5 CHEF DE MISSION FINAL REPORT Team Alaska, John Estle, Chef de Mission Executive Summary and Recommendations General Unit Management The Team Alaska Mission Staff consisted of 13 members: Chef de Mission John Estle, Assistant Chef de Mission Holly Odegard, Medical Mission Staff Cole Carson, Media Mission Staff 1 Matias Saari, Media Mission Staff 2 Sondra Porter, and eight mission staff whose primary responsibilities were with sport teams. This basic composition has been developed over the past several Games. It is my opinion that the Mission Staff should be expanded to at least 15 members see attached proposal. Sport-responsible Mission Staff, as well as the Chef and Assistant Chef, were closely involved in the coach and athlete selection process. Below the Chef, Ass t Chef and Mission Staff are the Sport Coordinators who, for most sports, provide the hands-on and sport-specific knowledge. The lack of effective State Governing Bodies in most sports is a real weakness in Alaska, and results in late selection for many teams. One area of management that needs to be improved is office management and office staffing. Although the Host Society did provide a volunteer, we found it difficult to utilize the volunteer effectively. There was just too steep a learning curve for a person to really get up to speed in a couple of days. We need to have a Mission Staff position added who is dedicated to this role. It is a strong desire of our Mission Staff to have as many coaches as possible check in to the office every day. In order for this to occur, it is important that the Mission Offices be co-located with the major accommodations village for the Games. The Bob Lamb Center was not ideally located, but was reasonably close. Having a location that promotes lots of interaction between coaches and athletes on the one hand and the Mission Staff on the other assists in effective management. Accommodations Accommodations at the 2004 Games were generally good. Some specific comments we received were: not enough showers at Father Turcotte, not enough daily cleaning of shower and bath areas and hall and common areas at Father Mercredi part of this was due to female cleaners not wanting to enter the boys shower rooms and accommodations areas. The biggest accommodations issue was that there were too many villages. Fewer villages would have been much better, and would have solved many issues that arose with transportation and dining. Accommodations for the Mission Staff were excellent, and were located nearby the Mission Offices and dining halls. Banquets n/a Catering Food Services Food service and food quantity and quality was average. The quality of food was noticeably lower than the quality provided in Iqaluit at the 2002 Games. There was a reasonable, if not plentiful, selection available to diners. There should have been a G:\FinalReports\2004Games\Chef de Mission Final Report-2004.doc Page 1 of 9

6 more diverse salad bar and a sandwich bar for every lunch and dinner. There were too many mayonnaise-based salads. Having only one location for lunch and supper was very inconvenient, especially considering the transportation problems sometimes it was so much of a hassle for people to travel for a meal that they paid for a meal at a more convenient location. Initially we had been told by the Host Society that there would be grazing at the dining hall from the time the dining hall opened in the morning until it closed at night. However, shortly after arrival we were informed that there would be two mid-day closings, one in the morning and one in the afternoon. These had the effect of shortening the effective lunch hours so that it became very difficult for people who had transportation problems or whose schedules did not mesh perfectly to get a good lunch. The 2:30PM-3:30PM closure on Saturday, only hours before the Closing Ceremonies was very inconvenient, and created a situation where lots of kids went many, many hours without food. Ceremonies and Awards Opening Ceremonies were a good show, but... the people who planned the entrance parade badly misunderestimated (to use a Bushism) the time required to get all the participants into their seats in the arena. The other problem was the length of the politicians speeches, especially that of the Governor General. I m sure that s a tough one to put the clamps on, but it really detracted from the ceremonies. Also, there were just too many Albertan politicians who felt the need to speak not that Albertans are a problem, I just mean that too many from the host governmental unit were speaking. The show would have been more appealing to the participants if it had had more entertainment, less speechifying, more of a sound and light show, and generally more action. However, generally speaking, if one can overlook the lengthy speeches, it was a good Opening Ceremonies. Closing Ceremonies were a big letdown after the spirit of the opening ceremonies. I felt the program was too pro forma, with not enough entertainment and too much speaking. The flame was never extinguished. Overall, it seemed too rushed. This last sentiment may sound like it conflicts with the desire for more entertainment, but I don t think that is the case. The ceremony wasn t too long, it was just too rushed. Awards ceremonies. I did not attend any awards ceremonies. I didn t hear any reports either bad or good, so I must assume these went as expected. Communications Communications between the Host Society and the Missions seemed effective to me, for the most part. The only real glitch that I experienced was re: the cross country sprint event, and I believe that problem was due to the cross country sport people, not the Host Society. The phone system at the Games worked well, and we had enough telephones in the Mission Offices. Within Team Alaska we had good communications, although it took us a couple of days to get our cell phones re-programmed so that they would work properly for local calling. The Host Society was very generous in assisting us in taking care of this problem. The cell-phone issue was a problem for several delegations. It is one that is sure to crop up again at future Games, and is crucial to the successful operation of the Missions. The Arctic Winter Games International Committee need to make sure that Host Societies either provide one cell phone per Mission Staff member, or provide local rentals through a sponsor. Without cell phones, there would be big problems. Cultural Program I did not attend any of the concerts. However, from everything I heard from Mission Staff members, G:\FinalReports\2004Games\Chef de Mission Final Report-2004.doc Page 2 of 9

7 athletes and coaches who did attend, the concerts went very well. I think it s a good concept to have such events during the week Our Cultural Delegation felt that their performances were very much in out-of-the-way locations. This disappointed them in two respects: 1) That they did not have the opportunity to share their performances and culture with their Team Alaska teammates; 2) That there was no opportunity for larger numbers of participants at the Games to observe and appreciate their performances. I think this problem could be cured by having more performances scheduled during halftime or intermission of competitions, or between games, having performances during meals or at other times and places when Games participants gather. Although I think the development of a Cultural Technical Package is important, I don t think it should be too restrictive re: age. I think it might be difficult to find an all-youth Cultural Delegation to bring along. Having half or a portion of the Cultural Delegation required to be below a maximum age could accomplish the goals of the Technical Package. Facilities and Equipment Sport facilities in general were sufficient. The main areas of complaint were: 1) biathlon and snowshoe biathlon shooting into the sun; 2) biathlon trails were too flat; 3) cross country trails were quite narrow. However, most coaches and athletes were more than satisfied with their competition venues. The Alpine Skiers and Snowboarders were ecstatic about the great hospitality and service provided at West Ridge, which shows that a big hill is not always necessary for alpine events. Alpine Skiing Badminton Basketball Biathlon (Ski) Cross Country Skiing Curling Dene Games Dog Mushing Figure Skating Gymnastics Ice Hockey Indoor Soccer Short Track Speedskating Snowboarding Snowshoe Biathlon Snowshoeing Table Tennis Volleyball Wrestling Cultural Finance Team Alaska received two grants from the State of Alaska, one for operations, and one for $200,000 which paid for more than 2/3 of our transportation costs. In addition, registration fees assessed to all G:\FinalReports\2004Games\Chef de Mission Final Report-2004.doc Page 3 of 9

8 Coaches, Athletes, Chaperones and Mission Staff members generated approximately $185,000 in revenues. These funds enabled us to go through this Games cycle without having to operate at a deficit. Forms and Publications Host Society Publications: Ulu News was satisfactory. Printed phone directory: This was not really useful. The way it was organized made it very difficult to find the numbers that you needed, especially phone numbers for competition venues and venue managers. There were many numbers that we needed that were not included in the directory. Sport Schedule/Program was satisfactory. Website: The Host Society website was functional and useful. I would recommend that future Host Societies include e-commerce capabilities so that tickets to Opening and Closing ceremonies, merchandise, etc. can be directly sold through the website. Having to serve as middle-man in ticket dealings between the Host Society on one side and parents on the other side is a major hassle, and is very inefficient. Direct sales would take care of this. Having the Host Society generate all forms was an excellent concept, well-executed. This should be continued. It was much smoother for us to have our team members deal with a single set of forms rather than two sets one for the Host Society, and one for Team Alaska. It minimized confusion, reduced duplication of data, and increased compliance with filling out forms. See comments under Team Booklet for other publications. Insurance Team Alaska purchased special risk insurance for the Games at a cost of $4547US. This was secondary coverage, which paid medical charges after participants own insurance was exhausted, or paid first-dollar coverage for those without insurance. We are still clearing up the final charges incurred in Fort McMurray by directing the care providers to the participants and their insurance companies. Media Our media program consisted of two prongs: 1) internal relations production of a daily newsletter for consumption by our team members on-site, and 2) external relations generation of news reports and press releases to go onto our website, to be transmitted to Alaska media with no on-site representatives (which, in practical terms, meant all Alaska media), as well as responding to inquiries from Alaska media regarding performances of Athletes from their local areas. This program requires two Mission Staff members working just about full time to crank out what is necessary. Because of the time commitment to media work, these Mission Staff members can have few, if any, sport responsibilities. The expectation of parents and supporters of the Games back home are very high. If we did not dedicate two people to handling this aspect of team support, it would be a very negative thing for the team. This new reality that has grown over the past few Games needs to be taken into consideration when the AWGIC establishes the size of the Mission Staff for each delegation. Medical Our medical Mission Staff person had high praise for the services provided at the Polyclinic, and for the performance and attitude of the staff at the Polyclinic. He reported that they were, helpful, thorough, and skilled. There was some confusion early in the week which resulted in some of our people being taken to the Hospital Emergency Room prior to being taken to the Polyclinic. 9 at the emergency room for some of these people was unnecessary and expensive. By mid-week, when our injuries really started accumulating, this was sorted out quite well. We had a single Mission Staff member dedicated to Medical Services. We had hoped to have two Mission Staff members in this role, but when one backed out in the last few weeks prior to the Games we came up short. This Mission Staff member was probably the most overworked member of the Staff, due to the lack of a second Medical Staff person, and due to a record-setting number of injuries requiring hospital or polyclinic care. The decision of the Host Society NOT to provide Athletic Training services was not a problem. I think that it would not be a problem to have that adopted as a standard policy AS LONG AS Mission Staff size is expanded so that we can bring along two Medical Service Staff to cover all the bases. Needless to say, these Mission Staff members cannot handle any specific sport team responsibilities as do other Mission Staff. Team Booklet Media Guide none produced Handbook for Coaches included: Mission Staff roster and sport responsibilities, Mission Staff and Host Society directory, daily schedules, sport and meeting schedules, team rosters, accommodations lists, emergency contact information, code of conduct and disciplinary procedures, travel information and itineraries, etc. Handbook for Mission Staff included: same contents at Coaches Handbook, with more details Registration and Accreditation Registration on-line seemed to work very well with respect to both data entry and downloading information, once a few bugs got worked out. The only major problem I saw with the data entry was that the data entry screen differed substantially from the registration forms. There were many fields on the screen which were not present on the form, fields were located in different places, etc. This, I m sure, led to a higher rate of data-entry errors than would have been the case if the form and the screen were identical. Accreditation worked very smoothly. We had submitted photos for all but a handful of our team members, and those people received their accreditation in a very speedy manner upon arrival. Results The results system worked very well during the Games by far better than for prior Games. There was a problem in that some events results did not get posted to the web until relatively late 3-4 of them were not posted until after the Games. This meant it was not possible to check the final Ulu count until after the Games had concluded and everyone was at home. With this in mind, I would recommend that at future Games the results people publish a table with all the medal events listed in it, by date of awarding. This table should be provided to all delegations so that they can check off results as they come in, and can bring missing results to the attention of the results group. This is kind of low tech, but it might work I would also recommend that the Host Society or International Committee produce a complete compendium of results. This could be either in hard-copy form, or in PDF form for downloading. If this is done in PDF format, then it needs to be something that is simple to download and print it should consist of just a few PDF files, rather than a file for each sport, or a number of files for each sport. This would not only be helpful to the delegations, but would be excellent for the historical record which should be an important consideration for the AWGIC. Another useful document which should be provided to each delegation would be a list of each G:\FinalReports\2004Games\Chef de Mission Final Report-2004.doc Page 5 of 9

10 member of the delegation and their results in each competition, whether they won ulus or not. All this data is in the database it s only a matter of having someone write the code to generate a report like this. This report would provide very useful information. For Team Alaska this sort of information is crucial when it comes time to solicit the State Legislature for funds. Security Security in the villages was excellent, especially having sufficient female security at the female accommodations. Social Program The Social Program (Much Music Dances) was well received. I did not attend, but reports to me indicated that this program was conducted well. Sports Team Alaska participated more fully in the sport program than at any other Games for the last years. For the first time in many years, Alaska brought a complete table tennis team, and also brought a nearly full badminton team. In general the sport program was conducted well, with these specific problem areas: Cross Country Skiing: The Technical Delegate and the Competition Committee were operating in a thoughtless and reckless manner, especially re: the rescheduling of the Sprint Event. I wrote a letter to the Host Society on this topic. The conduct of the Sprint Event, when finally held, left much to be desired. Badminton: My Badminton coach told me that the brackets were pretty much reconstructed from scratch after arrival at the Games. Biathlon/Snowshoe Biathlon: facilities issues discussed above. Transportation Team Alaska traveled to the 2004 Games on three Alaska Airlines 737 Charter Aircraft, with passenger capacities of 125, 125 and 110 passengers. With a team size, this made it a little dicey to ensure that all our people would get there on our charter flights. Without the assistance of Team Yukon, who was able to provide us with about 30 seats on their charter, which were filled by athletes from Juneau and Southeast Alaska, we would have had to purchase some commercial airfares to get all our team to Fort McMurray. In addition, the relatively short runway in Fort McMurray meant that we needed to have some pretty strict luggage limits in order to stay within the payload restrictions imposed by our carrier, Alaska Airlines. Places with longer runways are better! When determining the maximum team size, the AWGIC needs to take into consideration the seating capacities of standard configurations of Boeing 737 aircraft, which several teams use. Team size should be a number that comes in comfortably under a passenger capacity for a multiple (1-2-3 x) those standard configurations. Transportation was the biggest problem area for the Games. Specifically the scheduled transportation on the three circular routes was poor at the beginning of the week and really didn t improve much during the Games. All of our teams from the Thickwood area had horror stories to tell about how long it took them to get anywhere. Transit times from Thickwood to CA Knight were regularly in the hour range. Just the waiting time at some venues exceeded one hour. We ended up using the vehicles assigned to our Mission Staff as our means of transportation for several of our teams. This ate up staff time and resources that could have been put to more productive use. G:\FinalReports\2004Games\Chef de Mission Final Report-2004.doc Page 6 of 9

11 The dedicated transportation seemed not to be so much of a problem. Transportation to the Alpine/Snowboarding venue and the Biathlon/Snowshoe Biathlon venue seemed to go pretty cleanly. There were some problems with the dedicated transportation for hockey early in the week one of our teams almost missed their game but those problems mostly disappeared over the next few days, although a few glitches still occurred. Welcoming and Send Off Welcoming: The Welcoming was the best-organized arrival that I have witnessed in the five Games I have attended. Having the Host Society personnel handle all the baggage, then letting the team members pick it up after it had been removed from the carousel and sorted worked flawlessly. Transportation from the airport to the Villages was excellent. The accreditation process for the few members of Team Alaska whose ID s had not been prepared in advance went smoothly and quickly. This was one of the high points of the week. This plan is a model that should be followed by future Games. Send off: After the excellent service and procedures on arrival, the Send Off was a huge letdown. There was very little about it that I thought was good. The first problem came upon the return of many teams to Keyano College following the Closing Ceremonies. Food had been promised for those who were not departing immediately. Only a tiny amount of food was provided and that disappeared in minutes, if not seconds. At that point most of the athletes had been 8-10 hours without a meal, and some even longer than that because of the 2:30-3:30 closing of the cafeteria. They needed a meal, and no meal was provided. That was a huge failure. The second problem came when the bus schedule we had been provided was not followed. At some point, everyone was put on buses, whether their pre-arranged departure time had come or was still in the future. This meant that some people left Keyano College on buses 5-6 hours before their flights were leaving. That s too long too wait in buses or at the airport. The biggest problem occurred at the airport when way too many people were dumped into the airport with their luggage. For a few hours it was almost impossible to move in the airport, as 4-6 planeloads of kids, coaches and their luggage were strewn around the floor of the airport. Had the bus schedule been followed more closely, this overcrowding would have been mitigated. In addition, there was no food or entertainment provided by the Host Society for the departing athletes and coaches. Some of our athletes had almost nothing to eat between lunch on Saturday and their arrival back in Alaska. Arctic Winter Games International Committee For the most part, I have included recommendations in the appropriate locations above. I repeat only what I believe to be the most important recommendations here. Increase the size of the Mission Staff so that we can adequately: 1) Staff the Office, 2) provide sufficient medical services, 3) provide sufficient media services and still 4) provide sufficient support services for the coaches and athletes on the sport teams. Require that a complete results booklet be produced by the Host Society at the close of the Games Team Selection Process The lack of functional sport governing bodies in all but a small handful of sports means that our team selection process is not as systematic and straightforward as it should be. This situation is complicated by the domination of the high school sports program for people the age of most Arctic Winter Games participants. Given those handicaps, we do our best, but our system is very different G:\FinalReports\2004Games\Chef de Mission Final Report-2004.doc Page 7 of 9

12 from what most Canadian Units do. Statewide tryouts with objective criteria: Alpine skiing, biathlon, cross country skiing, shorttrack speedskating, snowshoe biathlon, snowshoeing, curling, figure skating Statewide or regional tryouts with subjective criteria: indoor soccer Statewide selection by application: dog mushing, snowboarding Statewide solicitation of interest by sport coordinator or coach: badminton, basketball, Dene games, gymnastics, ice hockey, Inuit games, table tennis, volleyball, wrestling Miscellaneous Mission HQ/Office Space The space for the Mission Offices was very good. We had adequate amounts of furniture for meetings, and had only a little less work surface than I would have liked. The computers and printers that were provided were helpful, but were not exactly as advertised, and could have been more useful. We were told that the computers would have CD-burners, which they did not have they had CD-ROM drives. That being the case, it didn t make any sense to copy any files onto the Host Society-provided computers because there was no way to copy the files back off the computers after the conclusion of the Games. Thus, most of Team Alaska s work was done on my laptop, which meant that I wasn t able to use it for tasks that I had planned to use it for. It was nice to have a printer, but it would have been more useful to have a color printer. Expectations for hard-copy output are higher than they were several years ago, and it is imperative that we be able to produce color output. We ended up purchasing a color printer so that we could print color newsletters and could print photos. A couple of the other delegations ended up using the printer, so we were not the only team that wished there were color printers. The LAN worked well for us. We purchased a splitter so that we could connect multiple computers simultaneously. For the future, I would recommend that each Mission Office be provided enough LAN capacity so that 3-4 computers could be plugged in to the network. Even better would be wireless access. Officials Providing officials to the Games continues to be an issue for Team Alaska when the Games are held in locations other than Alaska. Team Alaska does not offer free flights to the Games on our charter aircraft for Alaskan officials who want to attend the Games. We require that such officials pay the full cost of their airfare to and from the Games if they fly with us. This being the case, we have very little interest. As I see it, the only way around this would be to either a) require that each delegation transport a minimum number of officials to the Games as a condition of participation, or b) require that the Host Society pay the air travel cost for a minimum number of officials from each delegation. I m sure the Team Alaska Board of Directors, and likely the funding arms of some other delegations, would object to option a. I m guessing that Host Societies would object to option b. That being the case, I guess Officials will continue to be a nebulous are for the future. Flags We provided no flags to the Host Society they fulfilled their obligations as per the Staging Manual. Our flags were on display at all the appropriate locations, unlike the situation at Iqaluit where the Host Society did not provide any Alaska flags, and did not display any USA flags. This Games marked a big improvement in the flag department from I hope that the 2004 Host Society s flag inventory can be passed on to the 2006 Host Society, and so on into the future, so that all the G:\FinalReports\2004Games\Chef de Mission Final Report-2004.doc Page 8 of 9

13 contingents flags are properly displayed. Information Technology The IT people at the 2004 Games were very helpful, and their system, at least the part we could see and had to interact with, functioned very well. With the exception of the day when the unanticipated number of hits to the website caused problems, we experienced no meaningful problems on the IT front. I have discussed office equipment and LAN communications under the Mission Office heading above. Nomenclature: Inuit Games Our Arctic Sports people requested that the term Arctic Sports be eliminated, and that it be replaced with Inuit Games and Dene Games. Having the two different names for the two different sets of events give each a specific identity, while still, by their names, making it clear that these are sports which have emanated from the native cultures. Outlying Communities and Travel The utilization of outlying communities in the 2004 Games enriched the Games. All our team members who participated in events in the outlying communities really enjoyed the experience. Please extend our thanks to all who were involved with the program of including the outlying communities. The only problem with the program was with our Dene Games team which had to travel two consecutive days to outlying community.
