This PDF document will provide you with some useful information and guidance for the preparations of you and your team before heading off to the cradle of wintersports in Norway. This document strives to be both userfriendly and as a green tool. It has an interactive menu on the front page in order to access information with a single click. 4 Just as it happened in 1994, the Lillehammer 2016 Winter Youth Olympic Games Opening Ceremony will be an outdoor event and open to a large audience. The ceremony will take place at the Lysgårdsbakkene Ski Jumping Arena in Lillehammer and the warm-up show will start at 18:30. The official programme will start at 19:00 and has a duration of approximately 90 minutes. This is a ticketed event. The Lillehammer 2016 Winter Youth Olympic Games Closing Ceremony will take place at the Sjogg Tent at Stampesletta in Lillehammer and will only be open for accredited participants. The Alpine Skiing competition period is February. Please note that 21 February is a reserve day. The first TCM for Alpine Skiing will be held on 12 February at 16:00. Located in the Youth Olympic Villages (YOVs) of Lillehammer and Hamar, at the NOC Service Centre, the SIC will provide information related to sport events and training, such as official start lists, competition and training schedules. Pre-booking of time slots is required for the training opportunity on the slopes in Hafjell and more information about the pre-booking will follow in the Sports E-Guide. Located in all sports venues, the SID will also provide information related to the sports event and training in that venue. The SID will fulfil the functions of what is often known as the competition office, in addition to functions such as IF services. The Lillehammer 2016 website at will provide all information about sports. The Official Time Keeper of Lillehammer 2016, will provide the athletes biographies and near real time results on the website. The information will be delivered, managed and shared according to the requirements outlined in Youth Olympic Results and Information Services (YORIS).

7 The training concept of Lillehammer 2016 aims at meeting the requirements for the young athletes who come to participate in the competitions. The training offer will be valid for the period between the opening and the closing of the Lillehammer YOV. The training opportunity for Alpine Skiing will require pre-booking. More information about the pre-booking will follow in the Sports E-Guide. Hafjell Alpine Centre is situated 20 minutes drive from Lillehammer YOV and transport will be provided from the YOV to the venue for training opportunities and official training, as well as for competitions. Please refer to the official Training and Competition Schedule for Lillehammer The training schedule may be subject to changes. In addition, the athletes have free access to do basic, non-sport specific training in the sports centre in Håkons Hall in the Lillehammer YOV. You may consult the opening hours below. All non-sport specific training opportunities are open to all accredited athletes and team officials free of charge. Håkons Hall Sport Centre is located in the Lillehammer YOV Residential Zone, and the R on the YOAC will provide access the centre. Håkons Hall Sport Centre is an accessible, supervised and equipped generic training facility with a free-weight room, a stretching room and cardio equipment. There is a running track on level 4 in Håkons Hall. Opening dates: 8 21 February 2016 Opening hours: 07:00 22:00 It is not necessary to book in advance.

8 During Lillehammer 2016 the Fédération Internationale de Ski (FIS) will be responsible for 9 events in Alpine Skiing. The competition formats are the following (as specified in YORIS Requirements Document Lillehammer 2016): The competition consists of a single run The Super-G competition is run in an "against the clock" format, with the competitors attempting to cross the finish line in the fastest time. Races are timed to 0.01 of a second No tiebreak rules or procedures exist. Competitors who have identical finish times share their rank, but they are ordered by descending bib numbers Giant Slalom, Slalom and Alpine Combined events consist of two runs, and the competitor with the fastest total time wins The competitions are run in an "against the clock" format, with the competitors attempting to cross the finish line in the fastest time. Races are timed to 0.01 of a second No tiebreak rules or procedures exist. Competitors who have identical total times share their rank, but they are ordered by descending bib numbers A team consists of two competitors (one man and one lady) from the same NOC There are four phases: 1/8 Finals, 1/4 Finals, 1/2 Finals and Finals The team event is conducted as a parallel event After completing four runs (two run for each competitor), the team with the most points will advance to the next phase. The team of the winning competitor is awarded 1 point, the team of the losing competitor is awarded 0 points. In case of a tie of an individual leg, both NOCs are awarded 1 point If there is a tie at the end of the heat (example 2:2) the NOC with the lowest combined time of the lady's best individual run and the man's best individual run will win the heat. If the tie remains, the lowest combined time of the lady's second best run and the man's second best run will win the heat If the teams cannot be separated by combined times, the team with the fastest single time (lady's or man's) will win the heat If the teams cannot be separated by fastest time, the NOC with the lowest bib number is declared the winner of the heat These rules apply for: Draw Group classification and tie-break rules Penalties, disqualification rules, protests and appeals Technical Meetings Scoring Video recordings for judges to analyse athletes performance

9 Lillehammer 2016 Venue Name: Hafjell Alpine Centre Venue Owner: Hafjell Alpinsenter AS Venue Capacity: Address: Hunderveien , 2636 Øyer GPS Coordinates: , Hafjell Alpine Centre was originally established for the Winter Olympics in Lillehammer in 1994, and has become Norway's third largest ski resort. Considerable investments have been done in Hafjell over the years, notably in terms of snow production, which will ensure the athletes the best possible conditions when training and competing in the Alpine Skiing and Freestyle disciplines. Hafjell Alpine Centre is situated 15 km north of Lillehammer and the YOV. The overall drop on the mountain is 835 metres. The Alpine competitions will take place on the Hafjell Olympic Slopes on the southern part. Access to the ski lifts will be given through a dedicated gate for NOCs with accreditation to the venue and to selected ski lifts in the venue on days with free skiing, official training and competitions. No ski pass is required, as the YOAC and /or the bib will give access to the ski lifts during Games time. Competing athletes and their Team Officials will have priority access at the dedicated ski lifts. The YOAC will give access to dedicated ski lifts in Hafjell Alpine Centre for all client groups entitled to have access to the venue and for Different Sport Spectating Athletes (DSSA). All Lillehammer 2016 venues will have permanent security supervision. There will be a higher security level during official training and competition sessions. All venues will have access control. Access to specific zones in the venue will be attributed according to the rights given to the holder of the Youth Olympic Accreditation Card. Spectators do not require accreditation or tickets to watch competitions in any disciplines. The Lillehammer 2016 Mascot and Medals Ceremonies will take place in the Sports Venue for each sport and discipline, as soon as possible after the competition. The Victory Ceremonies will support the overall mission and vision of Lillehammer These ceremonies will follow the protocol determined for the Winter Youth Olympic Games by the IOC, which aim to honour the individual and team achievements of the athletes. Medals will be presented in the following order: bronze, silver, gold. The national flags of the medallists NOCs will be raised as the national anthem of the gold medallist s nation is played. For Mixed-NOC Team Events, instead of the usual NOC flags and anthems, the Olympic Flag will be raised for each medal-winning team and the Olympic Hymn will be played.
