2 DRESS ATTIRE Competitor Ø Competitor are required to wear a white Karate gi (uniform) without piping or stripes. National emblems, flag of country, dojo/organization, or endorsements are restricted to the left or right breast and the back of the jacket, however, the size of the symbol may not exceed 32cm by 16cm. A competitor must wear a red belt and the other competitor must wear a blue belt. If these belts are not available then a red and/or blue sash will be provided. Ø The Karate jacket, when properly worn by the competitor with belt around the waist, the length must not exceed three-quarters thigh length and must be at minimum length that covers the hips. The jacket sleeve length must be no shorter than mid-forearm and maximum length must not exceed the bend of the wrist. The jacket sleeves may not be rolled up. Competitors may wear a plain white or black T-shirt beneath the Karate jacket. Ø The Karate trousers length must cover least two thirds of the shin and must not surpass the anklebone. Also, the trousers may not be rolled up. Ø Any metal hairgrips, bands, ribbons, beads and other decorations are prohibited. Any hair decor that may be deemed unsafe are prohibited. Ø Fingernails and toenails of the competitor must be trimmed and cannot wear metallic or other objects, which may injure their opponent(s). For Competitors that use of metallic teeth braces must consult and have approval by the Referee and the Official Doctor. The competitor accepts full responsibility for any injuries that may occur. Ø Protective equipment: o Fabric or WKF approved mitts, one contestant wearing red and the other wearing blue. White is also acceptable. o Mouth guard. o The WKF approved body protection and plus protector for female athletes are optional. o The shin pads and foot protectors approved by the WKF only, one contestant wearing red and the other wearing blue are also optional. o Children and juniors will, in addition to the above, also wear the approved face mask. o Groin guards are not mandatory. o Glasses are prohibited. Only safety glasses with a restraining band or soft contact lenses are allowed at the competitors on risk. o The Kansa (Match Supervisor) will ensure before each match or bout that the competitors are wearing the approved equipment. o The use of bandages, padding, or supports because of injury must be approved by the Kansa on the advice of the Official Doctor. Coaches Ø Official tracksuit of their organization/dojo worn at all times, and display official identification. Judging/Referee/Officials Ø The dress code must be followed and wear at all-times throughout the duration of the tournament. o Parameter goes as followed: Navy Blue blazer, required for Shushin (Head Judge) White shirt with long sleeves An official solid color red or blue tie (no tiepins) Light grey slack without turn-ups Blue or black socks with black slip-on shoes.

3 PARAMATERS The Karate UC Riverside Officers and the appointed Tournament Director authorities are as followed: Ø Ensure the correct preparation the tournament at the highest caliber in regarding to competition area arrangement, the provision and deployment of all equipment and necessary facilities, match operation and supervision, safety precautions, etc. Ø Appoint and deploy the Shushin Managers (Chief Judges) to their respective areas, to act upon, and take such action as may be required by the reports of the Shushin Managers. Ø Coordinate and supervise the overall performance of the Judging officials. Ø Substitute Judging officials where such are required. Ø Final judgment on situations of a technical nature that may arise during a given match and for which there are no stipulations in the rules. Shushin Mangers Ø Supervise, delegate, and appoint the Judges, for all matches in areas under their control. Ø Maintain proper safety maintenance of the all occupancies in their area, which include but not limited to, ring safety (cleared of all hazardous material and objects), all parameters of the competitors equipment are met, and etc. Ø Formulate a daily, written report, on the performance of each official under their supervision, together with their recommendations, if any, to the Karate UC Riverside Officers and the appointed Tournament Director. Ø The power to conduct matches including announcing the start, the suspension, and the end of the match. Ø Awarding points based on the decision of the Judges. Ø To stop the match when it in the Judge s opinion has been a point scored, a foul committed, or to ensure the safety of the competitors. Can only stop match to if Judges awards two flags of any color. Ø Has a vote, however, not allowed to take the Mianai vote. Ø Is allowed to call a double point. Ø Requesting confirmation of the judges verdict, if needed in instances where there may, in the Judge s opinion, be grounds for the judges to re-evaluate their call for warning or penalty. Ø If necessary, explain to the Karate UC Riverside Officer and/or Tournament Director, the basis for giving a judgment. Ø Execute penalties and to issue warnings. Ø Announcing and start an extra bout (Enchosen) when required in individuals and team matches. Ø Conducting votes of the Judges, including his/her own vote, (Hantei) and announce the result of the match. Ø Announcing the winner of each match. Ø Will address Coaching Misconduct if it occurs. Fukushi (Judges) Ø To exercise their right to vote on any decision to be taken to the best of their ability. Ø Signaling points scored, warnings and penalties. Ø The Judges are to observe the actions of the contestants and signal to the Shushin and the other Fukushin an opinion in the following situation: o When a score is fully seen. o A contestant has committed a forbidden act and/or techniques. o An injury, illness or inability of a contestant to continue is noticed. o When both or either of the contestants have committed a Jogai (moved out of the competition area). o When it is deemed necessary to call the attention of the Shushin. Kansa (Match Supervisor) Ø The Kansa is assisting the Shushin Manager by administration the match/bout while in progress. In the case of a decision(s) of the Shushin Managers and/or Fukushi Judges, not be in accordance with the Rules of UCR Highlander Karate Cup set by the Karate UC Riverside, the Kansa will immediately blow his/her whistle. o The Shushin Manager will initiate the Judges to halt the match/ bout and correct the irregularity. o Records will be kept of the match and become the official records subject to the approval of the Kansa. Ø The Kansa (Primary) and Shushin (Secondary) will ensure that all competitors are wearing conforming to all the equipment requirements before the start of each division and each match/bout.

4 Coaches Parameters: Ø Are Only allowed in the designated areas: o Warm up Area, Kumite Coaches Chair, and the medic area with their competitor. Ø Coaches are not to engage with the tabling personal or judging officials while in the competition area. Ø Protocol for to dispute a decision: o Once the division is completed, instruct your competitor to call upon the Kansa (Match Supervisor) to consult, and in turn all parties will meet with the Tournament Director to settle the dispute. Ø No badgering, foul language or any action that is doesn t conform to Karate-Do. Ø Will have three warnings before being dismissed out of the ring. It will be up to the discretion of the Karate UC Riverside Officers and the Tournament Director whether or not to banned from the tournament and/ or future UCR Highlander Karate Cup tournaments. Ø Any deviation from of the stated previous parameters may result in band from the privilege areas, the present tournament or future tournaments. COMPETITION RULES Kobudo (Weapons Competition) Ø All weapons will be subject to inspection by officials. Ø Modified NKF/WKF Rules applied: Flag elimination style competition. Ø Flags will determine the winner of each round. Ø Each competitor will perform their Kobudo Kata (Form) one at a time. Ø Complete loss of control will result in disqualification. Ø All levels are allowed to repeat Kata. Ø 17 years and under Beginner, Intermediate, Advance and Black Belt divisions will compete first. All Adult competitors divisions will proceed in the afternoon. Kata or Team Kata/ Team Kata w. Bunkai: Ø Modified NKF/WKF Rules applied: Flag elimination style competition. Ø Flags will determine the winner of each round. Ø With a division of 12 competitors or more, the flag system shall apply repechage for individual kata only. Ø Kata divisions will have 3 to 5 judge panel. Ø Advance and Black Belt will have a 5 judge panel. Ø Only Kata from the Okinawan/ Japanese Goju, Shito, Shotokan, Wado systems may be used. Ø Beginner Divisions perform basic Kata of their dojo/organization s style (Taikyoku, Heian/Pinan, Gekisai, Fukui Kata, & Kihon Kata). Ø Beginner and Intermediate Divisions are allowed to repeat Kata. Ø Intermediate, Advance, Senior, and Master Divisions may perform any Kata. Ø Advance Divisions may repeat their first Kata only, after performing a different Kata in the second round. Ø Senior & Master (All Black Belt) Divisions are not allowed to repeat kata. Ø All Advance, Senior and Master competitors must notify the Score Table of the Kata they wish to preform prior to each round. Any deviation will result in disqualification. Ø Team Kata w/ Bunkai: Bunkai must be performed for 1 st, 2 nd and 3 rd Place Matches. Ø The Criteria of performance Kata will be applied: o Understanding of the techniques being used (Bunkai). o Good timing, rhythm, speed, balance, and focus of power (Kime). o Correct and proper use of breathing as an aid to Kime. o Correct focus of attention (Chakugan) and concentration. o Correct stances (DachiI) with proper tension in the legs, and feet flat on the floor. o Proper tension in the abdomen (Hara) and no bobbing up and down of the hips when moving. o Correct form (Kihon) of the style being demonstrated. o The performance should also be evaluated with a view to discerning other points such as the difficulty of the Kata presented. o In Team Kata, synchronization without external cues is an added feature. Number of Kata Required for Individual Kata and Team Kata Competitors or Teams in a Division Kata Required

5 Kumite or Team Kumite: Ø Gohon Shobu Rules for Kumite: Ø Scoring techniques are awarded by either Waza-Ari (Half Point) or Ippon (Full Point) Ø Gohon (5 Full Points) in total for Match Win for all Division. Ø Time Duration of Match /Bout o 2:00 Time Limit Age: 17 and Under, Beginner/ Intermediate Adults & Masters Division Running Time. o 3:00 Time Limit Age: Advance & Senior Divisions Stop Time. Ø In the event of a Tie: Enchosen (first point wins), with a One-minute time limit. Ø All Beginner & Intermediate Divisions there will be absolutely NO face contact. Ø Penalties: o Category 1: Excessive contact; contact to the throat, attach to the arms, legs, groin, joints or instep, open hand attacks to the face, dangerous/ forbidden throwing techniques causing injury. o Category 2: Faking/exaggerating injury, Jogai, grabbing and attempting to throw a genuine attack, pushing, wrestling or seizing without attempting a striking technique; uncontrolled techniques, attacks with the head, knees or elbows, not protecting oneself; talking to or goading the opponent, failing to follow referee s order or any discourteous behavior. Ø Scoring Details o Scoring Display Due to technology restriction, the score board will display each traditional Ippon Shobu points as a whole points. Thus the maximum display of point that can be awarded is 10 points. Waza-Ari 1/2 point, however, on the score board display, it will show 1 point. Ippon 1 point, which the score board will display 2 points for the Ippon. Ø Scoring Criteria o Ippon Any legal Jodan (Face level) technique which is unguarded. Any legal scoring technique delivered after a sweep, takedown, thrown, or fallen opponent. A combination in which two or more techniques land on the legal target areas. o Waza-Ari Chudan (mid-level) kicks and punches. Any legal techniques that broke through a defense in either chudan or jodan level. o For a combination or an individual technique to be awarded, the following attributes: Sporting attitude Awareness (Zanshin) Good form Vigorous application Good timing Correct distance o Legal Attacking areas: Head Face Abdomen Lower back The side of the torso Ø Prohibited/illegal techniques and Behaviors o The following action will result in a Category 1 penalty or greater: Techniques which that are made with enough power that causes excessive contact to the scoring area attacked. Attacks to the arms, spine, upper back & shoulders, neck, legs, groin, joints, or instep. Attacks to the face with open hand techniques. Dangerous or forbidden throwing techniques, such elbow and knee strikes. o The following action will result in a Category 2 penalty: Feigning, or exaggerating injury. Exit from the competition area (Jogai) not caused by the opponent.

6 Self-endangerment by indulging in behavior, which exposes the contestant to injury by the opponent, or failing to take adequate measures for self-protection, (Mubobi). Avoiding combat as a means of preventing the opponent having the opportunity to score. Passivity not attempting to engage in combat. Wrestling, pushing, seizing or standing chest to chest, without attempting a throw or other technique. Simulated attacks with the head, knees, or elbows. talking to, or goading the opponent, failing to obey the orders of the Judge, discourteous behavior towards the officials, or other breaches of etiquette. Ø Team Kumite: 3 person team (cohesive gender) Each match will have a 2:00 Minute Time Limit (Running Time). Winning team will be determined by accumulation of points of all three matches (Not by Best Out Of Three Matches). If a match results in disqualification, the match will end, the points will be added to the grand total. Unlimited Points will be scored. In the event of a Tie, all points are reset to Zero and there will be one match where team will choose their best competitor. If a team consists of only two people, the opposing team will be awarded one Ippon (Two Points). Ø Penalties and Warnings o Points will not be awarded to opposite opponent due penalties. o Competitors will not be penalized due to Coaches actions (Coaches will be held responsible for their actions and it will be dealt with accordingly). o CHUKOKU: Enforced for the first instance of a minor infraction for the applicable category. o KEIKOKU: Imposed for the second instance of a minor infraction for that category, or for infractions not sufficiently serious to merit HANSOKU-CHUI. o HANSOKU-CHUI: A warning of disqualification usually imposed for infractions for which a KEIKOKU has previously been given in that bout although it may be imposed directly for serious infringements, which do not merit HANSOKU. o HANSOKU: The penalty of disqualification following a very serious infraction or when a HANSOKU CHUI has already been given. In team matches the fouled competitor s score will be set at eight points and the offender s score will be zeroed. o SHIKKAKU: A disqualification from the actual tournament, competition, or match In order to define the limit of SHIKKAKU, the Referee Commission, must be consulted. SHIKKAKU may be invoked when a contestant fails to obey the orders of the Referee, acts maliciously, or commits an act which harms the prestige and honor of Karate-do, or when other actions are considered to violate the rules and spirit of the tournament. In team matches the fouled competitor s score will be set at eight points and the offender s score will be zeroed. GESTURES AND HAND SIGNALS SHOMEN-NI- REI The Shushin extends his arms palms to the front. OTAGAI-NI-REI The Shushin motions to the contestants to bow to each othe

7 GOHON SHOBU HAJIME Start the Matchǁ After the announcement, the Referee takes a step back. YAME Stop Interruption or end of a match or bout. As he/she makes the announcement, the Referee makes a downward chopping motion with his hand. TSUZUKETE HAJIME Resume fighting Begin As he says Tsuzukete, and standing in a forward stance, the Referee extends his arms outward with his palms facing the contestants. As he says Hajime he turns the palms and brings them rapidly towards one another at the same time stepping back. WAZA-ARI `The Referee extends his arm downward at 45 degrees on the side of the scorer. IPPON The Referee extends his arm upward at 45 degrees on the side of the scorer. CANCEL LAST DECISION When an award or penalty has been given in error the Judge turns towards the contestant, announces AKA or AO, crosses his arms, then makes a cutting motion, palm downward, to indicate that the last decision has been cancelled

8 NO KACHI (Win) At the end of the match or bout, announcing AKA (or AO) No Kachiǁ the Referee extends his arm upward at 45 degrees on the side of the winner. KIKEN Renunciation The Referee points with the index finger towards the renouncing contestant's line then announces a win to the opponent. SHIKKAKU Disqualification, Leave the Areaǁ. The Referee points first upwards at 45 degrees in the direction of the offender then motions out and behind with the announcement AKA (AO) SHIKKAKU! He then announces a win for the opponent. HIKIWAK E Drawǁ (Only applicable to team matches). When time is up and scores are equal, or no scores have been awarded the Referee crosses his arms then extends them with the palms showing to the front.

9 CATEGORY 1 OFFENCE (Used without further signal for CHUKOKU) The Referee crosses his open hands with the edge of one wrist on the edge of the other at chest level. CATEGORY 2 OFFENCE (used without further signal for CHUKOKU) The Referee points with a bent arm at the face of the offender. KEIKOKU Warning ǁ. The Referee indicates a Category 1 or 2 offence then points with his index finger downwards at 45 degrees in the direction of the offender. HANSOKU CHUI Warning of disqualificationǁ. The Referee indicates a Category 1 or 2 offence then points with his index finger horizontally in the direction of the offender. HANSOKU Disqualification The Referee indicates a Category 1 or 2 offence then points with his index finger upwards at 45 degrees in the direction of the offender, and awards a win to the opponent.

10 PASSIVITY The Referee rotates his fist around each other in front of his chest to indicate a Category 2 offence TORIMASEN No score, warning or penaltyǁ The Referee crosses his arms then makes a cutting motion, palms downward. TECHNIQUE BLOCKED OR OFF TARGET The Referee places an open hand over the other arm to indicate to the Judges that the technique was blocked or hit a nonscoring area. TECHNIQUE MISSED The Referee moves the clenched fist across the body to indicate to the Judges that the technique missed or glanced off the scoring area. EXCESSIVE CONTACT The Referee indicates to the Judges that there has been excessive contact or other Category 1 offence.

11 FEIGNING OR EXAGGERATING INJURY The Referee holds both hands to his face to indicate to the Judges a Category 2 offence. JOGAI Exit from the Match Areaǁ The Referee indicates an exit to the Judges, by pointing with the index finger to the match area boundary on the side of the offender. MUBOBI (Self Endangerment) The Referee touches his face then turning the hand edge forward, moves it back and forth to indicate to the Judges that the contestant has endangered himself. VOIDING COMBAT The Referee makes a circling motion with the down turned index finger to indicate to the Judges a Category 2 offence. PUSHING, SEIZING OR STANDING CHEST TO CHEST WITHOUT ATTEMPTING A TECHNIQUE WITHIN 2 SECONDS The Referee holds both clenched fists at shoulder level or makes a pushing motion with both open hands to indicate to the Judges a Category 2 offence. DANGEROUS AND UNCONTROLLED ATTACKS The Referee brings his clenched fist past the side of his head to indicate to the Judges a Category 2 offence.

12 SIMULATED ATTACKS WITH THE HEAD KNEES OR ELBOWS The Referee touches his forehead, knee, or elbow with the open hand to indicate to the Judges a Category 2 offence. TALKING TO OR GOADING THE OPPONENT AND DISCOURTEOUS BEHAVIOUR The Referee places his index finger to his lips to indicate to the Judges a Category 2 offence. SHUGO Judges Calledǁ The Referee calls the Judges at the end of the match or bout or to recommend SHIKKAKU. THE JUDGE S FLAG SIGNALS WAZA-ARI

13 IPPON FAULT Warning of a foul. The appropriate flag is waved in a circle, then a Category 1 or 2 signal is made. CATEGORY 1 OFFENCE The flags are crossed and extended with the arms straight. CATEGORY 2 OFFENCE The Judge points the flag with arm bent. JOGAI KEIKOKU Tapping the floor with the flag.
