3 OUR MISSION Anti-Doping Norway was established in 2003 to ensure that doping controls and prosecution activities are organized independently from The Norwegian Olympic and Paralympic Committee and Confederation of Sports (NOC) and the Norwegian government. In the Strategic Plan for we have stated our vision: Clean Sport. Equal Opportunities. From this vision, we have outlined six values that shall characterize our efforts to ensure further progress in the anti-doping work: See possibilities Create commitment Pursue knowledge Be reliable Show results Share challenges

4 TESTING, INVESTIGATIONS AND LEGAL IN 2017, ANTI-DOPING NORWAY collected 3081 samples as part of the national doping control program. 40 percent were gathered from top elite athletes and approximately 30 percent from national level athletes. Out of these samples, 2122 were urine, 216 were blood and the remaining 743 blood for the Athlete Biological Passport program. Tests were performed in 42 of the 54 federations in the NOC. In addition to the samples collected as part of our national doping control program, we collected 1933 samples on behalf of other organizations. In 2017 Antidoping Norway s independent Prosecution Committee filed 18 petitions of possible anti-doping rule violations. In total there were 14 convictions. The Nordic Athlete Passport Management Unit (NAPMU) was established in 2013, and is a service provider for anti-doping organizations in Turkey, Netherlands, Estonia, Kenya and several international federations. In 2017 the unit analyzed an average of 375 athlete profiles a week. 4

6 PREVENTION IN OUR STRATEGIC PLAN we pledge that We shall be a driving force of the preventive anti-doping program in sports. This is highly reflected in the numbers describing 2017, with an all-time high use of our preventive tools. Anti-Doping Norway offers preventive programs targeting federations, clubs and athletes. Clean Federation is a concept that challenges federations to develop an anti-doping policy and a plan of action. In out of 54 federations fulfilled the pre-defined criteria and received their certificate. Further, 249 clubs joined our Clean Club program and made their own anti-doping policy, and more than completed our 30-minute e-learning program Real Winner. Real Winner consists of seven modules and provides basic anti-doping knowledge. In 2017 we held 238 lectures for more than spectators. During the year we upgraded both the content and the layouts of our presentations, and we also started performing user surveys to provide both the lecturers and the organization with valuable feedback. 6

8 INTERNATIONAL RELATIONS NORWAY PARTICIPATES ACTIVELY in the international fight against doping in sport both at a governmental and non-governmental level. We believe that collaboration across borders is a crucial aspect for strengthening the global fight against doping. Anti-Doping Norway is a driving force in the international fight against doping in sport, and in 2017 we influenced the global anti-doping work on many different areas and arenas. CEO Anders Solheim chaired the Monitoring Group that supervises The Council of Europe s Anti-Doping Convention. Solheim is also a member of UEFA s anti-doping panel. ADNO assisted Minister of Culture Linda Hofstad Helleland in her role as Vice President of WADA. Rune Andersen is chairman of IAAF s Taskforce overseeing Russia s efforts to be reinstated into international athletics. Andersen is also Chair of CADF Foundation Board. In 2017 ADNO had bilateral agreements with Turkey, Kenya and China, with the aim of developing anti-doping programs in compliance with the Code. 8

10 PUBLIC HEALTH IN 2017 ANTI-DOPING NORWAY and The Ministry of Health and Care Services hosted an international conference on doping and public health in Oslo. 230 persons from 40 nations participated, and several high-profile lecturers presented and discussed a long range of topics related to doping in a public health perspective. The conference was also supported by WADA, The Ministry of Culture, The National Police Directorate and The Norwegian Directorate of Health. Anti-Doping Norway held more than 350 lectures in We address students, dependents, teachers, health professionals, police, prison workers and several other groups. However, the primary audience of our preventive measures are youth aged Communicating with this group, we speak less about the specific substances that are used and rather focus on social media, group pressure, consequences of doping, dietary supplements and clean exercise. We have a comprehensive toolkit with preventive measures for different target groups, and last year 59 fitness centers signed agreements with Anti-Doping Norway, making the total an impressing 514. We also signed project collaborations with several national counties municipalities, aiming to strengthen the work against doping in local communities. 10
