2 Table of Contents 1.0 Preamble 2.0 General Tournament Rules 3.0 Kata Rules 4.0 Synchronized Team Kata 5.0 Kumite 1.0 Preamble 1.1 This document is to provide the structure and guidance for developing safe, fair, unbiased and consistent judging and refereeing standards. Tournament rules and procedures are continuously updated to provide a clear protocol for the successful operation of a Zen Bei Butoku Kai International Tournament. 2.0 General Tournament Rules 2.1 A tournament arbitrator shall oversee the tournament and provide final arbitration in the event of judging disputes and questions of procedure. 2.2 Five judges shall adjudicate each ring; 4 corner judges and a head judge. The head judge shall serve as referee for the kurnite divisions and chief judge for kata. 2.3 The ring size shall be 24 ft by 24 ft. These dimensions may vary due to circumstances. 2.4 Competitors shall wear a traditional white karate uniform. 2.5 The Zen Bei Butoku Kai International crest shall be worn on the uniform. Invited competitors may wear the crest of their organization. 2.6 Tournament officials shall wear the approved attire for the tournament; black or dark blue slacks, white collar dress shirt and red or burgundy tie. Women shall wear black or dark blue pants or skirt and white dress shirt or blouse. 2.7 Gi sleeves and pants cuffs shall not be rolled up in kumite events. They can however be tucked under. 2.8 No jewelry, gum, pins or other harmful items are allowed in the ring. 2.9 Competitors must demonstrate respect for all judges, competitors, and spectators Only tournament officials, judges, competitors and scorekeepers are allowed on the competition floor. Coaching from the sidelines shall not be permitted. Outside interference from spectators may lead to the disqualification of the competitor Applause is allowed, but yelling, cheering and other noise should be kept to a minimum All scores and judgments are final A competitors name will be called three (3) times before they are eliminated from the division. If a competitor is late for their division and misses their turn, they may be disqualified Competitors should always walk around the ring not through it Judges shall walk around the ring perimeter of the ring and their respective chairs whenever possible.

3 3.0 Kata Rules 3.1 Competitors shall perform a traditional Japanese or Okinawan kata. Competitors may select from suggested kata list (see page 6). Exceptions will be allowed in the case of variations in style, execution or different names. 3.2 All competitors must perform a kata commensurate with their level of training: Beginners shall perform basic kata such as Pinan, Heian or equivalent; Intermediate such as Potsai, Empi or equivalent; Advanced: any kata. 3.3 Kobudo competitors may perform any weapon kata. Katana (long sword) shall not be permitted. 3.4 Competitors shall remain seated at designated waiting area until called to perform then bow at ring boundary upon entering, proceed to the embusen mark and bow to the head judge. The competitor will then state the name of the kata clearly. The head judge will repeat the name of the kata. The competitor should then perform the kata. 3.5 At the completion of their kata the competitor shall finish with a bow and wait for the total score. 3.6 In the event that a kata performance is not completed, kyu belts below brown will be allowed to repeat the kata (take this into consideration when scoring the competitor). Brown and black belts will not be given this opportunity. 3.7 Once the judges have set their score, the head judge shall say hante (decision) followed by a slow, soft whistle with a sharp burst ending. At the whistle all scores go up above the judge's heads towards the scorekeeper. The scorekeeper will read all scores starting with the head judge's score. All scores read, the head judge shall blow the whistle again for thejudges to drop their score cards. 3.8 When electronic scoring is in use, the judges will enter their scores and indicate that their score has been submitted by placing the PDA on their chest. The head referee will blow the whistle to signal the scorekeeper to display the scores. The scorekeeper shall announce the final score. 3.9 After receiving the score, the competitor shall bow to the head judge and walk backward to the boundary of the ring, bow out and then bow to the next competitor and return to the seated competitor's position Kata Scoring: a. The scorekeeper shall drop the high and low scores and the remaining 3 scores shall be added. The scorekeeper shall announce the total score. b. Scorecards will be used with scores to range from 5.0 to 9.9. c. Standard score range for kyu (color belt) shall be with average at 6.5 d. Standard score range for kyu (brown belt) shall be with average at 7.5 e. Standard score for dan (black belt) shall be with average at 8.5 f. The lowest score for a kata performance shall be Tie Score Breaking Color Belts: Kata and Weapon Kata a. Color belts below brown may perform the same kata to break at tie score. If a tie occurs again, the high and low score will be added back in for a new total. If a tie results yet again, a final decision must be made by the judges. The head judge shall say hante (decision) followed by a slow, soft whistle with a sharp burst ending. At the whistle all Judges shall indicate winner by red or white flag held up above the judge's heads Tie Score Breaking Brown and Black Belts: Kata and Weapon Kata a. Brown and black belts must perform a different kata to break tie. If a tie occurs again, the competitor must perform a diffferent kata each time. If a tie occurs a third time, a final decision must be made by the judges. The head judge shall say hante (decision) followed by a slow, soft whistle with a sharp burst ending. At the whistle all Judges shall indicate winner by red or white flag held up above the judge's heads Way Tie Rule a. 2 Way 1 st competitor gets score, 2 nd competitor has to be up.1 or down.1

4 3.13 Kata Judging Criteria: Body Dynamics a. The degree of synchronized total body action in coordination with breathing. b. Muscular expansion and contraction with techniques c. Rotational hip and torso action with techniques d. Hip motion with kicking techniques e. Rooting or body grounding. Power a. Smooth efficient movement to focus (Kime) b. Speed and power combined c. Spirit (strength of will) Form a. Balance b. Posture c. Technique direction matches application (gaze and head action). Transitions a. Skill of body shifting b. Fluidity of continuity c. Appropriate tempo Skill (advanced black belt levels) a. Mastery of details of technique and suggestive inflections. b. Impression (high level of technical skill with grace and artistry). Scoring penalties: a. Hesitation (stopping, confusion, bewilderment, loss of orientation) b. Loss of balance (moving, stationary, slipping, fall) c. Competitor does not return to the original embusen at completion of kata. Head judge may modify these criteria for youth kyu divisions. d. Breach of etiquette. 4.0 Team Kata Rules 4.1 Applicable Kata Rules 3.0 apply to team kata. 4.2 A team shall consist of three competitors and the team captain shall serve as the spokesperson. 4.3 Mixed ranks and gender are permitted. The team shall compete and be judged in the division associated with the highest ranked member of the team. 4.4 Open hand kata only shall be performed; no weapons. 4.5 The team captain shall take a position at the embusen. 4.6 The scorekeeper shall drop the high and low scores of the kata performance for a total kata score. 4.7 Team Kata Application (black belt teams only) a. Synchronized kata team must demonstrate application of the kata performed. The head judge shall call Bunkai and the application shall begin. b. Application involves the three team members. One member demonstrates defense techniques extracted from the kata and two demonstrators execute techniques from attack positions. c. Demonstrator shall perform the entire kata. During the performance, appropriate kata techniques shall be used against corresponding attacks. The attackers shall select pre-arranged attacks in accordance with the sequence of the kata choreography. During wait time between attacks, each attacker shall stand or resume seiza position until their next attack. The kata demonstrator and attackers shall return to their starting positions at completion of Bunkai. d. Attack choreography shall be planned by kata team according to the following requirements: Attackers shall make four attacks, among which one must involve a two (2) person simultaneous attack or one-two consecutive attack. (Attack by second person must begin before attack by first completed). e. If a kata technique is in slow motion, it can be speeded up when performing the application.

5 4.8 Team Kata Scoring (black belt teams only performing bunkai) a. The scorekeeper shall drop the high and low scores of the kat a performance for a total kata score. b. The scorekeeper shall drop the high and low scores of the application (bunkai) performance for a total application (bunkai) score. c. The final Team Kata score shall be the the kata score plus the application (bunkai) score. 5.0 Kumite General Sparring Rules: 5.1 Competitor shall be designated red or white. One will enter on the left and the other on the right. 5.2 Competitors will bow to the referee followed by a bow to each other. 5.3 Sparring will begin when the referee says "hajime" (begin) and stop when the referee says "yame. " 5.4 Kumite bouts shall be 2-minutes. Black belt final bouts shall be 3-minutes. 5.5 The timekeeper is responsible for maintaining elapsed time. The elapsed time shall be continuous. 5.6 Clock time shall stop when there is a competitor injury or as directed by referee when necessary. 5.7 The timekeeper shall announce when 30 seconds remains. When the allocated sparring time elapses, the timekeeper will throw a beanbag into the ring and referee will immediately stop the match. 5.8 The referee will indicate the winner of the match. 5.9 Competitors will then back out to the boundary of the ring and bow out Safety Considerations / Sparring Equipment a. Mouth guard, hand gear and groin cup are mandatory for sparring. A competitor without the mandatory equipment will be prohibited from sparring. There will be no exceptions. b. All other protective equipment is optional. c. Only safety glasses with restraining band or soft contact lenses are allowed Kumite Scoring: a. When a corner judge sees a scoring technique, the colored flag of the competitor is extended quickly to the side and the judge blows a whistle sharply. Corner judges must blow their whistle and make their call immediately. b. Scoring shall be one full point match Shobu Ippon: One point (ippon) Two Y2-points (2 waza ari) c. Black belt finals shall be two full points match Shobu Nihon: Two points (2 ippon) One point and two Y2-points (one ippon and two waza ari) Four Y2-points (4 waza ari) d. The referee shall stop the match calling "yame " (stop), and poll corner judges. The referee shall indicate which competitor has scored point or no point. e. Any agreements of 3 judges or 2 judges and the referee constitute a point to be awarded. f. The referee and corner judges will indicate contact by spinning the colored flag of the circle above the judge' s head. g. In the case of a contact call, the referee will poll the judges, make a discretionary decision and indicate the decision to the competitor and the scorekeeper. h. If elapsed sparring time ends (black belt divisions) and the match is tied, there shall be an overtime match of one minute until a point is scored. If match remains tied a decision shall be made by red or white judges flags, referee shall indicate his/her vote and award the majority decision.

6 i. If elapsed sparring time ends (color belt divisions) a decision shall be made by red or white judges flags, referee shall indicate his/her vote and award the majority decision. j. Face contact in color belt kyu divisions is not is permitted. Face skin touch in brown and black belt is permitted. Light controlled contact to the body is permitted. Heavy contact to the head is not permitted. k. Excessive contact to any area of the body may result in disqualification by judges and referee decision. 1. Areas to score are: front of the body, sides of the body, back, face and side of the head. m. Techniques that can score include (but are not limited to): front kicks, roundhouse kicks, side kicks, back kicks, punches, back fists and shuto. o. Techniques must be clean, strong, balanced, stable and focused. p. Dangerous or uncontrolled techniques such as: uncontrolled blind spinning hook-kicks, open-hand techniques to the eyes, punch to the throat or base of skull or throwing opponent shall result in a penalty. q. If a competitor drops to the ground no point may be scored fro1'l1 the ground position. r. No point will be awarded for front leg kicks executed while moving backward. s. Sweeps are allowed using the inside of the foot to the outside of the opponent's foot. If they are any higher, they will be considered a kick to the legs resulting in a contact call. Sweeps to the inside of foot or reaping throws to the back supporting leg are not allowed. If a competitor is swept to the ground, the standing competitor has 2 seconds to score with a punch or kick technique. t. Catching a kick is not permitted Warnings, Penalties and Disqualification: a. Penalties are: contact to an illegal target, stepping out of the ring, improper conduct, grabbing and holding for more than 2 seconds, improper sweep, pushing and shoving, attempted stomp kick. A warning shall be issued and if the infraction is repeated the competitor may be penalized or disqualified. b. Illegal target areas are (contact to) the head, groin, legs, back and throat/neck. c. Purposely trying to hit the arms, shoulders or legs will result in a_warning being issued. Contact to an illegal target will result in a warning: (Keikoku) - no point awarded. A second contact will result in a penalty: (Hansoku Chui) -Y2 point penalty. A third contact will result in a disqualification: (Hansoku) Heavy contact may result in disqualification: (Hansoku) d. The referee will poll the judges to decide on the degree of penalty: Three judges are needed to disqualify a competitor for contact. e. Only one judge is necessary to make a stepping out of the ring call. Any other penalty calls follow the same rules as point calls.
