4 4 Technical Handbook Introduction ANOC The Association of National Olympic Committees (ANOC) was established in June 979 during the Constitutive General Assembly in San Juan, Puerto Rico. ANOC now represents the interests of 06 National Olympic Committees (NOCs) across the five Olympic continents. ANOC is administered from its headquarters in the Olympic Capital, Lausanne, where it has been based since June 00. ANOC President Sheikh Ahmad Al-Fahad Al-Sabah was elected in April 0. His stated objective was and remains to reform, modernise and professionalise the organisation in order to better serve the needs of the world s NOCs. Under Sheikh Ahmad s leadership, ANOC strives to protect and promote the collective interests of the NOCs, delivering consistent, dedicated support and advocating on their behalf within the Olympic Family. ANOC also aims to strengthen the relationships between the NOCs and the Olympic Family for the benefit of the entire Olympic Movement. The ANOC World Beach Games in San Diego The ANOC World Beach Games were conceived by ANOC President Sheikh Ahmad. In his capacity as OCA President, Sheikh Ahmad had already overseen the success of the Asian Beach Games and his vision was to develop a World Beach Games that would attract new audiences and provide a platform for NOCs to engage with millions of young people around the world. The ANOC Events Working Group, established in December 03 and chaired originally by the ANOC President, was tasked with developing the concept for the Games. The Working Group was supported by international experts and collaborated with the IOC, International Federations and other Olympic stakeholders to ensure the Games would be sustainable and bring widespread benefits to the Olympic Movement. Timothy Fok is the current chair of the ANOC Events Working Group. The ANOC World Beach Games will deliver elite sport that excites: a dynamic beach, action and water sports programme featuring prominent, world-class athletes brought together in one truly global festival for the very first time. The event will be built on a new, sustainable multisports model, with 00% temporary venues operating in harmony with the world s most captivating beach locations.. Ultimately, the ANOC World Beach Games aims to be the pinnacle of global excellence in beach, action and water sports, connecting new disciplines and new stars to a new generation of fans.

5 5 The inaugural ANOC World Beach Games: San Diego 09 The inaugural edition of the ANOC World Beach Games will take place on Mission Beach in the city of San Diego, California, from 0-4 October 09. At the ANOC General Assembly in Washington in 05, San Diego was unanimously approved as the host city of the first ever edition of the ANOC World Beach Games which was set for 07. After extensive dialogue with NOCs and IFs, the ANOC Executive Council decided to move the inaugural edition of the Games to 09 to ensure that NOCs and IFs had the optimum time to prepare their athletes for the event. The will feature approximately,360 athletes from every Olympic continent. The sports programme comprises 5 fresh and dynamic sports with 7 disciplines in total: Triathlon Aquathlon Basketball 3X3 Cycling BMX Sports Climbing Bouldering Handball Beach Handball Karate Individual Kata Sailing Kitefoil Racing Skateboarding Park Football - Beach Soccer Surfing Shortboard & Longboard Swimming Open Water 5km Tennis Beach Tennis Beach Volleyball 4x4 Waterskiing Waterski Jump & Wakeboard Wrestling Beach Wrestling The will take place at a single, integrated competition site at Mission Beach located approximately 4km from downtown San Diego, on Southern California s beautiful Pacific coast. All competition venues will be temporary, with no permanent Games footprint. NOCs and their teams will be housed in hotel accommodation approximately 8.5km from the competition site. The Games is expected to attract approximately 40,000 fans each day, with world-class sports competition staged alongside an international music, culture and entertainment festival. The event will also be broadcast live around the world via digital and traditional broadcast channels. Participants will be able to enjoy the attractions that make San Diego one of the world s top tourist destinations, from the stunning natural beauty of the Southern California coastline to renowned destinations like Sea World, the Gas Lamp District and San Diego Zoo. The 09 ANOC General Assembly will take place in San Diego immediately prior to the ANOC World Beach Games from 8-0 October.

6 6 Technical Handbook Practical Information To help you prepare your teams for the ANOC World Beach Games San Diego 09 on 0-4 October 09, ANOC has put together the following practical information. Sports/events The sports and events on the programme have now been finalised in cooperation with the International Federations (IFs) and the Local Organising Committee in San Diego. You will find in this document the full programme as well as the maximum number of athletes per event. For the number of NOC officials, each NOC will be permitted to bring around 50% of their total athlete quota, in line with the IOC rules. In this document you will also find all the individual qualification criteria for each event by sport. Final entry deadline The final deadline for entries for all sports will be 5 July 09. The registration will be handled by the NOCs in close cooperation with the IFs and sent to the AWBG team at the ANOC office in Lausanne. The accreditation cards will then be produced by the ANOC office. Finances/support Air fares (economy class) as well as hotel rooms (double occupancy) with three meals per day will be covered by the Local Organising Committee for athletes and officials. The air tickets will be booked through the AWBG team in Lausanne. The teams have to arrive and depart from the San Diego or Tijuana airports as no transportation will be organised from the airport in Los Angeles.

7 7 Accommodation/village Chef de Mission meeting The teams will be accommodated at three hotels in the Hotel Circle about 5 minutes from Mission Beach. A Chef de Mission meeting will be organized on 7-0 April 09, for the NOCs that have qualified athletes and the NOCs who will potentially qualify athletes. In the cases where NOCs will potentially qualify athletes, special consultation will take place between the NOC/ANOC/IF. Transportation Shuttle busses to and from the airport in San Diego or Tijuana and to and from Mission Beach each day will be organised by the Local Organising Committee. Medical A medical office will be located in the Village and in the competition area as well as in the hotel for NOC/IFs. The ANOC medical team, together with the Chief medical doctor of the Local Organising Committee, will be responsible for all medical service as well as doping tests. Team clothing The NOCs should provide their teams with clothing suitable for beach sports. The IOC s rule 40 applies to the ANOC World Beach Games. Venues All competitions will take place at temporary venues on or close to the famous Mission Beach in San Diego. Accommodation for NOC/IF Presidents and Secretary Generals CAS The ANOC General Assembly and other ANOC meetings will take place on the days before the opening of the ANOC World Beach Games according to the programme, which you can find enclosed. Accommodation will be provided in the Grand Manchester Hyatt Hotel in San Diego during the ANOC meetings and during the first days of the competitions for all NOCs/IFs. Type of Allocation of Quota Places: The quota place is allocated to the NOC. ATHLETE ELIGIBILITY.. All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 4 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions) Additional IF Requirements: To be eligible to participate in the ANOC World Beach Games San Diego 09, all athletes must be on the ITU Aquathlon Ranking for the Qualification Places and Host Country Places The criteria/points system of the ITU Aquathlon Ranking as well as the qualification criteria for all the events counting towards the ranking can be found on the official website of International Triathlon Union, QUALIFICATION PATHWAY The 4 highest ranked athletes, on the ITU Aquathlon Ranking as of 5 July 09 will be allocated one () quota place for their NOC, respecting the maximum quota allocation per NOC per event. HOST COUNTRY PLACES The Host Country is guaranteed two () quota places per gender provided that they comply with the eligibility criteria outlined above If there are less than two () eligible athletes in any of the genders, those unused quota places will be added through the ITU Aquathlon Ranking.

15 5 INVITATION PLACES Four (4) quota places per gender will be allocated to the invitation and they are made available to NOCs at the. On 0 June 09, the ITU will propose to ANOC to invite eligible NOCs. The deadline for NOCs to accept the invitation is 4 June 09. The Invitation Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period for the concerned sport. If the Invitation Commission is not able to allocate an Invitation Place, it will be reallocated to the next best ranked NOC, according to the ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC specified above. CONFIRMATION PROCESS FOR QUOTA PLACES Following the last event of the qualification period, ITU will publish the results on its website ( ITU will inform the respective NOCs of their allocated quota places within seven (7) days of the end of the qualification period. The NOCs will then have two () weeks to confirm if they wish to use these quota places. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated as follows: Unused quota place from the ITU Aquathlon Ranking will be reallocated to the next best ranked NOC, according to ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC. REALLOCATION OF UNUSED HOST COUNTRY PLACES Any unused Host Country Place will be reallocated to the next best ranked NOC, according to the ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC. REALLOCATION OF UNUSED INVITATION PLACES Unused Invitation Place(s) will be reallocated to the next best ranked NOC, according to the ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC. MIXED RELAY QUALIFICATION All NOCs, which are represented by minimum one () woman and one () man athlete are eligible to enter one () team for the Mixed Relay competition. All NOCs, which are represented by minimum two () women and two () men athletes are eligible to enter two () teams for the Mixed Relay competition. ATHLETE ELIGIBILITY Age To be eligible to participate in the ANOC World Beach Games, athletes must be of the U3 age category and must have been born between January 996 and 3 December 003. At least two () of the four (4) athletes per team have to turn 9 years or older in 09. Nationality Athletes Must hold the legal nationality of the country that they represent before January 08; and Must present a passport of that country issued by the competent authorities before the end of the registration period; and Subject to Special Cases regulated in Art 6-7 of the FIBA Internal Regulations, may not have previously played for the national team (basketball or 3x3) of another country in an Official Competition of FIBA (see Art. - of the FIBA Internal Regulations) Additional IF Requirements: Athletes must be registered in play.fiba3x3.com with a confirmed FIBA 3x3 Profile Belong to a National Federation of FIBA that organised a minimum of three (3) events of FIBA 3x3 Competitions in their territory in the twelve () months prior to November 08 and hold a valid 3x3 e-learning certification on November 08. QUALIFICATION PATHWAY 4 Men ( team) & 4 Women ( team) The host country shall obtain one () quota place per gender for their NOC. 60 Men (5 teams) & 60 Women (5 teams) Top four (4) countries per gender from Africa, Americas, Europe and Asia-Pacific) on November 08 shall obtain one () quota place for that gender for their NOC with the caveat below. The region to which the host country belongs shall get only three (3) quota places per gender for their NOC in addition to the host country.

17 7 HOST COUNTRY PLACES The host country will automatically qualify one () team and one () female team, on the condition that the athletes meet the eligibility requirements described under the section Athlete Eligibility. CONFIRMATION PROCESS FOR QUOTA PLACES FIBA will publish the FIBA 3x3 National Federation Ranking on November 08 and will inform the San Diego 09 Organising Committee of the allocated quota places. The NOCs will then have until 30 November 08, to confirm if they wish to use these quota places, as detailed in the section Qualification Timeline. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next best-ranked team from an NOC not yet qualified according to the section Qualification Pathway. REALLOCATION OF UNUSED HOST COUNTRY PLACES Any unused host country places will be reallocated in the same gender to the next best-ranked NOC not yet qualified according to the section Qualification Pathway. QUOTA PER NOC WO 4 ATHLETE ELIGIBILITY To be eligible to participate in the ANOC World Beach Games San Diego 09, athletes must: Hold a valid IFSC license Not have been banned from participating in any IFSC competition for whatever reason the ANOC World Beach Games year QUALIFICATION PATHWAY /WO Please note that, in case an athlete is obtaining results giving him/her several times the right to be qualified (i.e.: World Champion AND Continental Champion), the best international quota shall be counted first (World Champion title being the highest of them) then continental quota. In such case, the next ranked climber at the unused event benefits for the quota. Regarding the World Championships, the IFSC will confirm to the NOCs within seven (7) days) after the completion of the event the quota places they have achieved. After the end of Bouldering season (or by 5 June 09, even if Bouldering EC scheduled after this date), IFSC will confirm to the NOCs the quota places they have achieved at the World Championships + World Cup Ranking + Continental Events (if any). The NOCs will then have limited time to confirm to IFSC and the San Diego 09 Organising Committee if they wish to use these quota places. The deadline which will apply for the confirmation of NOC quotas will be communicated with an official letter send to NOCs. Please note a strict deadline will apply, probably around 0 days after the NOC receives the letter. The host country quota place is to be confirmed to the IFSC and the San Diego 09 Organising Committee with the same deadline. The qualification system is based on a hierarchical order; the importance of the events is specified as following: Bouldering World Championships 08 Bouldering World Cup Ranking 09 Continental Events (or World Cup Ranking 09) Host Country quota place REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED If a quota place allocated is not confirmed by the NOC within the confirmation date, the place will be reallocated to the next best-ranked athletes not yet qualified at the respective event where the quota place was obtained. A stricter deadline will be applied for the confirmation of reallocated athletes. The deadline will be communicated with an official letter sent to NOCs. All reallocated quota place need to be confirmed to the IFSC and the San Diego 09 Organising Committee at least fifteen (5) days before the entries closing date by the NOC. REALLOCATION OF UNUSED HOST COUNTRY PLACES The host country quota is to be reallocated based on the World Cup Bouldering ranking to the World QUALIFICATION TIMELINE DATE MILESTONE 5 July 09 Closing Entry Date Cup Bouldering ranking.

Continental Championships 09 The six Continental Champions from the 09 Continental Championships will qualify to the ANOC World Beach Games San Diego 09. HOST COUNTRY PLACES The host country of the ANOC World Beach Games San Diego 09 (United States of America) is automatically qualified in both men s and women s competition. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED In case a Continental Champion is already qualified to the ANOC World Beach Games through the Men s and Women s Beach Handball World Championships in Kazan, the slot will be awarded to the best not qualified team from the respective Continental Championships. In case a Continental Confederation does not organize Continental Championships the slot will be awarded to the best ranked not qualified team from the 08 Men s And Women s Beach Handball World Championships taking place in Kazan.

WKF will confirm in writing to NOCs on June 09 the quota places they have achieved. The NOCs will then have two () weeks until 6 June 09, to confirm WKF and ANOC if they wish to use these quota places, as detailed in the section Qualification timeline. Athletes selected to represent the Host Country must meet the criteria set forth in the section Athlete Eligibility. CONFIRMATION PROCESS FOR QUOTA PLACES Following each qualification event, ANOC World Beach Games San Diego 09 will publish the results on its website. By 5 July 09, the FIVB will notify the respective NOC/NF of their allocated quota place. The NOCs must confirm within five (5) days in writing to the FIVB if they wish to use these quota places, as detailed in the paragraph Qualification Timeline. If a confirmation is not provided by the deadline, the quota place obtained will be reallocated as per the procedure indicated in the section Reallocation of Unused Qualification Places. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next best ranked NOC/NF of the relevant Continental Confederation, not yet qualified, as per the FIVB Beach Volleyball World Ranking as of 30 of June 09. If a quota place is not used through the ANOC World Beach Games San Diego 09 /FIVB/ANOC Invitation Process (Wild Card), the quota place will be reallocated to the next best ranked NOC/NF, not yet qualified, as per the FIVB Beach Volleyball World Ranking as of 30 of June 09. 40 40 Technical Handbook ATHLETE ELIGIBILITY QUALIFICATION PATHWAY WAKEBOARD. Athletes selected from countries with the best overall team results at the 07 IWWF World Wakeboard Championships. Current IWWF World, IWWF Confederation and National Champions will have preference over other athletes. WATERSKI The top four (4) ranked men/women are automatically selected and then the next eight (8) athletes are selected using the last approved World Rankings List. The top athletes would not be considered in the one per country restriction but their countries would be considered. For example, if the top four (4) athletes were from France, the USA, Canada and France, then skiers from France, the USA and Canada have been selected but there would be two () skiers from France allowed. Once the top 0 are selected, the th and th would either be the next athlete on the list or a substitute to provide Confederation representation. If athletes decline to participate, a substitution is required. The method used is: If an athlete declines then he/she can be replaced by an athlete from the same country as long as that athlete is rated higher than the lowest ranked athlete in the event, with the exception that the lowest ranked athlete does not include athletes selected as substitutes for Confederation representation If that is not the case, then the next athlete on the original list is selected INVITATION HOST COUNTRY PLACES PLACES Two () Invitation places per discipline (one () man and one () woman). For all the beach wrestling competitions that are part of the qualification system for the ANOC World Beach Games San Diego 09, the NOCs may enter a maximum of three (3) wrestlers per weight category in each style. /WO 64 places Beach Wrestling World Series Ranking The eight (8) best ranked NOCs of the Beach Wrestling World Series Ranking per category at the 30 April 09. HOST COUNTRY PLACES If the Host Country has not qualified any quota place through the qualification phase, it is guaranteed eight (8) quota places that it will be able to use across Men s and Women s Beach Wrestling and respecting the maximum quota of one () athlete per NOC per event.

42 4 Technical Handbook INVITATION PLACES UNIVERSALITY PLACES Eight (8) Universality Places will be made available to the eligible NOCs at the ANOC World Beach Games San Diego 09. The deadline for NOCs to submit their requests is date TBC. ANOC and UWW will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF On May, UWW will publish the results on its website and inform the respective NOCs of their allocated quota places. The NOCs will then have two () weeks to confirm if they wish to use these quota places. CONFIRMATION OF HOST COUNTRY PLACES The Host NOC has to confirm the use of the allocated quota places to UWW by the 9 May 09. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated in the same weight category to the NOC of the next best ranked athlete, not yet qualified, and respecting the maximum quota of one () athlete per NOC per event. If a weight category counts less than eight (8) athletes and the quota place has to be reallocated, it will be reallocated to the Universality. REALLOCATION OF UNUSED HOST COUNTRY PLACES Any unused Host Country Place will be reallocated to the next best ranked NOC, according to the UWW Ranking, respecting the maximum number of athletes per NOC. REALLOCATION OF UNUSED INVITATION PLACES For each place obtained by the Host Country through the qualification phase or not used by the Host Country, the corresponding number of Host Country places will be reallocated to the Universality Places. The number of Host Country places reallocated may not be higher than eight (8). REALLOCATION OF UNUSED UNIVERSALITY PLACES UWW will, in collaboration with ANOC, allocate the unused places to the best ranked NOCs that requested a quota and that have participated in Beach Wrestling World Series Events (one place per country for all categories in principle).
