On Saturday 9/22 it s false albacore, 9/29 striped bass, and 10/6 bonito. On10/13 a single $500 prize will be randomly selected from participants in the Super Saturday Events. No fish needs to be entered to be eligible for this prize.to be eligible for the Special Saturday Prizes, people must sign up at the time of their regular Derby registration, and pay the $10 fee. This fee enters them in all Saturday Events. Big Striped Bass, Bluefish, Bonito, and False Albacore (Little Tunny) are caught from the shores of the Island as well as by boat fishermen. The Martha s Vineyard Derby Committee invites you to join the fun, excitement and camaraderie of the 6 Annual Striped Bass and Bluefish Derby. DERBY RULES I. DERBY DATES and TIMES: The 2007 Derby begins at 12:01 a.m. on Sunday, September 9, 2007 and ends at 10:00 p.m. on Saturday, October 13, II. ELIGIBLE FISH SPECIES: Eligible fish are Striped Bass, Bluefish, Bonito and False Albacore (Little Tunny), hereinafter referred to as the species. III. DIVISIONS and ENTRY FEES: An individual may register only once in each division for which he/she is eligible. 1. ALL TACKLE DIVISION: $45.00 (Seniors $20.00) The All Tackle Division is open to adults using any type of rod and reel including flyrod. Persons who have reached their 65th birthday on or before the opening day of the Derby will be registered as Seniors. 2. JUNIOR ALL TACKLE DIVISION: $20.00 The Junior All-Tackle Division is open to persons who have not reached their 15th Birthday on the opening day of the Derby. Mini Juniors are 4-8 and Juniors age 9-14.There will be special Grand Awards for Mini Jr. Juniors may use any type of rod and reel including flyrod. Except where noted, the Junior Division will follow the rules of the All Tackle Division. The M.V. Striped Bass and Bluefish Derby Committee strongly discourages parents from taking children out of school to go fishing. For many years we have had an unwritten rule that no junior may fish during school hours. It is unsportmanlike to do so when all other junior are attending school. We expect all parents to enforce this commitment to education and to good sportsmanship. 3. FLYROD DIVISION: $45.00 Adults $20.00 Juniors and Seniors The Flyrod Division is open only to persons using flyrods. Flyrod Division competitors will be issued a separate Flyrod badge and number and will fish under the rules of this Derby and the I.G.F.A. (Maximum tippet strength twenty (20) pounds). If a Flyrod competitor is also entered in one of the All Tackle Divisions, he may enter his fish as All Tackle.The decision to enter a fish in either division (but not both) must be announced to the Weigh-Master PRIOR TO THE WEIGHING OF THAT FISH.That fish is then eligible for the Grand and Grand Slam Awards, regardless of the division it is entered in. Fish may not be entered in the Flyrod Division measuring less than Derby length limits. Juniors fishing in the Flyrod Division will be considered as adults and must meet the same minimum weight requirements as adults 4. PAYMENT OF ENTRY FEES: Payment of Entry Fees may be by cash or personal check. There will be a $25.00 service charge for returned checks which, along with the Entry Fee must be paid in cash. Failure to do so will disqualify the entrant from further participation in the Derby and forfeiture of any prizes. IV. METHODS OF FISHING and BOUNDARIES: A Competitor must be registered in the Derby BEFORE commencing to fish. From the moment a fish strikes or takes a bait or lure, the angler must hook, fight and land or boat the fish without the aid of any other person except that another person may grasp the leader in order to gaff or net the fish. 1. SHORE: All fish entered as shore fish must be caught from the shores of Martha s Vineyard or Chappaquiddick Islands. Fish caught from rafted boats along Memorial Wharf in Edgartown, accessible by the general public, will be considered shore fish. 2. BOAT: Fish caught from a private boat anchored to the shore or tied to a dock will be considered boat fish. In the event that there is a question as to whether or not a fish is to be considered a boat or shore fish, the Derby Committee will determine the category and that decision will be the final. All fish entered as boat fish must be caught from a boat which is within the posted bounds of the Derby.The bounds are delineated on the enclosed map. An eligible fish must not be transported outside the bounds. Each boat participating in the Derby must be in compliance with the U.S. Coast Guard safety regulations. No fish caught from a boat may touch any land except Martha s Vineyard. Boats may refuel in Falmouth and Nantucket Harbors, but fish must remain on board. eg. - Fish caught from a boat tied to Oak Bluffs Steamship Pier will be considered a Boat Fish. eg. - Edgartown Water Barge is considered a boat. V. WEIGHING OF FISH: The Weigh-In station for all fish entered in the Derby will be at Edgartown Jr.Yacht Club. The weigh-in periods will be between 8:00-10:00 a.m. and 8:00-10:00 p.m. on each day of the Derby. All state and federal laws governing the catch of eligible species must be complied with by participants in the Derby. All fish must be weighed-in within 12 hours from the time of being caught. Fishing method known as yo-yoing is not permitted in the Derby. High-grading of striped bass is against Massachusetts law, and therefore not permitted in the Derby. Please read Massachusetts Division of Marine Fisheries regulations for all Derby-eligible species, as well as any species used as bait.these regulations also apply to Derby participants. New Lengths for Fish Striped Bass 32 Bluefish 22 False Albacore 25 Bonito 21 Measure from tip of lower jaw to tip of tail. At time of weigh-in the fisherman must present his badge or card and provide the Weigh-Master with full and certified information as to when and where the fish was caught, the type of tackle, lure or bait used, and any other requested information relating to the catch. The fisherman must declare the division into which the fish is to be entered prior to the weighing of each fish. By signing the weigh-in slip, the fisherman attests to all information given. A fisherman may enter only his largest fish of each species into each category (boat or shore) on any one day. At time of weigh-in the Weigh-Master and/or the Derby Committee reserve the right to inspect, test, open, photograph (for publicity reasons and otherwise), hold or reject any fish entered. VI. AWARDING OF PRIZES: 1. DAILY: First, second, third and fourth prizes will be awarded on a daily basis for each species, division and category, except False Albacore (Little Tunny). During the run of the Derby a fisherman may win only one first, one second, one third and one fourth daily prize for each species, category and division. If a fisherman qualifies for a prize he has already won, he will be awarded the highest prize for which he is eligible. Other winners that day, in order of their eligibility, will be adjusted to receive prizes left vacant. A Hat Trick will be awarded to a fisherman who has already won a first, a second, a third and a fourth daily prize in a category and then weighs-in the largest fish of the day for that category, 1 per person, per species. 2. WEEKLY: Weekly awards will be given to the largest fish in each category of each division and species, including False Albacore (Little Tunny), for each week of the Derby.The weeks end after the last weigh-in on each of the following days: (Saturday, September 15; Saturday, September 22; Saturday, September 29; Saturday, October 6; Saturday, October 13). 3. OVERALL AND GRAND: At the end of the Derby, overall prizes will be awarded for the three largest fish in each category of each division and species, including False Albacore (Little Tunny).The largest fish of each species from boat and shore, regardless of division, will also be awarded the Grand Leader Prize for the category and species. Winners of the species grand prizes will also receive their divisional grand prizes. 4. GRAND SLAM: This category is open to all divisions.there will be separate awards for All Tackle and Flyrod Divisions. At the end of the Derby, first, second and third awards, both boat and shore, in both divisions, will be made to the fisherman who weighs-in the heaviest aggregate (total weight) of the four species of fish in the tournament Stripe Bass, Bluefish, Bonito and False Albacore. Fishermen who achieve a Grand Slam will be awarded a special pin. 5. TOP ROD: Awarded to the individual who wins the highest number of daily pins in the All Tackle division at the close of the Derby. In the event of a tie in Daily, Weekly, Grand, Overall Grand Slam and Top Rod awards, the first fish of record (first fish weighed in) will receive the prize. Prizes not claimed from the Derby Chairperson by December 31, 2007, will be forfeited. 6. FLASE ALBACORE (LITTLE TUNNY). False Albacore (Little Tunny) are eligible for weekly, overall, grand and grand slam awards.they are not eligible for daily or mystery awards. False Albacore length limit is 25. There is now a bag limit of False Albacore. Only three False Albacore are allowed per registration during the Derby. This includes any False Albacore presented to the Weigh- Master, even fish under 25. VII. COMMITTEE RIGHTS: Each contestant expressly agrees that he shall have no right or standing to contest any action of the Derby Committee, or otherwise make any claim against the Committee in any court of law or other forum. Each contestant entering the Derby does so at his own risk.the Committee s decisions are definitive and final. Grievances must be presented, in writing and signed, to the Weigh-Master and/or to the Committee within 48 hours. The Committee will investigate all grievances and reserves the right to call witnesses, to question them and all parties involved, and if considered necessary, to have any or all involved parties submit a polygraph test. The Committee may disqualify from the Derby (or any portion thereof) and/or from any or all future Derbies, any person or persons who falsify information, violate the Derby Rules, act in an unsportsmanlike manner, or falsely testify for or against any person. VIII. FILLET PROGRAM: The fillet program is offered by the Derby to provide free fish for the Island elderly. Fishermen may donate any or all of their catch to this program. Previously fillet fish cannot be accepted for health reasons. Fishermen are asked to keep their catch as fresh as possible whether they intend to donate it to this program or not. IX. PROPERTY RIGHTS: In return for the generosity of property owners, it is expected that Derby participants will leave all land and beach in the same conditions, or better than those found. No gates be left open. No fences be damaged. No shrubbery be damaged. No rubbish or refuse be left on land or beaches. No camping be done nor any fires lighted without proper authority. No damage to dunes or dune vegetation be done by over-sand vehicles. Drive your vehicles only on designated paths throughout the dunes. X. 7 Rules Brochure 8 pg:layout 1 8/24/07 2:52 PM Page 7 I.G.F.A. RULES FOR FLY FISHING Equipment Regulations A. LINE Any type of fly line and backing may be used. The breaking strength of the fly line and backing are not restricted. B. LEADER Leaders must conform to generally accepted fly fishing customs. A leader includes a classic tippet and, optionally, a shock tippet. A butt or taper section between the fly line and the class tippet shall also be considered part of the leader, and there are no limits on its length, material or strength. A classic tippet must be made of non-metallic material and either attached directly to the fly or to the shock tippet if one is used. The class tippet must be at least 15 inches (38.10 cm) long (measured inside connecting knots). With respect to knotless, tapered leaders, the terminal 15 inches (38.10 cm) will also determine tippet class. There is no maximum length limitation. The breaking strength determines the class of the tippet, which cannot exceed twenty (20) pounds. Tippet classes are two, four, six, eight, twelve, sixteen, and twenty pounds. A shock tippet, not to exceed 12 inches (30.48 cm) in length, may be added to the class tippet and tied to the lure. It can be made of any type of material, and there is no limit on its breaking strength. The shock tippet is measured from the eye of the hook to the single strand of class tippet and includes any knots used to connect the shock tippet to the class tippet, In the case of a tandem hook fly, the shock tippet shall be measured from the eye of the leading hook. C. ROD Regardless of material used or number of sections, rods must conform to generally accepted fly fishing customs and practices. A rod shall not measure less than 6 feet (1.82 meters) in overall length. Any rod that gives the angler an unsporting advantage will be disqualified. D. REEL The reel must be designed expressly for fly fishing and cannot be used in casting the fly other than as a storage spool for the line. There are no restrictions on gear ratio or type of drag employed except where the angler would gain an unfair advantage. Electric or electronically operated reels are prohibited. E. HOOKS A conventional fly may be dressed on a single or double hook or two single hooks in tandem.the second hook in any tandem fly must not extend beyond the wing material.the eyes of the hooks shall be no farther than 6 inches (15.24 cm) apart. Treble hooks are prohibited. F. LURES The lure must be a recognized type of artificial fly, which includes streamer, bucktail, tube fly, wet fly, dry fly, nymph, popper and bug. The use of any other type of lure or natural or preserved bait, either singularly or attached to the fly, is expressly prohibited. The fact that a lure can be at cast with a fly rod is not evidence in itself that it fits the definition of a fly. The use of any lure designed to entangle or foul-hook a fish is prohibited. G. GAFFS & NETS Gaffs and nets used to boat or land a fish must not exceed 8 feet (2.48 meters) in overall length. (When fishing from a bridge, pier, or otherhigh stationary structure, this length limitation does not apply.) The use of a flying gaff is not permitted. Only a single hook is permitted on any gaff. Harpoon or lance attachments are prohibited. Angling Regulations The angler must cast, hook, fight and bring the fish to gaff or net unaided bt any other person. No other person may touch any part of the tackle during the playing of the fish or give aid other than taking the leader for gaffing or netting purposes. Casting and retrieving must be carried out in accordance with normal customs and generally accepted practices. The major criterion in casting is that the weight of the line must carry the lure rather than the weight of the lure carrying the line. Trolling a lure behind a moving water craft is not permitted. The craft must be completely out of gear both at the time the fly is presented to the fish and during the retrieve. Once a fish is hooked, the tackle may not be altered in any way, with the exception of adding an extension butt. Fish must be hooked on the lure in use. If a small fish takes the lure and a larger fish swallows the smaller fish, the catch will be disallowed. The Angling and equipment regulations shall apply until the fish is weighed. The following acts will disqualify a catch: Failure to comply with equipment or angling regulations. The act of persons other than the angler in touching any part of the rod, reel, or line either bodily or with any device during the playing of the fish, or in giving any aid other than that allowed in the rules and regulations. If an obstacle to the passage of the line through the rod guides has to be removed from the line, then the obstacle shall be held and cut free. Under no circumstances shall the line be held or touched by anyone other than the angler during this process. Resting the rod on any part of the boat, or on any other object while playing the fish. Handling or using a handline or rope attached in any manner to the angler s line or leader for the purpose of holding or lifting the fish. Intentionally foul-hooking or snagging a fish. Shooting, harpooning, or lancing the fish being played (including sharks) prior to landing or boating the catch. Chumming with the flesh, blood, skin, or any part of mammals. Using a boat or device to beach or drive a fish into shallow water in order to deprive the fish of its normal ability to swim. Attaching the angler s line or leader to part of a boat or other object for the purpose of holding or lifting the fish. If a fish escapes before gaffing or netting and is recaptured by any method other than as outlined in the angling rules. The following situations will disqualify a catch: When a rod breaks (while the fish is being played) in a manner that reduces its length below minimum dimensions or severely impairs its angling characteristics. When a fish is hooked on more than one line. Mutilation to the fish, prior to landing or boating the catch, caused by sharks, other fish, mammals, or propellers that remove or penetrate the flesh. (Injuries caused by a leader or line, scratches, old healed scars or regeneration deformities are not considered to be disqualifying injuries.) Any mutilation on the fish must be shown in a photograph and fully explained in a separate report accompanying the record application. (All Derby registrants in the Flyrod Division will abide by the Martha s Vineyard Derby rules and regulations, as well as the I.G.F.A. Rules for Fly Fishing.)
