1 Volleyball Canada Internal Nomination Procedures (INP) for Beach Volleyball at the Tokyo 2020 Olympic Games 1. National Federation Qualification As established by the IOC & FIVB, 24 teams per gender will compete in the Tokyo 2020 Olympic Beach Volleyball Competition. National Federation (NF) / National Olympic Committee (NOC) berths will be determined through the FIVB Olympic Qualification process, which is included in Appendix A. In the event of a discrepancy between this INP and the FIVB process, the FIVB document will prevail. In the event of changes by FIVB to the selection and eligibility criteria, Volleyball Canada is bound by these changes and will inform its membership as soon as possible. 2. Athlete Eligibility In order to be eligible to be nominated by Volleyball Canada to participate at the Tokyo 2020 Olympic Games, all athletes must: A. Be eligible under Federation International de Volleyball (FIVB/IOC) criteria (Appendix A). B. Be a Canadian Citizen as per Rule 41 of the Olympic Charter. C. Have a Canadian passport valid until February 10, D. Be a member in good standing with Volleyball Canada. E. Sign and submit the COC Athlete Agreement and Tokyo 2020 Conditions of Participation Form no later than July 5, Contact Information For questions or clarifications on the contents of this INP, please contact: Ed Drakich, Beach High Performance Director, Volleyball Canada ed.drakich@volleyball.ca Team Selection Process (Maximum of 2 teams per NF/NOC per gender) a. FIVB Beach Volleyball Olympic Qualification Tournament (Date TBC) Should Volleyball Canada earn a berth to the FIVB Beach Volleyball Olympic Qualification Tournament (BVOQT) in either or both genders, Volleyball Canada will nominate the highest ranked Canadian team on the FIVB World Ranking as of December 31, 2018 to participate in the BVOQT. The FIVB awards 15 berths to foreign National Federations (The host National Federation will complete the 16-team BVOQT) to participate in the BVOQT based on the FIVB World Ranking on December 31, Any Canadian beach volleyball team that earns one of the two (2) available Tokyo 2020 Olympic berths per gender at the BVOQT for Volleyball Canada will be nominated by Volleyball Canada to represent Canada at the Tokyo 2020 Olympic Games. Should the team that earned the BVOQT berth above disband for a non-injury related purpose then the BVOQT berth will be allocated by Volleyball Canada s Beach High Performance Director to a team in which both athletes are eligible under 2. 2 b FIVB Beach Volleyball World Championships Any Canadian beach volleyball team that wins the gold medal at the 2019 FIVB Beach Volleyball World Championships (June 28 July 7, 2019) will be nominated by Volleyball Canada to represent Canada at the Tokyo 2020 Olympic Games. Should the team that earned the 2019 FIVB World Championship berth above disband for a non-injury related purpose then the 2019 FIVB World Championship berth will be allocated by Volleyball Canada s Beach High Performance Director to a team in which both athletes are eligible under 2. Athlete Eligibility above. c FIVB Olympic Ranking Any Canadian beach volleyball team(s) that earn one of the 15 available NF/NOC Tokyo 2020 berths through the 2020 FIVB Olympic Ranking (The best 12 performances as a team on the FIVB World Tour (1-Star to 5-Star), FIVB World Championships and recognized Continental Tour Finals [best of the two results] between September 1, 2018 to June 14, 2020) will be nominated by Volleyball Canada to represent Canada at the Tokyo 2020 Olympic Games. The NF/NOC maximum of 2 berths to the Tokyo 2020 Olympics must be respected. d NORCECA Beach Volleyball Continental Cup Final Should Volleyball Canada not achieve two Tokyo 2020 Olympic berths through the FIVB Beach Volleyball Olympic Qualification Tournament, the 2019 FIVB Beach Volleyball World Championships and the 2020 FIVB Olympic Ranking, then Volleyball Canada will nominate the top two Canadian teams (Where both players on the team are eligible under 2. Athlete Eligibility above) to represent Volleyball Canada at the 2020 NORCECA (North and Central America and the Caribbean Zone) Beach Volleyball Continental Cup Final Tournament (June 22-28, 2020) using the following criteria applied in the order they are listed below (If teams are tied after criteria 1 then continue through the criteria in order until all the ties are broken): 1. The best four (4) FIVB World Tour (1-Star to 5-Star) performances (In terms of total FIVB Points earned in the four tournaments) between January 1, 2020 and June 14, The total FIVB Points earned on the FIVB World Tour (1-Star to 5-Star) between January 1, 2020 and June 14, The total points earned in the 2020 FIVB Olympic Ranking (The best 12 results as a team on the FIVB World Tour (1-Star to 5-Star), FIVB World Championships and recognized Continental Tour Finals [best of the two results] between September 1, 2018 to June 14, 2020). 4. Draw The 1 st place National Federation (Comprised of two teams) from the 2020 NORCECA Beach Volleyball Continental Cup Final shall earn one berth to the Tokyo 2020 Olympic Games. Players that have qualified through either the FIVB Beach Volleyball Olympic Qualification Tournament, the 2019 FIVB Beach Volleyball World Championships or the 2020 FIVB Olympic Ranking are not eligible to compete in the 2020 NORCECA Beach Volleyball Continental Cup Final Tournament. e. Volleyball Canada s 2020 Canadian Olympic Trials Should Volleyball Canada earn one berth for the Tokyo 2020 Olympic Games through the 2020 NORCECA Beach Volleyball Continental Cup Final Tournament then Volleyball Canada will hold a 2020 Canadian Olympic Trials on or before July 4, 2020 (Subject to FIVB approval) to determine which team will represent Canada at the Tokyo 2020 Olympic Games. The two teams that earned the Tokyo 2020 Olympic Games berth for Canada at the 2020 NORCECA Beach Volleyball Continental Cup Final Tournament are eligible to participate in the Volleyball Canada 2020 Canadian Olympic Trials. 3 The winner of the Volleyball Canada 2020 Canadian Olympic Trials will be nominated by Volleyball Canada to represent Canada at the Tokyo 2020 Olympic Games. The format for the Volleyball Canada 2020 Canadian Olympic Trials will be a single match. If the Volleyball Canada 2020 Canadian Olympic Trials can t be played due to force majeure (Weather etc.) then the top seeded team in the Volleyball Canada 2020 Canadian Olympic Trials (Using the criteria in 3.d.1-4) will be nominated by Volleyball Canada to represent Canada at the Tokyo 2020 Olympic Games. f. Support Staff Selection Volleyball Canada will assign the Volleyball Canada Beach National Team Head Coach and additional coaches (Including each team s personal team coach) and staff (Therapist, IST Lead etc.) in order to support the teams at the Tokyo 2020 Olympic Games. Pending the accreditation allocation from the COC, it is possible that not all selected support team will have full access to the field of play and/or Olympic Village. Below is the priority order of accreditation allocation: 1. Team Leader / Head Coach 2. Team coach of the highest ranked team on the FIVB World Ranking June 15, Team coach of the 2 nd highest ranked team on the FIVB World Ranking June 15, Team coach of the 3 rd highest ranked team on the FIVB World Ranking June 15, Team coach of the 4 th highest ranked team on the FIVB World Ranking June 15, Therapist 7. IST Lead / Strength & Conditioning Trainer All coaches must be in good standing with the Professional Coaching Program of the Coaching Association of Canada, either as a Chartered Professional Coach or as a Registered Coach. 5. Replacement Due to Injury If a team member is unable to participate at either: The 2020 NORCECA Beach Volleyball Continental Cup Final Tournament, or The Volleyball Canada 2020 Canadian Olympic Trials or The Tokyo 2020 Olympic Games due to injury or force majeure and needs to be replaced, the partner of the injured athlete may choose his/her replacement athlete provided the replacement player not otherwise selected to the Olympic team is eligible under 2. Athlete Eligibility above. All nominated athletes shall have their injury/health status assessed by the Volleyball Canada Beach National Team physician. In the event that an athlete is deemed injured (or ill) by the Volleyball Canada Beach National Team physician as a result of having completed this assessment, the Volleyball Canada Beach National Team physician shall decide if the athlete will be sufficiently recovered to be nominated to the Olympic Team. Injuries to athletes occurring after the nomination deadline will be dealt with similarly, and subject to the IOC Late Athlete Replacement Policy. All changes after nomination to the COC are subject to the approval of the COC Team Selection Committee. After July 6, 2020 all changes are also are subject to the IOC Late Athlete Replacement Policy. Page 3 of 4

Appeals If an athlete wishes to appeal a decision from Volleyball Canada s Internal Nomination Procedures for Beach Volleyball at the Tokyo 2020 Olympics, the appeal will be dealt with as outlined in the Volleyball Canada Appeals Policy, found on the Volleyball Canada website at the following link: 7. Unforeseen Circumstances / Changes to this Document In situations where unforeseen circumstances do not allow the Volleyball Canada Internal Nomination Procedures for Beach Volleyball at the Tokyo 2020 Olympics to be fairly and objectively applied, Volleyball Canada s Beach High Performance Director reserves the right to rule on an appropriate course of action. This clause shall not be used to justify changes after a competition or trials which formed part of these Internal Nomination Procedures unless it is related to an unforeseen circumstance. In the event of a change Volleyball Canada will inform all affected parties immediately. 8. Language Where there is a discrepancy between the French and the English versions of this document then the English version shall prevail. Page 4 of 4

Maximum Number of Athletes per NOC: Men Women Total Quota per NOC 4 (2 teams) 4 (2 teams) 8 (4 teams) 3. Type of Allocation of Quota Places: The quota place is allocated to the NOC. Each NOC must, upon recommendation of the respective National Federation, choose its athletes respecting the criteria set forth in section C. Athlete Eligibility. C. ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions). Only those athletes who comply with the Olympic Charter may participate in the Olympic Games Tokyo Age Requirements: The minimum age for a Beach Volleyball athlete is 14 years old, on the first day of the competition at the Olympic Games. All athletes participating in the Olympic Games Tokyo 2020 must therefore be born on/or before 26 July 2006.; Page 1/7

6 Anti-Doping Requirements: The FIVB will only allow the registration of clean athletes who have been tested during the qualification period starting 29 th June 2018 (TBC) and ending 29 th June 2020 (TBC) (the Qualification Period ). Additional IF Eligibility Criteria: To be eligible to participate in the Olympic Games Tokyo 2020, all athletes must comply with the requirements set out in Chapter 1 (Status of Players) of the FIVB Beach Volleyball Sport Regulations and Article 5 FIVB Volleyball Sports Regulations and with the rules of the FIVB as described below: 1. To be eligible to represent an NOC that has been allocated a quota place through the FIVB Beach Volleyball Olympic Qualification Tournament (name TBC), the 2019 FIVB Beach Volleyball Senior World Championships or the Olympic Ranking List of 15 th June 2020 (TBC), all athletes must have participated as an individual in a minimum of 12 of the following events: the FIVB Beach Volleyball Olympic Qualification Tournament; the 2019 FIVB Senior World Championships; FIVB World Tour 1*- 5* events; recognised Continental Tours Finals, scheduled from 1 st September 2018 (TBC) (Monday after the World Tour Finals of 2017/2018 season) until 14 th June 2020 (TBC). In the event that an NOC/NF has earned a quota place through the FIVB Beach Volleyball Olympic Qualification Tournament (name TBC), the 2019 FIVB Beach Volleyball Senior World Championships or the Olympic Ranking List of 15 th June 2020 (TBC), the NOC/NF must choose its athletes from its twelve (12) best eligible athletes according to the FIVB Ranking Points accumulated within the Qualification Period while participating in events listed in the previous paragraph. 2. To be eligible to represent an NOC that has been allocated a quota place through the Beach Volleyball Continental Cup Final or the Host Country Places, all athletes must have participated as an individual in a minimum of 12 of the following events: the FIVB Beach Volleyball Continental Cups (each phase counts as one event); Recognized Competitions: Continental Tours, National Tours, Zonal Tours; FIVB Competitions as defined in the FIVB Handbook, scheduled from 1 st June 2018 (TBC) until 28 th June 2020 (TBC). In the event that an NOC/NF has earned a quota place through the Continental Cup Final or the Host Country Places, the NOC/NF must choose its athletes from its twelve (12) best eligible athletes as per the FIVB Ranking Points accumulated within the Qualification Period while participating in events listed in the previous paragraph. Late Athlete Replacement Policy: The Late Athlete Replacement Policy will apply to athletes of NOCs which have already confirmed their respective quota place(s) and are part of the Final Entries list of participating athletes in the Tokyo 2020 Olympic Games. The purpose of the Late Athlete Replacement Policy is to allow for an athlete to be replaced by an athlete of the same NOC after the deadline for the Final Entries list of participating athletes in the Tokyo 2020 Olympic Games (start 7 July :00 Tokyo time [GMT+9] (TBC) until the conclusion of the Preliminary Inquiry of Beach Volleyball tournament at Tokyo 2020 Olympic Games. The grounds for replacement must either be based on an urgent medical conditions preventing the participation of the athlete to be replaced or based on exceptional circumstances, the existence of which are to be assessed on a case by case basis by the FIVB, the Organising Committee and the IOC Sports Department altogether. The replacing athlete must have participated as an individual in a minimum of 12 of the following events: the FIVB Beach Volleyball Continental Cups (each phase counts as one event); Recognized Competitions: Continental Tours, National Tours, Zonal Tours; FIVB Competitions, scheduled from 1 st June 2018 (TBC) until 28 th June 2020 (TBC) and have been placed on the NOC s Athlete Accreditation Long List by (date to be added) their respective NOC. In the event that the NOC is unable to field a replacement, the NOC automatically Page 2/7

7 forfeits the relevant quota place and the principles set out in section F. Reallocation of Unused Quota Places will apply. For the sake of clarity, section F. Reallocation of Unused Quota Places cannot apply once the Preliminary Inquiry is completed. The Organising Committee and the IOC Sports Department may impose additional requirements at all times, including the use of a specific form. D. QUALIFICATION PATHWAY Each NOC/NF will be able to qualify using the Olympic Ranking or by winning a qualification tournament (the FIVB Beach Volleyball Olympic Qualification Tournament name TBC; the 2019 FIVB Beach Volleyball Senior World Championships; FIVB Beach Volleyball Continental Cup Finals) held worldwide from 1 st June 2018 (TBC) to 28 th June 2020 (TBC). The Olympic Ranking is established based on the FIVB Ranking Points earned at the 12 best performances as a team in the 2019 FIVB Senior World Championships, FIVB World Tour 1*-5* events and recognised Continental Tour Finals (in case of multiple participation during the Qualification Period, only the best result will be considered) from 1 st September 2018 (TBC) (Monday after the World Tour Finals of 2017/2018 season) until 14 th June 2020 (TBC). An athlete can earn a maximum of one (1) quota place for his/her NOC/NF to Olympic Games Tokyo QUALIFICATION PLACES The qualification events are listed in chronological order of qualification. MEN / WOMEN Number of Quota Places Per Gender 2 teams (4 athletes) Qualification Event FIVB Beach Volleyball Olympic Qualification Tournament (name TBC) (Date TBC) The two (2) play-off winners of the FIVB Beach Volleyball Olympic Qualification Tournament (name TBC) will each earn one (1) quota place for their NOC/NF to the Olympic Games Tokyo FIVB Beach Volleyball Senior World Championships of (Date TBC) The 2019 FIVB Beach Volleyball World Champion team will earn one (1) quota place for its NOC/NF to the Olympic Games Tokyo 2020, respecting the maximum of two (2) quota places per NOC/NF. 1 team (2 athletes) An athlete can earn a maximum of one (1) quota place for his/her NOC/NF to the Olympic Games Tokyo In the event that the same athlete(s) who already earned the quota place for his/her NOC/NF through the FIVB Beach Volleyball Olympic Qualification Tournament (name TBC), the next highest ranked eligible team of the 2019 FIVB Beach Volleyball Senior World Championships final standing will earn one (1) quota place for its NOC/NF to the Olympic Games Tokyo In the event that two (2) teams are ranked with the same rank, the quota place will be allocated by a draw of lots held between the two (2) teams. 8 Olympic Ranking List of 15 th June 2020 (TBC) The 15 highest ranked teams on the Olympic Ranking (link to be added) as of 15 th June 2020 (TBC) will each earn one (1) quota place for their NOC/NF to the Olympic Games Tokyo 2020, respecting the maximum of two (2) quota places per NOC/NF. 15 teams (30 athletes) In the event of a tie in the established Olympic Ranking between two or more teams the following criteria will apply in the following order, to determine the team(s) earning a quota place for their NOC/NF: 1. The total FIVB Ranking Points accumulated as a team in the 2019 FIVB Senior World Championships, FIVB World Tour 1*-5* events and recognised Continental Tour Finals (in case of multiple participation during the Qualification Period, only the best result will be considered) from 1 st September 2018 (TBC) (Monday after the World Tour Finals of 2017/2018 season) to 14 th June 2020 (TBC); 2. The total number of events (the 2019 FIVB Senior World Championships, FIVB World Tour 1*-5* events and recognised Continental Tour Finals [in case of multiple participation during the Qualification Period, only the best result will be considered]) the team has participated in from 1 st September 2018 (TBC) (Monday after the World Tour Finals of 2017/2018 season) to 14 th June 2020 (TBC); 3. The highest FIVB Ranking Points obtained as a team in one single event (either the 2019 FIVB Senior World Championships, FIVB World Tour 1*-5* events and recognised Continental Tour Finals [in case of multiple participation during the Qualification Period, only the best result will be considered]) from 1 st September 2018 (TBC) (Monday after the World Tour Finals of 2017/2018 season) to 14 th June 2020 (TBC); if still tied, the 2 nd highest FIVB Ranking Points obtained as a team in one single event from 1 st September 2018 (TBC) (Monday after the World Tour Finals of 2017/2018 season) to 14 th June 2020 (TBC); if still tied, then 3 rd highest or 4 th highest, etc. until the tie is broken. In the event that the tie cannot be broken, the quota place will be allocated by a draw of lots held between the two (2) teams. An athlete can earn a maximum of one (1) quota place for his/her NOC/NF to Olympic Games Tokyo In the event that the same athlete(s) who already earned the quota place for his/her NOC/NF through the FIVB Beach Volleyball Olympic Qualification Tournament (name TBC) or through the 2019 FIVB Beach Volleyball Senior World Championships, the next highest ranked eligible team on the Olympic Ranking List of 15 th June 2020 (TBC) will earn one (1) quota place for its NOC/NF to the Olympic Games Tokyo 2020, respecting the maximum of two (2) quota places per NOC/NF. Beach Volleyball Continental Cup ( ) A Beach Volleyball Continental Cup will take place between 1 st June 2018 (TBC) and 28 th June 2020 (TBC), within each Confederation. 5 teams (10 athletes) The competition format will be as follows: 1 st phase, 2 nd phase and Final phase (i.e. Continental Cup Final to be held from 22 nd to 28 th June 2020 (TBC). The winning NFs moves on to the next phase. Each NOC/NF is represented by two (2) teams per gender at the Beach Volleyball Continental Cup. The highest placed NOC/NF of each Beach Volleyball Continental Cup will earn one (1) quota place, respecting the maximum of two (2) quota places per NOC/NF. Page 4/7

9 NOCs/NFs which have already obtained two (2) quota places as per the FIVB Beach Volleyball Olympic Qualification Tournament (name TBC), the 2019 FIVB Beach Volleyball Senior World Championships or the Olympic Ranking List of 15 th June 2020 (TBC) will not compete in the Final phase (i.e. Continental Cup Final). They will be replaced by the next eligible NOC/NF in the 2nd phase. An athlete having already earned one (1) quota place for its NOC/NF through the FIVB Beach Volleyball Olympic Qualification Tournament (name TBC), the 2019 FIVB Beach Volleyball Senior World Championships or the Olympic Ranking List established on 15 th June 2020 (TBC) will not be eligible to compete in the Final phase (i.e. Continental Cup Final). National Olympic Trials: NOCs/NFs having obtained quota places for the Olympic Games Tokyo 2020 may organize National Olympic Trials to determine their representing team(s). Athletes selected through the National Olympic Trials must comply with the eligibility requirements as specified in section C. Athlete Eligibility. NOC/NF organising National Olympic Trials shall inform the date/location/format of such trials no later than 5 working days prior to the start of such tournament to the FIVB. HOST COUNTRY PLACES The Host Country is guaranteed: - One team (1) quota places per gender (i.e. two (2) athletes per gender); - The right to participate in all qualification events to earn a second quota place per gender. Athletes selected to represent the Host Country must meet the criteria set forth in section C. Athlete Eligibility. E. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUALIFICATION PLACES Following each qualification event, FIVB will publish the results on its website and inform the respective NOC of their allocated quota places. The NFs shall be copied in all communications to their respective NOC. The NOCs will then have two (2) weeks and exceptionally four (4) days after the last qualifying event (22 nd to 28 th June 2020 (TBC) to confirm if they wish to use these quota places, as detailed in section G. Qualification Timeline. CONFIRMATION OF HOST COUNTRY PLACES The Host NOC has to confirm the use of the allocated Host Country Places (in compliance with eligibility requirements) to FIVB by 15 th June 2020 (TBC). Page 5/7

REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated as follows: - If the quota place(s) is obtained through FIVB Beach Volleyball Olympic Qualification Tournament (name TBC), the quota place will be reallocated to the NOC of the next highest ranked eligible team on the Olympic Ranking List of 15 th June 2020 (TBC), whose NOC has not yet obtained the maximum of two (2) quota places per NOC/NF. - If the quota place(s) is obtained through the 2019 FIVB Beach Volleyball Senior World Championships, the quota place will be reallocated to the NOC of the next highest ranked eligible team on the Olympic Ranking List of 15 th June 2020 (TBC), whose NOC has not yet obtained the maximum of two (2) quota places per NOC/NF. - If the quota place(s) is obtained through the Olympic Ranking List of 15 th June 2020 (TBC), the quota place will be reallocated to the NOC of the next highest ranked eligible team on the Olympic Ranking List of 15 th June 2020 (TBC), whose NOC has not yet obtained the maximum of two (2) quota places per NOC/NF. - If the quota place(s) is obtained through the Beach Volleyball Continental Cup Finals, the quota place will be reallocated to the next highest placed NOC/NF of the respective Beach Volleyball Continental Cup Final, whose NOC has not yet obtained the maximum of two (2) quota places per NOC/NF. REALLOCATION OF UNUSED HOST COUNTRY PLACES Should the Host Country decide not to participate, the unused Host Country Place will be reallocated to the NOC of the next highest ranked eligible team of the same gender on the Olympic Ranking List of 15 th June 2020 (TBC), whose NOC has not yet obtained the maximum of two (2) quota places per NOC/NF. Should the Host Country acquire two quota places through the FIVB Beach Volleyball Qualification Tournament, the 2019 FIVB Beach Volleyball Senior World Championship and/or the Olympic Ranking List of 15 th June 2020 (TBC), the unused quota place will be reallocated to the NOC of the next highest ranked eligible team of the same gender on the Olympic Ranking List of 15 th June 2020 (TBC), whose NOC has not yet obtained the maximum of two (2) quota places per NOC/NF.
