1 Deadly Choices Qld Murri Carnival Information Pack 2017 Version 2 ( ) ABOUT THE QLD MURRI CARNIVAL (QMC) THIS EVENT HAS BEEN SANCTIONED & ENDORSED BY THE QLD RUGBY LEAGUE (QRL) AS THE STATE MURRI CHAMPIONSHIPS. The QMC 2017 is proudly a smoking, drug, alcohol and sugar free event! The biggest in Australia.

2 By participating in the QMC the teams, officials and players agree to be subject to the rules and regulations of the QRL (including its judiciary process) as modified by the QRL s Murri and Regional Indigenous Carnival Rules (together called the QRL Rules)and the QMC Rules. QMC DETAILS When: Wednesday 20th September 2017 to Saturday 23rd September 2017 Where: Redcliffe Dolphin Oval Corner Klingner & Ashmole Roads, Redcliffe Qld. NOMINATIONS & FEES All Queensland Aboriginal & Torres Strait Islander Rugby League Teams wishing to participate must have by the closing date: completed online Nomination Form through Murri Rugby League (MRL) website by July 14 th paid team nominations deposit of $500 for Men s and Women s and $300 for Under 15 s by July 14 th unless prior arrangement made with MRL upload other required Carnival forms known as ABF 2, 3 and 4 are uploaded through MRL website by 3 rd August The QMC will not accept late nominations. ensure all AMS 715 forms and Under 15 School Attendance Form are uploaded to MRL website by September 12 th 2017 paid balance of non-refundable team nomination fee by 3 rd August unless prior arrangement made with MRL. Men s & Women s Nominations fee is $2900 (Mens) $2100 (Womens) however a discount of $200 will be available for teams who pay the $500 deposit prior to May 31 st 2017 further discount of $200 will be given if at least 20 players current health checks are uploaded prior to July 1 st Please note if all these requirements are made total nomination fee will be $2500 (Mens) and $1700 (Womens) if all outstanding nomination fees are paid to MRL by August 3 rd Under 15 s Division Nomination fee is $550 however a discount of $100 will be available for teams who pay the deposit by May 31 st 2017 a further discount of $100 if at least 20 players current health check are uploaded prior to July 1 st Please note if all these requirements are made a total nomination fee will be $350 for Under 15 Division if all outstanding nomination fees are paid to MRL by August 3 rd Team Nominations deposits and final payments are to be either bank cheques made out to The Arthur Beetson Foundation or EFT to the following: Account Arthur Beetson Foundation Bank Westpac BSB Account No Reference Team Name & Division eg CherbHornets U15 deposit

3 Please note that an administration fee of $10 per day from August 4 th will be charged for any payments that have not been received unless prior approval was granted. These charges must be paid prior to the team being excepted in the Carnival. Once nomination is uploaded the team will have access to update information and or upload the appropriate forms needed. Please note that if deposit and other payment are not paid at the appropriate time, unless prior approval is granted by MRL, then access to MRL website team registration process and Triple Play team gear system will be stopped until rectify including late payment fees. PRIZE MONEY The Under 15 Division is a selection carnival only and as such no finals or points tables will be produced. After the final round on Saturday morning the Possibly v Probably Under 15 teams will be selected and they will play a game immediately prior to the Women s Final. Women s prize money will be as follows Winning Team $12,000 plus $3,000 for an approved community project. Runner up $3,200 plus $800 for an approved community project. Men s prize money will be as follows Winning Team $40,000 plus $10,000 for an approved community project Runner up will be $8,000 plus $2,000 for an approved community project. The approved community project will be approved by the ABF board prior to being distributed to the appropriate organisations. The criteria are that it must support Young Aboriginal & Torres Strait Islander people in reaching positive outcomes in Education and or Health. All other payments will be transferred into the supplied bank details within 7 business days following the carnival. SPECTATOR ENTRY FEES Admission will by way of production of official or VIP pass and or wrist band issued by an AMS or QMC an in all other cases by payment of the Admission Fees set out below. Adult $10.00 daily - 4 Day Pass $30, 3 Day Pass $25, 2 Day Pass $15 Over 50 with Concession Card and Under 18 Free Note: Jumping the fence to enter the Event or passing none allowed items including some restricted food and drink through fences is an offence and all offenders who are caught will be evicted and banned from the QMC, face possible expulsion from future events conducted by the QRL or ABF and maybe referred to the Police. If teams are responsible not abiding by these or other rules of the carnival including being a Drug Free, Alcohol Free and Sugar Free event within the Carnival precinct then QMC Executive may withdraw the team from the competition.

4 TEAM APPAREL & GEAR The playing apparel (25 Jersey, shorts & socks) will be supplied to each team as part of the Registration Fees. Teams cannot play in apparel not provided by the Murri Rugby League. Triple Play will be the suppliers of all on field apparel. After Team Nomination is uploaded and deposit is received you will be given a code to go into the Triple Play Link from MRL website and submit your team design & colours. This must be done by July 15 th Teams may have their own sponsors on the right sleeve of the jersey and the front panel of the shorts. The sponsors logos must be provided to Triple Play prior to July 17 th QMC reserve the right not to approve a sponsor if they are in conflict of the goals and objects of the MRL and or they are in opposition to any of the carnival sponsors. QMC reserve the right to place sponsors on all other available spots on the on-field playing apparel and teams are restricted to the spots as listed in the paragraph prior. If teams are arranging team shirts than they will be provided QMC and or ABF logo that must be placed on the left-hand chest plate or their team shirts. All teams will be supplied with 10 water bottles and access to water containers for filling up during the carnival. All teams will be provided with 10 rolls of strapping for the QMC. MEDIA LAUNCH The QMC Media Launch details are: TBA THE OFFICIAL DRAW The Official Draw for the QMC will be conducted by QMC Executive Committee and will take place at an approved location and process which all teams will be notified by September 1 st TEAM MANAGERS MEETING All teams will be required to be represented at a team managers meeting to confirm the draw and go through the QMC event schedule.

5 The QMC Team Managers Meetings details are: Date: 19 th and 20 th September 2017 Time: Place: Under 15 s 4:00pm 19 th / Men s and Women s 1pm 20 th Redcliffe Dolphin Oval Corner Klingner & Ashmole Roads, Redcliffe At the meeting each team will be given a hard copy of this Information Pack and its representative will be required to sign an acknowledgement for QMC records purposes. No team will be allowed to take the field until the acknowledgement has been signed. Teams will be provided a maximum of 30 entry passes for players and officials which will be distributed at the meeting. Passes may not be used by any other person other than a player and or official. All gear supplied by QMC will be distributed immediately following the meeting and will be the responsibility of each Team Manager to arrange signing that all equipment has been received prior to leaving the distribution point which will be notified at the Manager Meeting. HEALTH CHECKS (Form 715) & STUDENT ATTENDANCE Form These forms must be uploaded to the Murri Rugby League online portal by 5pm the 12 th September 2017, completed as best it can be at that time so the check of AMS records can be completed before the start of the Official Draw. Players must do all they can to have the Health Checks done by 12 th September so as to prevent any delay in their being cleared to play in the QMC. Teams must upload an updated Form if any player completes their Health Check after the 12 th September accompanied with Letter from the player signed explaining the reason for missing the deadline. The QMC Executive committee will have to approve this prior to the player being eligible to take the field. All players who are competing in the Under 15 s must have Murri Carnival 2017 Attendance letter signed an up loaded prior to 12th September. School Attendance must be 90% or better from April 18th to September 1st If players don t reach this level attendance and wish to still apply for registration they must present a letter of reason which will need to be approved by the QMC Executive prior to registration being accepted this letter must be received by 12 th September. QMC EXECUTIVE COMMITTEE

6 The QMC Executive Committee has been delegated the authority to run the QMC by the QRL, the Arthur Beetson Foundation and the Murri Rugby League. The QMC Executive Committee may publish event rules and guidelines at the Official Draw which all teams and players must follow. This will be in addition to the QMC Rules. The Event Manager will manage the QMC at the direction of the QMC Executive Committee. Any and all enquires or concerns are to be raised with the Event Manager who will deal with matters from there. All persons participating in or attending the QMC must follow a direction from a QMC Executive Committee member or the Event Manager. QMC Executive members will be announced prior to close of nominations and teams will be notified by September 1 st. MEMBERS OF THE QMC EXECUTIVE COMMITTEE TBA GAME REVIEW AND JUDICIARY Game review and all judiciary matters will be controlled by the QRL. The QMC Executive Committee has no role in these matters and should not be approached if there are any concerns. These concerns must be directed to the QRL in the normal manner. PROTESTS AND DISPUTES The QRL s Murri and Indigenous Carnival Rules set out the procedure and protocol that must be followed for a valid protest to be made. The written notice and protest fee must be handed to the Event Manager. If the procedure and protocol is not followed the protest will not be accepted and if accepted and then not followed the protest will be dismissed. THE 2017 QMC PLAYING & ACTIVITIES PROGRAM Under 15s All Teams will be guaranteed 4 preliminary games culminating in a Possibles v Probables game. This game will provide selection for a squad (30) to go into camp in early December to be mentored by NRL stars with a final QRL Murri U/15 squad of (20) to tour NZ. This will be final selection process for QRL Murri U/16 All Stars Squad All players from every team will be needed to be available for the Cultural and Education Day on Thursday 21 st September. Final details will be sent to the teams by September 1 st 2017 however team should be

7 aware commitment could be from 730am to 430pm. All players transport and food costs on the day will be the responsibility of the MRL. Womens Open Mens Open All Teams will play a minimum of 3 preliminary games. Final 8 will be decided on points/for & against. Knockout formula into Grand final These games will provide selection for NRL Emerging Womens team for representative games and possible tour. All Teams will be guaranteed 3 preliminary games - Final 16 will be decided on points/for & against - Knockout formula into Grand Final. The winning team will play in Murri v Koori in Newcastle as part of the All Stars IMPORTANT NOTES All games will be played under the game rules and guidelines of the QRL (including its judiciary process) as modified by the QRL s Murri and Indigenous Carnival Rules (together called the QRL Rules). All players warrant that they are an indigenous male and submit and agree to be bound by the QRL Rules as modified by the QMC Rules. If any team or players from a team sit in the team will be immediately disqualified and it and all of the players who sit in will be banned from the next 2 QMCs. Any offending players will be ineligible for State selection. QRL sanctions will also apply to offending teams and players. Completed team sheets must be handed to the Field Marshall 10 minutes before kick off so that players may be identified. The QMC executive committee may publish event rules and guidelines at the official draw which all teams and players must follow. Check Murri Rugby League s social media for other event information. For clarity please note that any final 16 games are preliminary games. The QRL general Rules and Regulations can be read at: and the QRL s Murri and Regional Indigenous Carnival Rules are attached. QMC RULES The QMC 2017 has been sanctioned and endorsed by the QRL whose rules and guidelines apply in conjunction with the QMC Rules.

8 1. Teams must upload the AMS 715 Form List and the AMS Doctor s Letter to Murri Rugby League website by 5pm the 12 th September 2017, completed as best it can be at that time. An updated Form must be uploaded via online portal. 2. All Players must have completed a Health Check and lodged the AMS Doctor s Letter before they take the field or they will not be eligible to play in the QMC. 3. All adult players and officials are encouraged to complete an Australian Electoral Commission Form. 4. Off field Misconduct by Players, Officials and Staff will be dealt with by the QMC Executive Committee and the subject of sanction by them including but not limited to team disqualification from the QMC. 5. All players must be an Aboriginal or a Torres Strait Islander male and a Health Check will be accepted as absolute proof of that and cannot be challenged or the subject of a protest. 6. Players must be aged 17 years or older at the time of playing in a Mens or Womens match. 7. Under 15 Players must be born after 20 September 2004 and on or before 31 December 2002 and have achieved a 90% school attendance record between the 18 th April 2017 and the 1 st September Under 15 Players will only be considered for selection in the State Selection Trail if they attend the Cultural & Education Information Day on Thursday 21st September 2017, have or be eligible to get an Australian Passport and are available to attend the training camp, go on the tour in the December school holidays and able to attend the All Stars in February Teams must upload the Under 15 Attendance Letter 2017 to Murri Rugby League website by 5pm the 12th September An updated Form must be uploaded via online portal. 10. No person during the course of a QMC match shall enter the playing field unless permitted to do so under the QRL Rules or by the QMC Executive Committee. Please see the attached QRL Event Conduct Rules a breach of which can lead to a complete ban from the game of rugby league. 11. If a team refuses to leave the field when directed by a referee or the QMC Executive Committee that team will be immediately disqualified from the QMC and it and the and the offending players and officials will be banned from the next 2 QMCs and referred to the QRL to be officially sanctioned by the QRL which can lead to a complete ban from the game of rugby league. Any offending players will be ineligible for State selection. 12. Only players registered with the QRL in 2017 may be selected for a representative team. 13. All teams must wear the team apparel provided to them by the MRL in games. 13. No player or coaching staff shall give their free entry passes to another person to use. 14. No person shall drink alcohol, take drugs or smoke within the QMC venue and offenders will be expelled and banned from the QMC and all future events conducted by the MRL or the ABF. 15. Persons who are affected or suspected to be affected by alcohol or drugs will be denied entry to the QMC. 16. Persons who jump the fence to gain entry into the Event will be expelled and banned from the QMC. 17. The Mens and Womens Semi Final and Grand Final will have a 5 minute half time break.

9 QRL S EVENT CONDUCT RULES No person(s) attending a match, function or event shall: (a) Use offensive or obscene language to any participant; (b) Enter the Field of Play during the course of a match without the prior approval of the Ground Manager appointed by the home club and/or League; (c) Excessively dispute the decision of a referee or touch judge either during or after a match; (d) Assault or act with aggression to any person/s; (e) Behave in a way contrary to the Code of Conduct and/or the spirit of the game; (f) Behave in a way which disturbs the enjoyment of a match, function or event by any other person/s, or brings discredit to the home club and/or League; (g) Act in such a way as to exhibit racial intolerance, by language or other conduct, to any person/s; (h) Refuse to accept the reasonable direction of the Ground Manager, official of the team/club which that person is supporting, or official of the home club and/or League. Clubs are responsible for the conduct of their players, parents/ carers of players, coaches, officials and club supporters. Breaches of the Rugby League Code of Conduct may result in penalties, including but not limited to: Suspension of a match and/or Termination of a match (including potential forfeiture of competition points) and/or Monetary fines and/or Suspension of a participant on a temporary or permanent basis and/or Suspension of a club, League or Association on a temporary or permanent basis. These penalties are in addition to any penalty which may be imposed by the offender s own home league s judiciary.
