residence of the Individual Member, or the physical address of the Learn to Skate USA program in which the skater is registered. Skaters may not switch sections during the season even if their home club changes. All participants will be expected to abide by the Code of Ethics (GR 1.01) and the Code of Conduct (GR 1.02), as set forth in the 2018 U.S. Figure Skating Rulebook. 30 Age restrictions/requirements: Athletes must be 18 years of age or older as of July 1 each year in order to participate. Group Size: Groups will consist of not more than 6 skaters per group. If and only if more than 6 skaters are entered in an event level, the skaters will be split as evenly as possible using the standard adult age groupings. The link for online entry with secure credit card payment will be available at Deadline for online entries, without late fees, is no later than 11:59 PM EST June 15, The Local Organizing Committee (LOC) reserves the right to limit entries in each category and the right to combine, divide or cancel groups. There will be separate groups for girls and boys. No changes may be made to a competitor s application once the deadline has passed. Number of registrations accepted will be limited so please register early to secure your spot. If space is available, late entries entered online June 16 th 11:59 PM EST July 6 th may be accepted at the discretion of the LOC and will require an additional late fee of $50. EVENT CHANGE FEE: No changes to the schedule will be allowed due to personal or family conflicts. Any requests for event/level changes, (not due to an LOC error), after the application has been received will be processed upon receipt of a $25.00 change fee. No changes will be made after the entries are sent to the chief referee. REFUND POLICY: Entry fees will not be refunded after entry deadline unless no competition exists or the event is canceled. There will be no refunds for medical withdrawals. The online processing fees are not refundable. Checks returned for non-sufficient funds and contested credit card charges will be issued a $25.00 fee. Payment of the fee will be required before the skater is allowed to participate in practice ice or events. A copy of the tentative schedule, the practice ice schedule, parking passes, and directions will be posted on the Hershey FSC website at Please note that the schedule is prepared by the Referee after the close of entries and is based strictly on the number of events and competitors and the availability of judges. Skater and Coaches schedules will be posted on the web. Skaters will be able to choose their own practice ice sessions online after the schedule is posted. Additional practice ice will be available for sale online after those that pre-register for their sessions have chosen them. All competitors need to arrive 1 hour before scheduled event, however we will not run more than 15 minutes ahead. On Saturday and Sunday, it may be advisable to allow 1 ½ hours, due to Hersheypark traffic and/or scheduled concerts. Check our competition web page for more information. FACILITIES The Competition will be held at Hersheypark Arena 100 W. Hersheypark Drive, Hershey, PA (not Giant Center). The ice measures 200 feet by 85 feet, with rounded corners and a barrier. A snack bar will be open during the competition. Locker rooms will be available for both male and female competitors. 31

32 MUSIC: Competitors must provide music for all events, as appropriate. Competition music for all events that require music must be submitted electronically via the online registration system by the music deadline of July 27 th at 11:59 pm. After you have paid for your events, the system will prompt you to upload your music for each event that requires music. If your music is not available at that time, you can logout of your account and return later to upload your music by going to the competition tab and then selecting my music. Your music must meet the following criteria. If you have questions about what format you have, please contact your coach and get a new version of your music that meets the criteria listed below. Music Criteria: 1) File Format: MP3 (the online system will automatically check this) 2) Bit Rate: 192 kbps or higher (this will be checked by the music chairperson and they may request you upload a corrected file) 3) Sample Rate: 44,100 khz (this will be checked by the music chairperson and they may request you upload a corrected file) 4) Leaders and trailers (the silence or "dead space" before and after the actual start and end of the program music) may not exceed two (2) seconds. We prefer that there be NO leaders or trailers at all. Excessive leaders and trailers may disrupt the playing of the music during competition. **Competitors must also bring a copy of their competition music on CD as a backup in case of technical difficulties and must be turned in at the registration desk at the time of check in. Only CDs (standard CD-R format only) will be accepted. CD-RWs will NOT be accepted due to compatibility issues. CDs must be clearly marked with the competitor s name, event, and running time. CDs must only have one piece of music per CD. The official competition CD turned in at the Registration Desk is reserved for use during the event and may not be retrieved for Practice Ice use. Please keep additional copies of your music readily available for both practice ice and rink side during competition events. Music may be picked up at the registration desk following each event. Every reasonable care will be taken, but the hosting club cannot be responsible for music left at the end of the competition. LIABILITY: U.S. Figure Skating, Hershey Figure Skating Club and Hersheypark Arena accept no responsibility for injury or damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure Skating Rulebook. JUDGING SYSTEM: IJS will be used for these Men's and Ladies' Free Skating events: Adult Masters Jr/Sr; Adult Masters Int/Nov; Adult Gold; Adult Silver; Adult Bronze; Adult Pre-Bronze. 33 All competitors skating in IJS events need to submit the planned program content form online. This form is found in the Member s Only section at The deadline to submit the form is August 1, REGISTRATION: The registration table will open each day, one hour prior to the first event of the day and will remain open throughout each day of the competition. Competitors need only register for their first event promptly upon arrival. No admission fee will be charged for spectators. The registration table will be located in the upper lobby of the Hersheypark Arena. Please register promptly upon arrival. PRACTICE ICE: Skaters will be able to pick their own practice ice sessions online but you MUST indicate number of sessions you want on the online practice ice form when you register and you MUST pay for them with your entry form or when you register online. You will receive an with a PIN number in order to access your practice ice records and select your sessions. Practice ice will be $15.00 if you pre-order the sessions. Please indicate the number of sessions you would like online. We will allow additional practice ice sales online for $20.00 per session after the schedule has been posted and those that pre-register for sessions have had time to select their sessions. Additional practice ice will be available for purchase during the competition and will cost $20.00 at the Registration Desk PHOTOGRAPHY/VIDEOGRAPHY: Professional Photographers and Video will be available for purchase during the competition. AWARDS: Medals will be awarded to all 1 st, 2 nd, 3 rd, and 4 th, place finishers in each event. A trophy will be awarded to the first place finisher for final round events and second, third and fourth place finishers will receive a medal. Medals will be awarded to 1 st, 2 nd. 3 rd, and 4 th place finishers in basic skills events. FINAL ROUND: For each free skating event (Pre-Bronze and up) made up of more than one group, an equal number of place finishers not to exceed the top 3, will advance to a final round. Final Round will consist of no more than 12 skaters. INFMATION REGARDING COACHES: U.S. Figure Skating Rule MR 5.11 Coach Compliance In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the following requirements on an annual basis by July 1: A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member; 33

34 B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background screen. C. Must complete the appropriate CER courses (A, B, C or D) depending on the highest level of students being coached as of July 1. See rule MR D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate. For Learn to Skate USA ONLY coaches - Any person, 18 and older, instructing a Learn to Skate USA Program must have successfully passed the annual background screen, be registered as a Learn to Skate USA instructor and completed the Learn to Skate USA Instructor Certification or U.S. Figure Skating Coach Compliance. The local organizing committee/club will have a list of compliant coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential no exceptions. We strongly urge all coaches to have their cards with them. Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events including practice sessions. Coaching at U.S. Figure Skating events without compliance is an ethics violation which is reported to U.S. Figure Skating and PSA. The complex includes many very large parking lots for guests of the amusement park, and are a 20+ minute walk to the Arena. Parking for Hershey Open attendees is directly in front of the Arena, but you MUST present a Hershey Open parking pass to the parking staff. 42 EVENT: Showcase Events Light Entertainment Events Format: Showcase program that should express a carefree concept or storyline designed to uplift and entertain the audience through related skating movements, gestures and physical actions. Props and scenery are permitted. General event parameters: 4. Level will be determined by the highest free skate or dance (solo or partnered) test passed. Skaters may compete at the highest level they have passed, or skate up to one level higher. 5. The determination of level will be based upon test requirement at the entry deadline. 6.
