2 Within Northern Ireland all citizens have the following birth right: It is the birth right of all the people of Northern Ireland to identify themselves... as Irish or British, or both, as they may so choose, and accordingly... to hold both British and Irish citizenship. This internationally recognised agreement, called the Belfast Agreement, is encompassed in legislation through the Northern Ireland Act 1998, it allows the citizens within Northern Ireland to choose their identity and subsequently hold either a British or Irish passport or both if desired. To Compete for Northern Ireland in Judo, the Northern Ireland Judo Federation requires you to: Be a member of the Northern Ireland Judo Federation (NIJF), or Be a member of the British Judo Association (BJA) eligible to represent Northern Ireland at the Commonwealth Games, or Be a member of the Irish Judo Association () eligible to represent Northern Ireland at the Commonwealth Games Be compliant with the Northern Ireland Judo Performance Sporting Landscape in Northern Ireland The Northern Ireland Act 1998 impacts on every area of life in Northern Ireland and sport is not immune, however the Sporting Landscape within Northern Ireland is very complex and diverse. We have a combination of Governing Bodies within Northern Ireland; All Island bodies, British bodies and Northern Ireland bodies who all affiliate directly to either a European or an International Federation. Subsequently the sporting pathways for athletes differ depending on the sport you play and its governing structure. To Compete for Great Britain in Judo, the British Judo Association requires you to: Be a member of the British Judo Association (BJA), or Be a member of a British Home Nation BJA affiliate (NIJF, Judo Scotland or WJA) Hold a current British passport Be compliant with the BJA World Class Performance, including the relevant Home Nation NI Judo s commitment to the Northern Ireland Act All Governing Bodies in the UK and Ireland have a duty to honour this international agreement, which both the British and Irish Governments have signed up to. To honour this agreement we must allow the people of Northern Ireland personal choice to identify themselves as British, Irish or both. We also have a duty to promote the right of an athlete in Northern Ireland to compete for Great Britain or Ireland. In trying to fulfill this duty the NIJF have worked with both s in Britain and Ireland who provided guidance and support to enable the NIJF to produce this information leaflet. To Compete for Ireland in Judo, the Irish Judo Association requires you to: Be a member of the Irish Judo Association () Be registered to an member club Hold a current Irish passport Be compliant with the National Squad

3 The Northern Ireland Judo Performance The Northern Ireland Judo Performance maps the development opportunity for every eligible Judoka from Entry level through to level. Each developmental stage is underpinned with robust rationale aligned with established best practice and the BJA & pathway models. The transition phases between, and within, each developmental stage are clearly specified and measured against established world-class competitive benchmarks, competencies and applicable research. In order to achieve a current of appropriately developed athletes flowing through the performance pathway it is imperative that the entry criteria for each new pathway phase, prescribes the strategic direction and delivery content of the preceding programme. For example, the current has a well-defined application process targeting measured proficiency in three competencies: Performance Behaviours/Lifestyle, Technical & Physical. The competency levels required for a successful application to this programme should provide the performance objective of the programme that immediately precedes the, in this case, the Regional Development. NI Judo Partnership Agreements In order to deliver a functioning performance pathway an effective working partnership with each National Governing Body (BJA & ) is essential to ensure players arrive onto the BJA WCPP or P with the necessary skills and experiences to continue developing and performing on the world stage. The NI Judo Partnership Agreements set out the expectations and commitments of both British Judo and Irish Judo to the development of a sustainable and productive NI Judo Performance. Both Partnership Agreements have been published and operational since October 2015

4 BJA World Class Performance Potential BJA Academy The NI Judo Performance is aligned with the British and Irish Judo Association s performance pathways. The alignment is underpinned through congruent rationale, framework, transitions and benchmarks as detailed in the. The alignment is further reinforced by the current BJA//NIJF Partnership Agreements. WCPP Delivery Begins at BJA Academy Level Talent s are led by Home Nations Regional Development The diagram uses a pyramid with 3 adjoining faces to illustrate either the, British, Irish or NI Judo Performance. The pyramid does not intend to suggest a simple linear ascent of athlete development from base to top, but does clearly demonstrate programme alignment throughout every phase of the pathway. alignment is critical for NI Judo. NI Judo Squad membership is open to athletes who are eligible to compete for Northern Ireland at the Commonwealth Games. The NI Judo Squad provides the primary mechanism to access the international representative opportunity (with GBR or IRL) required to qualify for European & World Championships and the Olympic Games. The opportunity to participate in IJF events or the Olympic Games, can only be fulfilled by representing GBR or IRL. A Northern Ireland Team can, however, participate at almost every EJU or IJF event under the banner of either nation.
