Jan Waddell Reporter/Circulation..Camilla Morrison Editorial Don t let opportunities go to waste By Camilla Morrison Time flies when you re having fun is the saying that comes to mind when I reflect upon my 16 years of growing up on Kwaj. When I came back to Kwaj for my second tour, I decided on the first day of school that I wasn t going to waste a minute. It feels like that day was just yesterday, because I ve been having such a wonderful time. Now, two months after graduation, the fact that I am leaving the place I know as home is finally sinking in. Even though I get asked the same questions on the road, at Surfway, or at the post office, it only became real just recently. Although I will be extremely miserable when I leave everything I ve ever known, I also know that I m ready to tackle what is coming, and I am satisfied with my time on Kwaj. I m ready to walk away knowing that I ve done my best and I gave it my all. However, I didn t do it all by myself. There are so many people to thank for everything on Kwaj, but it would take up 20 entire Hourglasses. I d like to thank the entire island community, especially those who made my life better by doing everything from getting to know me, or just saying hi on the road. I d like to thank the Kwajalein Hospital for keeping me alive all these years. I especially thank Dr. Lindborg for delivering my sister, and Dr. Horner Buckminster and Friends for giving me a chance. Everyone who has ever worked at the post office deserves a big Thank you! for bringing me the world through boxes. Lastly, I need to thank the entire Kwajalein School staff, especially Mrs. DeLong, Pam Duffy, Mr. Fullerton, Mrs. O, Mr. Barbella, Mr and Mrs. Shields, Mr. Howell, Mr. and Mrs. Ammann, Mista Nelson, and the incredible Miss B. This Saturday evening I will be gone. I will end with some special advice to those sevies, and the Now, two months after graduation, the fact that I am leaving the place I know as home is finally sinking in. seniors. We are trying to instill a culture of engagement so that everyone at all levels tells the Army story the same way, said Patti Benner, STRATCOM director. Benner s department works to develop long-term themes and messages, and how to deliver them over time periods that range from months to five years. OCPA focuses more on getting information out according to daily and weekly news cycles, McCouch said. How messages are delivered by OSC falls to its outreach program, headed by Kay Stephenson. The program is tasked with building and strengthening relationships with national security decision makers or those with influence; the private sector and not-for-profit organizations; and academic institutions and communities. Anyone who gets the Army message, understands it, supports it and passes it along, in essence becomes a partner with the Army, Benner and Stephenson said. We are arming our Army ambassadors, Benner said. As technology continues to drive everyday life, the Internet proves to be a reliable tool for giving Soldiers, their families and friends, and the general public anything they could possibly want or need to know about the Army, where it s heading and how it plans on getting there, said LTC Mark Wiggins, director of the Army s Web page and senior leaders page, accessible to select personnel through Army Knowledge Online. Whatever has been released to the public, it s on the Web site, Wiggins said. It s the place all of our audiences come to read about the Army. This is a nation at war, so the main stories and photos will reflect that, Wiggins said. The lead photo will have a Soldier in it. Every effort is made to portray the joint effort of the war. We pay close attention to thirdparty evaluations and we are routinely ranked in the top 1,000 Web sites in the world, Wiggins said. When you have a global audience, you can t help but be strategic.

4 Angie Sinnott Angie holds a BA in TESOL (teaching English, Spanish and other languages) and is currently finishing her master s at UNI as well. She will teach grades 4-12 in ESL. She has been teaching for 10 years, most recently at Dowling Catholic High School in Des Moines, Iowa, and also at schools in Mason City, Iowa. She said Kwaj is the coolest place I ve ever seen. She wants to experience island life and get to know the Marshallese people. Kent Fielding Kent holds a BA in English from the University of Kentucky, a MFA in writing from the University of Alaska, Fairbanks and a MAT in teaching from the University of Alaska S.E., Juneau. He has been teaching at schools in Alaska and Kentucky. He has been teaching for five years. He has taught English and writing and coached crosscountry, track, drama and debate. He wants to work hard at his classes and learn about the area and the people. Maureen Irwin Maureen holds a master s in Special Education from Augustana College in Sioux Falls, S.D. and a BS from the University of Nebraska at Omaha. She has been teaching in the Omaha public school system. She said Kwaj is Overwhelming now, but I m sure I m going to love it. She will teach Special Education in both the elementary school and high school. She wants to do the best job I can as a teacher and enjoy everything Kwaj has to offer. Paige Singleton Paige holds a BA in History, Political Science and Education from Samford University in Birmingham, Ala. She also has a math certification from the University of Alabama, Birmingham. She has been teaching for 12 years, most recently at Viroqua High School in Viroqua, Wisc. She said Kwaj is a wonderful place with wonderful people. She wants to learn to scuba dive, travel and teach math to the best of her ability. Jamie Bowers Jamie holds a BA in Psychology from Whitworth College in Spokane, Wash. and a MS in Counseling from Mankato State University in Mankato, Minn. He has been teaching for nine years, most recently at Lahore American School in Pakistan. His goal while on Kwaj is to scuba dive at Bikini Atoll. He said, [Kwaj] is very friendly and organized. Alison Bowers Alison holds a BA in English Literature from Whitworth College in Spokane, Wash. She also has an MA in Teaching English from Mankato State University in Mankato, Minn. She has been teaching for nine years, most recently at Lahore American School in Pakistan. She said, [Kwaj] is beautiful and welcoming. Her goal while on Kwaj is to scuba dive and deep sea fish. 4

5 Ona Moore Ona holds a BA in Recreation and Leisure studies from Washington State University and a Master of Education degree from Eastern Oregon University. She has been teaching for three years, most recently at Garapan Elementary School in Saipan, CNMI. She will teach grades K-3. She really likes Kwaj and said The people are very friendly and the weather is great. She would like to learn the Marshallese language. Dianne Ramer Dianne holds a BS from Portland State University in Portland, Ore. She is working on her Master in Library Science from Texas Women s University. She has been teaching for two years, most recently at Pryor Elementary School on the Crow Indian Reservation in Pryor, Mont. She thinks Kwaj is a great place. Her goals are to have fun, relax and enjoy the students and the community. Julia Sektnan Julia holds a degree in Human Development and Family Science with options in Early Childhood Education and Human Services. She has been teaching for one year, most recently at Presbyterian Church of Curvallis preschool. She loves Kwaj. Her goal is to grow as a person and be a great teacher. Greg Moore Greg holds a BS in Liberal Studies and a Master of Teacher Education from Eastern Oregon University. He has been teaching for two years, most recently at Garapan Elementary School in Saipan, CNMI. He will teach grade 6. He said [Kwaj] is great. The people are really friendly and I enjoy island living. 6 Kwajalein saw unusual weather in July Kris White and Tom Wright Special to the Hourglass Weather conditions here in Kwajalein Atoll have been anything but normal lately. We ve experienced above normal temperatures every month this year and below normal precipitation for all months except February of this year. July has passed with an unusually large number of thunderstorms and the coolest temperature we ve seen in more than two years. Despite the thunderstorms and one unusually cool morning, July temperatures still averaged above normal while precipitation averaged below normal. July 2004 was the ninth driest July since records began in Precipitation for the month totaled 7.20 inches. Normal precipitation for the month is inches, so we were 3.04 inches below normal. The rainiest July occurred in 2002 when the weather station received inches during the early stages of the El Niño. The driest July occurred in 1984 when we received only 3.53 inches of precipitation. The rainiest day was the 21st when the weather station recorded 1.43 inches, most of it falling during the early morning hours. More interesting, perhaps, were the abundance of thunderstorms that occurred in July. During a normal July, Kwajalein will experience thunderstorms on about one or two days. However, we experienced thunderstorms on five separate days during the past month. In fact, on one of those days, the 21st, we saw five separate thunderstorms, all of them occurring between midnight and 8 a.m. As noted above, this was also the rainiest day of the month. The month of July also continued with this year s tradition of above normal temperatures. It wasn t warm enough to be a record breaker like the months of January 6 and February. Nevertheless, it was warm enough to rank as the seventh warmest July on record. The average temperature for the month was 83.2 F, which is 1.1 F above normal. The highest monthly average temperature for July is 83.7 F, which occurred in 1952, and the lowest is 80.7 F, which occurred in The high temperature for the month was 89 F, which occurred on 12 separate days. The low temperature for the month, at 73 F, occurred during a heavy thundershower that developed across the island early on the morning of the 24th. This was the coolest temperature we have experienced on Kwajalein since March 29, 2002, when a low of 73 F was also reached. The records for the month are 94 F and 70 F, which occurred in 1953 and 1954, respectively. In addition to the warm air temperatures, anomalously warm water temperatures have developed across the central Pacific during the past few months. For example, the water temperature in the vicinity of the Kwajalein Atoll, as recorded from a nearby Tropical Atmosphere Ocean buoy, averaged 1.2 F above normal for July. On Aug. 5, scientists from the Climate Prediction Center and the National Centers for Environmental Prediction in Camp Springs, Maryland, announced that water temperatures across portions of the tropical Pacific have been more than 0.5 C above normal during the past two months. They proceeded to state that if the trend continues through August, El Niño conditions technically will have begun. El Niño is defined as a three-month average water temperature anomaly of +0.5 C over portions of the central and eastern Pacific. The scientists indicated that computer models suggest El Niño conditions will continue to develop and strengthen over the next several months. But, there is uncertainty regarding the strength the developing El Niño is likely to attain. So, what does this mean for the Kwajalein Atoll? During several prominent El Niños of the past, , , and , Kwajalein experienced above normal precipitation in the early stages of the El Niño, followed by a prolonged period of abnormally dry weather. However, no two El Niños are exactly alike, so, this pattern of rainfall does not always hold true. Kwajalein experienced above normal precipitation, for example, during most of the moderate El Niño event of So, there are always other factors that play into the amount of precipitation we receive during one of these events. The degree of predictability for rainfall at Kwajalein will likely depend on the strength of the ensuing El Niño and so far, there is no significantly reliable means of predicting that. So, we re just going to have to wait and see what develops.

12 Strategic communications leverage Army story By SPC Lorie Jewell Army News Service Editor s note: This is a series of articles on the 17 Army focus areas. WASHINGTON A Soldier tucks a plastic card displaying the Soldier s Creed and the Army values into his wallet. At a school career fair, students pick up a brochure that describes our Army at war, and how it remains relevant and ready while moving from the current to future force. An action-filled video plays on a television screen, showing the Army s new Stryker infantry carriers on the move. A senior leader tells the Army story to an audience of executives at a corporate function; a young sergeant s h a r e s his take on force stabilization at the family dinner table. A grandmother surfing the web clicks on the Army s web site to learn more about her granddaughter s new duty station. From small, ordinary gestures and everyday conversations to eyecatching promotional materials and tactical speeches, strategic communications is the method by which the Army delivers its messages to those in and out of uniform. It s one of 17 focus areas Army leaders have developed as a means for strengthening efforts to win the Global War on Terrorism. It s about communicating to our audience what s going on in the Army, and explaining it terms or concepts people can understand, so that they can be a part of achieving the goal, said COL Nelson Mc- Couch, who heads the strategic communications division in Office of the Chief of Public Affairs. They can t support something if they don t know anything about it. For example, a Soldier may hear the term force stabilization and, having read about it in a post newspaper, may understand it in more simple terms as my family and I will stay in one place for longer periods of time. Expeditionary mindset could translate into I m ready to go anywhere you need me to go, at any time, because I know I am well trained and my family is well taken care of. The role of OCPA s strategic communications is to develop and implement plans for getting internal and external media to support the Army s campaign plan with articles that explain what s going on, McCouch said. There are two other legs that support the effort to disseminate information the Office of Congressional Legislative Liaison and the Office of Strategic Communications. OCLL s strategic communications team is responsible for making sure the Army s messages are delivered to legislators on the hill in a timely fashion, said COL Wayne Sauer, who heads that office. The Army wants Congress to know what s going on so they can do something about it during the congressional cycle, Sauer said. That involves working closely with congressional staffers. If legislators have questions on the Army budget, for example, OCLL makes sure they get answers.
