2 Event Order & Details 14 years and Under to be at venue by 9am for a 9.30am start Black Belts to compete around Midday 15 s and older to start around 1pm Venue: Lutterworth High School, Woodway Rd, Lutterworth, Leics, LE17 4QH Date: Sunday, 21 st October, 2012 Entry: 15 per student INTRODUCTION Thank you for coming to our tournament. As with last year, we anticipate a tournament that maybe smaller than previous years due to the economic climate, so we are using the same amendments we used last year. However, if the tournament has enough entries to facilitate our usual rules (meaning division sizes, medals/trophies etc.) we will revert back to them. Please note, these amendments do not affect the usual/standard rules for events such as sparring, patterns etc. just organisational issues such as division sizes. These amendments are listed in this section. And supersede any items listed in the usual rules following this section if in doubt, please ask! - Divisions will be split by the following grades: 10 th to 5 th kup / 4 th to 1 st kup / Black Belts - Divisions will be split by the following ages: 10 Years & Under, 11 to 14 years, 15 Years + - Divisions will further be split by height / weight, which will be based on the competitor s average, providing we have enough entries - Young Junior Black Belts may compete in the 4 th to 1 st Kup divisions if we do not have enough Junior Black Belt entries - Entry is via the Club Block Entry Form rather than the usual Individual Entry Forms - All competitors will be entered for all events unless they opt-out on the Club Block Entry Form - The Separate Disclaimer Form must be signed by all competitors - Medals or trophies will be awarded to 1 st & 2 nd place only, unless we have enough overall entries to warrant getting 3 rd place trophies as well (which so far we have always done) - King Of The Ring event will only run if time permits though is likely we feel - Please note that the Sumo event is for 10 s and under only - Please note that the King Of The Ring is for 11/12 s, 13/14 s and 15+ only - Separate Male/Female King of the Ring event will only be run if there are enough female entries to warrant it - Special Technique: For all Kup & Black belt competitors this is a height/distance based division over obstacles.

3 SECTION 1: GENERAL NOTES Please be aware of the following: 1. Divisions with less than 3 competitors will be merged 2. Large divisions may be split further at hosts discretion 3. All CONTACT is to be light contact only ensure all students know this please 4. SUMO SPARRING event is for 10 years and younger students only 5. King Of The Ring point sparring events for 11+ only 6. 1 st, 2 nd & 3 rd place medals will be awarded for Patterns 7. 1 st, 2 nd & joint 3 rd place medals will be awarded for Sparring and the Main Sumo Event 8. 1 st place medals only awarded for Special Technique events. 9. Mandatory equipment for sparring is hand and foot pads, groin guard for males (worn inside dobok) and head guard all in good order ie. No taping. 10. Head Guards with face shields can be provided if required please ask Mr Harris 11. Any complaints that cannot be sorted out by each rings chief official must be taken to the tournaments hosts immediately so that we can examine and rectify any issues complaints coming after a division has finished cannot be followed through 12. All decisions are final and binding, with the exception of complaints which are final and binding following investigation via the tournament hosts (Mr Harris & Mr Anslow) 13. Lunch will be provided for all officials 14. ALL BLACK BELTS aged 15 & over are asked to help officiate on the day in order to make judging as fair as possible this is without exception. 15. All black belts / judges to arrive at venue by 8.30am 16. All black belts to remain throughout the whole event please 17. Black belt to be dressed appropriately ie. White Shirt, Grey/Dark trousers, Blue/Dark Blazer, Tie Event Ethos Please impress upon all students (especially senior grades) that this is meant to be a fun event that allows everyone, of any level to compete and whilst we welcome high caliber competitors so junior students can witness extraordinary skills, please stress upon them that winning at all costs is not the aim here, but winning (or losing) with the integrity, good displays of Taekwon-Do and sportsmanship is. All sparring, irrespective of age or grade is strictly light contact and bad attitudes will not be tolerated from anyone, both in and out the ring. All we want is for having to have a great day out, witness and enjoy some great Taekwon-Do and go home happy. If anyone cannot follow that ethos then you are entering the wrong event!

4 SECTION 2: FORMALITIES PARTICIPATION The tournament is open to all competitors. All competitors must hold a valid licence and insurance from an approved organisation; this must be confirmed by their instructor and may be requested to present their licence at the event. UNIFORM All competitors will wear a dobok or uniform appropriate to their club or organization. Uniforms should have full-length sleeves and legs. Sleeveless tops and shorts will not be allowed. A belt appropriate to the competitor s grade level will be worn. Footwear will not be allowed in the ring unless worn due to a medical condition and approved by tournaments hosts and then only for certain divisions. PRESENTATION All competitors will ensure that finger and toenails are cut short. Long hair must be tied back or otherwise secured out of the way. Doboks / suits must be clean and tidy. REGISTRATION All competitors must register prior to the event and through their instructors. Competitors will have signed the completed entry form, hold a valid licence, with entry fees paid in advance. Competitors may be asked weigh in or have heights checked at any point during the event failure to do so will result in disqualification. Any relevant medical conditions must be disclosed to both your instructor and the event hosts. OFFICIAL COMPLAINTS All official complaints will be directed by the relevant instructor / coach of a club directly to the event hosts at the time of the incident. Complaints filed later cannot be followed up on appropriately. CLUB INSTRUCTORS / COACHES Instructors or coaches may support their students from the side of the mat area during sparring, but may not interfere with the bout or harass the referee(s) or other competitors. SPECTATORS All spectators are welcome, but should not interfere with the running of the competition or any competitors or referees. There will be a charge of 5 for adults & children with under 5 s free. BANDAGES AND STRAPPING All competitors with injuries which require bandaging, strapping or supports of any type must satisfy the judges of their need and obtain approval before performing. No hard materials or pins may be worn, neither can bandaging give extra support such that it constitutes an advantage to that competitor. Hair ties should be of a soft variety. OFFICIAL COMMANDS The following are the only recognised commands that referees and Instructors will issue to competitors during a tournament: 1. Charyot Attention 2. Kyong ye Bow 3. Chunbi Ready 4. Si jak - Start 5. Hye chyo Break 6. Barro Return to ready stance

5 SECTION 3: PATTERNS PARTICIPATION Patterns are for all competitors from 10 th kup and above. All Kup grade competitors may choose either their current grade pattern or the one below only. 9 th kups may choose Saju Jirugi or Chon-ji. AWARDS Awards will be given for patterns as follows: 1 st in each division 2 nd in each division 3 rd in each division OFFICIALS 3/5 Judges will be seated at the edge of the area. Each will be issued with a scoreboard. Lowest and highest scores will be deleted to find total. 2 Recorders will be seated at the opposite edge of sparring area to the judges. SCORING PROCEDURE AND STANDARDS FOR PATTERNS Patterns will be judged based on the following deviations from the pattern: a) Omission of one or more steps b) Failure to complete the pattern in a continuous performance, (e.g. hesitation, loss of balance) c) Incorrect techniques d) Incorrect pattern diagram e) Failure to finish exactly on the starting position If a competitor fails to complete the pattern on the first attempt, no second attempt may be made. They will be brought back to ready stance and dismissed; in this case no score will be shown by the judges. METHOD OF RECORDING SCORING Each judge will record their score on the score cards and on the command show given by the referee will immediately hold up the score cards and keep them in the position until the recorder acknowledges that all the scores have been recorded. The recorder will then deduct the highest and the lowest scores (if 5) given by the judges and total up the remaining three scores. This total is recorded as the competitors score. TIED SCORES In the event of a tie between two or more individual pattern competitors at kup grade, the competitors will perform their pattern again. In the event of a further tie, the chief judge will select a pattern to perform. KUP PATTERNS Kup grades will perform in their respective divisions according to the entry form. All Kup grade competitors may choose either their current grade pattern or the one below only. 9 th kups may choose Saju Jirugi or Chon-ji. 10 th Kups may perform Saju Jirugi Competitors will perform two at a time. Patterns will be marked as follows in: - For all Belts:

6 Below average Rising to average standard Rising to perfect standard BLACK BELT PATTERNS Dan grade competitors may choose to perform any dan grade pattern of their choice relevant to their Dan, or Choong-Moo in the case of first degrees promoted recently (please advise chief judge at time of division). 4 th, 5 th & 6 th dans are welcome to compete but may be required to choose a 2 nd or 3 rd dan pattern, dependant on judges available. The winner will be the competitor with the highest score. Dan grades will compete in one all-in group ie. Male & female in one divisions. Divisions may be split by Dan grades depending on entry numbers. Patterns will be marked in 1/10 th of a point. Divisions for black belts as laid down in the following scales: Below average 4-5 Rising to the average standard 6-7 Rising to perfect standard 8-9

7 SECTION 4: CONTINUOUS SPARRING PARTICIPATION Continuous sparring is for all competitors at all grades, split according to the entry forms (with further splits or merges of divisions at host s discretion) AWARDS Awards will generally be given for sparring as follows: 1 st in each division 2 nd in each division 2 x 3 rd in each division COMPETITORS Competitors will be arranged in groups according to entry form details. A group shall consist of a minimum of three competitors. In the case of three, all competitors shall fight each other in a round-robin system. For four or more, a knockout system will be used, with the winning competitor progressing to the next round. The order shall be arranged such that competitors are allowed a rest between bouts. If a minimum of three competitors is not possible within a single group, groups shall be combined. Weight groups within a section may be adjusted before the event, combining grades in order to make divisions fairer. Discretion and common sense shall be employed when reassigning groups in order to make them as fair as possible. AREA The sparring area shall consist of a non-slip matted surface or unmated floor. The size of the area shall be approx 9 x 9 metres where possible. The area shall have two centrally placed starting marks spaced 1 metres apart. No one will be allowed on to the area during a bout except for the referee and the two competitors. OFFICIALS 4 Corner judges seated at each corner of the sparring area, equipped with scoring clickers 1 Referee standing 1 Timekeeper seated at edge of sparring area 1 Recorder seated at the edge of sparring area SAFETY EQUIPMENT AND PROTECTIVE WEAR a) All competitors must wear the following equipment: 1. Groin protector of an approved type (male competitors) TO BE WORN INSIDE DOBOK 2. Hand and Foot protective equipment of an approved type 4. Head guard of an approved type b) Optional equipment: 1. Shin protector of an approved type (Optional, but recommended for children) 2. Gum Shield 3. Breast protector (female competitors) 4. Groin protectors (female competitors) Protective or safety equipment worn must be of an approved type, consisting of covered foam or similar padding and velcro fastenings, and containing no metal, bone or similar hard material whatsoever (except for approved groin and breast protectors and gum shields). No jewellery will be worn and only soft elastic or fabric hair ties will be permitted The referee will satisfy themselves before the start of the bout that both competitors are correctly equipped, and to check for loose or hazardous items on the competitors dress or equipment.

8 BOUT PROCEDURE The referee will attach either a red or a blue waist marker to each competitor, and clearly indicate to the corner judges and recorder which competitor is which. The bout will commence with competitors on the marked positions on the mat. At the direction of the referee, the competitors bow in turn to the referee, and then to each other. The referee will then command junbi, at which the competitors will adopt a guarding stance. The referee will check that the corner judges and recorder are ready to begin, and then start the sparring with the command sijak. The competitors continue to spar until the referee issues the command hechyo, at which point the competitors return to their start position and await further commands. If a warning is necessary the referee will indicate which competitor with reference to their tag colour, then indicate the reason for the warning and whether a point loss is applicable. If either competitor is injured, or requires attention to their dress or protective equipment, a time out will be called until they have been attended to the satisfaction of the referee. Sparring will recommence on the command sijak issued by the referee. On completion of time, the timekeeper will alert the referee, but the bout only ends on the final command hechyo by the referee. The competitors are then instructed to bow to each other and then to the referee and await the result. DURATION All bouts will be a single round of 90 seconds. In case of a tie after the first round, a second round of 30 seconds will take place. If by some chance there is a division with only 2 competitors because they cannot be moved, then the final will consist of 2 x 90 second rounds. TIMING The timekeeper will start the clock at the first sijak by the referee. The clock will be only stopped if the referee indicates time out to deal with an injury or other reason. The clock is re-started on sijak and continues until full time when the referee is alerted. SCORING & RESULT PROCEDURE. The four corner judges will award points as they are scored by using hand held clickers, clearly marked blue and red. On completion of the bout and after the bowing the referee will call show, at which time the corner judges will immediately hold in the air the clicker showing the highest score. In the event of a draw, both clickers are held up with the arms crossed. A win will be awarded if the majority of the judges award the bout to one competitor. As an example 2 for blue, 1 for red and a draw = a win for blue. 2 draws, 1 for blue and 1 for red = a draw. 3 draws and 1 for blue = a win for blue. Should it become apparent that a competitor is being completely dominated by a superior opponent and is in danger of harm, the referee may, after consultation with the corner judges, stop the bout and award a win to the superior competitor, the result being announced as win by mismatch. In a three-competitor round robin, the winner for each bout will be recorded, with the winner being the competitor who has won the majority. TARGET AREA a) High section - complete head area above the neck b) Mid section - the front of the torso from collar to lower abdomen, and the side of the trunk from a line drawn from the rear of the armpit vertically down to the waist of each side

9 ILLEGAL AREAS For safety reasons, the following areas are considered out of bounds: a) The throat and neck b) The groin c) The elbow, knee and ankle joints PERMITTED TECHNIQUES Permitted attacking techniques are any legitimate strikes involving the covered (padded) parts of the hand or foot and the sole of the foot, unless specifically not allowed (see below) ILLEGAL TECHNIQUES a) Any strikes using the elbow or knee (however, blocks are still allowed with these parts) b) Blind strikes e.g. spinning backfist or knifehand c) Fingertip thrusts d) Sweeping or throwing techniques e) Holding or joint locking techniques f) Grappling the opponent g) Head butting, biting, scratching or gouging POINTS AREA AWARDED AS FOLLOWS: a) 1 point awarded for a legal hand technique or flurry of hand techniques to the same target area. b) 2 points awarded for a foot technique to the mid section (body) area or flurry of hand techniques to different target areas. c) 3 points awarded for a foot technique to the high section (head) area. d) Extra point awarded for a jumping technique eg. A jumping kick to the head will score 4 points instead of 3, and a flying punch will score 2 points instead of 1 CONTACT & INJURY If, in the opinion of the referee, contact by a competitor is deemed over-enthusiastic or techniques are not delivered cleanly, the referee will stop the bout and inform the competitor. In cases of excessive contact, the referee will stop the bout and issue an official warning, and on subsequent occasions will disqualify that competitor. However, if in the opinion of the referee a competitor moves forward into a technique, which otherwise would have been correctly delivered, the bout will continue and points will be awarded to the attacker as if it were a legal strike. If a competitor is unable to continue in such a situation, the bout will be awarded to the attacker. In all other cases of excessive contact where a competitor is unable to continue, he/she will be awarded the bout, subject to the referee s discretion. PENALTY POINTS & DISQUALIFICATIONS a) After a first warning, one point will be deducted from the competitors score by the referee for the following offences, with an extra point added for each subsequent infringement: i) Travelling (stepping out of the area) - a competitor is considered to have stepped out when one or more feet fully leaves the matted area and makes contact with the floor. ii) Loss of balance - a competitor is considered to have lost balance when any part of the body other than the feet comes in contact with the mat or floor. iii) Holding intentional holding on to any part of the opponent or their dobok. iv) Intentionally tripping or leg sweeping the opponent v) Low Kicks competitor repeatedly kicks the opponent below the target area b) Official warnings may be awarded by the referee for the following: i) Arguing with the Referee ii) Unsportsmanlike behaviour iii) Excessive contact and/or over aggressiveness

10 iv) Intentional strikes to illegal areas, or using illegal techniques c) Disqualifications may be awarded by the referee for the following: i) Unintentional contact or unnecessary aggression after being warned. ii) Consistent and repeated penalty point offences (3 warnings) iii) Showing dishonour or disrespect to the officials, competitors, or the arena When points are deducted by the referee the corner judges should calculate this by adding them to the opponents score. When an official warning is issued, the referee must inform the competitor and recorder that an official warning is being given, and the reason. The recorder marks the official warning against the competitors name on the competitors list. ACCUMULATIVE DISQUALIFICATION During a sparring competition, a referee may award an official warning for offences committed during the bout. Any competitor who receives 2 official warnings during the entire competition will be disqualified immediately upon receipt of the 3 rd and final warning. Please Note: Official Warnings in sparring will be carried through the whole section, if at any point within that division a competitor receives a third and final warning they will be disqualified immediately, and placed as the loser of that bout. Disqualification must be announced by the referee to the competitor and recorder.

11 SECTION 5: SUMO NOTE: SUMO CONTEST is FOR 10 YRS AND UNDER ONLY. This event is just fun for the younger competitors, to teach them balance and get them ready for the tournament. 1. The competitors will have a set of Kick shield each and they will try to push each other off balance or out of the defined area. 2. The duration is 60 seconds, they will win the bout if the opponent has fallen or stepped out of the ring (with one foot out).

12 SECTION 6: SPECIAL TECHNIQUE For all this is a height/distance based division over obstacles. - All targets are soft pads NOT boards The following technique comprises the Special Technique sections: Flying Side Piercing kick 1. Competitors take a set of run up and try to jump over 2 obstacles (plastic poles) set apart, and try to hit a floppy pad at the end. 2. The target must be struck with footsword only 3. If either pole is knocked off its stand, the competitor is out. 4. If the competitor misses the target, or falls over the competitor is out. 5. The target can be lowered or raised with the wish of the competitors. 6. The height/distance of the poles will gradually increase until only 1 person remains this the winner. 7. All the competitors will start their own run from a guarding block stance. 8. If the poles reach their maximum height, then they will be set further apart until a winner is found. 9. In the event of a draw, the shortest (kids), heaviest (15+) competitor will be deemed the winner

13 SECTION 7: KING OF THE RING SPARRING EVENT This is an event for adults (15+) and 11 to 14 year olds only. There is only one winner per division (ie. The King or Queen) It is a points sparring event with the following scoring system: - 1 Point for a punch or hand technique - 1 point for a body kick - 2 points for a head kick - 3 points for a jumping head kick (or a straight win in earlier rounds) The amount of points required for each round will be determined by the number of entrants into each division and how the event is running. Earlier rounds may use a simple first to score wins system or a 3 points to win system Finals will be decided on the day (score wise). There are 4 divisions: - 11 & 12 Year olds (both kup & dan grades) - 13 & 14 Year olds (both kup & dan grades) Kup Grades Dan Grades - These divisions will be split into male & female divisions only if we have a lot of female entrants, otherwise they will be mixed
