Franko and co-defendant Richard Perrin pleaded guilty to conspiracy and Lacey Act charges (16 U.S.C. 3372(a)(2)(A), 3373(d)(1); 18 U.S.C. 371) for the illegal transport, sale, and purchase of fish and marine wildlife. Perrin was recently sentenced to Science, Service, Stewardship 1

2 pay a $15,000 fine, complete a three-year term of probation, and forfeit a vehicle. From approximately December 2008 through December 2011, Perrin and Franko engaged in a conspiracy to purchase, harvest, and transport marine life and reptiles from Florida to Michigan for sale through a business known as Tropicorium, Inc. Perrin was the hands-on owner and Franko was an employee. The company was engaged in the purchase and retail sale of marine life and reptiles, including sharks, marine invertebrates, Sea Fans, ornamental tropical fish, and alligators. The defendants did not have the required licenses to legally harvest marine life from the Keys. Additionally, the Sea Fans they took and sold in Michigan are prohibited from being harvested from state waters. They also poached juvenile alligators from the Big Cypress National Preserve, one of which they sold to an undercover agent. This case was investigated by the NOAA Office of Law Enforcement and the U.S. Fish and Wildlife Service Office of Law Enforcement, with assistance from the Michigan Department of Natural Resources. Criminal Sentence Lacey Act In a case investigated by an agent in the Miami Field Office, on May 9, 2014, Patty Chen was sentenced to serve a three-year term of probation and will pay $29,760 in restitution to the Lacey Act Reward Fund. Chen previously pleaded guilty to false statement and Lacey Act violations (18 U.S.C. 1001(a)(3); 16 U.S.C. 3372(d)(1), 3373(d)(3)(A)) for illegally importing wildlife products (including shark fins, shark fin noodles, sea horses, dried conch, dried fish, and eel maw) into the United States from Ecuador. These items were valued at nearly $30,000. In November 2009 and October 2011 Chen illegally brought wildlife into the United States by falsifying customs documentation, denying that she had any wildlife in her possession. This case was charged in South Florida and then transferred to California. It was investigated by the NOAA Office for Law Enforcement, with assistance from Homeland Security Investigations. Criminal Sentence Lacey Act On April 14, 2014, the Idaho Aquarium, Inc. (Aquarium) was sentenced after pleading guilty to charges stemming from the illegal harvest, transport, and sale of marine wildlife. The company will pay a $10,000 fine and complete a three-year term of probation. It will implement an environmental compliance plan and hire an independent auditor to conduct annual audits of its records. The Aquarium also will make a $50,000 community service payment to the National Fish & Wildlife Foundation, to be used to promote research, education, conservation, and restoration of marine life and corals throughout the waters of the Florida Keys National Marine Sanctuary and the Florida Keys. Co-defendants Ammon Covino, Christopher Conk, and the Aquarium previously pleaded guilty to conspiracy and Lacey Act violations (16 U.S.C. 3372(a)(1), (a)(4), 3373(d)(1)(B); 18 U.S.C. 371) for 2 NOAA FISHERIES SERVICE JULY 2013

3 purchasing spotted eagle rays and lemon sharks in the Florida Keys without permits over an eight-month period in 2012, and then transporting the wildlife to the aquarium in Boise. Conk was already serving a two-year term of probation imposed in Idaho for illegally shipping protected live corals to buyers around the world. As officers of the Aquarium, Conk and Covino directed their Florida-based suppliers to ignore the law and make the illegal shipments. Unknown to them, one of the Florida business owners was cooperating with federal authorities and the phone conversations and text messages were recorded. This case was investigated by the NOAA Office of Law Enforcement and the U.S. Fish and Wildlife Service Office of Law Enforcement. Criminal Sentence Lacey Act On June 6, 2014, Jonathan M. Hale was sentenced after pleading guilty to a Lacey Act violation (16 U.S.C. 3372, 3373) stemming from the illegal sale of marine wildlife. Hale will pay a $10,000 fine and complete a two-year term of probation. Hale was the chairman and CEO of Country Critters of Long Island, Inc., located in New York. The company was engaged in the sale of various species of wildlife, including mammals, reptiles, and fish. In September 2012, at Marathon Shores, Florida, the defendant met with a marine life supplier and discussed pricing of various marine life species, including tarpon, sharks, and live rock bearing specimens of coral known as Ricordea Florida. Hale then placed an order for 100 Ricordea. Covino and Conk were sentenced in December Covino was sentenced to serve one year and one day of incarceration, followed by two years supervised release. He is barred from employment related to wildlife during the supervised release period. As a result of his cooperation, Conk received a reduced sentence of four months incarceration, followed by two years supervised release. He also will be required to spend six months in home confinement and is subject to employment restrictions. Conk will forfeit a motor vehicle used in perpetrating the crime. In a phone call made in early October 2012, the supplier advised Hale that he had acquired the requested marine life near Key West, and told the defendant that he must not reveal the source of the coral, because it was illegal to harvest them from that area. Thereafter, a shipment including six live rocks bearing approximately 111 specimens of Ricordea Florida was shipped from Florida to New York for wholesale in the amount of $444. The retail fair market value of the Ricordea exceeded $2,200. This case was investigated by the U.S. Fish and Wildlife Service Office of Law Enforcement and NOAA Fisheries Office of Law Enforcement, Marathon Field Office. Science, Service, Stewardship 3

4 Criminal Arraignment Lacey Act On June 27, 2014, Charles R. Jamison was arraigned in Key West for conspiring with others to transport, sell, receive, acquire, and purchase juvenile bonnethead sharks (Sphyrna tiburo), with a fair market value in excess of $350.00, and attempt to do the same, knowing that the bonnethead sharks were taken, possessed, transported, sold, and intended to be sold in violation of the laws and regulations of the State of Florida, in violation of Title 16, United States Code, Sections 3372(a)(2)(A), 3372(a)(4)and 3373(d)(1) and (2), all in violation of Title 18, United States Code, Section 371. Jamison faces a possible sentence of up to five years in prison, a term of supervised release of up to three years, and a criminal fine of up to $250,000. He also faces forfeiture of the vessel, engine, trailer, tackle, and gear used in the commission of the Lacey Act violations. The information alleges that between approximately June 2012 and October 2012, at Monroe County, Jamison and others, harvested bonnethead sharks from Florida state waters in the Florida Keys, thereafter negotiating the purchase, sale, transportation, and transfer of the bonnethead sharks in interstate commerce. The bonnethead sharks would then be shipped in interstate commerce by a variety of means, including rental truck and as commercial air cargo. Burman faces a possible sentence of up to five years in prison, a term of supervised release of up to three years, and a criminal fine of up to $250,000. The information alleges that during August and September 2010, Burman and others, purchased spiny lobster from harvesters in Monroe County without creating and providing to the harvesters and the Florida Fish & Wildlife Conservation Commission, trip tickets reflecting the transaction. Thereafter, a coconspirator of Burman s caused the lobster to be transported to the corporate business premises in Pompano Beach for packing and shipping in foreign commerce. Burman agreed to permit a co-conspirator to package, mark, and ship spiny lobster under the corporate business entity s name and through the corporation s shipping agent. The lobster would ultimately be transported from the business premises in Pompano Beach to a commercial airfreight carrier located at Miami International Airport for export from the United States to Hong Kong, China. The case was investigated by the NOAA OLE Marathon Field Office and the U.S. Fish and Wildlife Service. Criminal Arraignment Lacey Act Eric Burman, was arraigned on June 27, 2014, in Key West for conspiring with others to transport, sell, receive, acquire, and purchase Florida spiny lobster (Panulirus argus) with a fair market value in excess of $350.00, knowing that said Florida spiny lobster was taken, possessed, transported, and sold in foreign commerce, in violation of the laws and regulations of the State of Florida, in violation of Title 16, United States Code, Sections 3372(a)(2)(A) and 3373(d)(1). 4 NOAA FISHERIES SERVICE JULY 2013

5 Criminal Information Filed Endanger Speices Act On June 26, 2014, a two count Information was filed charging Natalio Alvarez-Sanchez with violations of the. The information alleges that Alvarez-Sanchez on August 22, 2010 did knowingly and willfully take and possess a threatened species, namely a Green Sea Turtle (Chelonia mydas), without a permit in violation of 16 USC 1538(a)(l)(B),(D)and(G); and 1540(b)(l). According to the Information, the defendant did take the Green Sea Turtle with a fishing line in a sector called Isla de Roque of Barceloneta, Puerto Rico. defendant did take the Green Sea Turtle while fishing in Cabo Rojo, Puerto Rico. NOVA for Endagered In a case investigated by the Miami Field Office, NOAA GCES issued a $4,750 Notice of Violation and Assessment (NOVA) was issued to an individual for violation of the. The NOVA was issued to the individual for taking an ESA listed species, a smallthooth sawfish, in violation of applicable law. Marine Mammal Protection Act Criminal Information Filed Endanger Speices Act On June 26, 2014, a two count Information was filed charging Benjamin Valle-Valle with violations of the. Specifically, the Information alleges that Valle-Valle on May 20, 2011 did knowingly and willfully take and possess a threatened species, namely a Green Sea Turtle (Chelonia mydas), without a permit in violation of 16 USC 1538(a)(l)(B),(D)and(G); and 1540(b)(l). According to the Information, the Summary s Close Approach to Right Whales A Port Orange agent issued a $500 Summary tickets to several recreational vessel operators for approaching within 500 yards of a North Atlantic Right Whale by vessel. The cases were documented by Florida Fish and Wildlife Conservation Commission (FL FWCC) officers onboard the offshore patrol Vessel SEA HAWK and who had responded to a report of vessels harassing whales off of Cocoa Beach. A total of four Summary Settelments in the amount of $2,000 was issued. No whales or their calfs were injured due to the quick respone from FWCC and NOAA OLE. Summary Feeding Dolphins An agent from the Port Orange Field Office, assisted by a FL FWCC investigator, issued Allen Rickey of Jacksonville, FL a $250 Summary for dolphin feeding. A photo of Rickey allegedly feeding a dolphin on the St. Johns River was posted on his and a local fish camp s Facebook pages. The complaint was made via a Florida Fish and Wildlife Research Science, Service, Stewardship 5

6 Institute (FWRI) biologist through the NMFS SERO Protected Resources Division. NOVA for Violation of the MMPA In a case investigated by agents in the Port Orange Field Office, GCES issued a $9,000 Notice of Violation and Assessment to the owner and operator of the Motor Yacht VELOCE for exceeding the 10 knot speed limit in the Mid-Atlantic Right Whale Seasonal Management Area (SMA). The investigation revealed that the yacht had transited over 100 miles within the SMA at an average speed of 25 knots. Magnuson Stevens Act NOVA s for Violation of the MFCMA In a case investigated by agents in the Miami Field Office, GCES issued a $40,000 Notice of Violation and Assessment (NOVA) to an importer for continually failing to obtain permits to import swordfish. Agents initially issued a written warning to company but the company did not comply. In a follow-up case, the agents later seized an import from the company which led to the company obtaining the proper permit for a year. After the permit expired, the company refused to renew the permit and increased the quantity of imports and number of import locations. In a case investigated by the Port Orange Field Office, NOAA General Counsel-Enforcement Section Headquarters issued a $2000 Notice of Violation and Assessment (NOVA) to The Seafood Shoppe of St. Augustine, FL for possessing an undersized swordfish. The case was initiated as a result of a dealer inspection conducted by NOAA special agents. A summary settlement was issued at the time of violation which was unpaid resulting in the case being forward to NOAA General Counsel-Enforcement Section for prosecution. Summary s for Violation of the MFCMA A Port Orange agent issued a $300 Summary jointly and severally to recreational fishers Wayne ELLIOTT JR. and Stephen EDWARDS JR. for possessing prohibited Red Snapper and Gag Grouper during the seasonal closure. The case was documented by Florida Fish and Wildlife Conservation Commission (FL FWCC) officers on Joint Enforcement Agreement () water patrol onboard the 12 meter Rigid Hull Inflatable Boat (RHIB) offshore of Ponce Inlet, FL. Summary s Red Snapper Violations An agent from the Port Orange Field Office issued a Summary s totaling $800 to three fishermen for for possession of prohibited Red Snapper. The case was initiated by Florida Fish and Wildlife Conservation Commission officers on Joint Enforcement Agreement patrol. Upon approach of the vessels FWCC boarded the vessels and began inspection. That s when the officers came across the Red Snapper. NOAA Special Agents received that case and issued Summary s for violations for the possession of Red Snapper. COPPS & Outreach While monitoring North Atlantic Right Whale movements, a volunteer sighting network member observed a recreational boater from Merritt Island, Florida, approach a Right Whale mother with her calf off Cocoa Beach, Florida. A NOAA Special Agent from the Port Orange office issued a Community Oriented Policing and Problem Solving (COPPS) letter and outreach material to the boater to further educate him on the dangers and laws when approaching Right Whales. During a visit to a local restaurant, an individual witnessed patrons feeding dolphins. A NOAA Special Agent from the Port Orange office issued a Community Oriented Policing and Problem Solving 6 NOAA FISHERIES SERVICE JULY 2013

7 (COPPS) letter and outreach material to the restaurant in Smyrna Beach, Florida to further educate him on the dangers and laws when feeding or interacting with dolphins or other marine mammals. A NOAA Special Agent from the Marathon Field Office gave a tour and presentation at the NOAA Florida Keys Eco-Discovery Center and the Key West Aquarium to students and faculty of Big Pine Academy. Topics included how NOAA and Florida Fish and Wildlife are working together protecting Coral Reef Resources, Marine Mammals, Threatened and Species and Fish Identification for the Atlantic and Gulf of Mexico. Partnerships A NOAA Special Agent from the Port Orange office participated in Operation Wild Web 3 in Jacksonville, FL. This was a multi-agency internet wildlife crimes operation involving FL FWCC, U.S. Fish and Wildlife Service, and the Georgia Department of Natural Resources. The operation targeted the sale of illegal wildlife via the internet with investigators covertly arranging purchases and arrest teams conducting buybusts and knock and talks. This Operation enhances the capabilities of each agency to combat internet wildlife crime. While assisting FWCC officer off the coast of Miami, a NOAA Special Agent from the Miami field office assisted with the inspection and seizure of a shipment of Caribbean spiny lobsters from the island Turks and Caicos. After a secondary intense inspection, it was revealed that all of the female lobster tails had their pleopods intentionally removed. The State seized all female lobsters from the shipment and cited the Miami importer. Training A NOAA Special Agent from the Port Orange office provided Proper Enforcement of Turtle Excluder Devices (TED s) training to four FL FWCC officers at the FWCC Jacksonville Field Office. The training consisted of a presentation on inspection and violation documentation, the Requirements and Procedures for Inspecting Turtle Excluder Devices video and handson inspection of 71 and Double Cover Flap training TED s. A NOAA Special Agent from the Port Orange office provided a Living Marine Resources (LMR) update and case package submission training to approximately 25 boarding team members and boarding officers at U.S. Coast Guard Station Ponce de Leon Inlet. NOAA Special Agents from the Port Orange Field Office and Charleston Field Office provided Proper Enforcement of Turtle Excluder Devices (TED) training to approximately 20 Georgia Department of Natural Resources rangers in Brunswick, GA and approximately 40 South Carolina Department of Natural Resources officers in Charleston, SC. The training consisted of viewing the Requirements and Procedures for Checking TED s video, a presentation on inspection and case package documentation, and hands-on inspections. This training ensured these officers had the latest laws, regulations, and inspection knowledge to help enforce TED s. A NOAA Special Agent from the Miami field office attended the active shooter workshop to enhance awareness of, and response to, an active shooter event. The workshop was hosted by Florida s Region Five Domestic Security Task Force (DSTF), Indian River County Sheriff s Office, Indian River State College and the National Protection and Programs Directorate, Office of Infrastructure Protection. 8 Media Florida Marine Life Dealer and Corporation Sentenced for Illegal Wildlife Trafficking Sanctuary: Let us keep 2 investigators Michigan Aquarium Store Operator Sentenced for Illegal Trafficking of Marine Life Approaching right whales will cost you, wildlife officials warn /Approaching-right-whales-will-cost-youwildlife-officials-warn Playa Añasco Man Sentenced To Jail for Illegal Sale of Sea Turtle Meat tml Lacey Act Gulf of Mexico Criminal Sentence Lacey Act Eight felony guilty pleas were entered and seven defendants have been sentenced following the conclusion of an eighteen month undercover investigation led by a NOAA Special Agent from Niceville, FL. The defendants had engaged in a criminal enterprise while illegally harvesting, selling and falsely reporting Gulf of Mexico IFQ red snapper and grouper landed in Pensacola, FL and Bon Secour, AL. The United States Attorney for the Southern District of Alabama, Kenyen R. Brown, and NOAA Fisheries Office of Law Enforcement Special Agent in Charge Tracy A. Dunn announce that David Braley was sentenced in two related cases. First, Braley was sentenced to serve 30 months imprisonment for violations of the Lacey Act, Title 16, United States Code, Section 3372 and This charge was based on illegal sales of Gulf of Mexico Reef Fish including Red Snapper with a market value of $10, Braley was ordered to pay $3, in restitution to the owner of the vessel he used to illegally catch and sell the fish and $ to the National Marine Fisheries Service. Braley was also sentenced to serve 63 months imprisonment concurrently to the first sentence for retaliation against a witness who had provided information in the Lacey Act case. This charge was based on postings Braley made on Facebook threatening physical violence to a witness. Convicted along with Braley were Tiffany Wilson, commercial fisherman who was sentenced to five years probation, with four months community confinement at Home of Grace, a rehabilitation facility treating drug and alcohol abusers, Matthias Kumm, captain of the fishing vessel CAPTAIN DUKES III and fishing vessel ROSE LEE who was sentenced to eight months home confinement, five years probation, drug and alcohol treatment, $1,095 restitution to the owner of the fishing vessel ROSE LEE and approximately $400 restitution to the NMFS, and John Whitworth, captain of the fishing vessel MARY JOYCE who was sentenced to 3 years probation and ordered to pay $12,773 in restitution to the vessel owner along with $1, to NMFS and $100 special assessment. Natalie McArdle, owner of the fishing vessel CAPTAIN DUKES III is scheduled to be sentenced in October of this year. Also convicted were Josh Jones, owner and captain of the fishing vessel REMEMBER WHEN who was sentenced to 5 years probation, restitution and substance abuse testing, James Martin, owner and captain of the fishing vessel SEMINOLE who was 8 NOAA FISHERIES SERVICE JULY 2013

9 sentenced to five months incarceration, followed by three years supervised release while wearing a GPS monitor for six months, drug and alcohol testing and restitution to NOAA s IFQ program. In 2012 Martin and Jones delivered falsely reported Gulf of Mexico IFQ red snapper and grouper to unlicensed seafood dealer Hunter Evans. Evans, owner of Bay City Meats, formerly located in Loxley, AL and Pensacola, FL then knowingly purchased the misreported fish. Jones and Martin falsified logbook records to cover up the illegal transactions. Martin s home and vessel and Evan s business were the subjects of search warrants after being detected during the undercover investigation. Evans was sentenced to 3 years supervised probation and ordered him to pay $ restitution to NMFS and a $100 special assessment along with property forfeiture. States Attorney s Office for the Southern District of Alabama with assistance from the U.S. Department of Justice s Environmental Crimes Section. A copy of this press release may be found on the website of the United States Attorneys Office for the Southern District of Alabama at Partnerships Serving Search Warrant During an assignment in South Carolina to provide digital forensic assistance, a NOAA OLE Special Agent from the Galveston Field office, assisted with serving several search warrants along with USFWS Forensic He was the lead forensic agent during the serving of the warrant in North Myrtle Beach, SC. There were 6 computers, 6 cell phones, and 3 digital cameras were seized. He transported the seized items back to the USFWS Charleston, SC field office. Working with a USFWS forensic agent, Busted at 0130 hours following a planned surveillance of the F/V MARY JOYCE. All of the defendents had previously entered Guilty pleas after being indicted on multiple Lacey Act or false statement felonies at their respective hearings in U.S. District Court in Mobile, AL. This investigation was conducted jointly by the NOAA Fisheries Office of Law Enforcement, Florida Fish and Wildlife Conservation Commission and Alabama Marine Resource Division and was prosecuted by the United NOAA Special Agent obtained a forensic image of each item. Additionally, he assisted the USFWS forensic agent in obtaining images of drives/phones which were seized during another warrant. Magnuson Stevens Act Summary for Red Snapper During on a Joint Enforcement Patrol () in federal waters, the Mississippi Department of Marine Resources (MDMR) Officers boarded a recreational (MI1406BV) to check their vessel and ensure proper paper work was in order. Science, Service, Stewardship 9

10 While conducting an inspection of the vessel 12 Red Snapper and 8 Red Drum were found. It is illegal to have these in federal waters during closed season. NOAA Enforcement Officers form the Slidell Field office completed the case against the Captain of the recreation vessel (MI1406BV) and issued a Summary in the value of $1,000 for the possession of 12 Red Snapper and 8 Red Drum during closed season. Criminal Sentencing - Endagered NOAA Special Agents from the Slidell Field Office attended the re-arraignment and sentencing given by Eastern District Judge in Louisiana for violations of (ESA) for different Turtle Excluder Device (TED s) violations on commercial fisherman in the Gulf of Mexico. Herman Williams, Captain of the fishing vessel LERIN LANE, plead guilty on two counts of violations of (ESA) for trawling for shrimp in the Gulf of Mexico Area with TED s violations. Investigation revealed that Williams was trawling for shrimp either without a TED s device or with a TED s device sewn shut. Judge Roby informed Williams that the maximum sentence for these violations was 6 months in jail and a $25,000 dollar fine. This was just before sentencing him to one year of inactive probation and a $10 dollar special court assessment fee for each of the two counts. Williams still has an outstanding NOVA in the amount of $17,500 issued by NOAA GCES for shrimp trawling with no TED s. Additional avenues to collect the outstanding NOVA are now being pursued. Joint TED s Patrol An NOAA Enforcement Officer from Niceville, FL conducted TED s patrol with the Texas Parks and Wildlife (TPW) game wardens in Port Arthur, TX. Sixteen shrimp boats were boarded and inspected during the week long patrol effort including eight at sea boardings in Sabine Pass. Numerous minor fix-it violations including bar spacing and forward cut infractions were remedied on scene. No other violations were found. This picture above details that joint patrol effort to enforce our NOAA priorities. Summary s for TED s Violations NOAA OLE Enforcement Officer from the Slidell Field Office completed the cases against commercical shrimp fishing vessels. The vessels were boarded by the Mississippi Department of Marine Resources (MDMR) while on a patrols in Federal waters. An inspection of the Turtle Excluder Devices (TED s) found and there were several with small escape openings. 11 Partnerships Habituated Dolphin That Died A local Dolphin known locally as Flipper has died. The dolphin had been living in the canal behind homes in the Lakeshore Estates area since The dolphin was believed to be stranded in the canal by Hurricane Katrina. For the past server weeks, Flipper had been showing signs of deteriorating health. This was evident by the lesions appearing on his skin. The lesions are believed to have been caused by a low salinity level in the canal the Flipper was living in. Local residence and concerned citizens believe toxic chemicals and runoff from a local concrete processing plant may have contributed to Flippers demise. A NOAA Special Agent from the Slidell Field Office worked with local residents, the Louisiana Department of Wildlife and Fisheries (LDWF), NOAA Protected Resources and the Marine Mammal Stranding Network to locate, recover and arrange for the necropsy of the dolphin. Additional information will be available upon completion of the necropsy. COPPS & Outreach conducted the boardings, observed not only a higher compliance rate, but an increased willingness to be in compliance. In Cameron, historically the fleet has been older and more resistant to learning or being in compliance with TED s. The team boarded multiple F/Vs of younger captains willing and wanting to learn how to correctly check measurements and maintain TEDs. A Special Agent from Niceville, FL responded to two calls from NOAA s Hotline. The first call was in reference to the Memorial Day Big Game Tournament being held in Gulf Shores, AL. The unidentified caller apparently was upset tournament officials were rumored to be allowing the participating boats to use J hooks vs. circle hooks. The Agent passed the information to the AMRD and requested they contact tournament officials. The second call came in at 0329 hours Saturday and involved a boating accident on Lake Martin, AL, a landlocked lake located four hours north of the Gulf of Mexico. The Hotline operator was unable to provide any information about possible injuries. Fearing the possibilities, the Agent contacted the complainant who did not appear to be impaired and also advised there were no injuries. The caller was instructed to contact dispatch at the Tallapoosa County Sheriff s Office. NOAA OLE Enforcement Officers from the Slidell Field Office, and the Gear Management Team conducted TED outreach throughout Louisiana. The boardings occurred from 4/21-4/25 in Delcambre, Intracoastal City, Cameron, Chauvin/Dulac, and Venice, Louisiana. TED s were inspected on approximately 65 F/Vs with overall compliance high and only minor violations found. The most common minor violations found were overlaps on double covers too large and forward cuts being an inch too short. Most violations were fixed on scene. All who Training NOAA Special Agents and Officer from the Slidell Field Office traveled to Venice, Louisiana to provide training to twenty (20) Louisiana Department of Wildlife (LDWF) cadets on Federal fishing regulations. During the training, the cadets were provided information on the Magnuson Stevens Fishery Conservation and Management Act Science, Service, Stewardship 11

12 (MFCMA), case package organization and evidence protocol, red snapper and grouper IFQ, HMS pelagic long line fishing, VMS, recreational charterboat/headboat permits, and the Lacey Act. NOAA Special Agent from the Galveston Field Office provided a day long TED Enforcement training class to 25 Texas Parks and Wildlife Wardens (all of which serve along the upper Texas Coast). The class consisted of a morning of instruction (with the assistance of Gear Monitoring Team from the Pascagoula Lab). The afternoon portion included actual hands on training on a local shrimp boat in the area.
