4 SSCC FLAG FOOTBALL RULES Adopted and modified from the United States Flag & Touch Football Rules Section 1: Field, Equipment, etc. A: The field for 8 th grade shall be 80 x 40 yards. The field for 6 th grade shall be 60 x 40 yards. End zones will be 10 yards deep. Flags will designate 1 st downs and the end zones. B: Coach and team boundaries will be designated as between the twenty-yard lines. C: Two officials will administer the 5 th /6 th grade games. Pay is $30 per official per game. Three officials will administer the 7 th /8 th grade games. Pay is $30 per official per game. D: Schools will supply their own ball and will use their ball on offense. Teams will kick their own balls for kickoffs and punts. E: Equipment: 1. No helmets. No baseball hats. No sunglasses (except for prescription). 2. Only Rubber cleated spikes or gym shoes shall be worn, 3. The players may wear other padding for protection. This material may be rubber or foam only (regular football or soccer pads). 4. Any equipment deemed dangerous by the officials may not be worn. 5. Three belt flags must be worn by all players at all times. Belts should not be tucked into pants. a. PLAYERS WILL WEAR ONLY THE BELTS PROVIDED BY THE LEAGUE. 6. Jerseys must be tucked into pants. PENNIES MAY BE WORN IF NECESSARY. 7. All team members must wear mouth guards. If a player does not have a mouth guard, the player will not be able to participate. Section 2: Game Time, Players, etc. A: Games will consist of 2 twenty (20) minute halves. Halftime shall be 3 minutes. B. Clock will run continuously with the exception of injuries, time outs, and touchdowns (clock will begin on ensuing kickoff after touchdown). Final 2 minutes of the game: Clock will stop during last 2 minutes of game for the following: 1. Timeouts, injuries, touchdowns (as noted above) 2. Incomplete passes 3. Penalties

5 4. First Downs NOTE: In 2, 3, & 4 above, game clock and play clock shall begin again immediately after ball (or ball marker) is set and ready for play. C: Each team shall be allowed three (3) 30-second timeouts per half. Timeouts not used in the 1 st half are not be carried over to the 2 nd half. Please note, the 30-second limit will be strictly enforced. D: Two minute warning shall be given by timer each half. This is a stoppage of the clock. This is NOT a team timeout. E: Games will start at scheduled time or EARLIER, BUT NO MORE THAN 10 MINUTES, if both teams have enough players present to start and field 8 players. Referees will use discretion on whether to allow extra time. F: Coin flip will be conducted prior to the start of the game, winner decides whether to receive or defer to the 2 nd half. Teams will switch end zones for the 2 nd half. G: Each team is composed of 8 players. If a team does not have the required number of players at game time, they will forfeit the game. However, they may ask players from another team to play a scrimmage game. H: A team will have 4 downs to advance the ball past the 1 st down marker. I: A team will have 30 seconds to put the ball into play. Time for the play clock will begin when the referee spots the ball (or ball marker). J: Substitutions must occur within the 1 st 20 seconds of the 30 second play clock. K: 6 points will be awarded for a touchdown & offense will have a choice of a 1 or 2 point conversion from the 3 yard line point for successful point after by run points for a successful point after by completed pass into the end zone. Note: Pass completed outside the end zone & carried across the goal line is considered an attempt by run. Section 3: Kick-offs: A: Kick-offs will be at a designated mark. Teams must use a tee. 7 th /8 th grade will kick-off from their 30yd line 5 th /6 th grade will kick-off from their 20yd line B: Receiving team must line up 10 yards back from the kick off spot. Receiving team must have a Minimum of 4 players line up 10 yards from the kick off spot. C: Once the ball has crossed the goal line, it is considered a touchback and brought back to the nearest 1 st down marker.

6 D: If the player s momentum carries him into the end zone it is considered a touchback and brought back to the nearest 1 st down marker. E: If the ball is touched or deflected by the receiving team it is dead at point of contact and spotted at that point. F: If the ball is touched by the kicking team, the receiving team will start on offense at the spot the ball was touched. G: If the ball does not go 10 yards or the ball is kicked out-of-bounds before traveling 10yds, the receiving team will be awarded the ball at that yard marker. Any kick-off that goes out of bounds after the 10yd mark, the offense will start 10yds from the kickoff yard marker. Section 4: Offense: A: Offense is not required to have 5 men on the line of scrimmage. B: Offensive player in motion may not turn up field before the snap of the ball. Only one player may be in motion at the time of the snap. C: Once an offensive player on the line of scrimmage has assumed a set position they cannot move. D: On line blockers must have fists tight & arms horizontal with shoulders. Blockers may not use extension of arms to block WITH FORCE. ANY EXTENSION MUST HAVE AN IMMEDIATE WITHDRAW OF THE EXTENDED ARMS. Absolutely no roll blocks, crab blocks or crack back blocks. E: During the snap from center, the ball is dead if it hits the ground. ALL SNAPS, INCLUDING OVER THE QB/PUNTER S HEAD, ARE COVERED BY RULE. F: All center snaps must come from between the legs. No center sneaks. H: ALL offensive players are eligible receivers. I: If a player takes control of the ball with after his flags have fallen off, the player will be down if touched (one-hand) by a defensive player. J: Any player in control of the ball that leaves his/her feet to avoid losing a flag to a defender shall be considered tackled. Offensive player may leap over a fallen player only if there is no other way to avoid contact. K: The ball carrier must make every effort to avoid contact. He/she must avoid contact rather than crash into a defender. If a collision occurs between ball carrier & a defensive player attempting to pull flags, the ball carrier can be called for charging (similar to basketball). A defender can be called for tackling or blocking if the defensive player

7 initiates contact without making an effort to get the flag (referees discretion). Officials may deem contact incidental. L: Any player in control of the ball shall not be allowed to guard his/her flags with their arms or hands. Any contact with the hand of the defender will be deemed flag guarding. Infraction is an automatic 10-yard penalty from infraction and loss of down. M: All players must come from the huddle. No sleeper plays allowed. If the offensive team goes without a huddle, subs must be made on a timely basis. No huddle offense will be allowed in the last 2 minutes of each half. Huddles must occur at center of field approx. 5 yds. from scrimmage. N: If an offensive player (usually the QB) pitches or passes backwards, this is considered a lateral. Therefore, if the ball hits the ground or is dropped by intended receiver, the ball is downed where it hits the ground, not where it left the QB s hand. O: Receiver must have at least 1 foot in bounds for the purposes of a good reception. P: A player shall be considered down when he/she goes out-of-bounds, drops the football, has flags pulled and/or one or both knees touch the ground. Section 5: Punting: A: Punts must be declared. B: Before the ball is spotted on the 4 th down, the referee shall ask the offensive team whether they are going to punt or attempt a play for a 1 st down or touchdown. 1. A team may elect to change its decision after a time out. Such change must be announced by the coach prior to the restart of the play clock. C: During the punt, the kicking team has 5 seconds to kick the ball. There can be no rushing or blocking from either side until the ball is kicked. Referees will avoid calling a penalty if someone crosses the line of scrimmage but gets back before the punt attempt. D: Failure to kick the ball within 5 seconds shall result in a dead ball. Receiving team will go on offense at the new line of scrimmage established by the dead ball. E: Same rules as kick-offs will apply for punts as far as the end zone, safeties & Touchbacks. Section 6: Defense: A: No limit to players allowed on the line of scrimmage, and they may use their hands to ward off blockers. B: Defense may not block or initiate contact with the wide receiver or flanker at any time before the ball is caught on a pass play. C: Defensive player may not tackle ball carrier.

8 D: Half or game may not end on defensive penalty. E: Pushing ball carrier out of bounds is not legal. The defender may attempt to guide the ball carrier out-of-bounds. The officials will call a tackling penalty if in his/her opinion there is any extension of arms by the defender. F: Defensive player may not impede the ball carrier s progress by initiating contact without getting a flag or making an attempt to grab the flag. Tackling may be called even if the ball carrier is not literally tackled, meaning pushed out-of-bounds or illegal contact without being knocked down. G: Encroachment will be called as soon as the defensive player crosses the plane of the ball. Whether contact is made or not, the official shall blow the whistle & assess a 5 yard penalty. H: Defense may not contact any part of the quarterback after he attempts a pass. The defensive player needs to avoid contact even if the pass is deflected. Unnecessary roughness can be called. I: Defense may not block or initiate contact with the center/snapper until the center has the opportunity to do same (the center s head and shoulders have to be up). Unnecessary roughness WILL be called. 5 th /6 th Grade level Defense CANNOT line up over the Center/Snapper 1 st offense - Receive a verbal warning from the official. Coach will be notified & the warning shall be given to the entire team. 2 nd offense - The play, if applicable, shall count and a 10 yard penalty & automatic 1 st down. Section 7: Penalties: A: Officials will verbalize penalty options directly to coaches in order to save time. B: All penalties shall be 5 yards from the line of scrimmage except those noted below. Defensive Pass Interference: 10 yards & automatic 1 st down. Interference within the 10 yard line or in the end zone shall result in a 1 st and goal at the 1-yard line. Offensive Pass Interference: 5 yards from the line of scrimmage & loss of down. Tackling: 10 yards from point of infraction, automatic 1 st down from the end of play. Unnecessary Roughness: 10 yards from end of play, automatic 1 st down or loss of down. THIS INCLUDES ALL HITS ON THE QB DURING A PASS ATTEMPT (DOES NOT COVER A BLOCK INTO THE QB) AND ANY HANDS TO THE FACE DURING BLOCKING Offensive Charging: 5 yards from the original line of scrimmage & loss of down. Guarding the Flag: 10 yards from point of infraction and loss of down. ***FLAG GUARDING & 1 st Down Run*** FLAG GUARDING will NOT be DOUBLE penalized for picking up a 1 st Down, provided the flag guarding occurred after the 1 st Down yardage to gain.

9 EXAMPLE: 2 nd down & 5yds. to go, the ball carrier gains 10 yds., but was called for flag guarding after gaining 7yds. The flag guarding penalty will be marked off 10 yds. from the point of infraction, resulting in the ball being marked 8yds. from the previous 1 st down marker. Because the ball carrier gained a 1 st down, then received a penalty, there can be no loss of down which results in 1st down. It will be 1 st down and 8 yds. to go for another 1 st down or touchdown. Unsportsmanlike Conduct: 10 yards from end of play & automatic 1 st down or loss of down. Illegal use of Flags: Any player who attempts to alter or make his/her flags harder to pull, including not having them worn properly (2 FLAGS ON EITHER SIDE AND ONE IN THE BACK): The play, if applicable, shall not count and a 10 yard penalty & loss of down. Kick-off & Punts: On a block in the back during the runback of a punt/kick, the spot of the ball is 10 yards back from the point of infraction. The 1 st down marker will be the 1 st & closet cone. Section 8: Other: A: If game is tied at the end of regulation, it will be settled from the 10-yard line with each team getting 4 plays. Each team will get a series of 4 plays & point conversion (should they score) until tie is broken. Coin flip will decide who has choice of offense or defense 1 st. Teams will be allowed 1 additional timeout per overtime period. 7/8 Grade level will play until tie is broken. No ties at the 7/8 level. 5/6 Grade level games will end in a tie. B: 22 Pt. Rule APPLIES TO 2 nd HALF ONLY - The Team that is losing by 22 pts. or more, will go on Offense, without a Kick Off th /8 th grade will put the ball in play from their opponents 30yd line 2. 5 th /6 th grade will put the ball in play from their opponents 25yd line 3. The Team that is losing by 22 pts. or more, will be given the opportunity to complete a series or score. 4. If the Team that is losing by 22 pts. or more, fails to complete a first down or score, then the ball will be turned over to the opposing team. 5. If the Team that is losing by 22 pts. or more, scores, they MUST kick-off to the opposing team. 6. If the Team that is losing by 22 pts. or more, gets to go back on offense due to the opponents failure to complete a series of downs, turnover or punt, the ball will be spotted at the most advantageous spot for that team. EXAMPLES: #1-4 th down & a punt is declared by the Team winning by 22 pts. or more. The snap is bad and the ball lands at their own 25 yd line. The Team that is losing will now go on Offense at their opponents 25 yd. line #2-4 th down & a punt is declared by Team winning by 22 pts. or more. The punt is well past midfield with no return. The Team that is losing will now go on Offense at their opponents 30 yd. line 7. If the lead drops below 22pts, the game will resort to being played under the normal rules of the game.

10 C: One Hand Touch Rule = Offensive player in possession of ball shall be considered tackled by touch, below shoulders, in the following 2 circumstances: 1. If flags fall off prior to player taking possession of ball. 2. If the ball carriers flags fall off with no legal pull. D: If a game is stopped for an injury, the injured player must come out for at least 1 play. If a team does not have a sub to replace the injured player, they must play short a player for the 1 play. A team will NOT be allowed to buy a player back in with a timeout. E: Free kick after a safety shall come from the 20-yard line for the 8 th grade, 15 yard line for 6 th grade. F: No player may leave his feet to throw a block, block above the shoulders or below the knees or use a stiff arm. G: Inadvertent Whistle. Team with possession at time of whistle shall have the option to replay down or accept play at point of whistle. H: If a player with a decided physical advantage uses excessive force on a physically inferior opponent, although the block may be legal, the referee shall warn the player on the use of excessive force (no penalty at this point). The 2 nd time this happens to same player, it will result in unnecessary force penalty (10 yards) & another warning. The 3 rd time will result in penalty plus game. I: As defined by IHSA rules any player or coach ejected from a conference sporting event shall be suspended for the following sporting event. a) The host team shall report any such suspension to the president of the conference within 24 hours. b) The conference president shall immediately notify the AD of the coach/player who was ejected to verify suspension. c) In the event a coach or AD feels ejection was unwarranted section 4.0 of SSCC bylaws should be followed. J: The referees using the United States Flag & Touch Football Rules will settle any rules or situations not covered here. Reviewed August 2014
