1 Note: Phoenix Tang Soo Do Northwest Invitational Championships Competition Etiquette All officials must wear the proper "Do Bok" as approved by the Traditional Tang Soo Do International Association. No jewellery or other articles are to be worn when in uniform. Official Etiquette Officials are required to sit in an upright position at all times when officiating Hyung competition or a free sparring match. All officials must give their full attention to the competition within their ring. At no time should officials direct their attention to another ring while competition is active. During Hyung competition, all officials individually prepare their scorecards and present them simultaneously when given the direction, "Judges Score" by the Chief Referee. The Chief Referee is responsible for answering any questions the scorekeepers may have and reviewing the score sheets before winners are announced. Officials must be courteous to competitors and spectators at all times. In the event that a question should arise, officials should make every effort to respond in a courteous manner. Under no circumstances are the officials to make offensive or unnecessary comments or remarks to the competitors or spectators. Officials that need to be relieved for whatever reason should request a replacement as soon as their division is completed. In order to ensure fairness to competitors, officials should only be relieved mid-division when absolutely necessary. In the event an official does not feel he/she can be impartial to a division, he/she should discharge themselves from that division. Bowing In to the Ring The five officials will line up in a straight line. Immediately after arriving from the staging area, all competitors will line up i n a straight line facing the officials. The Chief Referee will direct competitors to face the Grandmaster or the head table, come to attention, and bow. The Chief Referee will then direct the officials to simultaneously deliver their scores by announcing, "Judges Score." The Chief Referee will direct competitors to face the officials, come to attention, and bow. The Chief Referee will sit down, followed by the other officials. The Chief Referee will then direct the competitors to sit.

2 Entering the Ring When the scorekeeper calls the name of the competitor, the competitor will answer "Yes Sir / Maam." The competitor will step to the edge of the ring and bow to show respect for the contest. Without further commands, the competitor will enter the ring, come to attention, and bow to the officials. The competitor will come to Chun Bi Jaseh and state only his / her name and the name of his / her Hyung to the officials. The Chief Referee will nod his head to indicate that the competitor may begin. Note: In the case of large numbers of competitors, the tournament director may decide to run two Hyung competitors at the same time. This decision makes the competition more difficult for both competitors and officials. Tournament directors must make every effort to ensure that the ring is large enough to give both competitors room to perform. In the event that two competitors must perform Hyungs simultaneously, competitors must NOT be penalized for the following: A competitor must wait for the other competitor to move out of a space in order to continue their Hyung. A competitor is forced to lose concentration, balance, or rhythm due to the close proximity of the other competitor. When one Hyung being performed is substantially shorter and finishes before the other competitor, judges should make every effort to watch the shorter Hyung in such a way that they can deliver a fair score. Exiting the Ring Upon completion of his / her Hyung, the competitor will return to Chun Bi Jaseh and come to attention. After receiving his / her scores, the competitor will bow to show respect for the judges and move backwards to the edge of the ring. The competitor will then bow at the edge of the ring to show respect for the contest. Bowing Out of the Ring After the last competitor has been scored, one scorekeeper should go to the trophy table and bring the appropriate medals to the ring. If there are no ties requiring competitors to perform an additional Hyung, the Chief Referee will direct the officials and competitors to line up and come to attention in the same manner as the ring was bowed in. The Chief Referee will review the scores and call out the names of the winners, starting with 3rd Place.

3 Once the three winners are lined up, the Chief Referee will designate the winners from 1st Place to 3rd Place and the officials will present the medals / trophies. The Chief Referee will then bring all of the competitors to attention, and have them bow first to the ring officials and then to the Grandmaster or head table before dismissing them. Note: In the event of a winner's platform, the procedure is as follows: Follow steps 1-4 as outlined above. The Chief Referee will then bring all of the competitors to attention, and have them bow first to the ring officials and then to the Grandmaster or head table. 4 Phoenix Tang Soo Do Northwest Invitational Championships Scoring Criteria Proper Tang Soo Do hyung sequence, direction, speed, and power control Proper tension and relaxation Proper Kiap and breath control Intentness, rhythm, and precision of movements Spirit and attitude Understanding of the distinctive features of the hyung Perfect Finish Scoring Guidelines Prior to the start of the division, the Chief Referee will set the range for the scores for that division. For example, beginner level divisions may range in scores from 6.0 to 7.0, intermediate divisions may range from 7.0 to 8.0, and advanced divisions may range from 8.0 to 9.0. Black belt and Master Divisions may range from 9.0 to These ranges are offered as a suggestion. The Chief Referee may alter the needs of the division as needed Five officials will be used to score each Hyung using full point and decimal point scoring cards. Full point scores will be represented by black numbers and decimal point scores will be represented by red numbers. When the competitor completes his/her Hyung, the Chief Referee will allow time for the judges to fix their score cards. The Chief Referee will then direct the officials to simultaneously deliver their scores by announcing, "Judges Score." One scorekeeper will read the scores out loud from left to right while the other scorekeeper records the scores. When the scorekeepers have finished recording the scores, the Chief Referee will then signal to the officials to lower their score cards simultaneously. Immediately after each competitor, the scorekeepers should be calculating the score by dropping the high and the low score and adding the three middle scores together. By calculating scores in between competitors, scorekeepers will have time to double-check their calculations at the end of the division and help facilitate a faster transition between divisions.

5 Two-Way Ties First the scorekeepers will add in the LOW score to the three middle scores of each competitor. If adding in the LOW score does not break the tie, the scorekeepers then add in the HIGH score, so that both competitors are receiving all five scores. If adding in the LOW and the HIGH still does not break the tie, each competitor must perform his/her Hyung again. After each competitor performs his/her Hyung the second time, the Centre Referee will call both competitors into the ring, bring them to Attention, and announce, Judges Score. At this time all five officials will simultaneously designate by hand s ignal which competitor they deem the winner of the tie. If the tie was for First, Second, or Third place, the winner of the tie takes the higher place and the other competitor moves to the next position. If the tie was for fourth place, the winner of the tie takes Fourth place and the other competitor is dropped. Three-Way Ties for First Place First the scorekeepers will add in the LOW score to the three middle scores of each competitor. If this breaks the tie between all three competitors, the competitors should be ranked by the highest scored competitor taking First Place, and the remaining two taking Second Place and Third Place, respectively. The next highest scored competitor outside of the tie will then be awarded Fourth place. If adding in the LOW score only separates one competitor from the three-way tie, that competitor, depending on w hether his/her score was higher or lower than the two competitors still tied, will be designated either First Place or Third Place. The scorekeepers will then add i n the HIGH score of the two remaining tied competitors to determine First Place and Second Place. If the two competitors are still tied after adding in the HIGH score, each competitor must perform his/her Hyung again. After each competitor performs his/her Hyung the second time, the Centre Referee will call both competitors into the ring, bring them to Attention, and announce, Judges Score. At this time all five officials will simultaneously designate by hand s ignal which competitor they deem the winner of the tie. Three-Way Ties for Second and Third In the event of a three-way tie for Second Place, the tie-breaking procedures above are to be followed with the three competitors taking Second Place and Third Place, after the tie is broken. In the event of a three-way tie for Third Place, the tie-breaking procedures above are to be followed with the two highest scored competitors taking Third Place and Fourth Place, with the third competitor being dropped.

6 Acceptable Hyung Accepted Hyungs by Rank Competitors are required to perform a traditional Tang Soo Do Hyung that is appropriate to their rank. Chil Sung and Yuk Ro Hyungs will be done in separate divisions if specified in the Championships mailer. In the Grand Championship competition ALL competitors will do a Traditional Tang Soo Do Hyung. Note: In the event that a competitor attempts to perform a Hyung that is not a recognized traditional form or not appropriate to his/her rank, it is the responsibility of the Chief Referee to inform the competitor that he/she cannot perform that Hyung. The competitor must then choose to perform an acceptable Hyung or bow out of the competition. In the event that a competitor grossly alters the characteristics of a traditional Tang Soo Do Hyung, it is the responsibility of the Chief Referee to disqualify that competitor by calling for a "No Score". The competitor will not have the opportunity to perform another Hyung. A Hyung is considered grossly altered if the competitor integrates moves from another Hyung, adds moves or techniques for a competitive edge, or otherwise alters the Hyung above and beyond normal discrepancies in breathing, rhythm, and speed. 7 Weapon Requirements Weapon Requirements and Regulations All weapons must be of sturdy construction and authentic in materials, weight, size, and colour. Staffs / Bongs will be of wooden construction, with the exception of being connected at the middle with metal. Any weapon of dubious construction or condition will not be allowed Children s weapons may be of a size that is appropriate for their strength and height Staffs / Bongs will be of appropriate thickness - for a six feet staff, 1", 1 1/16", or 1 1/8" at the fulcrum, tapering to 3/4" at the ends. There will be no multicoloured or "toothpick" staffs allowed in the competition, refer to the sizes above for appropriate staff thickness In regards to Master Scott's Bong Hyungs, there will be no altering of the sequence or number of moves in the hyungs. Competitors who alter the pattern will receive an overall five tenths of a point penalty If for any reason the competitor drops his or her weapon, the competitor will not be allowed to continue and will receive no score All weapons competition will be done with the safety of the competitors, officials, and audience as the primary concern Questions regarding allowable weapons must be presented to the tournament director or those responsible for enforcing the rules and regulations prior to the day of the competition

8 Competitor Requirements Phoenix Tang Soo Do Northwest Invitational Championships Fighting Competition All competitors must wear protective foam HAND, HEAD, and FOOT gear. Absolutely no taping of the gear will be allowed. No gear made of leather or vinyl will be permitted. All competitors must wear a MOUTHPIECE. All male competitors must wear a protective GROIN CUP. Competitors must remove ALL pieces of jewellery before entering the ring. This includes but is not limited to: face and body piercings, earrings, necklaces, and rings. Fingernails and toenails must be closely trimmed to avoid injury to other competitors. Absolutely no taping of the hand or wrist is permitted. Shin, Instep, and Arm guards made of foam are permitted. Female chest protectors and groin protectors are permitted when worn under the uniform. General Contest Procedures The official time keeper for all rings will be the Time Controller at the head table. All free sparring matches will be synchronized to begin and end by a sound signal from the head table. Each free sparring match consists of one two-minute round. The competitor with the most points at the end of the match is the winner. In the event of a tie, both competitors will remain in the ring and fight a second twominute round. If the competitors are still tied at the end of the second match, they enter into sudden victory. The first competitor to score a point wins unless a disqualification occurs. Synchronization of Matches When the starting signal is delivered from the head table, the Chief Referee signals to begin the match. When the ending signal is delivered from the head table, the Chief Referee stops the match and follows the procedures for bowing the competitors out of the match. (See below.) There will be approximately a one minute lapse of time between the last ring s winner being recognized and the starting signal of the next match. This minute is used for the Chief Referee to bow in the competitors of the next match. In order to facilitate a smooth transition, scorekeepers should announce competitors on deck for the next match, and all competitors should have all gear in place.

9 Note: The synchronization of all rings for free sparring matches necessitates special considerations and a higher level of awareness for competitors, officials, and scorekeepers. However, it presents a highly professional, organized appearance to spectators and allows the winner of each match in each ring to be recognized individually. When Time Must Stop During a Match The Chief Referee signals to the scorekeeper to Start Time on the ring s individual stop watch. The scorekeeper is essentially keeping track of lost seconds due to the ring s action being stopped. As soon as the match is resumed, the scorekeeper stops the stopwatch and records the number of seconds that elapsed on the score sheet. The scorekeeper then resets the watch to 0:00 and remains alert in case the Chief Referee signals for another "Start Time." If the match is stopped multiple times, the scorekeepers must keep track of the number of seconds that elapsed each time. IMPORTANT: The scorekeeper starts the watch when the Chief Referee says Start Time and stops the watch either when the match resumes or the ending signal from the head table sounds. The number of seconds is recorded immediately on the score sheet. When the ending signal sounds, the scorekeeper alerts the Chief Referee as to whether the TOTAL elapsed time on the stopwatch exceeded twenty seconds. This is determined by adding up the seconds as recorded on the score sheet. If the amount of time the match was stopped is more than 20 seconds, the competitors wait in the ring for the next starting signal from the head table, at which time they will fight for the total number of seconds that were lost in their match. The competitors DO NOT fight for the entire two minute round. For example, if the match was stopped once for 15 seconds due to injury and a second time for 25 seconds for the officials to confer, the total amount of lost time is 40 seconds. Because this is more than 20 seconds, the competitors will be allowed to fight for 40 seconds from the next starting signal from the head table. At the end of the 40 seconds, the official keeps them in the ring so the winner can be announced when the other rings finish their normal two minute rounds. Bowing Into the Division The five officials will line up in a straight line. Immediately after arriving from the staging area, the competitors will line up i n a straight line facing the officials. After the side judges have taken their seats, the Chief Referee will direct the competitors to sit, to which they will answer "Yes Sir/Maam."

10 The Chief Referee will direct the scorekeeper to call the competitors of the first match. Competitors Bow Into the Match After hearing their names called by the scorekeeper, the competitors will answer "Yes Sir/Maam" and move to the edge of the ring. They bow at the edge of the ring to show respect for the contest and wait for the Chief Referee to direct them to enter the ring and take their places as Red or White. The Chief Referee will direct the competitors to come to attention and bow first to the Chief Referee and then to each other. The Chief Referee will then direct the competitors to assume the Jae Yu Dae Ryun Chun Bi (fighting stance) and give the command to start fighting after the signal from the Time Controller at the head table. Competitors Bow Out of the Match At the end of the timed match, the Chief Referee will instruct the competitors to stop fighting and f ace each other in the centre of the ring. The Chief Referee will bring the competitors to attention, bowing first to their opponent and then to the Chief Referee. After the competitors bow to the Chief Referee, the Chief Referee will stand between the competitors and grab each of their wrists. When the Ring Number of that division is called, the Chief Referee will raise the hand of the winner. After the competitors bow to the Chief Referee, the Chief Referee will stand between the competitors and grab each of their wrists. When the Ring Number of that division is called, the Chief Referee will raise the hand of the winner. The competitors will then face one another, shake hands, face the Chief Referee, and exit the ring backwards. The competitors will then bow at the edge of the ring to show respect for the contest, and sit down. Legal Target Areas The face area and the area of the head covered by headgear. The front of the chest. The stomach area above the belt. The sides of the body from the armpit to the belt. Illegal Target Areas Any part of the body below the belt. All parts of the back, including the spinal column and kidney areas. The throat and neck. Legal Scoring Techniques In order to receive a point, a legal technique must be delivered within one inch of a legal target area with good form and balance. The Three-Point/Foot Rule is as follows: Competitors are considered out of bounds if two feet between the two competitors are outside the ring. If one competitor has both of his/her feet outside the ring, the competitors are considered out of bounds and no points can be scored by either opponent. If both competitors have one foot each outside of the ring, the competitors are considered out of bounds and no points can be scored by either opponent. If only one c ompetitor has one f oot outside of the ring, points can be s cored by both competitors.

12 Hand Calls Phoenix Tang Soo Do Northwest Invitational Championships Referee Calls Hand Calls will generally be used by the Centre Official during fighting competition. Calls are designated for Points, Fouls, and for Contact infractions. Hand Calls Bowing In Procedure Bow In Fighters Ready Begin The competitors bow to the centre official, then each other (Bow In). Fighters are set into position to fight (Fighters Ready) until the centre referee gives the command to begin the match (Begin).

13 Point Calls Procedure 1 Point 2 Points No Point When making the hand call for "POINT" the Centre Referee will raise the appropriate arm/hand at a 90 degree angle at the same time as the Side Referees. "TWO POINT" calls are made by extending two fingers out on the hand held at 90 degrees. When making the hand calls for "NO POINT:, the Centre Referee extends both hands downward into an "X". Foul Calls Procedure Foul (A) Foul (B) Foul (C) When making the hand call for "FOUL", the Centre Referee will bring his closed fist and hand together simultaneously then circle the appropriate arm/hand in the air before pointing in the direction of the competitor that made the foul.

14 Contact Calls Contact (A) Contact (B) Procedure When making the hand call for "CONTACT", the Centre Referee will bring his closed fist and hand together simultaneously then point his arm/hand in the direction of the competitor that made the contact.

15 Flag Calls Flag Calls will be used by ring corners and are used to call for Points, Fouls, and Contact infractions. Point Calls Ready No Point (A) No Point (B) 1 Point 2 Points Procedure Each side judge will have a Red and White Flag. Judges will position their flags so that it is less likely they will be confused when the Center Referee calls on them to make a call (Fig- 1). When making a call for a "POINT", a Side Judge will, at the command of the Center Referee, raise the appropriate color flag simultaneously at a 90 degree angle. The flag will be raised in a brisk motion both going up and coming down. This gives a very disciplined and professional appearance to the spectators. If the flag call requires a " Multiple Point Score", the Side Judge will display two fingers while holding up the appropriate flag. When making the flag call for "NO POINT", a Side Judge will criss cross both flags in front of the body at waist level. This manuever will continue until the Center Referee has time to acknowledge the call and count the number of calls.

This should be done more than once so the Center Referee can count the calls.
